The deaf-mut of G orgia are ind bt d much to th energy and effici nt action of Rev. J e H. Campbell for hi agency in procuring th location of an ill titution for their in truction within th limit of the state. His phi lanthropic lwd Chri tiall heart prompted him to endeavor to ameliorate thp condition of th se who, on account of the distance to the American A ylum, would not avail them elves of th privileO'e offer d by the tat .
Hi. first step \Va to have he previou act amended 0 a to allow deaf-mute to b educated in Ge rgia upon thl' amI' term as at Hartford. One ection of the amendatory act approved Dec mber 25, 1 .J5-and a grand Christma. gift it proved t be to th deaf-mutes of the state-was a follow :

After the pussuCTe of this amendment, he open d a corre pondence with the t.ru tees of sev ral in titutions f learning, und among th 111 wa t.he board of trustees of th Hearn Manual Labor chaol, at Cave pring, in Floyd couuty. An arrangement was effected b tween Ir. Campbell ltnd the truste of thi chool, by which it del artment should be opened for the l' ception of deafmute pupils. The preliminary !trrangemen ts havi ng been completed, Mr. O. P. Fltllnill, the associate principal of the Heul'll . chool a Georgian by birth and education, and It O'entlemlUl of fine lit rary attailllnent., was deputiz d to pr ceed to Hartford to 1 art! the method of t aching the deaf and dumb, and to bring the Georgia pupils from the American A ylum and ent l' th 111 in th den.f-lllute d partment of the Hearn hool. Tbi department was placed under the immediate upervision of Mr. Fannin, and upon his r turn, after an ab ence of everal mOll tb , \Va open 3d May 15, 18-16, in It log cltbin which stood directly in the rear of the pre ent Hearn chool lmildinO', with four pupil in attendance, viz.: Thomas lims, of Tho IIIIt county; Murdock McDuffie, of Pulaski county; 1\,lllperance L. Jordan, of Oglethorpe count.", alJd Elmira Pugh, of pson cNmty.
This peri d, to which the friends of the deaf ltlld dumb can now look with pleasing i'eflectiol1s, was fraught with a degree of inter t far beyond anything that wa conjectured Itt the time. The novelty of the ulldertakillg, and th entir ab ence of any kllowl dg of the leaf-mute character a well as of the obstacle that stood in the way of his acquiring an educatioll, on the part f all persons 011llected therewith, se med to carry with it the promise of an early failure and eli continuance; I ut 'uch wa !lot

The next work of the bOltrd was the ~ection of a . nital Ie ita for the erection of the necessary building for an institution, which was effected hy the\;lUrcba e, from the tru tees of the Heal'll Manual Labor School, of a lot of eight lmd . ix-tenths acres, for which two hundred and fifty-two dollars were paid. This lot was pleasantly situtI ted in the eastel'll part of the vil hto"e, and finely watered by a large limestone spring of pure cold water and having it we. tel'll boundary within thirty feet of a bold, limpid stream, of which the cave spring i the S011rce. From the pr mis s a fine view is had of V/tll' Valley and its picture 'qu cenery. The valley i lJamed for Dave Van, a sub-chief of the Cherokees, and is one of the most beautiful and fertile in north Georgia.
A plan for a building WIt. procured and adopted, which at the time, was thought to be ample fOT aJ] who would apply fol' admission for many years to come. It was contracted to be built of brick, forty feet wide by seventy feet long, and two torie high. Halls running east and we t on each floor divided the building into four large rooms, two above and two 011 the ground floor.
In the prinO' of the year 1 49 the am;lOuncement was mnde that the building would be reltdy for occupancy by the fir t of July following, 0 the I Olud of commi sioners proceeded to select suitable persons to fill the positions of steward and matron of the asylum. Mr. John M. Carroll, a gentleman whose energy of character well qualified him for the discharge of the dutie pertaining to the office, was chosen steward, and his wife, 1rs. Sarah Carroll, who WitS well fitted in every way for the place, was made matron, and it may be interesting to the people of this generation to say that they accepted the positions under It contract which required them to "furnish all the nece sary household and kitchen furniture, and family utensils of such style and quality a the hoard of commissioner might

of them, notably in the department of mluma} and technical training.
In ltll the e year th attendallc ha gmdually incl'ea ed of its own accotd, ItS no special efforts have be'en made to eCllre an attendance of a htrcr r numb 1', for the reiUWll 1hat the dormitory wa. crowd d to its fullest extent.
In th Industrial Depltrtment classe of hl)Ys are receiving in truction in printilJC1, carpent ry, painting, u.nd ho making, and it is exp cted that the black lllith hop, whicb bas already been equipp d, will soon hav it quola of boys. In wood-carvillg and in drawing, a few b y and girl Itl' being in tructed yetematically, while to all th pnpil a half hour is devoted ach mornil,g by the art telwhel' in giving in truction in drawing in the cluss rooms in tum. Th large body of girl however, receiv no instruction on any industrial line, u.nd thi defect hould, by 11.11 menn , be remedied at the eltrlie t V i3 ible moment.
While the girls itre given in truction an hour each u.fteruool1 in ph)' ical culture, yet even thi instrnction i limited for witlltof proper appliance. In this enlightened duy, when It well equippe 1 gymna ium i recognized us a mo t valuable adjunct t very well regulu.ted educational e tablishment, no argument should be necessary to iuduce the. Georgia legi lature to provide a w 11 equipped gymnu.ium for the benefit of th pupil of the Georgia chool for the Dellf, e pecially ItS this class of per on are, 011 account of their phy ical defect, more in need of the

The durmitorie of both t.he White and Negro DepartIII nt ar already cr wded to an extent that daily endnnger tb healtb of the pupil , and the dining room and kitchen of both are entirely inadequate for the purposes for which they are u ed, and are a disgrace to the tate ..
