The r port of the Prin ipal covering the detail of work in the varion department, to which we earn tly eall your attention, bow a healthy and creditable tate of affair .
The amount expended for support has been om what in exee a of the appropriation. There are two main reasons for thi ; the fir tieing the steady increase in priees of all article n umed, and the ther that there are a larger number of teach I than heretofore.
W desire to uggeBt that you re ommend to the Legislature that a law be pas ed, fixing a tated urn per capita for the support of the chool, baaed each year npon the number of pupil pre ent on the tenth day of January. Thi is done in a number of tate. The Tru te will then alway knOw ex.actly what th y mu t dep nd on and it will do away with the n e' 'ity of having to go before each ll(teeding Legisla.tur to plead fur appropriationf'.

We feel t.hat we cannot c mmend too highly the management of our worthy Principal, who for so many year has so efficiently conducted the affai.r of the School, with the help of hi corps of able a i tan t. He ha een it grow, under his fa tering care, from a school of thirty or forty pupil occupying a SLX or eight room building, to its present dimenions, but he i not yet content to rea e hi efforts for it ad vancement.
We heerfully and earne tly UTile that you advocate the granting of the appr priatfons uggested by him.

I cum mend to your car ful con iderntion the Reports of the As i tant Principal, th Phy i ian, the Ear Eye and Throat. 'peciali t, a well a to tho e of the different Indu trial Departments for pecific detaiL.
The Indu trial f ature of the educational work h l' L, I C'unsid 1', and have n.hray 0 n, iclered it, one of v ry great value, viewed from a br ad-winning tandpoint. It i adifficult matter to secure thoroughly comp tment men as foremen or instructors for thc wage paid here, for a man or woman who is well qualified in every way to take harge of on of thcse department can u, ually earn more money 111 other place, .
Thr c addition at lea t should be made to thi branch of the work, namely; practical dairying, farming and gardening, and barbering, eith l' of which would be a good oc upation for the pupil to follow.
Two methods arc u ed in the education of the leaf, the Oral or German, and the Manual or French meth d, each of which has it earnc -t advocate.
The Georgia chool for the D af i' conducted upon what i known a the Combined or EI ctic method, as ar a large majority of the Americ..'l.n chool, that i , any method and <1nything that i of value in the \\' rk of educating the deaf, i eized upon and u I'l-

Again, at the Conference of Principal anci SuperinteJldent . held at oloraclo prings in 1 92 it wa unamously re ol\" d that "pupils wh are able to articulate flltently and intelligently should recite orally in their cIa ses"
Y ur Principal attended each of these meeting, lras an earne't advocate for an 1 voted for these resolution, whieh .'ense the American idea of ed ucating the deaf. Tllere is nothing repre siYe in this idea; on the other Land it is altugether elevating and progressive, hence there i nuthing extreme or unreasonable in having advocated per:istently for forty years t,he givin~ of every child that enter' a sehool for the deaf an opp rtunity.to learn to peak and read the lips. Every child upon its entry into the Georgia Schoul is placed in the Oral Department and the effort to educate it, hy thi method is only abandoned after a prolongerl trial ha demonstrated that another method is best.
The sign language has its uses in the chapel, 011 th lecture platform, and on the play ground, for which "1Iothing can be substituted, and it would be cruel, to say the least of it, to attempt to deprive the deaf of it benefits and privileges, but it hould never be .used, except a a last re 'ort, in the instruction of the deaf in the school room or in the shops, and the effurt i mIllIe here to rigidly el;furce this rule.
It i' t) b h,Jpe.1 that YIlU will urge upJn the G v mOl' ,ulll the next Legislature the passage of the bill that wa belore the last House appropriating $5 ,0 a~ recommendeu by the Legislative ' mmittee, a.' well as by the \'isiting COffi-
mitt 3, f Jl' t:13 c ):n;>leti n of the Dmuit ry anl of th3 ::ho:)l
BuilJing, and also the n aking of nn allnual appropriation of not Ie' than ... 3,0 for keeping the premises in repair. It will require all uf tltis snm to ~nable you to do this.
I would urge also that the appropriation for upport be ba eel upun a per capita cost of S:.::l25 p l' annum for the actual number of pupil. present on the 5th uay of January of each year. ~lake the btw 0 that when thi' enumeration has been
H
prc ented, upp rted by legal affidavit, the Governor, the tate Trca urcr and the Comptroller General, shall have au-
th rity to s l apart the proper Bum for the year. By thi mean the Tru te Bwill always know in advance what they can dep nd on, and it would relieyc them of having to make a fight, a it were, every year before the proper authority to . cur fund for the chool.
The teachers have exibited commendible intere t in their work an I good result have followed, both in the Oral and in tLe Manual Department.
With thank to each of the officers and emloy e who have given me their loyal support in my effort to properly administer the affair of the chool in all its departmentR and for the appreciation and encouragment which you have given me, I am,
'ery respectfully, W O. Connor, Principal.

REPORT OF THE LITERARY DEPA.RT~LEXT.
To TV. O. CO!\ !\OR, Principal. DEAR SIR: - ince making my la t l' port there ha been
no radical change in the cla -room work. The teacher . have eama tly pursued the plan a. outlined for the year and
the good result obtained have exceeded my expectations. The English of the cla e in the lower grades of b tb
departments was meager and inadequate to the idea eeking. expression through signs, but by per istent efforts on the parts of both teachers and pupil ,idea ""ere clothed in English and the re uits ha\e been very encouraging. peech and speech reading are the means of commnnication in the class rooms of the oral department and finger pelling and fewer signs in the manual department. Writing i u ed in both.
A number of objects for language teaching Wfl added to the list of supplies.
Two doll house of ix rooms each were fitted up in the ClitS8-rooms for u e in l aching language. The class in painting furnished th \\'all paper and picture, the manual training cla.. e , the rug, hammock, ba ket and orne of the furniture; the la 'es in sewing made the ets of doll clothes, the table and bed linen, the towels, the bedding and al 0 ~U1l1e ample for teaching thc different kind of W0rk done in sewing; the shop boy put in the partitions and cut doors, then painted them and et them ill on hinge.
A toy tur i in proce of making. This will be fitted up with sampl b xe8 of touth powder, oap and toilet creams, grape-nut, p tum and other g d donated by the manufacturer . AI 0 it \,ill be tocked with toy acks of flour and m~.l.l, doth, kitchen utensil. , dishea; and other article found in a country tore. Thi~ ",ill be of untold value in teaehing

langunge and arithmetic. A gren.t milllY chart for language, ge gmphy and history
tea hing have been made by the teachers, from adverti ement , ft wer ,tnd vegetable catalogs, illu trated booklet. , hook. of travel, railroad guides and t.-ite agricultural book. The e tentl t,) rnakeclear and intere ting the ubje ts on which they hear.
The Ellen Fisber Library wbich \Va formally organized amI ca.ta l:)cied in .Jun and placed in hap fol' u e, will be ()f int' timal>le value to the chool.
Th b lY" 'tl1l1 girls bave reading room 'upplied with ehildren's IlIngazille and papers. A reading period follo\ys the stuJy hour and a half hour I efore school i et apart for reallin"', durin'" the fall and spring months. Al a a pecial periOll during shoal i devoted to reading by the advanced grade.
In the pring term the teacher of the fir t grades were greatly ha n.licapp d by the entering of new pupils. The clas e,-; are ma Ie up by the middle of 0 tober each year and new pupil entering after the fall term, have to be placed in the InS::lC,; that have completed four and five month of work. The hal,it "f ilhlttention is formed from having to sit with clas c d' ,i ng work beyond th ir comprehension. At the next fall term th 'e belated pupils mu t fall back in a beginning la 8 to d,) the firilt year' work over again. Thi i <.1i couraging to the pupils and it works greatly toward the ungrading of the classes. It i hoped that orne step be taken to refusE' ad mittane 0 new pupil', wishing to enter after the miodle f
o -tober.
Of tho e entering in 'ertemb r 19 ',but two were unahle to do the work .::xpecte of th m; one bing mentally dificient, the other phYl:iically too undcvelop d to r main hut will rctu1'11 within the next two year'.
Several hange' will be not d in the teaching corps. Mi::lse' amp and Ward were giv n leave of ab nre to be lime member of the 190 -Og training class for oral teacher at Clarke Hchool, ~orthampton, 1\1a::;8. After a year of thenl'y and prl1C-

under the wi e guidance of l\Ii
A. Yale, they will return
I
to Georgia better equipped for efficient service. Three teachers
were added to the corp, two to fill the place mJ.de vacant
by the absence of Mis e3 Camp and Ward, the other as
an additional teacher.
Mi Almira Hammond was trained by 'Mr and l\Ir David-
son and ha had two succes ful year of teaching, one in the
Mr . Margueles school in ew York, the' other at the Be-
lleville, Ontario school in anada.
