BACKGROUND
INTRODUCTION The Metropolitan North Georgia Water Planning District (District) was created to provide comprehensive water resource plans for the 16 county greater metropolitan Atlanta area. In September 2003, the District approved three integrated plans, a water supply and conservation management plan, a wastewater management plan and a watershed management plan. The District's Water Supply and Water Conservation Management Plan includes strategies and recommendations for water supply management. Water conservation is an integral part of the water supply plan.
The water conservation element of the plan includes a number of recommended actions for local governments. One such recommendation is that conservation pricing be used by all District water and wastewater utilities. The plan recommends that all utilities at a minimum institute a uniform pricing structure by 2004 and an increasing tiered structure by 2006.
In the spring of 2004 the District conducted a survey of water and wastewater rates in the 16county district area. The purpose of this survey is to assess the water rates within the district and to inventory the Area's use of water-conserving rate structures and surcharges.
INFORMATION REQUESTED The District surveyed 63 water supply retail utilities which included 15 county systems and 48 municipal systems. There were 57 wastewater retail utilities surveyed, made up of 14 county systems, and 43 municipal systems. The response rate was 100 percent participation. The information requested included:
x Water and wastewater charges; x Effective date of rates; x One-time charges assessed to connect to the utility system; x Billing cycle; x Next anticipated rate increase; and x Excess use and/or seasonal surcharge.
The following sections summarize the results of the survey. The more detailed information is found in Tables 1 through 11.
FACTORS AFFECTING RATE COMPARISONS The District survey showed a wide range of water and wastewater prices in the metropolitan area. There are many reasons or factors that explain these differences. Factors which should be considered when making rate comparisons1 are listed below:
x Natural Resources and Geography: Availability and quality of water resources and pumping distances influence prices;
x Customer Base: Unit costs are less with a densely populated customer base. The costs per customer are higher to service a large area with a limited number of customers.

Another influencing factor is the makeup of the customer base, or the percentage of customers in residential, commercial, industrial, other classes; x Age and Condition of System: A system old enough to have taken advantage of good financing but not so old that major repair is required will have lower costs; x Level of Treatment: Wastewater effluent treatment requirements vary. Higher levels of treatment cost more than lower requirements; x Use of Capital Recovery Fees: These fees assist water systems in recovering their costs for connecting customers to the systems and recovering capital costs without overall rate increases; and x Offsets for Grants, Taxes, etc.: Older water and wastewater systems were able to use federal grants. Federal grants are no longer so readily available. SURVEY RESULTS
WATER AND WASTEWATER CHARGES For comparison purposes, two examples of monthly water and wastewater charges were developed. The first example assumes a family uses 7,000 gallons per month (GPM). Figure 1 presents the price range of monthly residential water charges in the District. The water charges for using 7,000 gallons are as low as $8.00 and as high as $43.55 per month.
Most utilities in the District combine their water and wastewater charges in one bill. Figure 2 presents the combined charges, which range from $12.00 to $89.15, for residential water and wastewater service in the District. Table 1 lists the water and wastewater charges for each utility in the District using the residential example of 7,000 GPM.
The second example assumes a consumption rate of 150,000 GPM with a 2 inch meter for a commercial entity. The water charges for a business using 150,000 GPM range from a low of $216.50 to a high of $1,012.95. Combined water and wastewater charges range from $449.06 to $2,025.90.

RATE STRUCTURES In general, there are four typical types of rate structures. They include uniform, decreasing block, increasing block and seasonal and excess use surcharge. Tables 3, 4, 5 and 6 list the base and unit charges for the utilities in the District. Figure 3 illustrates the proportion of water rate structures attributable to each structure type found in the region. The map in Figure 4 displays the use of these rates throughout the District.

Uniform Rate The most commonly used rate structure in the District is the uniform rate which promotes water conservation. The price per unit remains constant regardless of consumption. Water savings are encouraged because the cost of water is directly proportional to the amount of water used. This rate is used by 40 percent of the water utilities and 80 percent of the wastewater utilities.
Decreasing Block Rate In a decreasing block rate structure, the price per unit decreases as consumption or volume increases. In the metropolitan Atlanta area, 9 percent of the water utilities and 2 percent of the wastewater utilities use the decreasing block rate. This rate structure is beneficial to large users. This rate structure is considered a disincentive to conservation and should be eliminated in the future.
Increasing Block Rate The increasing block rate structure encourages water conservation but may negatively impact the large industrial or institutional users. With this rate, the price per unit increases as consumption increases. Increasing block rates are used by 35 percent of the water and 16 percent of the wastewater utilities in the District.
Seasonal and Excess Use Surcharges Seasonal and excess use surcharges are created by adding a surcharge used in conjunction with a base rate. Surcharges are designed to discourage excessive peak water use. Extensive outdoor watering creates large peak demands and the need for capacity to service this demand. Alternative excess use rates include different rates for the winter and summer months, a surcharge on water used above typical winter usage, and fixed charges for excessive consumption. Any of these rates could help shift the burden of payment to those creating the peak demand. These surcharges have various terminology including conservation surcharge, excess use surcharge, seasonal surcharge, peak use surcharge and overuse surcharge.
Surcharges on use exceeding typical consumption are used within District. Eight county and two municipal systems have such rates in their retail service area. In addition, one county water authority applies it only to their wholesale customers. The percent surcharge ranges from 25 to 100 percent of the normal water rate, while the water used which triggers the surcharge is typically 25-30% above the average monthly winter consumption levels. These surcharges are depicted in Table 7.
Table 8 presents, by utility, a hypothetical moderate peak and high peak summer water bill for a residential customer who uses 7,000 GPM in an average winter month. Bills with a surcharge are 0 to 22 percent higher than those without a surcharge for a customer with a moderate summer peak or 2 times the average monthly winter consumption. Bills with a high peak or 3 times the monthly winter consumption are 2 to 36 percent higher than those with no surcharge. The goal of seasonal surcharges is to have the highest water users paying for their excess use.
Some utilities provide an outdoor metered water rate lower than the normal rate, while others adjust or forgive customers' sewer bills to reflect outdoor water use. These practices encourage outdoor water use. Where second or outdoor meters are used, a surcharge or increasing rate

should be applied to demands exceeding 125% or 130% of the average winter use of both indoor and outdoor meters combined. Figure 5 shows the relationship between the price per unit and the cost to the customer for the three types of rates found in the District.

BILLING CYCLES Utilities in the District use either monthly or bimonthly billing cycles. Of the 63 water utilities, 92 percent have a monthly billing cycle and 8 percent have a bimonthly cycle. Of the 57 wastewater utilities, 93 percent have a monthly billing cycle and 7 percent have a bimonthly billing cycle.
Billing cycles should be set so that the customer can observe and therefore modify their behavior. Cycles should not be so long that changes would have no impact. With increasing metering technology, shorter cycles should be implemented to keep customers in tune with actual usage patterns.
NEXT EFFECTIVE RATE INCREASE Evaluating and updating rates on a regular basis facilitates tracking utility revenues and costs and helps prevent excessive rate increases in any given year. The majority of the water and wastewater utilities in the District have recently undergone increases in their rates. Of the 63 water utilities, 44 (70 percent) have had rate increased in the last two years. Twenty-eight water utilities (44 percent) anticipate rate increases in the next two years. This information is presented in Table 9.
ONE-TIME HOOK-UP FEES/CAPITAL COST CHARGES One-time capital charges and other types of fees are often used as water and wastewater funding source. In the District, the one-time capital or connection costs for a single family residence with a 5/8" or 3/4" water meter range from $150 to $3,200 for water. Most of these costs are between $800 and $1,200. Four communities in the District have one-time capital costs exceeding $2,000. The range in customer costs for wastewater is much greater than for water. The costs for a single family residence range between $500 and $6,000. Most are between $1000 and $3000. Six communities in the District have charges greater than $3,000. Table 10 lists the onetime capital or connection costs for water and wastewater. Table 11 presents additional development and/or impact fees for water and wastewater customers.
It is extremely difficult to compare one-time fees between utilities. When comparing these fees, it is important to note that the charges may not cover the same services for all utilities. Costs which may or may not be included are: hook-up, tap and meter, backflow preventor, and system development costs. In addition, costs may vary significantly depending on the location of the development in question.
