To His Excellency, JOSEPH M. TERRELL, Governor'of Georgia.
DEA.R IR: As required by law, I have the du y and the
honor to submit to yon a report of the Georgia School for
the Deaf for the year ending Oct. 1 1903.
The Board would first expre sits huppiness that through
the kindness of yourself alld the legislature mealls have
been provided for the erection of a huilding to increu e
onr dormitory facilities. Already we have made plan
and will erect this building a quickly as it call be done
properly.

mallagement of our chool, I refer you to the report of
the uperilltendent which I transmit herewith.
The report of our Physician in charge i also tmn mitted.
From this yon will learn that our health conditions are a
they 'honld be, ttnd that we have ucce fully protected
the chools against the invasioll of the seriou infectious
diseases prevalent ill portions of our State. The work
dOlle by our Specialist in diseases of Ear and Eye and
Throat is covered in his report, find is, we believe, of great.
value to the pupils of our chools. Thus you will e

chool property, for which $1,116.66 WlI paid. As the premi 'es were becominO' very much crowded and this being the only land that would ever be available the Board was of One mind touching the advi 'ability of thi purchase, for if it had pa sed into the hand, of other P!LI'-

The upport Fund $27,500 proving in, ufficient, the Board 1m' been forced to apply the ales from the hop accumulated for year to pay it expenditure. By the end of the next fi cnl year thi accumulatioll will be llbsorbed and it will therefore be necessary that the next approprintion for support fund be increased. The sale. from the hop hOllld, in the desire of the Board, be held in re erve for nece ary repair.

the School increased the nppropriation wotlld increase in
proportion, and visa versa.
In the accompanying Statement of Disbnr. ements you
will see that the various expenditures have been cbssified
under twenty five different heads which giv,es you a clear
insight into the items of expense.
In company with Mr. W. J. Griffin, President of the
Board of Trustees, I attended the llIeeting of the National
Educational A sociation, at, Boston, Mass., July 7-12, in
which i Department 16, devoted to the education and care
of defectives. There was nlUch to be commended in this
meeting, hut it is It que. tion in my mind whel,her the

Examination and suitable treatment were doDe for 10 lIegro children who 'bowed eye defects.
Of the lIew whi te pupil , I recommellded that 3 he not retained in the chool. Two of !-hese, a boy aged 7 and a girl aged 15 were ca e of Feeule-mindedl1e that had been lllitaken for deltfn s. that did notexi t; the other, a girl, had impair d hearing, but 1l0t to llll extent to pI' venl, educatioll in ordinary school.
The eye of 21 white and 7 negro childrell were refracted under belhldonnadrop , and 1 of the e children were fiLted wiLh suitable gIn 'ses, fUl'1li,'hed at a nominal cost.
Twenty-eight operations were dOlle. Of the e 14 were to remove Illl'td ob lrllction 5 to remove adenoid vegetation from tbe nn o-pbarynx, 4to remove faucial Lon .. il. 2 to remove foreigll bodie from tbe ear, 1 to tal,e a foreicrn body froll the eye, 1 for granulated Iids alld olle for au ces of the lid.
Impacted WliX was removed froll olle or both ears of 10 pupil.
ix pupil were lIcces fully treated for lIppumtion of olle or both middle ears. Three Cil e' of granulated lids received only medical treatmellt. Many oLher millor affections, including 9 case of ncute ore eye, received atLen tion.

think, sltLi factory. I estimate that about 10% of the deaf-mute pupils are
capable of arrest of increa ing deafness or eveLl of more or
less improvement in hearing. That this improvement tl.JOugh of vnlue, is greatly limited and pr~cticlLlIy can never amout to cure, rest upon the a.-sured fact I hat the
e. seuLild Ie ion of confirmed deaf-muti. J11 re ides not
simply in the impairment of fUliction, but in the death
and destrnction of essen tial parts. Where this ruin is incomplete lLlld, which is a much mrer
condition in mutes, when impaired functionlJits not pa ed
into organic loss, lJenefit is possible.
Consecutive examinations of 171 pupils show blood
related parentage for 19%. Thi, approxi mates tlmL of the
be ,t and latest tatisLics, which connect 16% of all deaf-
mul.es with consanguineous parentage.
Of these 171 cases, 25%, who have no history of conSllnguineous parent~tge, how hereditary iufinence. Less than 2% of the e admit deaf parents or grand parents, I.'ut
confess to deaf brother, sisters, cousins, uncles or auuls. TIm', iti seen thatat least41% of all the whitedeaf-nmtes attending this school for the last 2 years show either heredity or con ltnguin i(,y of paren t as presumptive cau e 0 f deafness.
PursulLnt to request of members of the Board of 1 ruslees, I have secured all the informlttion I could about the cousticon, the late, t invention of :Mr. Hutchison. I have. en and examined the improved instrument. 1 have also corre ponded with eminent ear specinlists who are in It posi tion to know most about it.
My conclusion i Lhat, whatever mayor 11111.y not be th meriLs of this in trument for the merely hard of hearing, or for selected mutes who have considemhle hearing and enjoye pecial opportunities for individual teaching, it efficiency for deaf-mute instruction, under present conditions, remains yet to be e tablishecl. It, cost. is so considerable ltnd the adv~.ntage so doubtful tlmt I callDO now advise the purchase of thi instrument.
