WHEREAS: Our state and local governments, businesses, insurers and citizens are being stretched to the limit by increasing expenditures for health care; and

WHEREAS: State and local governments in Georgia are major purchasers of health care covering over 1,800,000 residents; and

WHEREAS: The state has a responsibility to address the
increasing severity of lack of access to affordable health care; and

WHEREAS: At least 1,000,000 Georgians have no health insurance; and

WHEREAS: State government is both large enough to develop an effective health care system and small enough to be sensitive to the diverse needs of the people; and

WHEREAS: The state and federal government have a responsibility to help provide and finance health care for all
residents; and

WHEREAS: The nation has elected a new President committed to meaningful health care reform; and

WHEREAS: States will play a primary role in the organization, administration and financing of any national health care program.

NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY

ORDERED:

That the Governor's Commission on Health Care Reform (hereinafter commission) is hereby created and shall be comprised of 22 members. All members shall serve at the pleasure of the appointing authority. The Governor shall appoint 20 members; the Lieutenant Governor shall appoint one member from the Senate membership; and the Speaker shall appoint one member from the House

IT IS FURTHER

ORDERED:

That the Governor shall designate the chair of the Commission. The chair of the Commission is authorized to appoint such officers and advisory committees as are necessary to facilitate the work of the Commission.

IT IS FURTHER

ORDERED: That the Commission be and hereby is established to:

1 . Develop and coordinate a plan to respond to adoption of a national health care reform program; and

2. Develop and coordinate a plan to reform health care financing for nonfederal public employees and other
citizens covered by state administered or financed health programs; and

3. Evaluate the organizational structure of state administered health programs in terms of their capacity to implement a health care reform program while reducing administrative costs; and

4. Coordinate efforts aimed at enabling businesses and
individuals to obtain access to health care at a reasonable cost.

IT IS FURTHER

ORDERED:

That the Commission shall be attached to the Office of Planning and Budget, and that the Office of Planning and Budget shall pay the reasonable and actual expenses incurred by the Commission.

The Commission may contract for research support, solicit expert opinion, hold public hearings and establish committees as may be deemed necessary to enable the Commission to carry out its function.

WHEREAS: The development and implementation of a debt management plan would be beneficial in making effective debt issuance decisions.

The Debt Management Advisory Committee, upon completion of the Debt Management Plan, will utilize this plan on an annual basis to make a recommendation to the Governor, the General Assembly, and the Georgia State Financing and Investment Commission prior to the preparation of the subsequent fiscal year's budget, as to the total amount of debt that should be authorized

given the financial condition of the State and other factors relevant to determining debt affordability and capacity.

The Quality Basic Education Act provides that the Governor shall appoint a task force to develop specifications for a comprehensive information system for elementary, secondary, and postsecondary vocational-technical schools in Georgia; and

WHEREAS: The implementation of a quality education program requires the development of technology for administrative and instructional applications; and

WHEREAS: Students from the State of Georgia must be prepared to compete with students from other states and countries; and

WHEREAS: Teachers in Georgia must have access to an increasing amount of technology in order to be effective in the classroom; and

WHEREAS:

The Quality Basic Education Act provides that the task force shall be composed of representatives from the Department of Education, the Office of Planning and Budget, the Department of Audits, the Department of Administrative Services, the Department of Technical and Adult Education, the Professional Standards Commission, the House Research Office, the Senate Research Office, the Legislative Budget Office, and local school systems.

WHEREAS: On July 28, 1993, Mr. Archibald K. Williams of Savannah, Chatham County, Georgia was fatally shot.

WHEREAS:

Section 45-12-35 of the Official Code of Georgia Annotated provides that the Governor of the State of Georgia is authorized, in his discretion, to offer and cause to be paid a reward for information leading to
the arrest and conviction of any person or persons who have committed a felony in the State of Georgia.

NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, PARTICULARLY BY
VIRTUE OF THE PROVISIONS OF THE ABOVE CODE SECTION, IT IS HEREBY

ORDERED:

That a reward in the amount of $2,000.00 is hereby
offered for information leading to the arrest and conviction of the person or persons responsible for the death of Mr. and Mrs. Williams.

IT IS FURTHER

WHEREAS: During the 1993 General Assembly there was created the Georgia Lead Poisoning Prevention Study Committee; and

WHEREAS: Lead poisoning is a common and societally devastating environmental aflliction of young children; and

WHEREAS: The neurological effects oflow-levellead poisoning on young children can lower productivity and increase costs in special education and health care; and

WHEREAS: It is estimated that as many as 15,000 Medicaid eligible children and thousands of other children below age six are affected by lead poisoning in Georgia.

NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY

WHEREAS: On August 26, 1993, Mr. Bob Collins of Marietta, Cobb County, Georgia was murdered.

WHEREAS:

Section 45-12-35 of the Official Code of Georgia Annotated provides that the Governor of the State of Georgia is authorized, in his discretion, to offer and cause to be paid a reward for information leading to the arrest and conviction of any person or persons who have committed a felony in the State of Georgia.

NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, PARTICULARLY BY VIRTUE OF THE PROVISIONS OF THE ABOVE CODE SECTION, IT IS HEREBY

WHEREAS: In 1992, the General Assembly created the Department of Children and Youth Services; and

WHEREAS:

In 1992, the General Assembly created the Board of Children and Youth Services to establish the general policy to be followed by the Department, to provide leadership in developing programs to successfully rehabilitate juvenile delinquents and unruly children committed to the state's custody, and to provide technical assistance to private and public entities for prevention programs for children at risk; and

WHEREAS:

Juvenile court judges and superior court judges who preside over juvenile matters possess important knowledge of many of the complex issues confronting the Board of Children and Youth Services; and

WHEREAS:

The Board of Children and Youth Services would benefit

WHEREAS: The Constitution of Georgia establishes education as a primary obligation of the State and promises to each Georgian an opportunity for an adequate free public education; and

WHEREAS : This opportunity is realized through schools established and maintained under the authority of local boards of education; and

WHEREAS: These schools earn state funds for students enrolled in educational programs through a state and local funding partnership described in the Quality Basic Education (QBE) Act; and

WHEREAS : The primary means of determining the funding levels for the programs outlined in the QBE Act are the program weights which represent the relative needs of the programs as defmed by the QBE Act; and

WHEREAS: The program weights as stated in the QBE Act can only be changed by an act of the General Assembly; and

WHEREAS: The relative costs of the programs and their various components will change over time; and

WHEREAS: These relative costs reflect changing cost components which make up varying percentages of the per student earnings for each program; and

WHEREAS: The cost factors on which the weights were based for the funding of the QBE Act programs should be periodically updated and revised to reflect classroom needs; and

WHEREAS:

The General Assembly membership has recently expressed interest in updating and revising the QBE funding mechanisms to better support public education in our state so that our children are well prepared both to go on to higher education and to enter the workforce; and

WHEREAS : The people of Georgia have an interest in securing funding that leads to effective and efficient public education and obtains the level of service for schoolchildren intended by the General Assembly when it appropriates funds for education; and
NOW, THEREFORE PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, PARTICULARLY BY VIRTUE OF THE PROVISIONS OF THE AFORESAID ACT, IT IS HEREBY
ORDERED : That the Governor's Task Force on Public Education Formula Funding be established to make the initial review of service, formula and program weights revisions, including such activities as follows :
1) Review of the essential educational resources which ate described in the QBE Act, along with the assumptions made in the original calculations and interpretations of the QBE Act program intent; and
2) Review of the actual expenditure data of all local systems by program areas and cost components, to the extent that such data are reasonably available; and
3) Review of expenditure data in light of the educational outcomes of the local systems; and
4) Review of the relationship between services actually provided students and the formula funding bases and assumptions regarding those services; and
5) Determination of the adequacy and appropriateness of non-salary and salary cost components and administrative staffmg patterns; and
6) Calculation of the effects of recommendations on revised program weights and service delivery methods; and
7) Other activities which will lead to recommendations to strengthen the existing system of funding educational programs.
IT IS FURTHER
ORDERED: That the State Board of Education and the Department of Education and all other state agencies cooperate fully with the Task Force and its staff in collecting data for use in its deliberations; and

That the Office of Planning and Budget provide staff support for the Task Force, and in this effort they will request the assistance and cooperation of the Legislative Budget Office, the Senate and House Research Offices, and Georgia public school systems; and

WHEREAS:

The Georgia Certified Public Manager (CPM) Program was established in 1976 by the State Personnel Board and the State Merit System as authorized under Code Section 45-20-12; and

WHEREAS:

The Georgia CPM Program has produced significant results and has been received very positively throughout the state government of Georgia, and the results produced have caused a number of states to implement programs modeled after Georgia's Program; and

WHEREAS:

The Georgia CPM Program initially provided for an advisory CPM Board appointed by the Governor; and

WHEREAS:

On February 28, 1991, the State Personnel Board requested the Governor to assist in making current appointments to the Certified Public Manager Board which will act in an advisory capacity to the State Personnel Board and the State Merit System.

NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY
