This is the new AnchorAge redesigned to bring the Georgia Ports Authority story to what will soon be 5000 readers
The mailing list is being revised now and when the April issue is distributed its coverage will be approximately double this first issue
The story of a state port terminal is not a simple one Hundreds of people and dozens of companies are constantly involved in the day hy day activities that are part of terminal activity docking ships hoisting cargo checking it and moving it fast to its destination in and out of warehouses to trucks and rail cars
The pressure of schedules is constantly with the terminal operator as are the vagaries of the weather whether it be storm or drought
The end result that of serving the people of Georgia providing a boost to its economy and being a strong ally in the industrial development is constantly held in view
That our state terminals are meeting these objectives has been proven with considerable impact by studies showing that Georgias ports affect practically every city and county in the state
With business booming at the states facilities and demand for service insistent the ports are expanding again AnchorAge presents that story in this issue

WHEN J D Holt faced a large television audience in Savannah recently on a program called Candid Opinion he was suddenly asked the question With our ports spending large sums for new
construction roughly equivalent to those being spent by other South Atlantic ports why are we getting so many more berths than they are
The Executive Director of the Georgia
Ports Authority answered quietly I believe its because we are getting a good deal more for our money
Even as Mr Holt was being questioned members of the Authority were returning from New York City to deliver 11500000 for additional port construction and financing the largest bond issue for these purposes in the history of Georgia
That the Georgia Ports Authority under the leadership of Augustan Robert
C Norman Chairman and soon to operate 21 deepwater berths by mid1963 has been getting its moneys worth is a matter of record
Strong Entry
Ocean Terminal in Savannah will receive three berths two transit sheds in area marked with white lines Total berths at this facility will then be 10
The Authority entered the ports race strongly when it acquired its Garden City Terminal property from the State of Georgia in 1949
This amounted to 407 acres of prime river frontage and over 2000000 square feet of commercial warehouse space which the War Assets Administration had sold to the state
Moving quickly the Authority issued 5500000 in revenue bonds and constructed a new modern port facility with four berths serviced by three transit sheds and a tanker berth The most mod

era equipment was installed and Georgia was in the port business
By the end of fiscal 1953 the Garden City Terminal had handled 232920 tons of dry and liquid cargo and serviced 46 vessels
By the end of fiscal 1956 those same facilities were being overtaxed to handle 837660 tons of cargo from 355 ships and surveys showed that if the facilities were expanded right then it was doubtful if expansion could take care of the demand for facilities by ships and shippers with cargo for Georgias ports v Fired by the early success of the Authoritys operation the General Assembly authorized ocean port facilities by the Authority at Brunswick and inland barge terminals for Augusta and Bainbridge Further the Authority was authorized to expand its Savannah facilities
Through 1961 the Georgia Ports Authority has earmarked in excess of 27 000000 for its port facilities 16000000
of this during the past three years It now has three deepwater terminals at Brunswick and Savannah and under the new bond issue a third inland port will be added at Columbus on the Chattahoochee to join Bainbridge now in operation for four years and Augusta which begins operation sometime this summer when
the Corps of Engineers assures a 9 channel on the Savannah River
From five deepwater berths in 1956 to 15 berths today to 18 berths in operation by the end of 1962 and 21 berths by mid1963 in addition to three inland barge terminals this is an enviable record of getting the most for the money
Impressive Records
The Georgia Ports Authority has notched some impressive records during the short years it has been in the ports business
For the past four years it has broken each previous years tonnage records from 884000 tons in 1957 to some oneandaquartermillion tons in 1961
The number of vessels calling at Authoritys facilities has increased from 292 vessels in 1957 to 826 vessels in 1961
For the past two years the State has led all other Southeastern states in rate of gain in foreign trade and commerce and
From the beginning of its operation in 1949 the Authority has operated all of its ports in the black and costly deficit financing through special appropriations from the Legislature the rule in most
stateoperated authorities has been avoided
Shrewd Investment
An Authority gets more for its money when it makes money go a long way Shrewd investment of funds in acquiring facilities or in building new ones is most important
Ocean Terminal in Savannah now adequately financed to place it in excellent operating condition after it was originally purchased for a little over 2500000 has become an excellent investment
During fiscal 1959 141 vessels called at this terminal with 87000 tons of cargo crossing its wharves By 1960 the number of vessels had risen to 268 and the tonnage to some 200000 tons By 1961 the number of ships reached 323 and the tonnage 208000
Meanwhile Brunswick Georgias ocean port and historically one of the oldest port cities in the United States 1771 showed impressive gains in tonnages and ships calling after the investment of nearly 4000000 by the people of Brunswick Glynn County and the Georgia Ports Authority in the new bulkloading and general cargo facilities it now has
In 1950 ships tugs and barges brought some 131270 tons of general and bulk cargo through this port After the addition of the Brunswick Port Authoritys new bulk loading facility in 1958 these figures jumped to 404821 tons In

1949 the completion of the Georgia Ports Authoritys general cargo berth helped push these figures to over the 717417ton mark and for the end of calendar 1961 the general and bulk cargo tonnage handled has been estimated at over 1000000 tons
Industrial Development
Good management a key to the efficiency and profitable operation of the Authority has prompted close attention to industrial development under longterm lease agreements upon the Authoritys adequate properties
Seven facilities have been erected during recent months
Two facilities were erected for the Shell Oil Corporation one for handling asphalt and one for handling gasoline and fuel oil
A facility has been added for mixing and blending asphalt and cutback another for storing molten sulphur for American Cyanamid Corporation with a

capacity of 60000 tons per year another was added for handling fats and oils both imported and exported chiefly tallow lard edible and inedible oils a pad for storing Benzene Hexachloride for ColumbiaSouthern Chemical Corporation was laid at Bainbridge and a facility for export packing of a wide range of cargo was added
The new 11500000 available for expansion of the ocean terminals and Brunswick port facilities offer other opportunities for a forwardlook by the Georgia Ports Authority
In addition to over 5600000 in berth construction and an inland barge port at Columbus important facilities will be added
Soon a cold storage facility with some 804400 cubic feet of space will serve Georgias poultry and livestock industries as well as foreign imports
At Augusta a liquid bulk facility will be erected and modernization of existing commercial warehouse space will be accomplished

Editors Note The Governor and a select team of Georgia Super Salesmen will leave March 10th for a 6country trade mission to Europe They go to sell Georgias ports her products and her industrial climate In the words of the Port Authoritys energetic Chairman Robert C Norman of Augusta This is Georgias first serious attempt to find out what were up against over there We asked for this mission to tell the Georgia ports story to thousands of Europeans who dont even know where Georgia ismuch less her port cities
AMSTERDAM The Netherlands Monday March 11Arise early breakfast and meet for briefing session We meet in twos and threes in morning visits to European counterparts until 1230 luncheon follows with some 150 to 200 shipping representatives governmental and port officials 230 back to meetings with counterparts through the city 730 attend Common Market Forum led by one of its founders
The preceding notes and remarks were received recently from Ed Bridges Aide to Governor Vandiver who was in Europe preparing for the Georgias forthcoming Trade Mission March 10th through March 31st
March is early for trade missions However the Governors group will be ahead of the usual groups that go over in the late spring and summer The 38 Georgia businessmen will impress Europeans with their earnestness by coming at that time and the greatest possible im
pact will accrue to the Governors Mission as they sell Georgias ports its products and its industrial climate by being there first
The group will gather information and make contacts in 6 important European countries The Netherlands Belgium West Germany France Italy and England
They will meet dignitaries ranging from the Queen of The Netherlands the President of the Board of Trade in England to the Burgomeister Mayor of Dusseldorf one of Europes biggest river port cities in goodshungry West Germany
But for the most part the representatives of the Ports Authority and the bankers naval stores agriculture manufacturers mining transportation commerce and other representatives of Georgias principal industries will meet men like themselves in addition to shippers importers exporters steamship executives
and their agents freight forwarders manufacturers bankers and commercial officers
For Georgias Ports Authority the mission will clear away the haze that lingers on between groups that know only faintly of each other of their locations their potential and the makeup of their bodies that control business
We will tell them and show them where Georgia is where Brunswick and Savannah are what port facilities are available and of the large portions of the midwestern United States and Georgia through which they might deliver their goods at favorable rates
They will ask us what they need to know to establish contacts in Georgia They will tell us what they want to sell in Georgia trade is a twoway street and they will not be inclined to help us unless we help them They will tell us what their problems are in moving their goods to our state and what obstacles we must overcome to move our goods into their countries
Of greatest importance we will come back with names and addresses with contacts if you will with whom we can work to build the volumes of specific knowledge we must have of these booming markets in order to do business there

The final details setting the river depth at 9 are expected to be cleared by midsummer or shortly thereafter When this is done the Augusta facility will put out its Open for Business sign

Brochure To Boost Both Berths As
Brunswick Bustles with Business

WITH SCARCELY a year gone by since it was officially dedicated the state docks at Brunswick are off to a bustling start during 1962
January showed a steady stream of ships entering Georgias ocean port for discharge and loading of general and bulk cargo and as the Brunswick News pointed out in a news story For the first time since public facilities have been open here a ship assigned to pick up Herculesmade dresinate and liquid resin from tank cars on the state dock had to be reassigned for service at a later date
During the first six months of the current fiscal year v general cargo tonnage was 516 over that reported for a like period last year February promises to be even better than January according to shipping schedules already posted
Foremost among shipments from Brunswick via the State general cargo berth in January was some 400 tons of steel boilers made by BabcockWilcox Company of Brunswick bound for Yokohama Japan aboard a vessel of the American President Lines
Another larger shipment from the same company was
waiting at dockside for a ship later in the month In addition the first of two sizable shipments of dry milk to come through Brunswick arrived during the month
Meanwhile an important sales tool to be used in selling
Brunswicks port resulted from the printing of a new 12page brochure recently It was jointly sponsored by the Georgia Ports Authority and the Brunswick Port Authority Invaluable N assistance was given by the BrunswickGlynn County Planning Commission and the Brunswick Chamber of Commerce in its preparation
The twocolor piece is different from most It contains specific harbor and port information to increase the brochures value to shipping companies and others

Specific material was also included relating to the Lanier bulk loading facility the States general cargo berth and a special table showing the additions to be made under the 1500000 allotted under the states newest bond issue for construction of another general cargo facility alongside that one now in operation
Whaley and Mentor Construction Company of Brunswick were low bidders for the job with a bid of 1316666 Construction has already begun
Brunswick has five very good portoriented industrial sites available for new industry The brochure highlights industrial growth in Brunswick and specifically details the sites now available

A SHIPMENT of 439 bales of wool from Ireland landed at the Garden City Terminals destined for the new scarring and spinning plant of A and M Karagheusian Inc near Statesboro
This plant which provides Karagheusian units at Albany Ga and in North Carolina with yarn will ultimately import 15 million pounds of wool through the port
This shipment was valued at some 200000 according to Joe Robson purchasing agent for Karagheusian Another such shipment valued at some 100000 was imported in January
Robson said Karagheusians product is Gulistan Garden of Roses Carpeta carpeting of highest quality Production of yarn at the new plant will commence this month Plant employment will eventually reach 300 to 350 Mr Robson said

GEORGIA PORTS Authority facilities in Savannah handled a large contract of motor graders and wheel tractor scraper units of the LeTourneauWestinghouse Company of Toccoa Georgia and Peoria Illinois First shipments being sent to the Argentine Government for their highway program was received in December with other shipments handled in January

The Brunswick facilities consist of a general cargo berth operated by the Georgia Ports Authority and a bulkoffloading facility operated by the Brunswick Port Authority Another general cargo berth is now under construction in the space indicated by dotted lines BestWall Gypsum Company background one of Brunswicks largest industries and one of biggest users of bulk facility worked closely with people of Brunswick and Glynn County to bring about its construction
BRUNSWICK is a dynamic and an historic Georgia seaport city that is hitting on all of its development cylinders It has grown 44 during the past ten years and its population is expected to double by 1970 It has some half dozen large industries and many smaller ones most of which are utilizing the modern port facilities and a recent announcement by a large defense industry points to the area as being a most desirable locale for missile and rocket engine development
Brunswick founded in 1771 became a seaport at the same time as New York Boston and Philadelphia It was designated as official United States Port District by the 5th Act of Congress This was signed in 1789 by President George Washington and Vice President Adams In the early years Brunswick shipped large cargoes of locally grown sea island cotton and timber
First step in the creation of the Port of Brunswick came with the passage of the Port Authority Act by the Georgia Legislature in 1945 This legislation created the Brunswick Port Authority This Authority consists of five members all appointed from Glynn County
In 1958 the people of Brunswick and Glynn County aided by Bestwall Gypsum Company approved a referendum authorizing a bond program to build the bulk cargo facility now operated by the Brunswick Port Authority costing some 2000000 A gantrytype bucket unloader was also installed The Georgia Ports Authority then built a general cargo berth and transit shed with double marginal tracks and modern equipment costing some 1500000 on land donated by the people of Brunswick These facilities were dedicated in August 1960
A new state bond issue was sold in December 1961 Under this port construction and financing program another one and a half million dollars was authorized for building a second general cargo facility and transit shed in Brunswick Construction has begun on this facility

Brunswick is a city where urban renewal plans are close to reality The BrunswickGlynn County Joint Planning Commission is very active thorough in community study and evaluation and forwardlooking in its approach Industrial
sites have been closely and objectively assayed
The State government is actively interested in Brunswick in developing it as a deepwater port in promoting it as space research area and in further expanding the recreational areas at Jekyll Island The area is one of Georgias best allyear vacation lands featuring St Simons Island Sea Island and Jekyll Islandidyllic resort for tourists and local residents Fishing boating golfing and other sports create a large variety of entertainment
Brunswicks business and industry leaders are a cooperative hardworking team improving the old landmarks in downtown areas and marking the course for future development Their emphasis has been on port development so that Brunswick may regain its historic importance as a major South Atlantic deepwater port
Following are the principal products made at Brunswick listed in order of the employment size of the industry Processed seafoods Brunswick has the largest frozen seafood industry in the world chemicals including chlorine caustic soda paints and varnishes naval stores paper sizing bleached sulphate pulp for papermaking purposes industrial boilers and parts apparel outer garments including car v coats and jackets for girls boys women wallboard plaster and gypsum lath acoustical ceiling tile various concrete products power saws miscellaneous machinery and tools and minor ship repair activities Brunswick has three plants i with over 700 employees each arid six with over 200 employees
With its heavy industry expanding rapidly one of them is spending 38000000 in plant expansion its appealing recf reational and industrial opportunities Brunswick can look confidently to the expansion of its port tonnage both import and export and enterprising shippers will strongly consider this facility when sending out their next order The v savings in transportation dollars to vital areas of the United States can be substantial How much can be saved can be established by writing to one of the sales offices listed on page 1
Industry seeks a desirable address and considerate neighbors The interrelationship of all the factors present in the community as they bear upon one another becomes the basis for industrial planning
A modern port for instance is a necessity in the development of the Brunswick and Glynn County economy and also is a major factor in regional and state growth as well Recent industrial growth in Brunswick is directly linked to

The 500foot bulk cargo facility built by the Brunswick Port Authority can offload a 20000ton ore vessel in 65 hours The huge gantrytype grabbucket has a capacity of 600 tons per hour Double marginal rail tracks service both the Brunswick Port facility and the Georgia Ports Authority general cargo dock and transit shed which is in immediate foreground
the port and its facilities and future growth is expected to be even more dependent upon it Current tonnage figures for the port approximate 1000000 tons annually This is an increase of nearly 500 per cent above the cargo handled in 1955
Portoriented industries require vast and accessible area sites A survey by the Industrial Development Branch Engineering Experiment Station Georgia Tech shows Glynn Countys land requirements for industry to be as high as 5000 acres long range short range 3000 acres
Land suitable for industrial development is located in what is probably the finest shore area remaining in the United States Population studies show an anticipated growth in county population as some 62000 by 1970 The Brunswick figure will be around 26000 Current estimates could advance this increase to as early as 1965

Most sites have industrial potential if they are close to deepdraft shipping rail service and heavyduty highways
Five industrial sites in Brunswick all have the potential for portoriented industrial locations Basic industries can be expected in the timber pulp fiber and chemical fields with an increasing growth of petroleum ore handling and processing The sites are described below and are numbered on the map at right Present major industries are also noted on this map
Site Number 1 Colonels Island
The Colonels Island site consists of over 2000 acres of relatively high sandy land It is accessible to deepdraft shipping and served by existing highways The proposed route of the northsouth interregional highway crosses the island This is Brunswicks number one site which has ample high stable land accessible to deep water shipping It is ideally situated for such uses as ore processing and petroleum refining and storage It has ample area to accommodate supporting and allied industrial development industries processing or storing hazardous materials or those emitting fumes and noise
Its important to emphasize that soil conditions on Colonels Island are such that heavy industrial construction could be practical Simplified docking for petroleum or orecarrying vessels using pipe line or conveyor methods would minimize cost of cargo handling Present channel dredging will allow all but world type tankers direct access to pier heads
Site Number 2 Andrews Island and the area directly to the north
These areas have accessible water frontage on East and Turtle Rivers They are accessible to deepdraft shipping at
present and will become more so with continued dredging It is well situated for longrange portexpansion and portoriented industry Development of this site is complicated by marsh characteristics However it is feasible when viewed thru longrange Federal or Stateaided harbor program It may not be practical as heavy industrial site due to uncertain subsoil conditions A survey showed a twentyfoot muck strata in area New filling and soil stabilization techniques may make this more readily developed
Site Number 3 Blythe Island Military Reservation
Blythe Island has a total of 3000 land acres and it is accessible to shallow draft and barge shipping Rail service to area would entail extensive grading and bridging State Highway 303 serves the island Industries with noise fumes or other problems could be accommodated here
Site Number 4 Brunswick Point Quarantine Point
Brunswick Point is a salt marsh of some 2000 acres It is the closest available site to the ocean and has an ample turning basin Highway access from Lanier Boulevard would be excellent rail service beneath the Lanier Bridge would be difficult but not impossible The development of Brunswick Point involves the same uncertain subsoil conditions as Andrews Island Fill requirements would be extensive and could partially be met by dredging as part of a Federal or Stateaided harbor program
Site Number 5 Hermitage and Oak Grove Islands
This area consists of about 2000 acres of high land and a similar amount of marsh The location is easily served by

trict would be reasonable Over an extended period of time it might even become feasible to dredge a channel to the area so it might be well served by shipping Portions of this site may be purchased

BROCHURES BOOST SAVANNAH BARGE PORTS
Two new publications were added to the arsenal of information carried by the Georgia Ports Authority delegation to Europe with Governor Vandiver March 10th through March 31st
A new updated sixpage folder redesigned to present the Savannah port facilities in modern dress presents Savannahs Ocean Terminal and Garden City terminals In addition a page showing the huge 13state hinterland or market area which is served by Georgias ports at favorable inland freight rates was featured
The brochure showed a variety of commodities which are presently being shipped through the terminals and it called attention to the 30man security force which has reduced pilferage for all practical purposes to a nonexistent proportion
Customs clearance in Savannah saves considerable time over that needed for the same clearance at the heavily congested ports of New York and Baltimore and this point was heavily stressed in the advertising piece
A twopage insert was also printed to highlight the two barge ports operated by the Authority at Augusta and Bainbridge and to call attention to the new port to be built soon at Columbus
The extensive inland waterway system of the United States is clearly put forth on this insert and the Georgia barge ports are heavily pinpointed to show the accessibility they enjoy to the existent inland waterway systems
Some 5000 of these new brochures were printed and distributed over Europe to foreign freight forwarders
shippers manufacturers agents and chambers of commerce in Holland Belgium France Italy England and West Germany
The Europeans did not know the locations of Georgias ports nor did they know anything of our facilities These brochures in colorful green dress made an instant hit with the Europeans and helped Port members stress the multiple advantages offered by the Georgia ports
These two brochures when added to the new Brunswick brochure were designed to present a family appearance The Brunswick brochure is also printed in the same green color as the Savannah and inland barge port brochures

PORT OF THE VALLEY SET FOR COLUMBUS
Columbus Georgia sitting squarely in the Chattahoochee Valley will soon boast an ultramodern inland barge port to be built on 88 acres of riverfront land deeded to the Georgia Ports Authority by the city
The new facility which should bring on a broad new era in industrial development in Columbus according to Authority member Howell Hollis Columbus will cost approximately onehalf million dollars and will feature a modern transit shed wide concrete aprons at dockside and the latest in material handling equipment
Columbus is receiving the consistent and hardworking support of Authority staffs as it prepares for the new port
In meetings held recently in Columbus Mr Henry DeBardeleban Chairman of Coyle Lines Inc was introduced to over 250 business and political leaders of the

Chattahoochee Valley area As representative of one of the countrys leading barge lines Mr Debardeleban told the assemblage that inland water transport had a strong effect on prevailing transportation rates industrial development and the economy of the cities within the sphere of its operations
Coyle Lines Inc has applied to the Interstate Commerce Commission for rights to operate on the Chattahoochee and serve the Columbus port
J D Holt Executive Director of the Georgia Ports Authority and Mr Hollis have both made addresses in Columbus highlighting the Authoritys plans for the Authoritys third inland port
The Georgia Ports Authority also operates inland barge ports at Augusta and Bainbridge With the completion of the Columbus port it will boast more facilities of this type and quality than any other southern state
Tentative plans have set the beginning of construction at the port for May
NEW MOVEMENT VIA BAINBRIDGE
During the month of March the port of Bainbridge handled its first outbound movement of Georgia clay The Authority was pleased with the handling of this famous and familiar Georgia product and have high hopes of handling large volumes of this traffic in the future

This issue tells editorially and photographically the story of the Georgia Trade Mission to Europe Some 1600 individuals representing over 800 firms were contacted during the 21day trip setting the stage for a thorough followup by the Georgia Ports Authority staff and when appointed the Authoritys European representative
We told top leaders in Europe of our ports at Brunswick and Savannah stressing the large areas in the Southeast and middlewest which our ports serve at favorable freight rates We also told of our fast customs clearance and that pilferage for practical purposes is nonexistent
This issue is being mailed to some 1200 of our new friends overseas With their help we will in truth build a surging twoway street of trade between their ports and ours
In order to provide in this issue essential information needed by our friends overseas we are including for the first time a complete listing of shipping companies freight forwarders stevedores barge and coastwise shipping services which play important roles in the growth of tonnages at Savannah and Brunswick These are listed on page 17

Thus did Alderman of the Port of Antwerp Leo Delwaide who led his countrys trade mission to the United States in 1961 close his luncheon remarks to the Georgia Ports delegation and to over 50 Antwerp shipping executives chamber officials freight forwarders transportation and manufacturing agents during the recent Georgia Trade Mission to Europe
His comments were sincere and received the applauding approval of Antwerps top echelon representing world trade business industry and commerce
That the 21day mission to six European countries by 36 of Georgias leading businessmen led by Governor Ernest Vandiver and Robert C Norman Chairman of the Georgia Ports Authority was necessary and welltimed was emphasized by a consulgeneral during a briefing session held in Europe soon after the group arrived
These people probably know little about your ports or about your state but I certainly feel that you will score heavily by coming here at this time of the year You show your seriousness of purpose an act that will not escape those businessmen you will meet here

Visit Six Countries
The Georgia Trade Mission which was cosponsored by the Georgia Ports Authority visited Holland Belgium France Italy England and W Germany in that order
The trip was divided into visits where 11 of the group representing the ports of Georgia made side trips to major seaports then rejoined the larger body in key cities With this arrangement port Authority members shipping executives and railroad officials could tour facilities hold meetings with counterparts and attend luncheons at the seaports of Amsterdam Rotterdam Antwerp Hamburg Genoa and London
Each day was jampacked with activity beginning with early morning briefing sessions receptions tours of harbor facilities formal and informal dinners
At luncheons held in port cities Chairman Norman hosted the affairs welcomed guests and responded to toasts proposed by his counterpart
J D Holt Executive Director of the Georgia Ports Authority made the principal addresses to these groups pointing out the growth of Georgias ports emphasizing her new facilities her wellmanaged operations her large trade area served by our ports at favorable inland freight rates fast customs clearance and lack of any appreciable pilferage

the Europeans concerning the trade areas served by our ports and in correspondence received from the influential First Manager Traffic Section Hamburg Chamber of Commerce Dr Hellmut Weising he said 7 must remark herewith that I have not seen in years such an excellent collection of materials in the service of harbor activity Actually 1 get to receive daily from all the harbors of the world so much printed matter that l can only look at a small part of it not to mention reading it all carefully However l will study the materials concerning Georgias harbors very carefully with pleasure
Trip Highly Successful
The principal objectives of the Mission as far as the Georgia Ports Authority is concerned was fulfilled by the trip Hundreds of operating freight forwarding organizations shipping companies manufacturing agents trade and port officials were contacted on the mission These contacts have been grouped into a list of 1132 addresses to whom letters and ports materials are being sent regularly
To each of those guests who attended the luncheons Governor Vandiver sent personallytyped thank you letters a feat that was repeated by Georgia Ports Authority Chairman Norman and other Authority members upon their return from Europe

I assume from your letter that you enjoyed with your friends the few hours you were in Hamburg The conversation at our last meeting on Monday 26 March in the Chamber had given our men not the least of whom was myself an abundance of very meaningful information which it will be worth our chamber and our harbor administrations pursuing for our American trade
Also the material which you gave us which consisted of excellent brochures traffic and freight tables and the very instructive harbor documentation have contributed considerably

Our visits to these historic ports have shown to all of us that trade is not only a means by which the economy of a country is aided it is a major industry in itself In fact the leading industry in the economies of many countries reported Chairman Norman
We have just begun to develop our ports by European standards but we are on the right track The European ports started small just as ours are doing but those people persisted in expanding and developing their ports and ports facilities and as a result thousands of ships move millions of tons of cargo through them each year

The members of the Georgia Ports group also came back from Europe impressed with the tremendous market potential presently there and with the volume of world trade which it should generate both ways through the ports of Georgia
J D Holt emphasized this growth in port business for Europe and for Georgia ports when he said to the luncheon groups We have come here to talk with you leaders of transportation business and commerce about our sincere interest in building a surging twoway street of trade and commerce between your great country and ours through your ports and ours
The purpose of this Trade Mission is to help increase this flow of business by showing you the advantages you will enjoy and the money you will save by using Georgias ports
Several companies were quick to respond to these words Before the group had fairly returned to Georgia avowals came from several shippers who stated they would definitely divert part of their cargoes from such ports as New York Baltimore and Houston to Savannah and Brunswick

Three new berths at Garden City Terminals in Savannah were activated with the arrival of the Manchester City Manchester Lines Cargo Ship handled by Strachan Shipping Company Dedication of the facilities will be set later in the year
With the activation of these facilities the Georgia Ports Authority now has 18 berths in operation and will have 21 by the middle of 1963 when two new facilities are added at Ocean Terminals in Savannah and one at Brunswick

For the fifth straight year the Georgia Ports Authority has posted an increase in the tonnage and numbers of ships handled at its facilities at Savannah and Brunswick
Some 1190086 tons of cargo cleared the Authoritys terminals in Savannah during the fiscal year ending June 30 1962 In addition 922 vessels were handled at the Garden City and Ocean Terminals
In commenting on the records Robert C Norman Chairman of the Georgia Ports Authority said this record was accomplished in spite of the fact that several berths were not available for use due to the current 11500000 ports expansion and development program going on
These totals setting once again a new high in tonnage handled at our facilities in Savannah are a tribute to the efficiency and general operation of the Authoritys team he said
Operating with near perfect control
and close scheduling 65 more vessels were handled at the Savannah facilities this year than last year even while construction crews waterborne piledrivers dredges and work of adding new berths and transit sheds was going on
Brunswick also in the throes of new construction as another general cargo berth and transit shed are built posted a 526 increase in tonnages during the year just ended
Principal reason for the increase there lies in the greatly increased use to which the general cargo facility has been put by those industries located in Brunswick and its vicinity Mr Norman concluded
The Authoritys new 4500000 addition to its Garden City Terminal was dedicated by Governor Vandiver on August 22nd as part of the ceremonies celebrating the arrival of the NS Savannah at its home port to be placed officially into service

On Wednesday august 8th Governor Ernest Vandiver told a 42man delegation from Brunswick Georgias ocean port city he had carefully reviewed the needs of that city for future growth had studied the surveys and proposals prepared by the Georgia Ports Authority BrunswickGlynn County Joint Planning Committee and the Brunswick Port Authority and was convinced if Georgia is to expand and become a great ports state as it surely will we must acquire Colonels Island
To the group in attendance the words were the realization of a longtime dream for with industrial land areas adjacent to present port facilities practically nonexistent the purchase of Colonels Island opened wide vistas of some 2500 acres of prime highlevel land suitable for heavy industry and ports development right across the river from the present Brunswick facilities
Then to already happy hearts the Governor added the further statement I have not only requested that funds be set aside for the island I have also declared that an additional 1500000 should be made available for immediate improvement of the areas
To have witnessed the spontaneous demonstration the backslapping and loud shouts of joy as expressed by Brunswicks leaders from every walk of life told immeasurably what this purchase meant to them and to Brunswick

Sf We cosponsored the recent trade mission to Europe to investigate first hand the problems we face in building our foreign trade we have worked aggressively through our sales offices in New York Chicago Atlanta and Savannah to en courage industrial concerns to utilize Georgias ports in order to realize the savings available to them in many instances through our favorable rate structures and we have cooperated countless times in aiding Georgias industry groups members of the transportation industry county municipal and state officials with problems they have had which concerned ports operation development of inland waterways and industrial development on wateroriented sites

These ships offloaded some 10000 rolls of jute for the Georgia carpet industry as well as an assortment of other types of general cargo
Loaded aboard these vessels were road graders and other road building equipe ment for South American countries lumber naval stores and other general cargo for European and African markets
Savannah is the worlds largest port for importing jute rolls and Garden City Terminal is the worlds leading terminal in the import of this valuable raw material for Georgias industry
The dramatic change in Georgias economy characterized by Governor
Vandiver as the quiet revolution that affects everyone of us is most apparent when viewed through a report made recently by the University of Georgias Bureau of Business Research
In this report showing comparative figures for imports and exports for Georgia for the years 1905 1939 1951 and 1960 cotton and fertilizers the number one export and import respectively in 1905 had become practically eliminated by 1960
In 1905 cotton was 94 of the total exports from Georgia and fertilizer was 87 of the imports
By 1961 cotton and fertilizers represented only 3 of the exports and imports while other products were taking a sizeable share of the exportimport statistic
Georgia in 1960 exported naval
stores 17 wood and paper products 29 and machinery and vehicles 23 as well as many other miscellaneous commodities
Georgia imported sugar and products 29 textile fibres and manufactures including jute 29 petroleum 12 and metals and manufactures 12

With Provisions for 26 million dollars for the purchase and future development of Colonels Island in Brunswick by Governor Ernest Vandiver the Georgia Ports Authority now owns two of the most desirable deepwater sites remaining on the Atlantic seaboard
Endorsing the purchase of Colonels Island by the state Harold G Perkins Executive Vice President The Southern Railroad system in charge of industrial development told a 42man delegation from Brunswick on hand in the Governors office to request the purchase After 22 years of close work with industrial development teams up and down the Atlantic seaboard I endorse this purchase This is one of the few remaining prime deepwater sites left for industry One of the others is the 388 acre Whitehall Plantation in Savan
nah which the Authority already owns
A big boost was given toward quick development of the island by Governor Vandiver when he set aside 15 million over the purchase price for immediate development of the property
If Georgia is to expand and become a great ports state as it surely will we must acquire this site Vandiver said
I have personally been to Brunswick and seen the limited area for expansion there I have seen the great ports of Europe on the recent Georgia Trade Mission which I led to Europe recently I noted that land availability there is so tight as to make most land too costly for expansion After talking extensively with Chairman Robt C Norman and Myd Harris of the Georgia Ports Authority who tell me that the Authority unanimously endorses this purchase I
am convinced that we MUST have this island
Colonels Island
The island site purchased lies across the Brunswick River from the new general cargo berth operated by the Georgia Ports Authority and the bulk offloading facility operated by the Brunswick Porth Authority These facilities the former dedicated in August 1960 and the latter placed in operation in 1958 have both turned in impressive increases in tonnages handled They have also materially contributed to the growth of total tonnages from 131270 tons in 1950 to over 1000000 tons during 1961
Colonels Island has been acclaimed as possessing the qualities demanded by heavy industry deepwater frontage and accessibility to rail and highway facilities

Another important factor in favor of heavy industrial use of the island according to a report issued by the BrunswickGlynn County Joint Planning Commission is that soil conditions make the island wellsuited for heavy industry
Planners estimate the cost of providing initial dock and cargo facilities at 1500000 the sum set aside by the governor
Highways in the area are generally
adequate reported the Joint Planning Commission in its industrial location
study US 17 traverses the island and soon with the completion of Interstate 95 regional availability to the site would also be assured
Land improvement consisting of minimum filling and reclamation would
cost around 2000 per acre planners
estimate thus development of a typical 400acre industrial site would cost about 800000
Surveys by the Industrial Development Branch of the Georgia Institute of Technology which completed borings on the island showed that Colonels Island is well suited for heavy industry with a
2000 foot shore line on South Brunswick River most of which requires little fill
A channel could be easily dredged to serve this area since there is already a depth of 25 feet in several places within the limits of the proposed channel
The wash along the bank of the South Brunswick River would tend to keep a channel clear once dredged according to Dr Ernest W Swanson project director of the Georgia Tech port analysis
Ideal For Authority Chairman Robt C Norman who together with A M Harris Sr Authority member from Brunswick described as the father of this purchase were highly instrumental in setting the stage for the buy
This island according to reports from the Georgia Tech Industrial Development branch which has checked foundations on the island is reported to be ideally suited for ports and industrial development said Chairman Norman
Further they reported that Colonels Island already has excellent deepwater access on one side adjacent to the present docks and is also accessible to barge traffic on the other side Work is now progressing smoothly in preparing the plans for development of the island site Already we have several
excellent prospects for the site Mr Harris said One large industry capable of employing from 1000 to 2000 workers has expressed keen interest

2000 acres of high ground and from 6500 to 7000 acres of marsh land was a very popular purchase among Brunswick and Glynn County leaders

The site is six miles north of Savannah and lies adjacent to the Garden City Terminals new deepwater berths and transit sheds built as a result of a 4500000 development program

During the year just ended on June 30 1962 the Savannah district of the U S Customs Service reported that total tonnage handled through Savannah was 4125000 tons from some 1145 ships Most of this tonnage was general cargo placing Savannah once again in undisputed lead among South Atlantic ports in the handling of general cargo in world trade

SAVANNAH TRADITIONAL South Atlantic seaport stands tall among key southern port cities as a mecca for portsoriented industries whose management favor waterbased locations accessible to raw materials and world markets for finished products alike
There are 175 industries in this seaport city with Union BagCamp the largest with some 5500 employees During the past 10 years new plants and industrial expansion represented a capital investment of more than 200000000 and her population as of 1960 reflected 188299 soulsa 243 gain over that recorded for 1950
Of significant interest the Georgia Ports Authority has invested most of the 29600000 spent by the State of Georgia in the acquisition of property and development in Savannah of what will soon be 19 modern wellequipped deepwater berths That this expenditure has been wellrepaid is reflected in the spectacular growth in tonnages and numbers of ships serviced by the Authority there as well as the dramatic increase in the dollar volume of imports and exports through the Georgia Customs District
Savannah has ridden many crests as it has grown to the number one ranking position among its South Atlantic neighbors There have also been several troughs during those years when the prevailing winds of state whether stirred up by war or economic change have set this port city back in its reach for the volumes of world trade which it is now capable of handling with dispatch
Today the future looks brighter than ever before because now the economy of Savannah is not geared to a single item ie cotton and its leaders spurred by the movement of industry to southern climes have developed strong organizations staffed to tell the Savannah story in provocative terms

Union BagCamp worlds largest pulp and paper mill with some 5500 employees is one of this port citys most progressive industries Its annual payroll pumps millions into the life blood of the city and the state Located on the Savannah River its products represent one of the principal items passing over the Georgia Ports Authority terminals in Savannah
Upriver Savannah Sugar Refining Company established in 1917 employs some 800 Savannahians who produce the worldfamous Dixie Crystals Its annual imports total some 250000 tons of raw sugar having an approximate value of 35000000 from some 50 ships

To serve these industries Savannah records a population of 188299 in the 1960 censusa dramatic 243 increase over the count in 1950 This reflects the
solid and continuing growth of the industrial life of the city and dovetails nicely with the annual value added by manufacture in Savannah that now exceeds 17500000000
However the most significant indices of growth for Savannah as a seaport city handling exports and imports in increasing amounts lie in the consistent records being set by the Georgia Ports Authority in total tonnages handled and in the numbers of ships serviced In these figures also the consistent growth of traffic for the entire port of Savannah are reflected for the investment of some 29600000 in its ports development programs by the State of Georgia has had a marked effect upon these figures
For the fifth consecutive year the Authority has recorded new records in tonnages and shipsfrom 885000 in 1957 from 292 ships to 1190086 tons of cargo in 1962 from 922 ships
Designed to handle a diversity of cargo the new terminal facilities built and now being built by the Authority has had a definite impact upon the number of shipping lines now serving this port
In 1960 the number of vessel entries reported by the Harbormaster was 1650 with a total net tonnage of 5774481 tons an increase of 180 since 1947 From these ships customs receipts for that year ran 665529100 With a general cargo tonnage recorded in excess of 4000000 tons Savannah is the largest general cargo port between Norfolk and Miami and one of the leading ports 52 active berths among those on the South Atlantic region

This prime site is two miles northwest of the Savannah city limits in Port Wentworth Ga Fronting on the Savannah River with a 4400 shoreline and backed by US Highway 17 North for 4370 this site has many natural assets for new industry
It is principally high ground practically level and is served by a 14 gas line and a 42 water line Electric power is already on the property and adequate supplies of industrial water are nearby
The site is served by the Savannah and Atlanta Railway and is readily available to the 48 major trucking lines which serve the Port of Savannah It is directly adjacent to the new 4500000 terminals constructed by the Georgia Ports Authority at Garden City Terminal and with a new industry there the Authority may push plans to provide waterfront facilities along its river frontage
Principal inducement for new industry lies in the sites location in Savannah from which large areas of the south and midwest can be served at inland freight rates as favorable or better than those available from other South Atlantic or Gulf port cities See map on inside front cover

Five of the countrys most important railroads serve the Port of Savannah the Atlantic Coast Line Railroad Company the Seaboard Air Line Railroad Company the Central of Georgia Railway Company the Savannah and Atlanta Railway Company and the Southern Railway
System These lines with direct connections provide dependable fast service to all parts of the country
The city is also in a position to compete for all classes of rail and ocean traffic for it is located in the heart of the southern rate territory and existing tariffs within this area are particularly favorable for the assembly of bulk raw materials from southern producing points
Though there are too many truck lines to mention them by name it is significant to note that some 1800 trucks a month representing the souths leading lines are served at the Authoritys terminals in Savannah

One of Europes foremost shipping firms will inaugurate a new service at the port of Savannah it was announced recently by Stevens Shipping Co
Black Diamond Steamship Co will begin a monthly sailing to Portuguese Spanish Atlantic and Mediterranean ports including southern France The Dutch motorship Dener called at Savannah on October 20th for the first visit and the
second ship the Arneb was due November 10th

Editors Note The following excerpts were taken from an article written by Ken Barnes Macon Telegraph as it concerned the new port being built by the Georgia Ports Authority at Columbus
INDUSTRIAL DEVELOPMENT in Columbus has been stagnant for the past 10 years but officials there feel the opening of an inland port on the Chattahoochee River early next year will lead to rapid growth in this field
Tom Moore Columbus Chamber of Commerce said one prospective industry has already expressed an interest in locating a plant adjacent to the port and several other feelers have been received from other firms which have felt Columbus was suitable for a plant site
Columbus Mayor Knight said his city had many attractive inducements to new industry and the new port facility should give a considerable boost to those already there
Columbus has been characterized as being fair with industries locating there and the Sunshine Biscuit Co one of the citys major industries was cited as being an example of a major business that came in on terms set by the city leadership It has also contributed greatly to the community itself
Tax assessments which instigate stormy conflict between many city and county governmental bodies is apparently handled in an atmosphere of mutual cooperation in Columbus and Muscogee County the report said further
The county uses the citys assessment figures on property located within the city boundaries Assessments are based on 30 per cent of present market value in the city with a millage rate of 17 mills
Across Victory Drive from the site of the new river port lies the city airport which provides 150 additional acreas of land to be used for industrial development with plans calling for the airport to be relocated and a new runway constructed
An additional 1500acre plot of land may also be available for industrial use on the river thanks to fast action by city and county leaders who saved this property from inundation by the Chattahoochee River The Corps of Engineers are now conducting a second survey in which levee construction will be provided for saving the land
Columbus is centrally located for distribution to wide areas in Georgia Alabama and Florida as well as to other southeastern states

DR WILLIAM S KRASON a US economics officer attached to the ConsulateGeneral in Dusselldorf Germany urges Georgia businessmen to step up their efforts to sell their products in western Europe
In carrying the message to Governor Vandiver with whom he cooperated on the recent Georgia Trade Mission to six countries in Europe in March of this year Dr Krason said Georgias potential for selling goods abroad is currently excellent and future prospects are even better
He also informed the Governor that the Georgia Trade Mission was highly successful We feel the businessmen of your state will find a good market for poultry lumber products and labor saving machinery in West Germany but you have to become dedicated to entering the export business as a permanent part of your business program
Naturally no company in Europe wants to buy from you on a onetime basis just to help you get rid of some overstock They want to set up reliable sources of supply Their economy though seemingly slowing down is only adjusting and I look for a strong rate of business growth there in the next few years Dr Krason concluded
Georgia business people possibly with the assistance of organizations like your Georgia Ports Authority the State Chamber of Commerce or the US Department of Commerce should go out and take advantage of these trade fairs that are being held frequently in Europe
There is a good opportunity for trade in Western Europe where there are no trade restrictions he said further It is like trading internallythe only difference is that an ocean separates you from the customer
Krason said further that Georgia businessmen havent even begun to exploit the possibilities of exporting to West Germany For those who need assistance he advised calling the Georgia Ports Authority offices in Atlanta Savannah Chicago or New York or the local office of the US Department of Commerce

Never in the history of Georgia has a Governor evaluated the mission of Georgias ports and then committed himself so strongly to creating a ports complex second to none in the nation
Working with historic port cities in Brunswick and Savannah Governor Ernest Vandiver has overcome the lead gained by sister states in the development of trade and commerce through their ports He has smashed through the barriers holding up ports modernization and development caused primarily by lack of funds and he has strongly called the attention of all Georgians to the vital roles their port cities have played and will play as their state undergoes a quiet revolution from an agricultural to an industrial economy
In doing so he has provided a channel whereby Georgia manufacturers may ship their products to world markets and receive raw materials in return He has created an attractive atmosphere in which portoriented industry may settle in Georgia with a subsequent boost to the states industry tax digest its numbers of gainfully employed its personal income and its promise for the future and he has provided the most modern ports facilities in the nation which will work for generations to come
In four short years Governor Vandiver has earmarked 1860000000 for Georgias portsmore than any other administration Some 1060000000 of this has been spent in Savannah and almost 600000000 in Brunswick Additional monies have been spent in developing Georgias growing inland port systemat Augusta Bainbridge and Columbus
This issue of Georgia AnchorAge is dedicated to Governor Vandiver on the eve of his dedicating new construction and expansion totaling 9500000 in Augusta Savannah and Brunswick The events are set for the middle of December not near enough to Christmas to conflict with that event but close enough to point to this latest expansion as being one of the biggest and finest Christmas presents a Governor could give to his fellow citizens as he retires from office

Braxton B Carr President American Waterways Operators Washington told some 100 members of the Atlanta Transportation Club the attempt by the railroads to eliminate minimum rate regulation on bulk and agricultural goods transportation would seriously effect daytoday living costs of the average American
This socalled new policy to allow free competition to control in the pricing of most of our transportation services by removal of minimum rate regulation by the Interstate Commerce Commission on bulk commodities is not in fact a new policy he continued
It is actually a proposal to return to a basic policy which prevailed from the day this country obtained its second mode of transporation water was first followed by rail until 1920 when the Interstate Commerce Commission was given authority by the Congress to control minimum rates
Minimum rate control brought order out of chaos Transportation began to emerge as a responsible part of our business and economic life and the country and its modes of transportation have developed and prospered far beyond the fondest dreams of even the most visionary planners

Blossoming Facilities at Savannah Handled 252 Ships in 1957 922 Ships in 1962
No sooner was the new 4500000 additions at Garden City Terminal completed than they were host to a growing number of vessels calling at Savannah ABOVE Garden City now boasts over 4515 lineal feet of berthing five modern fireproof transit sheds and large open concrete areas for handling heavy equipment In addition over 2072000 square feet of commercial warehouse space is available and may be leased on a square foot basis for storage processing or light manufacturing A portion of this area is also operated as a commercial warehouse where commodities may be stored on a perton basis
This development is a tremendous step over that available for shipping as shown in this old photograph right showing Garden City Terminal soon after its purchase Only remnants of old piers remained at that time

11500000 BOND ISSUE BUILDS 3 NEW BERTHS AT OCEAN TERMINAL
Some 3500000 of the new 11500000 bond issue authorized by Governor Vandiver in 1961 is allotted to building three new berths and a large transit shed at Ocean Terminal in Savannah When complete The Georgia Ports Authority will operate 19 deepwater berths in Savannah and two general cargo berths in Brunswick
