From opening doors for Georgia products abroad, to providing the means to import necessary raw materials to foe! domestic manufacturing, this unique combination or strategic advantages has translated into unprecedented growth for Georgia's economy. As a portstate , Georgia is afforded an educated workforce versed in the language or global logistics. We've implemented a "pro-business, pro-port" philosoph y of doing business that has resulted in new corporate citizens, additional cargo , and millions or dollars in investment to our state each year.
Georgia's ports serve as magnets for international trade , enriching the State's economy to benefit Georgians in communities stretching from Gainesville to Waycross. As a key component or Georgia's thriving economy, the Georgia Ports Authority directly employs 787 trained transportation professionals in jobs ranging from marketing and sales to engineering, operations, communications and finance. To put the impact or the Authority into perspective, GPA operations together with private sector, port-related operations, account for more than 80 ,100 jobs across Georgia, bill ions or dollars in revenue and income exceeding , 1.8 billion annually.

Georgia's dee pwater ports in Savannah and Brun swick, togethe r with inland ba rge operations in Bainbridge and Columbus, co mbin ed to ac hieve sixteen yea rs of consecutive growth . In fac t during FY03, the GPA's statewide operations together moved 15,310,037 tons of cargo , up 15.1 % over the p reviOLIS year.
ln Savannah , Georgia's largest po rt ga rnished an enviable top 5 fin ish among U.S. container ports. Leading U.S. East Coast po rts in double-digit growth during FY03 , GPA operations excelled to move a record 1. 5 mi llion TEU's. Having su rpassed the pivotal l mill ion TE mark in FY0 l , Savannah's record th roughput perfo rmance in FY03 rep resents a 48% increase ove r FY0 l and a 31.5 % increase over FY02 (1 TEU = 20 foo t co ntainer).

Brunswick's emergence as one of America's to p auto ports, not to mention its strategic role in the handling of fo rest products, agri -bulk and other b reakbulk and b ulk co mmodities, continues to influence Brunswick's strategic importance to Geo rgia's ongo ing success. 'N ith the opening of the new Sidney Lanier Bridge in 2003, co mbined with the cur rent deepening of the port's harbor, the right combi nation of harborside and landside infrastructure will soo n be in place to fu rther heighten Brunswick's marketability.

Dear Friends and Colleagues:
Georgia's ports operate like no other ports in the world. That's a bold statement considering there are thousands of ports, successful in their own right, globally serving international trade.
So, how do we do it? What differentiates Georgia's ports from other global players? Why is the GPA so successfuP Our recognition as the gateway to the Southeastern United States, coupled with the productivity of our terminals and the strength of our intermodal capabilities continue to play a key role in attracting record cargo volume and a diverse mix of ocean carrier services. But those alone don 't tell the whole story. l believe our success centers upon the Authority's unique and proven ability to extend our thinking beyond the dock, beyond the gate and beyond the traditional role of the port as an innovative partner in logistics pipeline.
\Vhile incorporating a number of traditional roles within our organizational structure , we've interwoven a number of "non-traditional" job functions within the fabric of our organization. For example, we operate an Economic & lndustrial Development Division that works in conjunction with state and local authorities to attract "port dependent business' to communities statewide.
We've also proven to visualize the "customer-port relationship" as far more interactive than our competition. In December 2002 , we opened a Client Relations Center, or CRC. Unique to the port industry, the CRC provides a direct, open line of communication for issue reso lution between the customer and the Authority.
To accomodate these initiatives, as well as projected growth, Georgia's ports operate off of a long-term strategic plan we refer to as FOCUS 2010. Through responsib le planning, the Authority is able to budget and construct the necessary improvements to landside and harborside infrastructure well in advance of customer needs.

At the event , Perdue also announced GPA's fiscal year-end statistics. "1 am proud to report that for the firs t time in Georgia's history, our ports have surpassed the one and a half million mark for TEUs (TwentyFoot Equivalent Unit) handled in a single fiscal year," said Perdue. "At the close of the year Quly '02-June '03), 1,505,278 TEUs were shipped through GPA; representing an incredible 31.5 percent growth over last year. In just three years , container growth has increased by 56 percent. "
"This unprecedented growth could not be achieved and can not be maintained without the excellent leadership shown here today," said Doug J. Marchand, Executive Director of the GPA. "As a result of the Governor's commitment to our newest expansion project, we anticipate 10 ,800 new direct and indirect jobs will be created ."
The Port of Brunswick also experienced a dramatic 25.2 percent growth in the ship-
ment of auto and machinery units last fis-
cal year. "For the first time ever, the Port of
Brunswick surpassed the 300,000 mark
for the shipment of auto and machinery
units in a single year," said Marchand.

and machinery units than last year. "
"During FY03 , the Port of Savannah welcomed 10 new ocean carrier services to an already extensive list of liner services giving shippers more choices , better frequency and assurance of competitive rates", Marchand added. "Currently, 80, 100 direct and indirect jobs statewide result from port activity, with more than $1.8 billion in income generated each yea r".
GPA is also pressing forward with work on upgrades to existing container berths, a five-year, $33 million program. This program is a conversion of the Garden City Terminal from a chassis to a stacking operation. And , it will greatly increase the number of containers the Garden City Terminal can handle on existing acreage.
"We can't lose sight of the fact that success in this business is not based on what you did yesterday," said Marchand . "What matters to our customers is what you are doing today and what you are going to do tomorrow. "
Other recent improvements to container operations include hiring 100 additional employees, extending gates hours , and acquiring two additional super post Panamax cranes, six additional top-lift container handlers and six new rubber tired gantry cranes, the installation of automated scales, construction of precheck pedestals, and communications and security systems from the truck lanes to a processing center.
"In the Maritime Industry today, ports must find new ways to modernize , add value and reduce costs in their customers' supply chain ," Marchand added. "That's what our customers want and need. Our customers require just-in-time delivery. Ocean carriers, rail lines and truckers need quicker turnaround service from ports."
To that end , GPA recently completed a major new technology upgrade that will increase productivity and prepare for future growth. This new upgrade to GPA's computer system is the culmination of a six-month project in which GPA technology experts worked closely with their software partner Navis LLC of Oakland, CA to create a new strategy for increasing the flow of traffic through the terminal.
"We're talking about an exchange between clerks and truckers once taking 15 seconds, now taking only 1 second ," said Marchand. "Today, our customers and our employees are exchanging information in real time. ow that is impressive
Another improvement to traffic flow is a recently constructed internal pedestal that serves as a help center for truckers within the terminal. All of these projects greatly speed the delivery of cargo to and from the terminal as well as improving customer service and security.
"What we are doing at the GPA is staying ahead of the growth curve and our competition," said Marchand. "These improvements are also our blueprint for a strong, sustained surge in future growth and job creation in Georgia. "
JOB CREATION: The success of the GPA is working as a catalyst for the future economic recovery in Georgia.

For example, in 2033 Pier I Imports opened its new Savannah import distribution center. This 780,000 square foot, 60plus acre project represents a $30 million investment in our community And currently, this center employs more than 150 Georgians.
And also during 2003, Hugo Boss opened an important, new distribution center in Liberty County This 165 ,000 square foot facility represents a $15 million investment. And currently, this center employs more than 125 Georgians.
Today, 12 major distribution centers moving more than 300,000 containers annually are located near the Port of Savannah.
A 40 ,000 ft. , on-dock cold storage facility was re-opened in 2003 at the Garden City Terminal. As a result, Savannah Portside Refrigeration, Inc. is expected to import 12 million pounds of beef this year. And hundreds of Georgians will be employed this year processing that product.
Refrigerated containers through the Port of Savannah have increased by 11 percent over the past year. With the resumption of cold storage services we expect to see this segment of our container business increase more.

No one is more important to the success of any organization than the "customer"_For years we've expe1ienced firsthand any number of successful customer service strategies implemented by institutions ranging from banking centers to our favorite area supermarket. Even within the transportation industry, customer service divisions are nothing new. Or, are they7 Ocean carriers have for years been quite successful in operating centralized departments for the express purpose of fielding customer inquiries and promoting customer-focused service initiatives. However ports, on the other hand , have noticeably lagged in establishing a centralized approach in the area of customer service.
For the port, who exactly is the "customer"? The Georgia Ports Authority defines a customer as any non-GPA person or company involved in cargo trans-
portation through GPA facilities. These individuals and organizations include: ocean carriers, truckers, railroads, shippers and consignees, stevedores and forwarde rs and brokers.
From operations to marketing to technology R&D, Georgia's ports operate like no other terminal operator in the world. The Authority's ongoing success is testimony to its leadership and innovative thinking. Understanding its role as an industry leader, the GPA set forth in early 2002 to centralize customer service responsibilities under one department, in essence the formation of a mini-GPA.
Well in advance of formall y establishing a "Client Relations Center", or CRC, the Authority initiated a study to examine the GPA's existing customer service capabilities and procedures. The first step was to quantify GPA personnel and manpower involved in daily customer service activities. Through an extensive series of employee interviews, as well as call log analysis , the study compiled data from a cross section of departments. Beyond the internal examination, the study looked externally, examining customer service practices at other ports, industry trends , as well as an analysis of input from qualified port-users.
Internal findings revealed virtually every GPA department was fie lding an influx of customer related calls on a daily basis. Findings indicated that in addition to assigned job responsibilities , a number of staff members were spending a minimum of a half hour each day functioning in a customer service capacity. fifty-six percent of the calls fielded were related to trucking issues, while 17% of the calls were of an ocean carrier nature.
The study's external results revealed no clear leader among ports in the area of customer service. In fact, among major U.S. ports a centralized customer service department was not identified The study further found that existing service standards industry wide were not consistent, productivity among departments was diminished and there was no process for improvement.
To complement the tremendous success the GPA has enjoyed in the operation and marketing of Georgia's ports , the study recommended the Authority move aggressively ahead vvith the formation of a dedicated Client Relations Center. The CRC's primary responsibility is to act as a front-line communications tool providing customers and other port-users with a direct , responsive link to service assis-

tance , cargo coordination and issue resolution.
So, what makes the GPA'.s Client Relations Center so great? "Centralization of customer service fu nctions only works if you have great people, training, procedures, fo llow-ups and superior information
tools ", stated Doug J. Marchand,
Executive Director, Georgia Ports Authority. "We've made significant investments in the CRC , while drawing on the Authority's technology and best personnel to assure the department's success. As a port-operated and funded community resource, the primary product of the CRC is clear communication. " Operating as a single proactive unit, the
CRC's efforts foc us on three areas of expertise: Financial Services (tariffs , rate quotes and billing inquiries) , Cargo Services (issue resolution, pick-up / delivery verification , special services, retailers , government inspections and general information) and Technology Service and Support (applications support communications, training, new user administration and EDI).
The objectives of the CRC are to improve customer experience, to improve the effi ciency of delivering customer service , to establish and maintain consistent standards and procedures, to capture and analyze contact behavior, to reduce call / contact volume, to measure customer ser-
vice work, to generate results , Lo furthe r promote customer satisfaction and to provide superior customer service 24 / 7.
To reduce overall call volumes , the CRC has initiated a number of actions. These actions include: enhanced customer training, a marketing campaign to edu cate and promote CRC services, self-help opLions, service standards, contact management, contact tracking and process improvement.
The GPA'.s new Client Relations Center strives to assure problems are resolved through a proactive means and service reliability. Added Marchand, "Through the CRC, we've formalized procedures to

assure customer needs are being met through a single, responsive point of contact. By creating the CRC, we've established a premiere customer service function unique to our port operations. We've in essence raised the bar that since its initiation in December 2002 the CRC has already set new standards for ports in the areas of customer service and satisfaction."
Responding to customer needs, the GPA is also taking the CRC directly to the customers office. "That's right, we make house calls," stated Wally Barelka, GPA General Manager, Client Relations Center. "We've implemented a series of customer outreach programs in which technical training assistance is at the heart of our
message. We'll work one-on-one or in groups , covering everything from Navis training to familia1ization of webaccess.gaports.com. We also delve into process improvement, as well as automation and service improvements. "
"Currently, the CRC is container-centric, focusing specifically on Savannah's Garden City Terminal and Ocean Terminal. However, the future vision of the CRC finds the Center expanding to breakbulk operations in both Savannah and Brunswick, as well as implementing additional functionality such as billing customer service. 'vVe're also exploring future enhancements in the areas of con-
tact management application, issue tracking and analysis, process improvement initiatives, service standards and metrics and customer satisfaction studies. There are endless opportunities to what the CRC can do to reduce operational costs for the Authority, as well as transportation costs for our customers. The response from the market to date has far exceeded our original expectations. This continues to be a solid investment by the Authority," stated Marchand.

Operated by the Georgia Ports Authority, Garden City Terminal is asecured, dedicated container facility, the largest of its kind on the U.S. East and Gulf coasts. The 1,200-acre single-terminal facility features 7,726 linear feet of continuous berthing, more than 1.3 million square feet of covered storage and an on-terminal ICTF for expedited rail service. Garden City Terminal is within 6.3 miles of Interstate 16 and 5.6 miles of Interstate 95 with affess to more than 100 trucking companies. Class Irail service is provided by CSX Transportation and Norfolk Southern Railroad.
