EXECUTIVE ORDER

BY THE GOVERNOR:

The quality of justice in the State of Georgia is best maintained through the fl.ppointment and election of well-qualified persons to the judiciary; and
It is the duty of the Governor under the Constitution of the State of Georgia to appoint duly qualified persons to fill vacancies in the courts arising during his term of office; and
Persons appointed to serve on the bench should be selected through a process aimed at showing the qualifications and judicial ability of the person nominated for appointment.
NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY
That there is created the Judicial Nominating Commission for the State of Georgia. The Commission shall make nominations to fill vacancies on all courts of record which involve executive appointment.
IT IS FURTHER
That said Commission shall consist of ten members. Five membtrs shall be citizen members, not members of the Executive Committee of the State Bar of Georgia, appointed by the Governor. Five members shall be members of the State Bar of Georgia as follows: the President, the immediate Past President, the next immediate Past President, the President-Elect and the immediate Past President of the Younger Lawyers Section. The citizen members appointed by the Governor shall serve at the pleasure of the Governor. The members from the State Bar of Georgia shall serve ex-officio. A majority of the Commission shall constitute a quorum. Before designating nominees to fill any judicial vacancy, the Commission shall

hold at least one meeting to consider recommendations regarding such nominations. The Commission shall certify as many of the candidates as it considers qualified not in excess of five.
IT IS FURTHER
That when a vacancy shall occur in an ex-officio member's position on the Commission, that vacancy shall be filled by the President of the State Bar appointing a member of the State Bar to serve on an interim basis until such time as the ex-officio position is otherwise filled.
IT IS FURTHER
That the members of the Judicial Nominating Commission for the State of Georgia shall not be entitled to compensation for their services on the Commission, but shall be entitled to receive reimbursement for actual expenses incurred in the performance of their duties for the Commission. Such reimbursement shall be expended from funds allocated for the Office of the Governor of the State of Georgia.
IT IS FURTHER
That the following named persons be and they are hereby appointed as members of the JUdicial Nominating Commission for the State of Georgia for terms beginning this date and serving at the pleasure of the Governor:
