The Georgia General Assembly enacted legislation establishing the Department of Transportation (Georgia Laws 1919, page 242, Sec~ion 1; Georgia Laws 1925, page 208, Section 1; Code 1933, Section 95-1503, enacted by Georgia Laws 1963, page 3, Section 5; Code 1933, Section 95a-30l, enacted by Georgia Laws 1973, page 947, Section 1) for the purpose of empowering a state instrumentality to plan, designate, improve, manage, control, construct, and maintain a state highway system, and for other purposes; and

WHEREAS:

The law establishing a Department of Transportation provides that a Commissioner of Transportation shall be the chief executive officer of the department and shall b~ selected by a vote of the majority of the total number of. members of the State Transportation Board and shall serve at the pleasure of the Board or shall serve any term specified by the Board up to and including a maximum of four years; however, the Board shall not specify a term of office that extends beyond the end of the term of the Governor in office at the time the Commissioner's term is scheduled to begin.

The General Assembly of Georgia . at the 1987 Regular Session enacted a resolution (House Resolution 350) creating the Special Study Committee on the Problems of the Homeless in Georgia; and
Said Act provides that the Governor shall appoint four members to the Special Committee one of whom shall be a representative of the Department of Human Resources and three of whom shall be private citizens with one of those citizens being from the City of Atlanta; the Governor shall appoint the chair of the Special Committee.
The Special Committee shall make a report of its findings and recommendations, to include proposed legislation, if any, no later than December 15, 1987, at which time the Special Committee shall stand abolished.
