BOARD MEMBERS SERVING FROM 1982-84
In May, 1982, Dr. Charles D. Hollis, Jr., Albany, was elected President of the Medical Association of Georgia and became an ex officio member ofthe State Medical Education Board. Dr. L. Newton Turk, III, immediate past President of the Medical Association of Georgia, continued to serve on the Board in an ex officio capacity for a second year. Dr. H. Calvin Jackson, Jr., Dr. Jacob L. Shirley, Jr., and Dr. David A. Wells served the second year of their four-year appointments. At its meeting in July, 1982, the Board re-elected Dr. Wells as Chairman and Dr. Shirley as Vice-Chairman.
In May, 1983, Dr. William W. Moore, Jr., Atlanta, was elected President of the Medical Association of Georgia and became an ex officio member of the State Medical Education Board. Dr. Charles D. In accordance with Georgia Laws 1983, page 951, Governor Harris appointed two additional members to the Board in the persons of Dr. Timothy J. Palmer, Swainsboro, and Dr. Otis J. Williams, Jr., Eastman, for terms beginning August 24, 1983, and ending April!, 1987.
On June 30, 1984, Dr. Charles D. Hollis, Jr., whose successor had not been appointed, continued to serve as a member of the Board. Dr. William W. Moore, Jr., Atlanta, immediate past president of the Medical Association of Georgia, continued to serve on the Board inan ex officio capacity for a second year. Dr. H. Calvin Jackson, Jr., Dr. Jacob L. Shirley, Jr., and Dr. David A. Wells served the fourth year of their four-year appointments. At its meeting in July, 1984, the Board re-elected Dr. Wells as Chairman and Dr. Shirley as Vice-Chairman.

BIENNIAL REPORT OF THE STATE MEDICAL EDUCATION BOARD
OF GEORGIA
FOR THE PERIOD JULY I, 1982 THROUGH JUNE 30, 1984
PURPOSE
The State Medical Education Board was established in 1952 for a twofold purpose: (I) to provide an adequate supply of physicians in the rural areas of Georgia; and (2) to provide a program of aid to promising medical students who do not have the financial means to attend a medical college.
THE CONSTITUTIONAL AMENDMENT CREATING THE STATE MEDICAL EDUCATION BOARD
The Board was created by an Amendment to the Constitution of Georgia. The 1951 General Assembly of Georgia adopted a resolution providing fo r the Constitutional Amendment which was overwhelmingly ratified by the electorate in theN ovember general election in 1952.
The purpose stated in the Amendment was to bring about an adequate supply of physicians in the more sparsely populated areas of the State by increasing the number of medical students from Georgia in medical school, and by inducing a large number of them to practice medicine in rural Georgia.
Under the Constitutional amendments from 1952-1982, the Board was composed of five members: The President of the Medical Association of Georgia, the immediate past president of the Medical Association of Georgia, ex officio, and three members appointed by the Governor for a term of four years each.
In 1982, the Legislature adopted a new Constitution which was approved by the people in the November, 1982, general election. Under the 1982 Constitution, the State Medical Education Board was removed fro m the Constitution and made a statutory Board with all previous Constitutional provisions remaining' in force and effect as statutory law unless and until changed by the General Assembly.
In 1983, the Legislature passed, and the Governor signed, House Bill 159, providing that the Board shall consist of seven members appointed by the Governor fora term of four years each.
The Secretary and Chief Executive Officer of the Board is by law the same person who serves as Executive Secretary of the Board of Regents of the University System of Georgia.
The Board is charged with receiving and acting upon all applications for loans or scholarships made by students who are citizens and residents of Georgia, who desire to become doctors of medicine, and who have been accepted for enrollment in an accredited four-year medical school within the United States. The medical school shall have received accreditation or provisional accreditation by the Liaison Committee on Medical Education of the American Medical Association or the Bureau of Professional Education of the American Osteopathic Association for a program in medical education designed to qualify the graduate for licensure by The Composite State Board of Medical Examiners of Georgia.
The purpose of the scholarship is to assist recipients in obtaining a medical education to enable them to become licensed and practicing physicians in communities in Georgia having a population of 15,000 persons or less. It is the duty of the Board to make a careful investigation of the ability, character and qualifications of each applicant, and to determine his or her fitness to receive a scholarship. The investigation of the applicant includes (as required by law) a report on the ability of the applicant and of the parents of such applicant, to pay his or her own tuition to attend medical school.
Each scholarship or loan (as it becomes if it is repaid in cash) was initially in the amount of$5,000 over a four year period, payable $1,250 per year. A Constitutional Amendment in 1968 increased the amount of each scholarship to $10,000 over four years and increased the population of a qualifying community in which a doctor could repay by practice to 10,000 persons.
In 1976, the Georgia Legislature adopted, and the people approved, an additional Amendment to the Constitution providing for an increase in the amount of the scholarship from $10,000 to an amount not to exceed $15,000 over four years and provided for an increase in the community population from 10,000 to 15,000 in which a doctor may practice in repayment of the scholarship. The Amendment also increased the interest rate from 4% to 9% from the date of each payment to the applicant, compounded annually for those who repay their loan in cash and who do not practice in fulfillment of their commitment.
The Board became a statutory Board in 1982, and in 1983 the Legislature passed, and the Governor signed, House Billl59, providing for an increase in the amount of the scholarship from $15,000 to an amount not to exceed $24,000 over four years. The new legislation also increased the interest rate from 9% to 12% per annum from the date of each payment by the Board and compounded annually to the date the scholarship or loan is paid in full for those who repay their loan in cash and who do not practice in fulfillment of their contractual obligation. The Board is authorized to increase annually the rate of interest due on loans granted to new recipients. The increased rate of interest may not; however, exceed by more than 2% the prime rate published by the

Board of Governors of the Federal Reserve System and in effect at the time of the increase.
Each scholarship may now be repaid in service as follows: an amount of money equal to the amount of the scholarship received during any one year in medical school, together with the interest thereon, shall be credited to the applicant for each year of practicing his profession in a community of 15,000 population or less, according to the United States Decennial Census of 1980 or any future such census, or at any hospital or facility operated by or under the jurisdiction of the Department of Human Resources or at any facility operated by or under the jurisdiction of the Department of Offender Rehabilitation. The Board has the authority to cancel the contract of any applicant at any time for cause deemed sufficient by the Board. Upon cancellation of the contract for any cause, including default or breach thereof by the applicant, the total uncredited amount of the scholarship paid to the applicant shall at once become due and payable to the Board in cash with interest at the minimum rate of twelve percent (12%) per annum from the date of each payment by the Board, compounded annually to the date the scholarship or loan is paid in full.

CHAPTER II
SCHOLARSHIPS
The State Medical Education Board, after investigation and personal interviews, offers scholarships (within the limits of its appropriation) to those applicants who establish a financial need and who express a strong commitment to practice in repayment of their scholarships in a rural area in Georgia having a population of 15,000 persons or less approved by the Board.
The procedure followed in granting scholarships consists of seven major steps:
l. Upon request, an application Form and Financial Aid Form are sent to the applicant.
2. Upon receipt of the completed Application Form and detailed information about the financial status of the applicant and his family, the six references the applicant has listed in the application are contacted for additional information about the character and personal habits of the applicant.
3. A credit report is secured from a commercial credit agency. 4. Upon completion of the first three steps, personnel in the office of
the Executive Secretary of the Board interview each applicant for approximately one to two hours and record pertinent information after explaining the purpose and objectives of the program. 5. The applicant is invited to appear before the Board at its annual meeting in July for an interview to express his practice commitment and qualifications more vividly to the Board. 6. After the Board has met each applicant, it considers carefully all the accumulated information and awards scholarships to those who appear to have the greatest financial need and who agree to commit themselves to practice in a Board-approved community in Georgia in repayment of their scholarships.
Each scholarship recipient is required to sign a contract with the Board agreeing to the terms and conditions upon which the scholarship / loan is granted-the practice commitment is emphasized.
The 1952 Constitutional Amendment creating the State Medical Education Board provided that a recipient may repay his scholarship either in services or in cash at four percent interest. Unfortunately, the number of eligible recipients electing to repay in cash under the 1952 Amendment increased to more than fifty percent of the total number of scholarships granted. The 1976 amendment strengthened the primary purpose of the program by conditioning the award of scholarships upon the financial need of the applicant and his or her commitment to practice in a community of 15,000 population or less or in a facility operated by or under the jurisdiction of the Department of Human Resources or the Department of Offender Rehabilitation. Under the

1976 Amendment, recipients who fail to practice are requested to repay their loan in cash immediately with interest at the rate of nine percent (9%) per annum from the date of each payment to the recipient. The Board became a statutory Board in 1982, and in 1983 the Legislature adopted House Bill159, which authorized an increase in the amount of the scholarship from $15,000 to an amount not to exceed $24,000 over four years, contingent upon appropriated funds. The interest rate was increased from 9% to a minimum of 12% per annum from the date of each payment by the Board and compounded annually to the date the scholarship or loan is paid in full. Additionally, the Board was authorized under certain conditions to increase annually the rate of interest due on loans granted to new recipients.
ANNUAL RENEWAL
In recent years, the Board has adopted stringent procedures designed to insure that a greater number of scholarship recipients will practice in approved areas (15,000 persons or less). Annual renewal of scholarship awards are made only to those students who demonstrate a strong intention of meeting their obligation to the State by practice. Each spring the members of the Board and its staff re-interview each scholarship recipient to secure a reaffirmation of intent to practice and a continuation of existing financial need.
APPLICATIONS RECEIVED AND SCHOLARSHIPS GRANTED-1982-85
For the 1982-83 academic year, the Board received sixty-five initial scholarship applications. At its meeting on July 20-21, 1982, it awarded thirty-eight scholarships and renewed ninety-nine. At a called meeting on September 1, 1982, six additional scholarships were awarded. Two students declined to accept their scholarships. Thus, a total of 141 students received scholarships for the 1982-83 academic year.
The Board received initial applications from fifty-four students for the 1983-84 academic year. At its July 19-20, 1983, meeting, the Board awarded thirty-four scholarships and renewed one hundred and four. Of those awarded , three students declined to accept their scholarships. Thus, a total of 135 scholarships were granted for the 1983-84 academic year.
For the 1984-85 academic year, the Board received applications from fifty medical students. At its July 19-21, 1984 meeting, the Board awarded a total of thirty-four scholarships and named two alternate applicants to receive any relinquished awards. Two awards were relinquished and subsequently accepted by the two alternate applicants. Ninety-nine scholarships were renewed in 1984 and the total number of scholarships awarded for the 1984-85 academic year was 133. Table I shows the number of applications received and scholarships granted by the Board during 1982-85.

SUMMARY OF SCHOLARSHIP RECIPIENTS IN TRAINING As of June 30, 19&4, two hundred fifty scholarship recipients were engaged in training programs . Ofthisnumber, one hundred nineteen are completing internships, residencies or a tour of duty in the armed forces, and one hundred thirty-one are students presently in medical school. Those presently in medical school include twenty-five freshmen, thirty-eight sophomores, thirtyseven juniors,and thirty-one seniors. Exhibit"Aft is a list of medical students showing their names, hometowns, medical schools in which they are enrolled, classes and amount of scholarship granted. Table II follows and shows the medical schools represented by the 1983-84 recipients and the number of recipients. attending each school.

CHAPTER III
RESULTS
On June 30, 1984, the State Medical Education Board completed its thirty-first year of operation. The results have been gratifying. In this thirtyone year period, 1,128 scholarships have been awarded to young men and women needing financial assistance to attend medical college. Of this number, 754 have completed their medical education and become "eligible to practice." In accordance with the Constitutional Amendment creating the Board, 350 physicians chose to repay all or part of their scholarships by practicing either in a small community or in an institution operating under the jurisdiction of the State Department of Human Resources. Four hundred four doctors chose to repay their scholarships in cash. However, many of these are practicing in Georgia, though not in towns having a population of 15,000 or less. Indeed, approximately seventy one percent (71 %) of all scholarship recipients ready for practice have settled in Georgia. Some recipients have entered further medical training and others have established a practice out-of-state. There are 250 scholarship recipients still in medical school, or in training as interns or residents, or serving in the Armed Forces. Table III shows the present status of recipients of scholarships from the beginning of the program in 1953 through June 30, 1984.

SELECTING A PRACTICE LOCATION
A list of communities having previously expressed a critical need for physicians is compiled by the Board each year. The list consists of information obtained from community representatives who have attended the most recent physician placement conference (Medical Fair) and contains such information as the size of the community, the surrounding trade area, types of industries, number of churches and civic organizations, recreational facilities and schools, hospital and medical equipment, the number of physicians presently practicing, and whether the town will support a doctor.
This list is mailed to every scholarship recipient who plans to begin practice upon completion of his or her medical training or military service during the current year. All recipients are invited each year to attend the annual Medical Fair, where they have an opportunity to meet with rural community representatives to discuss practice opportunities throughout Georgia.
A major service of the Board is the preparation (annually) of a list of physicians (scholarship recipients) who will be "ready for practice"in July of each of the succeeding three years. Included on the list are doctors who will complete their military obligation during that time, those who will complete their internships and those who will complete their residencies. This list is available upon request to any qualifying community or physician. It is the only such list available in Georgia and provides an effective beginning point for rural communities seeking physicians.
Table IV below shows the total number of doctors repaying in practice and cash, and the percentage of the total repaying by each method.

The number of doctors practicing has continued to increase each year since the inauguration in 1979 of the annual Medical Fair and physician placement conference.
We are proud of the number of recipients who have elected to remain in the state upon completion of their medical training. Table V shows a comparison of repayment of recipients in Georgia and outside Georgia. -

Approximately seventy-one percent (71 %) of the doctors eligible for practice have practiced in Georgia. Although not all of these doctors have practiced in a community of 15,000 population or less, many do practice in communities of 20,000 or less, such as Dublin, Brunswick, Gainesville, Thomasville, Dalton, Waycross and others. Several recipients are now teaching at the Medical College of Georgia and at Emory University School of Medicine.
The "Country Doctor Program" has been favorably received in Georgia. Doctors practicing as a result of the program are scattered throughout the State. Indeed, they are located in communities of 15,000 population or less in Ill of the 159 counties in Georgia. Many communities would be without physician services today, had it not been for this program. Dedicated young men and women of great promise who may have been financially unable to obtain a medical education have done so as a result of these scholarships. Those who practice in small communities have contributed to the economic, political, social and civic welfare of our State. Those who repay their scholarships in cash have also contributed to the well-being of the citizens of Georgia, through practice and public service in other localities in Georgia. The funds received from cash repayments are paid into the State Treasury for reallocation by the General Assembly.
Although it is possible for scholarship recipients to repay their obligation to the State in full within ten years (including medic&.~ training and practice); normally, it takes twelve and possibly as long as fifteen years from the date a student receives a scholarship. Table VI shows the length of time that may elapse between the time an applicant receives the scholarship and the time the obligation has been completed by practice.

through 1990. Again in 1980, the Joint Board of Family Practice
conducted a study entitled Primary Care Physician Manpower Report,
State of Georgia, 1980-2000, and concluded that a serious shortage of
primary care physicians will exist in Georgia through the year 2000.
The average age of the approximately 1,815 primary care physicians
practicing in Georgia in 1980 was fifty, and this number is expected to
increase to seventy by the year 2000. Approximately 301 primary care
physicians will retire between 1980 and 1990. An additional 557 are
projected to retire between 1990 and the year 2000. 1
One of the conclusions of the study in Georgia on Changes .in
Family Physician Manpower from 1968 to 1982, published by the Joint
Board of Family Practice, stated that there was a greater decrease in
physicians for non-metropolitan counties between 1968 and 1980 than
the decrease in metropolitan counties in that period.2
From data available in the American Medical Association 1981
Physician Characteristics and Distribution in the United States, it was
determined that forty-nine (49) ofthe one hundred eight (108) Georgia
communities of 15,000 population or less with a hospital have gained
no more than one and in most cases have lost from one to five
physicians between 1963 and 1980. Thirty-four (34) of these forty-nine
(49) communities are located in central and south Georgia.
Although there is a projection by the federal Bureau of Health
Manpower for a nationwide surplus of physicians by the year 1990, the
training and placement of relatively scarce primary care physicians, i.e.,
Family Practice, Obstetrics/ Gynecology, a_nd General Pediatrics, in
rural areas remains a major concern. There is still the tendency for most
primary care graduates to locate in the suburbs of large urban areas and
incentives are needed to encourage their distribution to rural towns.
The Southern Regional Education Board recently brought together
75 medical deans, state legislators, state budget officers, and health
planners to address the question of physician distribution. A few of

their comments are as follows:
.. . increasing total physician supply is an inefficient way to solve the distribution problems in rural areas ...
. . . The increased supply of doctors will not naturally dispense to rural areas .. .
. . . Southern states have chosen several strategies to attract more physicians to practice in rural areas and primary care, but more coordination is needed among these individual programs . . .3
The carnegie council, in its 1980 publication,The Carnegie Council On PoUcy Studies In Higher Education, A Summary of Reports and Recommendations, included comments and recommendations on the progress and problems in medical education as follows:
... we favor creating incentives to attract health professionals to underserved areas and to encourage training programs for primary care physicians ....
The problems of geographic maldistribution of health manpower is serious. Particularly deficient in manpower are states with low per capita income, rural areas generally, and inner city areas ....
. . . Geographic maldistribution of health manpower can be substantially alleviated by policies that create stronger incentives for health professionals to practice in underserved areas ....
. . . An increase in the aggregate supply of physicians would probably ease shortages in underserved areas, although it is unlikely that an increase in supply alone, in the absence of other measures, would greatly alleviate this problem. The adequacy of any given physician/population ratio also cannot properly be interpreted without a consideration of what proportion of physicians is engaged in primary care.4
The American Rural Health Association made a policy statement on rural physician manpower in its August, 1984, Newsletter which states in pertinent part as follows:
During the 1970s we witnessed a major effort and significant impact on rural physician manpower distribution. The American Rural Health Association sees that effort wasted and impact blunted by overreliance on a "physician surplus" to solve the distribution problem. Effective programs are being abandoned for optimistic projections.5

It therefore seems evident that specific incentives and continuing efforts are needed to influence medical students into primary care specialties and to encourage primary care physicians to locate their practice in the non-urban areas of Georgia.

TRAINING PHYSICIANS FOR FAMILY PRACTICE
The Board of Regents recognized the diminishing number of physicians in primary medical care over the last three decades, and at the request and urging of the State Medical Education Board, a Department of Family Practice was established at the Medical College of Georgia in 1972. The Board of Regents provides funds through the Medical College of Georgia for family practice residents in Augusta. Presently there are twenty-four Family Practice residents training in Augusta. Concerned with the shortage of family physicians in the medically underserved areas of Georgia, the General Assembly enacted legislation in 1976 establishing the Joint Board of Family Practice and charged it with a number of responsibilities, including the identification of family physician shortage areas and the development of programs to encourage Family Practice education for medical students as well as practitioners of medicine.
The Joint Board, consisting of thirteen representatives, one from each Congressional district and three at large, provides funds for seven Family Practice residency training programs in the State: Atlanta, Augusta, Columbus, Macon, Rome, Savannah, and a General Practice program in Tucker. Presently there are twenty-four Family Practice residents in training in Augusta, thirty-two in Columbus, twentytwo in Macon, twelve in Rome, twelve in Savannah, seventeen in Atlanta, and eight in Tucker. From 1982 to 1984, nine recipients of the State Medical Education Board scholarship program took a Family Practice residency at one of the above training centers, and two additional scholarship recipients took a family practice residency outside the state.
The professional staff of the Joint Board and the Chairman of the Department of Family Practice at the Medical College of Georgia attend the annual interview of scholarship recipients at the Medical College in the spring of each year. At this meeting, each scholarship recipient is interviewed and his participation in a Family Practice Residency program in Georgia is encouraged.
Each recipient is also required to participate in the Family Practice Preceptorship Program sponsored by the Joint Board of Family Practice. This is a one-month training experience for medical students, spent with family physicians in day-to-day practice. Approximately 60% of participating students are from the Medical College of Georgia.

The remaining 40% come from Morehouse, Emory, and osteopathic medical schools. The Joint Board provides a $500.00 stipend for the student and for the physician preceptor.
During 1982-84, approximately 112 scholarship recipients who attended the Medical College of Georgia, Emory University School of Medicine, the School of Medicine at Morehouse College, Mercer University School of Medicine, Meharry Medical College, or the West Virginia School of Osteopathic Medicine took part in a preceptorship program or took a course of study offered by the Department of Family Practice.

In 1979 the State Medical Education Board, along with the Medical College of Georgia and the University of Georgia Cooperative Exten-
sion Service, sponsored the first annual Medical Fair. The purpose of

this Fair was to bring together resident physicians, medical students, dental students and their spouses with representatives from communi-
ties in Georgia of 15,000 population or less, having an approved
hospital, to discuss practice opportunities around the state. In 1980 the
Joint Board of Family Practice and the Medical Association of Geor-
gia joined as sponsoring organizations. In 1981, the Southeastern
Institute for Community Health, Inc., the Georgia Hospital Associa-
tion, and the Georgia Academy of Family Physicians also joined as
sponsors. In 1984, the Southeastern Institute for Community Health,
Inc., requested to be dropped as an active sponsor. There are now seven
private and public health related organizations sponsoring this annual
physician placement conference.
During the fall of 1979, 1980, 1981, and again in 1983, the Fair was
held in Augusta. In 1982 and 1984 the Fair was held in Atlanta. The fair
has continued each year to grow in interest and in number of partici-
pants. It has attracted more than eight hundred twenty-six (826) com-
munity representatives from eighty-five (85) individual rural Georgia
communities and more than four hundred ninety-nine (499) resident
physicians, two hundred twenty (220) of whom were State Medical
Education Board scholarship recipients. Additionally, two hundred
thirty-nine (239) medical students and one hundred nineteen (119)
dental students attended.
Eighty-three (83) physicians who have attended one or more Fairs,
or received information concerning a Fair, are now practicing in
communities in Georgia of 15,000 population or less, or at facilities
operated by or under the jurisdiction of the Department of Human
Resources. Three dentists who attended the Fair are now practicing in
rural Georgia. Placements from the September 1984 Fair will not be
known until the residents complete their training in July of 1985, but
thirty-four will complete their training at that time and many have
indicated a definite interest in practicing in one of the towns which they
contacted at the Fair.
It is significant that sixty-four (64) of the eighty-three (83) residents
placed through the Fair to date are State Medical Education Board
Scholarship recipients. Nineteen (19) were not on scholarship, and this
is an indication that the Medical Fair is also beginning to place
physicians in rural Georgia who have not received forgiveness loans
from the state. It is estimated that the cost to place one of these nineteen
non-scholarship physicians by a personnel placement agency is
between $15,000 and $20,000. These physicians represent a savings of
$285,000 in state scholarship funds and more than $300,000 in physi-
cian placement fees to Georgia's rural communities.

In preparation for this event each year, an orientation session is held in the spring with community representatives to discuss plans for marketing their communities and for meeting resident physicians at the upcoming Fair. Special meetings are also held with resident physicians prior to the Fair to discuss and share information on how to make successful contacts and select a community in which to practice. The Fair has brought rural Georgia communities together to share their interests, knowledge and skill in physician recruitment and retention. It has activated a physician market in rural Georgia that has increasingly attracted new physicians.
The contact and placement possibilities offered by the Fair are exciting. Certainly, it has provided, for physicians and community representatives alike, an opportunity for a significant and meaningful interaction with one another.
With the assistance and continuing encouragement of organizations such as the Medical College of Georgia Foundation, the Georgia Municipal Association, the Emory University School of Medicine, and the Georgia Farm Bureau Federation, we believe that this annual event will have an increasingly strong and positive influence on the location of physicians in rural Georgia.
Table VII shows the increased percentage of scholarship recipients who have established practice in Georgia communities of 15,000 population or less, or at facilities under the auspices of the Department of Human Resources or Department of Offender Rehabilitation since the inauguration of the Medical Fair.

Before the Medical Fair, there was a downward trend in the annual percentage of those physicians selecting a practice in a Georgia community of 15,000 population or less. The Medical Fair has contributed materially to a reversal of this trend and has set in motion a systematic process of contacts that lead and encourage scholarship recipients to contact and practice in Georgia rural communities.

The members and staff of the State Medical Education Board request an evaluation of the Medical Fair each year from all participants. The following are comments received in 1984 from several community representatives who have taken an active part in the Fair:
"Through contacts made at the Medical Fair in 1982 and 1983, we have gone from no prospects for new physicians to a great many excellent ones. Our scorecard from the 1982 and 1983 Fairs shows us having attracted the three specialists we wanted most with four more very good prospects for 1985-86 plus many, many more aquaintances that may one day prove beneficial. The price of this success has cost the hospital Jess than many Physician Recruitment Firms would charge to place one physician in our community."
"Union County has been represented at the Medical Fair all but one year since the Fair's inception in 1979, and the results achieved by participating in this event have been most gratifying. We have been able to recruit or attract one physician to the community as a direct result of participating in the Fair, another indirectly, and have one good prospect who completes training in 1985. In short, the Medical Fair has served a very real purpose for us, and rest assured of our continuing support and participation."
"I know of no better way in order to get interested communities and interested physicians together. I strongly feel that this endeavor is worthy of continued active support."

During the past two years, the amount of money received from scholarship recipients who repaid their scholarships in cash was $542,716 and the amount paid to recipients in medical school has been $1,020,000. The funds received from scholarship recipients who repaid their scholarship in cash are paid into the State Treasury for reallocation by the General Assembly. As stated above, many scholarship recipients who have repaid in cash remain in Georgia, and although they may not practice in a community of 15,000, many practice in larger rural areas of our state.
We submit that the State Medical Education Board program is an investment in the future of Georgia's rural areas - an investment which, in our opinion, provides the greatest dollar return for Georgia taxpayers of all funds appropriated by the General Assembly. We submit that the value of the program far exceeds its cost in dollars.

As stated elsewhere in this report, House Bill 159, which was adopted by the Legislature in 1983, authorized an increase in the amount of each scholarship from $15,000 to $24,000 payable over a four-year period. However, funds were not immediately available for the full increase to $24,000 for all recipients. Hence, the amount of each four-year scholarship was increased from $15,000 to $17,000, beginning July 1, 1984. Under this plan, the 1984 scholarship recipients were eligible to receive $17,00.0 in scholarship funds, payable at the rate of $4,250 annually, if approved by the Board.
CONCLUSION
The members of the State Medical Education Board and its staff wish to express their appreciation to the Governor and members of the General Assembly for making this scholarship program available to hundreds of outstanding young men and women. We are confident that in the years to come the taxpayers of Georgia will reap an outstanding harvest of better rural health care for the underserved medical areas of our state.
