2000 summary report: Uniform Crime Reporting (UCR) Program

2000 Summary Report Uniform Crime Reporting (UCR) Program
Georgia Crime Information Center
Georgia's Uniform Crime Reporting (UCR) Program is derived from the Federal Bureau of Investigation's national program. Utilizing standard definitions and procedures established by the national program, crime data on the number of serious criminal offenses reported to or investigated by law enforcement and the number of arrests for all crimes are collected from law enforcement agencies. This data can then be used to portray crime in Georgia as well as used for comparisons throughout the State and United States.
UCR data presented in this annual report is compiled directly from summary offense and arrest reports submitted from Georgia's law enforcement agencies. Data presented does not include estimates for incidents or arrests that might have occurred but are not reported.
Also included in this report is the annual report on Family Violence crime. Data includes the number of incidents and arrests involving family violence as reported to or investigated by law enforcement. Family Violence is defined as the occurrence of one of more of the following acts between past or present spouses, persons who are parents of the same child, parents and children, stepparents and stepchildren, foster parents and foster children, or other persons living or formerly living in the same household:
(1) Any felony; or
(2) Commission of offenses of battery, simple battery, simple assault, assault, criminal damage to property, unlawful restraint, or criminal trespass.
The term Family Violence shall not be deemed to include reasonable discipline administered by a parent to a child in the form of corporal punishment, restraint or detention.
In addition to reporting the criminal offense and arrest to the UCR program, Georgia law enforcement agencies are mandated to submit separate incident reports when those crimes or arrests involve Family Violence.
The 2000 report reflects statistics based on local agency updates from 1996-1999.
The UCR and Family Violence data presented in this report, as well as additional data compiled for the UCR program, can be retrieved for special purpose reports upon request. You may contact the UCR program at (404) 244-2880 or fax your inquiries to (404) 244-2743. Milton E. Nix, Jr.Director, G.B.I.

CRIME DATA

Data collected on offenses reported to or investigated by law enforcement include counts for the crimes of murder and non-negligent manslaughter, forcible rape, robbery, aggravated assault, burglary, larceny-theft, and motor-vehicle theft. Because of their seriousness, frequency of occurrence and likelihood of being reported, these crimes are regarded as an Index of Crime. The first four Index Crimes are violent crimes or crimes against persons. The remaining Index Crimes are serious property crimes.
The following table is a profile of reported Index Crimes for 2000 in Georgia. This table includes calculated crime rates per 100,000 people. The use of crime rates in making comparisons in crime trends helps to minimize problems with crime data interpretation. However, readers are cautioned that crime rates cited are reliable indications of crime only to the extent that population estimates are accurate, that victims report crimes and that Uniform Crime Reports are submitted to GCIC by law enforcement agencies.

REPORTED METROPOLITAN STATISTICAL AREA (MSA) INDEX CRIMES 2000

The table on the following page reflects Index Crimes reported for each designated Metropolitan Statistical Area (MSA) in Georgia. Listed for each area are the counties encompassed in that MSA, corresponding county populations and the total Index Crimes reported? The number of crimes reported for the county is compiled from all law enforcement agencies operating in that county. This includes Sheriff's Offices, Police Departments, campus police, and any other agency designated as a law enforcement agency.

ARREST DATA
The numbers of persons arrested are compiled from summary arrest reports submitted monthly by local law enforcement agencies. Presented in these reports is a profile of individuals arrested broken down by age, sex, and race for 2000? Race totals are lower since race designations are not always reported by law enforcement agencies statewide.

JUVENILE ARREST DATA
The following tables present juvenile arrest data. For the purposes of the FBI UCR program, offenders who are 18 years of age and older are considered adults while anyone under the age of 18 is considered a juvenile. The first table is a comparison of juvenile arrests made between 1996 and 2000 for all crimes (Index and Part II or non-serious crimes). As part of the juvenile arrest report, local agencies also are requested to indicate how the juvenile arrestee was handled. Possible dispositions include referrals to other courts or agencies or disposition by the local law enforcement agency. Dispositions of juveniles from 1996 2000 are presented in the second table.

CRIME AND ARREST COMPARISONS
1996 - 2000
The first table shows the number of incidents and arrests reported each year, based upon UCR criteria, between 1996 and 2000 for each of the seven Index Crimes. While comparisons of arrests to crimes reported could be useful measurements of law enforcement activity, caution must be exercised. Arrests reported in one year may be incidents that occurred in that same year or earlier. Since more than one individual can be arrested for a crime, or individuals can be arrested more than once during a given year, arrest statistics more accurately reflect the number of arrests made, rather than the number of crimes solved or the number of different persons taken into custody. Also, it is possible in the UCR program to "clear" an incident without making an arrest, if certain exceptions are met.
The second table shows a profile of arrests made, by age group, for each of the seven Index Crimes between 1996 and 2000.
