Pushed to completion with all speed, much care was exercised, nevertheless, to exclude inaccuracies.
The work is a mere directory of the Legislative, Executive and Judicial Departments of the State Government, of county officers and other matter that was in hand and not extraneous to the subject.
Of temporary usefulness the Directory will in no way impair the value of the Register and Manual, a very full and elaborate work upon which Dr. Knight, State Historian, is engaged and which it is his purpose to publish as soon as he has in hand sufficient funds.

PRIMARY RULES AND REGULATIONS.
The following are the rules adopted by the sub-committee of the State Democratic Executive Commiaee governing t h e State Democratic Primary Election in September, 1922:
BE IT RESOLVED:
That a Democratic Primary Election be held on Wednesday, September 13th, 1922, in each of the counties of this State for the selection of candidates of the Democratic party for the following offices, to-wit:
Governor, Attorney General, Secretary of State, Comptroller General, State Treasurer, Commissioner of Agriculture, State Superintendent of Education, Commissioner of Commerce and Labor, Prison Commissioners, Railroad Commissioners, Judges of the Court of Appeals, Justices of the Supreme Court, Representatives in Congress of t h e United States from the various congressional districts of the State, Judges of t h e Superior Courts and Solicitors General required by law to be elected in the General Election of this year, State Senators from the various Senatorial Districts, Representatives in the General Assembly from the various counties, and candidates for such other offices to be filled in the General Election of this year who properly should be selected in the State-wide primary, and the Chairman and Secretary of the State Democratic Executive Committee are
directed to include such offices a s may be omitted or which owing to later developments, should be included.
The Primary Election shall be conducted in accordance with the laws of this State and the customs of the party in so far as those customs do not conflict with existing laws. All white electors who are Democrats and qualified to vote in the General Elections who in good faith will pledge themselves to support the Democratic candidates for all offices to be voted on this year are hereby declared qualified to vote in said Primary (and the act of voting in said Primary shall constitute the aforesaid pledge).
I t shall be the duty of the Democratic Executive Committee of the several counties, and especially the Chairman thereof, to select and properly advertise place or places of voting in each election precinct of the county, respectively: to select capable managers for conducting said election; to furnish said managers a list of all registered and qualified white voters in the respective districts of such managers ;to see to printing and proper distribution of all necessary blanks and tickets, and to make all other necessary arrangements for holding such Primary Election in their respective counties. In selecting managers they shall, so far as practicable, give recognition to all candidates.
IV.
The Chairman and Secretary of this Committee shall prepare an official ballot containng the names of all qualified candidates for nomination to the various offices filled by State-wide vote and forward the same to the Chairman of each County Committee a t least ten days before the date of said Primary; and such Chairman of each County Committee shall follow the form of said official ballot in having ballots for his county printed, taking pains to see that the
names of all legally qualified candidates for nominations of officers to be voted on in said county a t said Primary Election are printed thereon.
No person shall be deemed a candidate in said Primary unless he is legally qualified to hold the office for which he announces, is a valid member and adherent of the Democratic Party in both State and National politics, and pays the assessments hereinafter prescribed, by the time hereinafter named. The voter shall erase from the ballot the names of those persons for whom he does not desire to vote, leaving on said ballot only the names of those persons for whom he desires to vote. In cases where more than one candidate is nominated for a particular office, each voter shall vote for as many persons as there are nominations to be made; otherwise his vote for candidates for that particular office shall not be counted. No ballots shall be counted which does not conform to the official ballot.
VI.
Candid~atesfor Governor and other State House offices, including Justices of the Supreme Court and Appellate Court Judges, who receive respectively the highest number of votes in each county shall be considered to have carried that county and entitled to the full vote of such county on the county unit basis in the ~onvenrtionhereinafter prescribed, and if any two or more candidates should tie for the highest number of popular votes received in any county, the county unit vote of such county shall be equally divided between the candidates so tying.
VII.
All candidates for Superior Court Judges and Solicitors General are to be voted for only in the counties of their respective circuits ;and the cndidate receiving the largest number of votes in their respective circuits shall be declared the
Democratic nominee; and where two or more are to be nominated for concurrent terms in the same circuit, each candidate in such Primary shall be required to designate the place sought by naming the incumbent, and i t shall so appear on the ballot.
In so far as the Primary relates to the nomination of can-
didates for Congress from the various Congressional Dis-
tricts, such candidates shall be voted for only in the coun-
ties comprising their respective districts; and it shall be left
to the Democratic Executive Committee of each district to determine whether the county unit of popular vote plan shall
.
prevail; and the Democratic Executive Committee of each
Senatorial District shall likewise determine as to which plan
shall prevail in choosing nominees for the State Senate.
IX.
Each County Democratic Executive Committee shall select from among the friends and supporters of the successful candidate for Governor in each County, Delegates to the State Convention in the ratio of two for each of said county's representatives in the General Alssembly, with alternates; said delegates t o be named by said successful candidate for Governor, and if not so named, to be chosen by the respective county committees from among his friends and supporters, and said delegates shall be instructed to cast the vote of such county for the successful candidate for Governor, State-House officers, including Justices of the Supreme Court and Court of Appeals Judges, et cetera. It shall be the duty of each County Chairman, in advance of the Convention, to furnish the Secretary of this Committee with the names of the Delegates and alternates appointed; and it shall also be the duty of such Chairman to provide such delegates and alternates with written credentials; provided no county shall be entitled to more delegates than votes to which it is entitled in the Convention with like number of alternates.
The purpose of the Primary Election being to determine the will of the members of the party in the various counties as to candidates and party policies that will, so nearly a s it is ascertained, shall be confirmed and adhered to.
The unit rule shlall prevail inviolably in making nominations of candidates for all offices Filled by State-wide vote.
Those entitled to receive a majority of unit votes for the nomination sought shall be declared the nominees of the Democratic Party for the offices in question; and in the absence of delegates in each case the unit vote of all counties carried by each candidate shall be counted for such candidate.
If any two persons receive, or are entitled to receive the same number of unit votes for any nomination, the one who received the largest number of popular votes in said Primary shall be declared the nominee.
XI.
Each candidate for Governor is hereby assessed the sum of Two Hundred and Fifty Dollars ($250.00), and each candidate for State-House Office, including Supreme Court Justices and Appellate Ccurt Judges, is hereby assessed the sum of One Hundred and Fifty Dollars ($150.00), which shall cover all assessments against said candidate in said Primary Election, and no other assessment by this crr any other committee shall be levied or collected from them. The payment of the above assessment shall be made to the Secretary of this committee on or before 12 o'clock midnight, eastern time, July l s t , 1922, and such payment shall be accompanied by a statement signed by the candidate, naming the office for which he enters, and if the office is one for which two or more persons are to be nominated, he shall describe the place he seeks by naming the present, or then incumbent, and it shall so appear on the offical ballot.
The name of no candidate shall be placed on the 'official ballot who fails to pay the required assessment and file such signed statement by the time named. The County, Senatorial and Congressional Committees shall levy such assessmenlts as to them may be seem proper on candidates not assessed by the State Committee, which assessments must be paid on or before t h e date which may be fixed by such committees.
XII.
On Thursday, September 14th, 1922, a t noon, the Democratic Executive Committee of each county shall meet a t the court house in said county and declare the result as shown by the returns made by the various election managers; and the Chairman of each County Committee shall certify the result and transmit same t o the Secretary of this Committee a t once, except in case of contest as hereinafter provided, in so far as said result relates to candidates for Governor, and all candidates t o be formally nominated by the State Convention, including Judges of the Superior Court and Solicitors General, and it shall be the duty of said Secretary to present said returns, with proper consolidation thereof, to the Convention hereinafter called.
XIII.
Should any candidate desire to contest the result of said election in any county, he shall file with the Chairman of the County Executive Committee in such county written notice of contest with the Chairman of the County Executive Committee, that he is making himiself inaccessible, or for other reasons, then the same shall be filed within ten days from the day following such Primary with either the Chairman or Secretary of the State Democratic Executive Committee, and then it shall be the duty of the County Chairman to proceed on three days' notice of both parties to hear such contest and determine the same, and such County Chairman shall certify the returns and results in said county as soon as such contest is determined.
XIV.
No candidate in said Primary Election shall be declared the nominee of the party for any office if it is proven thak in the conduct of his campaign for the nomination he violated any law of Georgia, or, in case of any candidates for Congress, any laws of Georgia, or of the United States, in seeking the said nomination, nor shall any candidate be declared the nominee if i t is proven that any authorized agent of said candidate violated any law regulating Primary Elections in promoting said candidate's campaign.
XV.
The State Democratic Convention is hereby called to meet a t 10 o'clock A. M. in the City of Macon, on the 4th day of October, 1922, in the event no second primary is necessary under the liaw; and if a second primary is required, such Convention shall meet on the 11th day of October, 1922, at the hour and place above specified, in which Convention each county shall be entitled to twice the number of votes it has members in the Georgia Houlse of Representatives ; and said Convention shall confirm the results of said Primary Election, or elections, in accordance with the rules hereinbefore made and nominate candidates in conformity with said results; select a new State Executive Committee, announce a platform and attend to such other business of the party as may be brought before it.
XVI.
All proceedings wha~soeverin connection with said Primary Election and with said Convention shall be conducted strictly in accordance with the terms of the Act of the General Assembly of Georgia, approved August 14, 1917, with reference to nominations by county units; and all the foregoing rules shall be construed strictly in accordance with the terms of said Act; land in the event a second Primary Election shall become necessary under the conditions pre-
scribed by said Act, then said Primary shall be held on Wednesday, October 4th, 1922, for the purpose of deciding any contest or contests growing out of a failure t o nominate in the first Primary, as provided by the terms of said Act.
XVII.
I n t h e event of a second Primary Election, the Sub-Committee, acting in conjunction with the Chairman and Secretary of this Committee, shall have full power and authority to levy reasonable assessmenrts upon t h e candiidates participating in such second Primary, and t o make such other rules and regulations, not in conflict with the laws of Georgia and the rules of this Committee, a s may be necessary to carry into full force and effect the Act of t h e General Assembly approved August, 1917, with reference to nominations by county units, and t o provide for the prompt assembly of the State Democratic Convention.
XVIII.
County Executive Committees shall be elected by voters participating in the Primary for a term of two years in t h e following manner: Each of the militia districts and city wards in this State shall be entitled t o elect a t least one committeeman; and if a larger number is desired in any particular county, the County Committee shall fix the number, each district or city ward to have equal representation. There shall be a blank a t t h e foot of the ticket, wherein t h e voter shall write the name of the person of his choice, t o serve on the lwal committee from such district or city ward.
The person, or persons, if more than one is voted for in any particular district or city ward, receiving a plurality of the votes cast shall be the duly elected committeeman t o serve f a r a period of two years. The first election shall be held in the regular State Primary, September 13th, 1922, throughout the State, and the subsequent elections shall be held every two years, either in the State Primary or County Primary, as the County Committees in each county may determine.
RULES FOR THE GOVERNMENT OF MEETINGS OF
THE STATE DEMOCRATIC EXECUTIVE COMMITTEE.
Twenty-five members of the Committee shall constitute a quorum.
No member of the Committee shall participate by proxy in any of its meetings.
The Secretary or Chairman of the Committee shall maiI written notices to all members in advance of called meetings, notifying members of the time and the place where such meetings shall be held.
IV. Called meeltings shall be held upon such notice upon the direction of the Chairman of the Committee, and called meetings shall be held whenever and wherever a majority of the members of the Committee shall deliver to the Chlairman or Secretary of the Committee a written request for such meeting.
At all meetings of the Committee a majority vote shall prevail, except upon motion to change the rules established for the government of the committee, upon which motion a two-third vote shall be required to prevail.
VI. The Chairman of the Committee shall appoint a Sub-Committee of seven members, which Sub-committee, in conjunction with the Chairman and Secretary of the State
Democratic Executive Committee, shall arrange and supervise all of the detaib of Primary Elections and of conventions that may be held during the tenure of said Committee, and which shall be charged with the responsibility of enforcing all of the rules, regulations and resolutions of the State Democratic Executive Committee while said Committee is not in actual session.
VII.
An itemized list of all expenditures made by or in behalf of the State Democratic Executive Committee shall be kept by the Secretary of the Committee, audited by the Sub-cornmittee and furnilshed, upon request, to any candidate contributing thereto.
VIII.
The Chairman of the State Democratic Executive Committee shall have power to fill, by appointment, any vacancies which may result from resignation, death, or other cause.
