TENTH ANNUAL REPORT DEPARTMENT GAME AND FISH
To His Excellency, Hon. Thomas W. Hardwick, Governor, and to the Honorable Members of the General Assembly, of the
State of Georgia: I have the honor to present herewith the report for the year
ending June 30th, 1921, making the Tenth Annual Report of the
Game and Fish Department.
FISCAL.
In spite of financial depressions the receipts of the Department were maintained.
A full financial statement of the receipts and disbursements
duly audited is attached to this report, showing in detail the income and expense of the Department. This audit has also been duly filed in the Governor's office.
GENERAL.
The game law is enforced in a great many counties, but in
some great difficulty is encountered. It is hard to secure the necessary co-operation of the officials. Education seems to be
-- the great solution and this education would be hastened greatly
if the officials of our courts in certain counties would make fines heavier when offenders are found guilty.
CHANGES IN THE LAW.
I can only follow recommendations previously made as to the wisdom of the State of Georgia in passing the legislation making
the State law conform to the Federal Migratory Bird Act.

FISH.
Fish laws should be codified. I urge the appointment of a Legislative Committee to undertake this work. The need of con-
servation of fish was never greater ; we need laws to secure this
conservation.

OYSTERS.

I urge the need of progressive legislation looking to the preservation of our oyster supply.

The Commissioner desires to thank the public for their interest and support in the work of the Department. The County Wardens are especially worthy of consideration, but, for their help, with scant remuneration, the Department would not be able to do much.

I desire to thank the Governor for his sympathetic interest in the work of the Department.

I have tried to make my recommendation short and general, leaving to my worthy successor, Hon. J. Frank Rhodes, of Ath-
ens, Georgia, the opportunity to be more specific in his report
next year.

My term expires September 1st, and I want to return my

heartfelt thanks to all who have assisted and co-operated with

me in any way.

As instructed, we have audited the books and accounts of your Department from October 9th, 1920 to June 30th, 1921,
inclusive. In order to present results for entire year ended
June 30th, 1921, we have consolidated our ndings with those contained in report of the "Audit and System Company" dated October 11th, 1921, covering period from July 1st, 1920 to October
8th, 1920 inclusive. This latter report covers administration of outgoing Commissioner S. J. Slate, whose resignation became effective October 8th, 1920.
We transmit herewith the combined results of the above
audits in the following Exhibits and Schedules:

1921.
-- Exhibit "B" Earnings and Expenses, year ended June 30, 1921. -- Exhibit "C" Reconciliation of Expense and Disbursements,
year ended June 30, 1921.
-- Schedule 1 Reconciliation of Account with Fulton National
Bank, Atlanta, Georgia.
-- Schedule 2 Reconciliation of Account with Columbus Loan &
Banking Company, Columbus, Georgia. Bank balances were verified and cash on hand counted nad found to be in agreement with amount shown on records. All receipts and disbursements for the period have been accounted
for.
We found the Departmental Records in good condition, the
books being well kept and in balance.
