MY FELLOW GEORGIANS:
Fiscal year 1994 will probably be remembered as "The Year of the Children" in Georgia because of the many new or expanded programs being funded for the youth of our State.
New health care coverage for 167,000 children...a voluntary statewide pre-kindergarten program for four-year-olds...and the new HOPE program of loans and scholarships for tuition at colleges and technical
<....
schools...are only a few of the headline programs in the State's budget.
My ability to expand and introduce these services for children is due to the Georgia Lottery for Education, a revamped Indigent Care Trust Fund and a recovering economy.
Proceeds from the lottery will provide three exciting new initiatives for children in all areas of education. And, as I promised, we're using the lottery funds without supplanting one single penny of general funds that would otherwise have gone to education.

The program of pre-kindergarten for four-year-olds will be funded with $37.1 million in lottery funds. This is based on the Department of Education's estimate of both the number of students to be targeted and the number of programs that can realistically be up and running during this first year.

Our second initiative, HOPE . {Helping Outstanding Pupils

Educationally), is a program of loans and scholarships for college and

technical school students that is unmatched in the nation. At a cost of $34.6

million, HOPE could provide as much as two years free tuition at a public

college for any high school student with a B average and family income of

less than $66,000 a year. HOPE also provides Georgia's students with

completely free tuition at diploma-granting tec~ical schools; regardless of

family income or grade point average.

The third element of the lottery is, $47.8 million to dramatically upgrade technology in the classrooms for our students. For example, new technology :will include 1,700 satellite dishes for every public school, every college or university, and every technical institute in Georgia, and early learning computer labs for every one of Georgia's 1,031 schools with elementary grades.

The budget for our public schools has been increased by a net of $122.4 million, exclusive of lottery funds, mostly to fund a growing school enrollment and to provide pay raises for teachers and other employees.

A new initiative in our public schools of special importance is the

Next Generation School Project. The State will contribute $2 million,

including $1 million from lottery receipts, with another $2 million coming

from the private sector and $2 million from the local communities who are

selected for the grants. The funds will be used to foster innovation in our

schools.

We are also providing $2,760;300 to continue implementation of the Student Information System at middle and high schools to reduce paperwork so teachers can focus more on teaching.

The 1994 education budget also calls for $151.1 mi,llion in construction funding for 60 separate public school systems, $7.1 million for vocational education equipment, and $6.8 million to build new public libraries in Charlton, Crawford, Effingham, Fayette, Gwinnett, Madison, Meriwether and Oglethorpe Counties.

IDGHER EDUCATION

The University System's budget will be increased by a net of $93.8 million to improve the quality of instruction and provide for a growing enrollment.

More than $241.8 million in bonds are being sold to meet the construction needs of our colleges and universities.

The State's 32 technical institutes will receive additional funds of

$12,701,053, a 10.5 percent increase, to provide for a growing enrollment,

faculty pay raises and improvements, including $3 million for instructors and

support staff for new and expanded programs. In addition, $33.6 million in

bonds are appropriated for capital outlay projects at eight institutes.

Continuing the emphasis of my administration on adult literacy

programs, $1.34 million of the above funds will begin a four-year process to

provide at least one full-time adult literacy teacher for each Georgia county,

and $63,000 will provide teachers and operating expenses for three

workplace literacy programs targeted to small businesses.

HEAL111 CARE

In addition to better education for our children, I wanted to expand their access to health care. The revised Indigent Care Trust Fund will provide funds to take giant steps towards fulfilling this need:

Medicaid coverage was expanded to cover an additionall3,000

pregnant women and their infants up to an income level of 185

percent of the Federal poverty level; and
Expanded Medicaid coverage for children from the age of nine
to the age of 19 in families with incomes up to 100 percent of the Federal poverty level. This new action expands health care to 96,000 additional children.

In addition, the General Assembly passed legislation allowing the State to purchase health care insurance for 58,000 children between the ages of one and six whose family income falls below 185 percent of the Federal poverty level. -This action will require a waiver from the Federal Government.

Taken together, these three actions will expand health care to an additional 167,000 women and children.

The Indigent Care Trust Fund was revamped due to new Federal regulations and, for the first time, monies from the Fund are built into the budget in advance.

About three-fourths of the funds--$89.8 million in State dollars--will be returned to disproportionate share hospitals to compensate for indigent care and to support expanded primary care programs.

Spending for other health and .social services will increase significantly as well. The budget of the Department of Human Resources will increase by $74 million, while Medicaid spending for non-Trust Fund programs will increase by a net of $151 million.

One of the hallmarks of the 1993 legislative session was the passage

of welfare reform legislation to require more personal responsibility on ~he

part of welfare recipients and to restore public confidence in the system. In

connection with this legislation, we appropriated $2,475,070 for the PEACH

(Positive Employment and Community Help) program, which trains and

helps AFDC mothers to find jobs. During the Miller Administration,

PEACH funding has tripled and the services will soon be available in all 159

counties.

We also expanded mental health services for severely emotionaJly disturbed children and adolescents, and early intervention family support services for developmentally delayed infants and toddlers up to the age of three.

Most of the spending increases for Medicaid are driven by increasing caseloads and medical inflation. Of the total budget, $33,309,688 is required to increase reimbursement rates for inpatient hospital visits, nursing homes and home health agencies.

Medicaid is the fastest growing State program, and in an effort to slow the rate of growth, a $3 copayment is now required for aJI outpatient hospital visits, excluding pregnant women, children, nursing home residents

and emergency services. More than half of the states that require a smaJI copayment, including the neighboring states of Alabama, North Carolina, South Carolina and Florida, have found that it reduces unnecessary services.

Medicaid is projected to serve slightly over one million Georgians

in FY 1994--one of every six citizens. The number of clients has doubled

in the last six years, with the number of claims doubling in just four years.

In another action directly related to our youth, we will spend $2

miJlion in FY 1994 to expand alternative placements for juvenile offenders.

Our goal in the new Department of Children and Youth Services is to help

troubled children, not me-rely to incarcerate them.

ECONOMIC PROSPERITY
-< .. Strong economic growth is absolutely essential to Georgia's future
if we are to continue to lead the South. The State must play a role in guaranteeing that quality growth is achieved, and several of my proposals this year address our role in economic development.
The Governor's Development Council has been expanded in
size and is initiating a public-private partnership to implement two new programs: first, to provide assistance to regions and businesses not encompassed in current programs; and second, to build a new economic base in the technologies and industries

of the future by concentrated, targeted recruitment of companies .

Second year funding for the Georgia Research Alliance will be

used to improve Georgia's research capabilities in emerging

.J.-

technologies--telecommunications, environmental sciences,

microbial biotechnology and molecular medicine--that offer

significant potential for economic and industrial growth.

A new initiative through the Governor's Development Council
seeks to improve the competitiveness of three of Georgia's most
important traditional manufacturing industries: pulp and paper, textile and apparel, and food processing.

Fueling economic development with appropriate transportation improvements is vital. Construction of the Governor's Road Improvement Program will continue at a spending level of $125 million in bonds, with an additional $16.2 million in cash allocated to corridor design. Local transportation projects in the popular LARP program will receive $38,641,836.

This year's budget also includes three initiatives that involve planning for rail transportation.

Almost $400,000 in State funds, with $1.6 million in Federal funds,

will be used to study the feasibility of establishing inter-city passenger rail

service in Georgia. We have also allocated $100,000 as our share of a multi-

state study to determine whether an Amtrak route can be reestablished from

Chicago to Florida through Georgia. Finally, $1.7 million in bonds were

appropriated to acquire and rehabilitate various railroad lines to preserve

existing railroad corridors.

Georgia's ports also play an important role in our economy. Last

year we embarked on a new FOCUS 2000 program, a multi-million dollar

effort to upgrade our ports between now and the year 2000. We are

continuing this expansion in FY 1994 with new payback projects totaling

$24.7 million in bonds. And $13.5 million in bonds are allocated to provide

additional funding for the deepening of the Savannah Harbor to 42 feet.

While economic growth is neces~ry, it must not come at the expense of our environment. Preserving and protecting our environment is one of the strongest initiatives of my administration.

-~

Foremost among our commitments is to preserve .100,000 acres of

land for hunting, fishing, wilderness preservation and recreation through

Preservation 2000. For the second straight year, $20 million in bonds have

been approved to purchase land for this purpose.

Several new expenditures are provided to tackle environmental

problems. These include $20 million in bonds for water and sewer loans to

local governments, matching grants to local governments for planning and

.:

development of regional solid waste facilities, emergency loans to local

governments for water and sewer projects, the cleanup of hazardous waste

sites not covered under Federal laws, and the implementation of a scrap tire

.i..

cleanup and regulatory program. For the first time, fees from users and civil

penalties will be used to pay for the cleanup of hazardous waste and scrap

tires.

Tourism is Georgia's second largest industry, and the State provides a large -number of recreational and convention facilities to attract visitors. Several new projects are funded in FY 1994 to improve or expand Georgia's attractions.

The projects include the opening, design or expansion of six State

parks; the construction of a Music Hall of Fame, and the planning of a

Sports Hall of Fame in Macon; payback bonds to build the Mountain Park

...:...

in North Georgia; the renovation of Stone Mountain; improvements to Jekyll

Island; the purchase of land for future expansion of the Georgia World

Congress Center; and reconstruction of the Visitor Information Center at

Ringgold.

The protection of citizens also is a major responsibility of the State, and we are taking several actions to expand that responsibility.

The largest prison construction building program in Georgia's history

is coming to an end, and a record number of new beds are ready for opening.

The State is opening 3,090 of the 5,416 beds available at six new

correctional institutions, at a cost of $16.8 million in bonds for equipment and $26,871,308 in operational funds. Another $1,737,338 in cash and $1.1 million in bonds will open and equip phases I and II of the Lee Arrendale Correctional Institution redevelopment project. In addition, $26,354,226 is the full-year operational cost of institutions opened during FY 1993. New diversion centers in Gainesville and Macon also will be equipped and opened. Several new capital outlay projects also are funded.

In FY 1994, we have appropriated a large number of bond projects

to meet a backlog in capital O"\}tlay needs and to give our economy a boost.

-~

I believe this is a prudent action when interest rates are lower than they have

been in decades.

The new bonds will increase the State's estimated debt ratio only slightly, from 5.8 to 6.0 percent, a percentage that is still lower than our historical average over the last three decades. And there are several factors at work that may reduce the final 1994 percentage.

An important aspect to the bond policy of my administration is that all bond principal and interest be repaid from proceeds of all projects that have income. This means that users, not taxpayers, will be retiring 26 percent of all bond expenditures in FY 1994.

To ensure that we continue to be responsible concerning bonded indebtedness, I have signed an Executive Order creating a Debt Management Advisory Committee which will prepare a. debt management plan. for the State to preserve the excellent bond ratings Georgia now enjoys.

FffiCALACCOUNTABaiTY

Georgia is once again one of the nation's leading states in job growth. Our monthly revenue growth hit double-digit increases in late 1992 and early 1993. Through $944 million in revenue estimate cutbacks since January of 1991, we have achieved efficiencies and economies and streamlined our service delivery during a national recession. The comb,ination of a recovering economy and a more efficient government should move Georgia forward in the coming years.

But change is inevitable anyway. That's because the Budget Account~bility and Planning Act, passed by the 1993 General Assembly, will fundamentally change Georgia's budget process.
The changes will take place by making accountability and efficiency the driving forces behind budget decisions, as well as the attainment of agreed-upon directions which have been outlined in comprehensive strategic plans for the State and each agency. Expenditures will be more closely linked to program achievements and outcomes.
To assist legislators in determining how resources should be spent, the measure mandates an ongoing review of agency continuation budgets and a more detailed review of expenditures at the individual program level.
Agencies are encouraged to implement cost-saving measures through a system of monetary incentives that allows them to retain a portion of savings. The bill also establishes procedures and requirements for grant awards by State agencies.

SALARY ADJUSTMENTS

Public School and Technical Institute Teachers--The addition of an L-5

longevity factor to the teacher salary schedule. About a third of all teachers

will go int<? this new fifth step, with salary increases of 3.0 percent. The

. .:t-

step addition is in addition to the salary increases awarded to teachers

through normal progression on the teacher salary schedule. State-paid school

bus drivers and lunchroom workers will receive a 1.75 percent salary

adjustment, effective July I, 1993.

University System Employees--A 2 percent formula funding level for merit increases for Regents faculty and support personnel, effective July I, 1993 for non-academic personnel and September 1, 1993 for academic personnel.

State Employees--A 2.5 percent performance-based merit increase for employees of the Executive, Legislative and Judicial branches to be awarded on each employee's anniversary date, with approval contingent on a performance rating of "satisfactory" or better. Employees who were eligible but did not receive a merit increase in May and June of 1991 will be eligible to receive a merit increase in July of 1993, without anniversary dates being affected.

A 2.5 percent increase for each State official (excluding General Assembly members) whose salary is set by Act 755 of 1978, effective July I, 1993.

The total cost of pay raises: $66,385,806.

PUBLIC SCHOOLS--LOTIERY FUNDS

Lottery funds totaling $62.1 million have been allocated to public schools for educational improvements. The most dramatic improvement is $37.1 million in lottery funds to begin statewide implementation of the voluntary prekindergarten program for 4-year-olds.

Other lottery funds include $12,304,078 to install satellite dishes at every public school in Georgia...$1 0,310,000 to purchase computer hardwaresoftware for every elementary school...and $1.4 million to establish Educational Technology Centers to train teachers in the use of classroom technology.

Another $1 million in lottery funds will be matched with $1 million in State funds to provide $2 million for school reform through the Next Generation School Project.

PUBUC SCHOOLS--STATE GENERAL FUNDS

The State in the 1992-93 school year will spend an additional $122.4 million in net new funds from the State general treasury to provide public school education for a record 1.2 million students. The new funds provide for an increasing enrollment, classroom improvements, annual pay raises for teachers and other employees, and other required cost increases.

Improvement funds include $2,760,300 to continue implementation of the Student Information System at middle and high schools throughout the State to free teachers of paperwork...$1,325,000 to continue support for 14 Family Connection sites and to provide planning grants for 15 new sites...and $406,905 to expand the Foreign Language Pilot Projects to the first grade.

Bond funds totaling$165 million in capital outlay were allocated for public education--$} 51.1 to continue the State's capital construction program for 60 public school systems...$7.I million for vocational education equipment...and $6.8 million to build new public libraries in Charlton, Crawford, Effingham, Fayette, Gwinnett, Madison, Meriwether and Oglethorpe Counties.

In the amended budget for FY 1993, which ends June 30, 1993, the State appropriated $38,259,024 for the Midterm Adjustment based on updated FTE (Full-Time Equivalency) counts and adjusted local tax digests. Added to $25 million appropriated in the original 1993 budget, the total midterm funding amounted to a record $63,259,024.

Also in the amended budget, $2,995,853 was allocated for QBE Middle

UNIVERSITY SYSTEM--LO'ITERY FUNDS

Lottery funds totaling $18.1 million are appropriated for expenditure by the

Regents. These funds include $10.2 million for the Georgia Research

Alliance, which are discussed in the Economic Development section of these

every college and university ...and $7.5 million to create an equipment,

technology and construction trust fund which will match lottery proceeds

with sponsored and/or private contributions to purchase needed equipment.

UNIVERSITY SYSTEM--STATE GENERAL FUNDS

The State. in the 1993-94 academic year will spend an additional $93.8 million in net new State funds to improve the quality of instruction and to fund a growing enrollment in the 34 colleges and universities operated by the State Board of Regents.

Five institutions will be involved in various phases of conversion through a $1.5 million appropriation. These funds will provide for the conversion of Valdosta State College to regional university status on July I, 1993 ...initiate the conversion of West Georgia College to regional university status...evaluate the feasibility of converting Columbus College and Fort Valley State College to regional university status...and evaluate the conversion of Macon College to four-year college status. In addition, $750,000 will continue to expand graduate program funding for Georgia Southern University, which attained regional university status on July I, 1990.

The Special Funding Initiative is increased by $1.4 million, including $1 million to expand existing nursing programs...and $400,000 to establish a nursing program at Fort Valley State College.

Major expenditures in continuation funding include $35.3 million for increased student enrollment...$23.9 million for other increases required by the Regents Funding Formula, including health insurance, workers' compensation and the cost of operating new buildings...and $17.1 million for pay raises.

Bonds totaling $209,600,000 will fund a variety of construction projects on University System campuses. These will include $80.1 million to construct two projects at the University of Georgia, a Comprehensive Agricultural Livestock/Poultry Facility and a Biocontainment Research Center...and a Children's Medical Center at the Medical College of Georgia.

The remaining $129.5 million in bonds involve the construction of facilities whose cost will be repaid from revenues generated. The largest is $113 million to construct seven housing units at Georgia Tech that will initially house Olympic athletes in 1996 and will then be converted for use by students. These funds will be combined with $47 million from the Atlanta Committee for the Olympic Games to provide the total funding of $160 million for the project.

Other payback projects ($6.5 million total) include a parking deck at Georgia

Tech, a parking deck at Georgia State University, a dormitory at Gordon

College, and a student recreational facility at Southern Tech.

Bonds totaling $27.8 million were authorized to fund major repairs and

renovations at the 34 institutions...and cash totaling $300,000 was provided

to construct a physical education facility at Middle Georgia College.

TELECOMMUNICATIONS--LOTIERY

lri coordination with Governor Miller's efforts to link every classroom in

Georgia with the latest technology, the State is m?ving forward with building

a production center that will allow the Georgia Public Telecommunications

Commission to provide educational programs to all elementary and secondary

schools. Lottery funds in the b~dget of the State Board of Regents total $2

million to fund architectural planning and design for the new facility, which

also will provide office space for the Commission.

These funds include $3,480,000 for a multi-purpose adult education facility in Douglas County...$1,137,000 for the adult literacy equipment mentioned above...$2,544,000 to install computer labs at each institute...and $320,000 to install satellite dishes at every institute.
TECHNICAL AND ADULT EDUCATION--STATE GENERAL FUNDS
Appropriations totaling $3.78 million will fund the following projects at various technical institutes: Complete initial staffing of institutes in Jesup, North Metro, Statesboro and Vidalia...provide personnel and operating funds for new facilities opening in FY I994 ...and provide personnel and operating funds for existing high technology and health occupation programs which have waiting lists.
Planning funds totaling $790,000 were authorized for capital outlay projects eligible for funding in FY 1995...and $150,000 will provide training and software for schools in which the Banner Information System is scheduled to be installed in FY 1994.
Adult literacy programs in Georgia will be expanded through three separate actions. First, a two-year program is being launched to provide at least one full-time adult literacy teacher for each Georgia county. The FY 1994

appropriation totaled $1,341,000. Second, $436,000 will fund a Satel}ite Literacy Training Project. Third, $63,000 will provide teachers and operating expenses for three Workplace Literacy programs targeted to small businesses, with lottery funds recommended to purchase associated hardware and software.
Capital outlay improvements totaling $33.6 million in bonds were approved for the following eight technical institutes: Americus, Clarkesville, Forsyth County (planning funds), Jasper, Sandersville, Swainsboro, Thomasville and Warner Robins.

Other bond funds totaling $6 million will fund instructional equipment ($3.5 million) and systemwide repairs and renovations ($2.5 million).
STUDENT FINAN~-L01TERY FUNDS +
$34,643,410 will implement the Governor's HOPE (Helping Outstanding Pupils Educationally) Scholarship Program. HOPE provides loans and scholarships for college and technical education. It could provide as much as two years free tuition at a public college for any high school student with a B average and family income of less than $66,000 a year. HOPE also will provide free tuition for diploma-granting programs at Georgia's 32 technical institutes, and freshmen and sophomores at in-state private colleges will get a second-tier Tuition Equalization Grant of $500. There is no other program like this in the nation.
TUmON GRANTS
Two grant programs that provide financial assistance to students attending college were given a boost in FY 1994. New funds include $737,466 to provide increases in student enrollment for the Tuition Equalization Grant program...and $200,000 for the Student Incentive Grant program to ensure a proper ratio of Federal and State funds.
ECONOMIC DEVELOPMENT
The State for the second straight year is focusing on major initiatives to stimulate economic growth in Georgia. A new marketing strategy will target specific regions and industries to help build a new economic base for the future. Appropriations of $1.75 million will be used to initiate the new strategy that will involve a public-private partnership directed by the Governor's Development Council. Private sector funds will match State funds for a $3.5 million total program effort. State funds are provided through three agencies--the Department oflndustry, Trade and Tourism, the Department of Community Affairs and the Office of the Governor.
State funding of $1 million is provided for a new regional economic and business assistance program through the Council to enable the State, in partnership with the private sector, to provide assistance to regions and to

business not encompassed in current programs. Another $500,000 is provided for new marketing approaches that will be targeted to specific industries and regions to build a new economic base for the future. Funds totaling $250,000 are for the Council's operation.

Second year funding through the Georgia Research Alliance program will

continue to focus on four emerging technology areas that offer significant

potential for economic growth-- telecommunications...environmental

sciences...microbial biotechnology ...and molecular medicine. Total funding

of $22 million was provided through cash, lottery proceeds and bonds. These

State funds are expected to attract a minimum of $61 million in Federal and

industry research funds. The Research Alliance funding operates through the

State Board of Regents.

A third initiative is to improve the competitiveness of Georgia's most important traditional manufacturing industries--pulp and paper. ..textile and apparel...and food processing. For this initiative, the State appropriated $5.25 million ($1.05 million in cash and $4.2 million in bonds) to match $5.25 million in private and federal funds.

Of the total, $4.2 million is targeted for the pulp and paper industry and includes funding for a new laboratory for the Herty Foundation ($3.2 million) and for research and development in the areas of fiber supply, environment and process/product improvement. The remaining funds include $500,000 for the National Textile Center. ..$500,000 for the Apparel Manufacturing Center...$25,000 for planning efforts for the textile and apparel industry ...and $25,000 for the development of plans to improve Georgia's food processing industry.

The State is expanding its focus on international trade by hiring a contract employee in Mexico to perform market research, generate trade leads and develop contacts with importers...and by adding a support position in the Trade Division of the Department of Industry, Trade and Tourism.

A revolving loan fund will be established to provide interim financing to manufacturers and businesses for the construction of wastewater treatment facilities. The State is contributing $1 million as its match to establish the fund in partnership with the Economic Development Administration.

The State allocated $250,000 as its share of the first year's cost of a

comprehensive study of water demand and availability in the Apalachicola-

Chattahoochee-Flint and the Alabama-Coosa-Tallapoosa River systems.

Florida and Alabama will each contribute $250,000 to the study, and the

Corps of Engineers will donate $3 million.

PORTS

The second phase of FOCUS 2000 will expand Georgia's ports at Garden

-!-,

City with the appropriation of $24,665,000 in bonds that will allow the

purchase of two container cranes and the initiation of phase I development

for a new container berth. The Georgia Ports Authority- will repay all debt

service.

Bonds totaling $13.5 million will provide additional funding for the deepening of the Savannah Harbor to 42 feet. This increases State funding for the project to $45,900,000, with the Georgia Ports Authority chipping in an additional $10,827,200. The Federal Government is expected to reimburse the State for a portion of the approximately $57 million project.

The Department of Transportation is authorized to use $5 million in FY 1993 motor fuel funds to plan and design a new Sidney Lanier Bridge that will improve access to the State ports in Brunswick.

Focus 2000 calls for expenditures of $319 million to expand Georgia's deep-

water ports in Savannah and Brunswick by the year 2000 to stay competitive

with other ports. The State has now invested $128 million in ports and

harbor expansion over a two-year period. These funds have come from State

bonds, Georgia Ports Authority commitments and motor fuel receipts.

TOURISM AND CONVENTIONS

Two new and three existing state parks will share in funds appropriated to expand parks to meet the recreational needs of Georgia's growing population. The new funds are $396,000 to start up a new State park at Tallulah Gorge...$96,420 to develop a new State park at Sprewell Bluff...$! 00,000 to match other funds to plan a development on Lake Richard B. Russell ...$200,000 to purchase land for a golf course at George Bagby State

Park... and $150,000 to plan and design a golf course at Laura S. Walker State Park.
In addition, $2.5 million in borids will fund infrastructure repairs and maintenance at State parks and the islands of Ossabaw and Sapelo.
The Visitor Information Center at Ringgold will be reconstructed with $780,000 in bonds that will match $4 million in Federal highway funds.
Bonds totaling $36.9 million will fund three new or expanded recreation facilities operated by State Authorities, with all funds, principal and interest, to be reimbursed to the State from revenues. These projects include:
$18.5 million to design and construct the new Mountain Park
in Towns County. The park will include a main lodge and villas with 134 guest rooms, a 175-seat restaurant, tennis courts, meeting rooms and an 18-hole golf course. The land has already been purchased.
$22 million to match $11 million from the Stone Mountain
Memorial Association for redevelopment at the Stone Mountain Park, including conference center expansion, an incline railroad, an interpretive and visitor center, maintenance facilities, a golf clubhouse and campground improvements.
$7.5 million to renovate the Jekyll Island Convention Center
and expand an existing nine-hole golf course to 18 holes.
The State will spend $7.4 million in bond funds to purchase land for future expansion of the Georgia World Congress Center.
Macon may be the future home of two State Halls of Fame. Bonds were allocated to construct the Georgia Music Hall of Fame in Macon at a cost of $6.5 million. The State funds are contingent upon local funding to renovate the Douglass Theater and to develop a music park to support and complement the Music Hall of Fame. Planning funds totaling $200,000 were allocated for a Sports Hall of Fame, with Macon under consideration as the permanent site. The Sports Hall of Fame was authorized $50,000 for operating expenses.

TRANSPORTATION

Governor Miller's commitment to emphasize a well-rounded system of transportation that includes highway, rail and air modes of travel is embodied in the FY 1994 budget.

The Governor's Road Improvement Program will be continued with $125

million in bonds. Emphasis will be placed on accelerating the completion

of the Fall Line Freeway from Columbus to Augusta and U.S. 27 from

Bainbridge to Chattanooga: The State also allocated $16.2 million in cash

for architect and engineering services to help design highway corridors for

the multi-lane program.

The Local Assistance Road Program (LARP) will be continued with the allocation of $38.6 million for local transportation projects.

State funds totaling $15 million will match $58.1 million in Federal funds to implement Atlanta's advanced signalization and traffic mana~ement system.

Several rail projects are being funded. Funds totaling $400,000 will match $1.6 million in Federal funds to study the feasibility of establishing inter-city passenger rail service in Georgia. The State also is allocating $100,000 to finance its share of a multi-state study to determine the feasibility and economic impact of reestablishing an Amtrak route from Chicago to Florida through Georgia. Bonds totaling $1.7 million will fund the acquisition and rehabilitation of various railroad lines to preserve existing railroad corridors.

State assistance to local airports totals $1,167,500 for airport development

projects...and $1,024,100 for airport operational improvements and approach

aids. State assistance totaling $1,472,024 is earmarked for local public mass

ENVIRONMENT

Second-year funding of $20 million in bonds was provided to continue the

Preservation 2000 program's goal of protecting I00,000 acres of land during

and recreation. Preservation 2000 is a joint public-private effort, with the State's portion partially funded through a previous increase in the cost of hunting and fishing licenses.

Three programs were funded to help local governments provide local infrastructure for serving their citizens and preparing for economic growth. The popular water and sewer loan program was allocated $20 million in bonds through the Georgia Environmental Facilities Authority (GEFA). Funds of $750,000 were appropriated for emergency loans to local governments for water and sewer projects. And $400,000 was earmarked to provide matching grants to local governments to facilitate the planning and development of regional solid waste facilities. GEFA is allocating $4 million from its reserves to provide funding for solid waste loans to local governments.

Two environmental cleanup programs are being implemented for the first

time. The Hazardous Waste Trust Fund is projected to receive $4.3 million

to finance the cleanup of hazardous waste sites not covered under Federal

hazardous waste laws. The funds will come from fees paid by handlers of

hazardous and solid waste and from civil penalties. And the Solid Waste

~.

Trust Fund is estimated to collect $3 million from fees paid on the sale of

new tires and from civil penalties to implement a scrap tire cleanup and

regulatory program. Both trust fund~ will spend in FY 1994 monies that are

being collected in FY 1993.

To meet requirements of the Federal Clean Air Act of 1990, the Department of Natural Resources is authorized to use $1,542,219 in air quality permit fees.

The Department also was appropriated $1 ,00 I ,360 to operate newly acquired wildlife management areas ($476,960) and to provide new public fishing areas ($524,400). Funding is from proceeds of the 1987 increase in hunting and fishing license fees.

Funding was approved to review and certify local government and Regional

Development Center (RDC) solid waste management plans. The Department

of Community Affairs received $75,000 to add three contract positions to

assist the RDCs to review these plans...and the Environmental Protection

Division received $125,000 for five contract positions to review and certify these plans.

The Department of Natural Resources was appropriated $60,000 to implement a program to develop water management plans for each river basin in the State.

HOUSING

State funds totaling $2 million were approved to match Federal funds from

the HOME Housing Block Grant program, which provides flexible funding to State governments in addressing their housing needs.

MEDICAID--INDIGENT CARE TRUST FUND

A newly revamped Indigent Care Trust Fund totaling $120,692,764 will allow expansion of health care to 109,000 additional children through two Medicaid programs.

One program costing $10.3 million in State funds will expand Medicaid eligibility to cover 13,000 pregnant women and their infants in families with income up to 185 percent of the Federal Poverty Level. A second program costing $19.1 million in State funds will expand eligibility to cover 96,000 children under 19 in families with income up to I00 percent of the Federal Poverty Level.

In addition to the above. actions providing health care to previously unserved

children, the 1993 General Assembly passed legislation allowing the use of

Medicaid funds, if a special waiver is approved by, Federal officials, to

purchase health care for an additional 58,000 children without insurance

protection. These are children between the ages of one and six in families

below 185 percent of the Federal poverty level. This action will i~crease to

167,000 the number of children who will have health care coverage for the

first time.



The Indigent Care Trust Fund has been revised as required by Federal law,

and as permitted by a new State constitutional amendment, and beginning in

FY 1994 will be a part of the initial budget passed by the General Assembly

for each fiscal year. In the past, the Trust Funds were amended into the budget each fall based on collections.

The largest share of the revamped Trust Fund in FY 1994--$89.8 million-will be returned to disproportionate share hospitals to compensate them for indigent care and to support expanded primary care programs.

Trust Fund proceeds also will be allocated to recruit and train women to serve as a resource for pregnant teens and siblings who may be at risk of conceiving or fathering children ($343,783)... to support school health nurses in Family Connection sites ($350,000)...and to change the reimbursement methodology for ambulance services ($755,515).

MEDICAID--STATE GENERAL FUNDS

Medicaid spending for non-Trust Fund programs will increase a total of $151

million, after allowing for fund transfers between years. The new spending

is triggered mostly by increasing caseloads and medical inflation. Included

is $34,009,688 to increase Medicaid reimbursement rates for inpatient

hospitals, nursing home services, home health services and prescription

drugs.

A primary care case management program using local physicians as managers of health care for Medicaid recipients will be implemented at a cost of $888,155 to reduce unnecessary and inappropriate care.

A $3 copayment is being .i!Jlplemented on certain Medicaid services in an effort to slow the rate of growth in Medicaid expenditures. The copayment will apply to all non-emergency outpatient hospital visits, excluding pregnant women, children and nursing home residents. Annual savings of $1.5 million in State funds are projected.

HUMAN RESOURCES

The Department of Human Resources will increase net new spending by more than $74 million to fund expansion and cost incr,eases for health and social services to Georgia citizens. Of this increase, $10,635,494 will fund a 7.2 percent growth rate in the AFDC (Aid to Families with Dependent

Children) rolls, increasing the number of recipients to 152,707 families which include 425,200 individuals. Since 1984, caseloads have increased 71 percent, and the total number of individuals has surged 75 percent.

In an effort to slow the AFDC growth rate, the State appropriated $2,475,070 to expand job training and placement services through the PEACH program for adult recipients of Aid to Families with Dependent Children. PEACH funding has tripled, and availability has increased to 133 counties during the Miller Administration.

MENTALLY ILL AND MENTALLY RETARDED

The State will spend $3,951,505 in Human Resources and Medicaid funds to develop comprehensive community mental health services for severely
emotionally disturbed children and adolescents in the Chatham, Floyd, Gwinnett, Houston, Troup and Ware County service areas. Three regional assessment teams are included in the funds. Appropriations also provide for an increase in outpatient services in the Glynn County service area. Other new expenditures include:
$717,226 in Human Resources and Medicaid funds to house the
mentally retarded, including HUD residences in Bibb; Glynn and Murray Counties...a respite home in Carroll County...the High Hope Group Home in Gwinnett County...and in-home
respite services.
$1,685,000 to provide night and weekend shift differentials for
RN and LNP positions.
$278,894 to match a Federal grant to support two 75-bed
residences for homeless mentally ill in the Metro Atlanta Area.
$308,748 to increase services for the chronically mentally ill in
the Gwinnett County service area.
$11,285,000 in bonds for repairs and renovations at various
mental health and mental retardation facilities, including $-I ,250,000 to phase in a new food service system at Central State Hospital.

Federal funds of $3.1 million are allocated to establish a comprehensive

statewide alcohol and drug abuse prevention and early intervention program.

PHYSICAL HEALTH SERVICES

The State will spend $2,040,000 to continue the phased-in implementation

of early intervention family support services for developmentally delayed

infants and toddlers up to age three. The funds include $1,440,000 from

expenditures include:

$1,277,550 in State funds and $73,699 in Federal funds for
outreach workers, residential care and medication for
tuberculosis control.
$300,000 to provide additional funding for the purchase of
AZT.
$250,000 to provide additional staff and operating support for
the Office of Health Care Data.

SERVICES FOR THE ELDERLY

The State will spend $2.5 million to expand home-delivered services for the elderly in the Community Care Services Program. Increased funding also is allocated for the Council on Aging and the CSRA (Coastal Savannah River Area) Aging Foundation.

CHILDREN AND YOUTH SERVICES

The State will spend $2 million to increase alternatives to detention for juvenile offenders to avoid incarceration of non-violent juvenile offenders when possible.

In other actions, $368,606 for the Department of Children and Youth Services to further develop its case management system...and $130,000 will increase reimbursement for institutional foster care.

Bonds totaling $4,115,000 are appropriated to construct replacement cottages at the Youth Development Centers (YDC) in Milledgeville and Augusta...and $3.8 million in bonds is allocated for replac~ment of the Cobb County Regional Youth Development Center (R YDC). Also, cash totaling $165,000 will fund design of a replacement for the Chatham RYDC. Cash repairs

totaling $635,000 were appropriated for the Milledgeville YDC and RYDCs at Albany, Augusta and Gainesville.

CORRECfiONS

As Georgia's largest correctional construction program in history nears its end, the State will spend a record $75,332,568 in cash and bond funds during FY 1994 to put inmates in several thousand of those beds.

Six new institutions will be partially opened in Calhoun, Dooly, Macon, Pulaski, Tattnall and Wilcox Counties. The cost of opening 3,090 of the total capacity of 5,416 beds in the six institutions is $26,871,308 in operating cash and $16.8 million in bonds to purchase equipment.

Another $26,354,226 is required to provide full-year operational funding for 13 facilities containing 6,090 new beds that opened during FY 1993.

Also, $1,737,338 in cash and $1.1 million bonds were appropriated to equip

and open facilities completed under phases I and II of the Lee Arrendale

-1(

Correctional Institution redevelopment project.

New replacement diversion centers in Gainesville and Macon will be opened in FY 1994 with appropriations that include $445,000 in bonds and $2,024,696 in operational funds to equip and operate the centers.

Over the fiscal years 1993 and 1994, the State has funded the opening of 9,180 new beds, with several thousand more beds still to be funded for opening between July I, 1994 and December 31, 1995.

Although the State's record prison construction program is virtually completed, bond funding was provided to construct two small projects for women inmates and to design a county work camp. The Metro Correctional Institution, which currently houses male inmates, will be redeveloped at a cost of $3.3 million to house female inmates...a 200-bed female boot camp will be constructed in North Georgia at a cost of $1.5 million...and $447,000 was allocated to plan and design a county work camp in Muscogee County.

PUBLIC SAFETY
The State Department of Public Safety was authorized $405,000 to purchase pursuit vehicles for a Trooper Cadet School to be held in late FY 1993...$170,000 to increase instructor class hours for the M()torcycle Safety Training Program...and $40,000 to purchase new ultra-violet photography for child abuse investigations and training.
REVENuE DEPARTMENT UPGRADING
The State allocated $2.5 million for 25 positions to continue in-house development of the Department of Revenue's computerized integrated tax system.
AGRICULTURE
For the Department of Agriculture, the State appropriated $3.7 million in bonds for lab renovation and expansion at the Tifton Veterinary Diagnostic Laboratory ...$119,500 to purchase land and for construction of a replacement poultry veterinary lab building in Douglas...and $700,000 to provide major and minor farmers' market renovations and repairs, including $500,000 for renovations to the Atlanta Farmers' Market.
GENERAL GOVERNMENT
Bonds totaling $15 million were appropriated to renovate for State use a 41story building previously owned by the Wachovia Bank at Five Points in downtown Atlanta. The tower was purchased by the. Woodruff Foundation and donated to the State for conversion to a facility housing State agencies.
Funds for other renovations to State offices include $2.2 million in bonds for phase two Capitol fire code renovations...and $500,000 in cash for building renovations needed to comply with the Americans with Disabilities Act.
State funds totaling $1.5 million were appropriated to match Federal funds of $4.5 million for Disaster Assistance Grants.

EDITOR'S NOTE

The State's FY 1994 budget totals $8,958,192,764--a growth rate. of 8.6 percent over amended FY 1993 appropriations.

Revenues are estimated to total $8,972,192,764 and will come from three sources. The official revenue estimate from taxes and fees is $8,712,500,000, an increase of 7.6 percent. In addition, the State projects collections of $139 million from the new State lottery and $120,692,764 from the revamped Indigent Care Trust Fund.

Revenues are projected to exceed appropriations by $14 million. This total has been set aside as a lottery reserve, representing 10 percent of payments to the State. Governor Miller promised to establish the reserve to keep Georgia's lottery funding consistent since proceeds may fluctuate.

The FY 1993 budget was amended to a total of $8,252,216,454, a decrease of $11 ,882,117. This total includes $90,578,050 in Indigent Care Trust Fund receipts, which were amended into the budget, under provisions of State law, in the fall of 1992 after Trust Fund collections were completed. Trust Fund receipts, beginning in FY 1994, will be budgeted into the original Appropriations Act each year, based on projections.

The FY 1993 revenue estimate was reduced by $75 million to a

level of $8,099,000,000. In announcing the reduction, Governor Miller

explained that it partly stemmed from a concern among some leaders that the

State would not make its revenue estimate, even though spending had been

cut by $47 million early in the year. Governor Miller said he still believed

the State would make the original estimate of $8,174;000,000, but he

preferred to err on the side of caution, especially since the State's Revenue

Shortfall Reserve was totally depleted.

Governor Miller said achievement of the original revenue estimate,

in combination with the lower estimate on which spending was based and the

collection of $44.2 million during the successful tax amnesty program in late

1982, would allow the State to begin filling the Reserve, a goal he has pursued since taking office.

The $47 million in spending cuts were made in August 1992

because the Governor said "we wanted to continue our efforts to be as tight-

fisted, as prudent as possible. We knew that it is easier to tighten up at the

beginning of the fiscal year rather than on up into the year."

The spending cuts were reflected in the amended budget passed

early in the 1993 session and were instrumental in making f.o:Sible the $75

million reduction in the revenue estimate.

INDIRECf FUNDING

The Appropriations Act each year allocates $16,100,000 in direct funding to the Department of Administrative Services (DOAS) for computer and telecommunications services to be provided to seven specific State agencies. These funds are allocated in this manner to facilitate cash flow for DOAS, but are available to DOAS only as services are provided to each agency. To report each Department's actual budget, these funds are included in the totals of each Department in this publication rather than DOAS.

Computer funds by Department are: Human Resources, $4,615,000; Revenue, $3,755,000; Public Safety, $1 ,500,000; Corrections, $300,000; and Education, $230,000.

Telecommunications funds are: Regents, $3,583,000; Human Resources, $1 ,417,000; Natural Resources, $200,000; Corrections, $150,000; Public Safety, $150,000; Education, $11 0,000; and Revenue, $90,000.

An increase of$14,067,750 in the State's Self-Insured Workers'
Compensation premium payments for FY 1994 to provide adequate coverage for over 115,000 employees of State agencies, authorities, commissions and boards, as well as county health departments. .The additional funds are necessary to cover the continuing escalation in medical costs and to provide for the II percent increase in weekly benefit payments to employees as authorized by law, starting in July 1992.
VETOES BY GOVERNOR
Section 56--Vetoed paragraph two relating to the Governor's Scholarship Program. The paragraph would have set school size limitations so that smaller private schools would receive fewer numbers of scholarships for qualified students. The Governor explained that the language was overly restrictive and had the effect of denying eligibility to students in schools the General Assembly intended to aid through the language in the first paragraph, which extended eligibility to students in accredited private schools. The Governor said the language was vetoed for technical reasons, not philosophical reasons.
Section 64--Vetoed language that would have exempted the Department of Public Safety from guidelines that have strengthened the statewide policy on motor vehicles, as recommended by the Williams Commission. The Governor explained that all other State agencies must follow the guidelines and it would be inappropriate to make an exception for the Department of Public Safety.
Vetoed language that would have prohibited the Department of Public Safety from purchasing buses for license issuance and additional training of license examiners after initial training. The Governor explained that the buses will make license issuance more efficient in those counties without permanent license issuance sites. He also explained that the amount of training needed for license examiners should be left to the Department.
Vetoed language that would have prohibited the Department of Public Safety from purchasing pursuit vehicles which are considered to be less than full-size. The Governor explained that the Department should

retain the ability to determine the type of pursuit vehicles best suited for

their mission requirements, given statewide purchasing guidelines and their

available resources.

Section 66--This section would have allowed the Department of Revenue to select 16 counties to be provided with on-line access to the current motor vehicle computer system. The Governor explained that the Governor's Special Task Force on State and Local Fiscal Cooperation previously reviewed and selected 16 counties with the greatest volume. Because the Department of Revenue participated with this task force and its selection, and these identified counties were the basis on which his recommendation was made to the General Assembly, the Governor said it would be inappropriate to change the list of counties at a later date.

Section 69--Vetoed language that would have authorized the Department of Transportation to amend its travel line item with agency funds as needed; The Governor explained that the language is unnecessary since all agencies are legally authorized to amend their budgets with agency funds by submitting a budget amendment to the Office of Planning and Budget.

Section SO--Vetoed language that essentially would have provided a pool of Federal money to be available only to supplant State funds. The language would have prohibited an amendment of Federal funds above the amount appropriated in the Appropriations Act for purposes other than to supplant State appropriations for the pertinent programs. The Governor said the language would inhibit the State from accepting additional Federal funds as they become available throughout the fiscal year.
