INTRODUCTION
This bulletin attempts to state as simply as possible the present certification regulations.. In order that standards not become static~ regulations are subject to change. It is understood that such changes will be preceded by proper notification in releases to school systems and professional pUblications{l
Teacher education is ~~e basis for certification. Standards for the preparation of teachers are not developed as certification regulations~ but as regulations for teacher education. The purpose of certification is to provide the requirements and regulations for those entering and remaining in the teaching profession.
The requirements described in this bulletin are approved by the State Board of Education and are considered essential for the preparation of competent school personnel.

LEGAL BASIS FOR CERTIFICATION Minimum Foundation Program
GEORGIA SCHOOL LAWS, 1958, p.p. 23-24 32-601. Declaration ~ Eublic policy ~ State.
It is hereby declared to be the pUblic policy of the State of Georgia that educational opportunities for all citizens of the State shall be equalized throughout the State so as to establish, so far as possible, a minimum founda-
tion program of education in Georgia. (Acts 1949, pp. 1406, 1408.)
32-605. Certification ~classification teachers.
The State Board of Education shall provide, by regulations, for certifying and classifying the teachers in the public schools of this State. No teacher, principal, sup~rvisor, mr superintendent, other than county school superintendents, shall be employed in the public schools unless such person shall hold a certificate from the State Board of Education, certifying to his or her qualifications as such teacher, principal, supervisor, or superintendent, pursuant to the rules and regulations of the State Board of Education. The State Board of Education shall provide, by regulation, for the classification of all the teachers in the pUblic schools of this State upon the basis of academic, technical and professional training and experience, and the certificate issued to each such teacher by the State Board of Education, or pursuant to its
authority, shall indicate the classification of such teacher. (Acts 1949, pp. 1406, 1409.)

PROCEDURE FOR MAKING APPLICATION
Each teacher in the public schools of Georgia should hold a valid Georgia certificate for the level and ,in the field in which he is teaching. A certificate is based upon professional preparation as evidenced by credits for work done in standard colleges or universities approved by the State Department of Education.

The applicant is responsible for requesting that the registrar of each institution attended send an official transcript to the Office of Certification.

Transcripts on which certificates are based become the property of the State Department of Education, and, therefore, must remain on file in the Office of Certification as part of the applicant's file. (Copies of transcripts may not be provided due to lack of duplicating facilities.)
In general, it is recommended that application for ~ertification not be made until the applicant expects to use the certificate. A certificate expires whether the applicant teaches or not.

TEACHER'S PROFESSIONAL FOUR-YEAR CERTIFICATE (T-4)

Requirements for Issuance:

One of the following:

1. (a) Completion at an accredited fouryear institution of a teachertraining degree program approved by the State Department of Education, including
(b) Courses equivalent to those necessa~ for meeting professional requirements in Georgia; and, in addition,
( c) The recommendation of the training institution. (If it has been more than five years since the applicant
was enrolled in the training institution, it may be impossible to obtain the recommendation of a coililcge official. In such cases, it may be necessa~ to secure character references from reputable citizens, such as a superintendent, physician, or minister.)

2. (a) Completion at an accredited fouryear institution of a bachelor's degree program, including or supplemented by

( c) The recommendation of the training institution. CRITERIA -FOR EVALUATING PROFESSIONAL REQUIREMENTS BASED -ON -FOU-R - YEA-RS OF COLLIDE
On July 14, 1958, the State Board" of Education passed the following measure:
lIIn order to improve the quality of classroom instr.uction, local school
systems are requested to assign teachers to teach in the area for which they
haye prepared themselves.
Beginning with ~ school year 1961-62, all high school teachers ~ teach
the ~ajority of the classes in an area in which they are certified.
Also, elementary teachers must hold an element~~J certificate. Beginning
teachers in Grades 7-8-9 must be certified for Grades 7-8-9."
The State Board had previously passed a measure, on July 8, 1957, providing
that teachers be certificated on three levels: elementary (grades 1 through 7);
middle grades or junior high school (grades 7 through 9); and high school (grades
9 through 12)._
The following standards have been established as the basis for evaluating
the qualifications of applicants for the Teacher's Professional Four-year (T-4)
Certificate in these three areas:
I. General Education - Approximately 60 quarter hours or 40 semester hours
that include work in the following: English, Science, Social Studies, Mathematics, an~ related subjects.
II. Professional Training - Dredit approximating the total required for each teaching field, and for the professional education sequence.
A. TEACHING FIELDS
1. Elementary Grades: A total of 30 quarter hours or 20 semester hours especially designed for the elementary teacher, dealing with art, health, music, English, science, social studies, and related aroas.
2. Grades 7-8-9: A total of 75 quarter hours or 50 semester hours inciudiii'g""a"'concentration in trlO related subjects (as Englishsocial studies, science-mathematics) with neither subject having less than five courses; and including not less than one course in each of three of the following areas: art, music, homemaking~ industrial arts, speech or drama, physical education.
3. Secondary: a. English: A, total of 45 quarter hours or 30 semester hours including grammar and composition, literature, and related

subjects.
b. Foreign Languages: A total of 40 quarter hours or 26 2/3
semester hours in 8ach language if begun in college, including
grammar and composition, literature and related subjects. If competency has been acquired in high school or through residence in .n. country where the language is spoken, a minimum
of 30 quarter hours or 20 semester hours on the college level
is required.
c. Social Studies: A ta~al of 50 quarter hours or 33 1/3
semester hours inclUding such courses as economics, sociology, political-science, and geography, with a required minimum of four courses in history, including United States History.
d. Mathematics: A total of 30 quarter hours or 20 semester hours including such courses as accounting, calculus, general mathematics, gcomotrJ, or statistics, with a required minimum
of one course in algebra and one course in trigonometry.
e. Science: A total of 50 quarter hours or 33 1/3 semester
nou~s~including such courses as astronomy, general science, geology, or meteorology, with a required minimum of one course each in biology, chemistry, and physics, with a concentration of four courses in one of these three areas.
f. Business Education: A total of 45 quarter hours or 39
semester hours including business English, business law, accounting, and business mathematics, with a required minimum of one course in shorthand and one course in typing.
g. Industrial Arts: A total of 50 quarter hours or 33 1/3
semester hours including electricity, drafting, general shop, woodworking, and metal work.
h. Vocational Subjects: (requirements and recommendation of the approved training institution, in the following programs):
(1) Agriculture, (2) Home Eoonomics, (3) Trades and
Industries, (4) Distributive Education, and (5) Diver-
sified Cooperative Training.
i. GGn<;ral Home Economics: Approximately 50 quarter hours or 33 1/3 semester hours including home furnishings and eqUipment, food and nutrition, and clothing and textiles, with a reql1ired miniTTlum of one course in home management (theory) and home management (residence), and two courses in child development which must include observation and experience 1vith children in nursery school.
4~ Grades 1-12: (Certification in any of the following fields
permits teaching throughout the elementary, middle, and high school grad~s.)
a. Art: A total of 50 quarter hours or 33 1/3 semester hours
including art education for both the elementary and secondary levels, as well as courses in drawing and painting, crafts, and color and design.

b. Health & Physical Education: A total of 45 quarter hours
or 30 semester hours including physical education courses and the health program for the elementary and secondary levels.
c. Music: A total of 15 quarter hours or 50 semester hours
includiIig music education for both the elementary and secondary levels, as well as courses in applied music, literature, and conducting. d. Exceptional Children: Requirements and recommendation of the approved training institution, in the following programs:
(1) Speech Correction~ (2) Mentally Retarded, (3) Crippled Children, and (4) Hospital and Home Instruction.
5. Special Fields ~ Certification that may be added to a Profes-
sional Four-year (T-4) Certificate in another field:
a. Teacher-Library Service: A total of 20 quarter hours or 13 1/3 semester hours including library administration, cataloging, book selection, and reference. b. Teacher-Counseli~: A total of 15 quarter hours or 10 semester hours of graduate credit in counseling, one of which should be an over-view course. c. Supervising Teacher Service: A total of 15 quarter hours or 10 semester hours of graduate credit in special preparation for this field. For further inf'onnation, consult the dean of any of the approved graduate schools attached to the back.

Professional Educationr

GRADUATE CERTIFICATES The State of Georgia issues provisional and professional graduate certificates in two different areas of service: for teaching on, the elementary and secondary levels, and in fields of leadership such as superintendent, principal, instructional supervisor, and visiting teacher. Separate certificates are not issued for counselors or librarians, but planned gr'aduate programs in these fields may qucl.ify applicants for the Teacher's Professional Five-year (T-5) Certificate with the appropriate endorsement of Counseling or Library Service. (Note special requirements for the T-5 in Counseling, page~, and for the T-5 in Libra~J Service, page 12.) In general, not more than one professional graduate'certificate may be issued on an approved graduate degree program. For the issuance of each ad-' ditional professional graduate certificate, it is necessary to complete the "h" area or.fiE'ld.requiremcnts for the specific certificate.

PROFESSIONAL GRADUATE CERTIFICATES

TEACHER'S PROFESSIONAL FIVE-YEAR CERTIFICATE (T-5)

The credential based on a graduate program planned for teaching in the

public schools of Georgia is the Teacher's Professional Five-year (T-5) Certi-

ficate.

Prerequisite: Eligibility for the Teacher's Professional Four-year (T-4) Certificate.

Requirements for Issuance:

1. Completion at an accredited graduate school of a master's degree program approved by the State Department of Education, including or supplemented by

hours of graduate credit dealing with educational psychology and/or educational sociology.

CERTIFICATION OF SCHOOL LIBRARIANS ON GRADUATE LEVEL (T-S)
The school librarian is the member of the school staff who is primarily
responsible for the ordering, organization, and administration of school lib-
rary materials and services, and who encourages individual and group use of
materials for researyh and growth in reading appreciation. Teachers, who
have prepared themselves for this type of service by a year of carefully
planned graduate study, may be issued
The Teacher's Professional Five-year (T-S) Certificate in Library Service.
Prerequisite: Eligibility for the Teacher's Professional Four-year (T-4) Certificate.
Requirements fa!' Issuance:
1. Completion of an approved master I s degree program which includes twelve courses distributed as follows:
a. A minimum of 5 quarter hours or 3 semester hours in sciences basic to the understanding of the individual and his environment,
b. A minimum of 10 quarter hours or 6 semester hours in curriculum and problems of instruction in elementary and secondary schools, designed to develop an understanding of the total school program,
.c. Study of Library Science, from an accredited Library School or Division of Librarianship; including at least 45 quarter hours or 30 semester hours, 30 quarter hours or 20 semester hours of which must be at the graduatG level which must include:
(1) Methods of research and knowledge of research materials in the various subject fields. Research problem or problems in the area of school libraries,
(2) Knowledge of reading interests of children and young people, materials related to these interests, and to curricular needs and techniques of reading guidance as well as familiarity with selection tools and other procedures,
(3) Understanding of the place of the library in the modern school, library administration practices in !ndividual schools and in school systems units; school l.ibrary planning.. equipment and budgets; and methods for evalu.ating school library practices and utilization, and

(4) Familiarity with procedures for organ~zlllg all
types of library materials for most effective use. 2. The recommendation of the library and education departments of the L~stitution in which the training was done with the official statement that the mcster1s degre~~ in Librarianship has been conferred or that all the requireill nts for the degree have been met. * The A. B. or B. S. degree in Library Science stili granted by some institutions
for a year of work beyond the bachelor's degree will be recognized as the equivalent of a master's degree provided the plarmed program includes the recommended areas as set forth above.

SCHOOL COUNSELOR

A counselor is a mer.1ber of the school staff who is primarily responsible

for assisting the individual student in recognizing, thinking through and

solving his educational, vocationall .and personal problems. The Teacher's Professional Five-year (T-5) Certificate in Counseling:

Prerequisites: 1. Eligibility for the Teacher's Professional Four-year (T-4) Certificate, and

2. Three years of expertence - one in teaching, one in counseling (with a minimum of one period per day devoted to counseling) and one in w~ge:-earning work experience other than teaching or counseling.

Requirements for Issuance:

training for the counselor se~~ce, including

a. A. minimum of 5 quarter hours or 3 semester hours in sciences basic to an understanding of the individual and of his environment from the areas of psychologYI sociology, economics, and statistics.

b. A minimum of 5 quarter hours or 3 semester hours in problems of the curriculum related to counseling from the areas of curriculum plD.nning or evaluation
and measurements.

c. A minimum of 20 quarter hours or 13 1/3 semester hours in problems and procedures in guidance from the areD.S of Fundamentals of a Guidance PrograTTl, Analysis of the Individual, Counseling Techniques, Educational and Occupational Information, Laboratory in Applied Education.

2. The recommendation of the education department of the institution in which the training has been done, as to
the personal charactr of the applicant and his probabl,. success as a school counselor. (If it has been more

The s~l~ of school personnel is based upon the te~cher's certificate held 3Dd, in the cas~ of the professionally train~d teachors, also upon approved experience. It should be noted that experience is a prerequisite for the issuance of certain types of certificates, such as the Princip~'s Professional (p-5) Certificak.
A year of teaching experience at the elementary or secondary level is a prerequisite for admittance to workshops offered as substitutes for practice teaching by teacher-training institutions in G~orgia.
Five ye.,rs of npproVE:.d experience is onc of the prerequisites for the issuance of life certificates.
One year of teaching experience in a five-yc~r period is considered "continuous "service" for determining whether or not a life certificate is still in force and whether or not an out-of-state applicru1t may be eligible for regular certification.
The application for certification includes sections for reporting teaching experience, milit~ry service, and oth~r approved experiqnces for certific3tion purposes. Teaching experience must be.: verified by a superintendent who should obtain from the applicant such evidence as may be required to substanti~te the experience claimed. In general, the Offico of Certification accepts the superintendent's signature for verification of teaching experience. The signature uf a sup rintendent, college official, or notary public may be accepted for verification of militury service. However, if there appears to be any irregularity, the Office of Certificntion may request official records.
The standard unit of experience for teachers and school leaders is full-time employment for a r gul~r-school term. Not marc than one year of experience may be credit8d for a 12-month period. Credit for one year of experionce may be allowod on any of the following:
(1) Six full months of teaching in a 9-month school term.
(2) Eight full months of teaching in a 12-month school term.
(3) Eight full months of active military service. (Two yo3rs of experience may be allowed for 20 m nths and throe years for 32 months of active milit~ service.)
The following types of experience are recognized in certification:
(1) Teaching in any tax-supported elementary or s8condary school.
( 2) Teaching in non-t:uc supported elcmcntnry and sccond2.ry schools organize<.. and cunduct~d with approximately tho SnIDe curriculum as the tax-supported schools.
(3) Tenching eloment3ry and secondary school subjects to veterans on a full-time, all-day basis under th8 direction of the local school administration for at least ight months in a calendar year.

(4) Teaching in an accredited college or university on a full-time basis
for at least six months in a nine-month term.
(5) Teach~g in accredited kindergartens or nurseI)~ schools.
(6) Serving on active duty in the Anned Forces of the United St<:~tes. (A maximum of three years cr dit may be allowed for milit~ry service.) Military service ~ ~ accepted ~ ~ other purpose connected ~ certification.
Experiences that are recognized only for keeping a life certificate in .force are:
(1) Home domonstration agent, (2) Agriculture agent, and (3) Various'office positicns connected with city, county, or state school
syste~.

KEEPING C E R T I F I CAT E S IN FORCE
It is the responsibility of the individual holder of a certificate to keep it in force. For this reason, attention should be given to expiration dates on certificates and conditions for renewal.
A teacher's salary for the entire school year is based on the certificate
for which he is eligible on september!" .E the date on ,-Thich he begins teach-
ing in the school year.
DATING OF CERTIFICATES
All certificates based on requirements completed before September 1, will be dated from the preceding July 1, t~e beginning of the fiscal year.
Certificates for in-service teachers, based on work completed after September-l, will be dated from the following July 1.
Any certificates issued on qualifications completed after September 1, or on mid-term graduation, will be valid from the date the requirements are completed, provided the applicant has not been teaching prior to that date in the school year.
FOW.AL STUDY FOR RENEt-lAL, REINSTATEl1ENT, AND PcEr10VAL ~ EMEIDENCY FACTOR
The standard requirements for renewal, reinstatement, or renewal of the emergency factor is credit for two additional courses (10 quarter hours or
6 semester hours).
A certificate may be renewed on cr~dit for two courses earned between September 1 of the ycar-rn which the certificate becomes valid and September 1 of the year in which the certificate is to be renewed. 'A certificate is renewed when it has been invalid for less than five years.
A certificate must be reinstated on credit for two residence courses ~ earned within five ycars:preceding date of application for reinstatement. (Correspondence or extension credit cannot be accepted for reinstatement, but may be approved for renewal.) A certificate is reinstated when the holder has been out of the profession for five or more years and/or when the certificate has been L~valid for five or more YBars.
If a provisional or professional certificate remains invalid for five yeats, or if a life certificate lapses by absence from the profession for five years, i~ can be rainstated with credit for two residence courses. (10
quarter hours or 6 semester hours).
To renew or reinstate the various kinds of certificates, the following types of work are recommended:
Provisional ~~o- and Three-year (B-2 and B-3) Certificates: Two courses approved by the college officials as applicable to a bachelor's degree program planned for the Professional Four-year (T-4) Cbrtificate.

- - - OTHER METHODS FOR RENE'ilAL OF ProFESSIONAL FOUR- MID FIVE-YEAR CERTIFICATES
In addition to earning credit for two courses, other means have been established for renewing profcssional certificates based on four and five years of college training. (These methods ~ not approved for reinstatemmlt~)
In 1956, the State Board of Education authorized the issuance of life certificates again. This measure greatly reduced the need for renewing professional certificates, since the majority of them ,become l~fe certificates. However, in cases where renewal is required, the following methods are approved:
1. Educational travel,
2. Full-time teaching on the college level,
3. Exchange teaching"
4. Short courses and specialized workshops"
5. Special work committecs sponsored by the State Board of Educntion, and
6. Action research resulting in improved school practices.
Plans for renev1al by any of the above methods ~ be approved in advance by the Office of Certification.

IN-SERVICE STUDY
The State Board of Education limits the amount of credit that may be accepted by the Office of Certification from a full-time, in-service teacher. Credit may be accepted for a maximum of two courses per school year, taken at the rate of one per semester or one per quarter, from September to June. Credit may be accepted for a mnximum of two courses for a six-weeks session of sununer school, or a total of four courses for a full summer. Therefore,

a maximum of s~ courses may be accepted for the full-time teacher from September to September.
RECENT STUDY
An applicant who has not formerly held a teacher's certificate in Georgia and who has not earned credit for two courses within the last five years, but who is eligible for certification, may be issued an em rgency certificate without request valid for one year. If the applic nt is from out-of-state and has been in continuous service on a valid certificate in another state, he may be issued a regular certificate with full validity.
LIFE CERrIFICATES
September 17, 1956, the State Board of Education made the following provisions concerning life certificates:
1. Applicants meeting requirements for a prof8ssional certificate of :my type based on the bachelor's or master's degree and having five years of approved experience are eligible for the life certificate. Any applicant who has previously held a life certificate of any kind in the State of Georgia is now eligible to qualify for a new life certificate based on two or more years of college study.
2. Holders of special professional certificates such as the P-5, SV-5, etc., arc eligible for the Life Certificate in these areas.
3. The Life Certificate to be issued will autbmatically lapse if the holder remains out of the profession for five consecutive years.
The State Board of Education authorized the Office of Certification to begin processing applications for new Lif8 Certificates after JanuarJ 1, 1957, to be dated as of July 1, 1956.

ACCREDIT TION OF COLLEGES 1~ INSTITUTIONS
College credits acceptable for certification purposes must be camed at accredited institutions. In accepting credit from out-of-state institutions, the Ogfice of Certification is guided by the rating given to the institutions by its own State Department of Education, by the regional association, or by the NAtional Council for rtccreditation of Teacher Education (NC~TE). Credits earned at professional and technical institutions (law schools, medical schools, seminaries, etc.,) not accredited by any of the agencies indicated, are not applicable toward certific~tion unless validated by a recognized institutiOn.
Credits earned at any unaccredited institution ~ay not be applied to certification in the State of Georgia until they have boen validated by an accredited college. The usual procedure is for th8 applicant to have his credits transferred to nn nccreditc:d institl. tion for evnluntion. It is then necessary to complete such validation requirements as may be outlined by the approved institution. Admission to a graduate schuol does not mean validation. Credits frem ~n unaccredited college may not be accepted by the Ccrtificati n Office ~~til they haV0 been validated and sent to the office on the official transcript of the validating institution.
FOREIGN CREDENTInLS
hpplicants with foreign credentials are required to send those credentials
to the State D~partment ef Health, Educntion, and Welfare, washington 25, D. C.,
for 8valuation, or to have them evaluated by an accredited college or universi~ in the Unitt:d States. The Office of Certification does not have facilities for evaluating or translating credentials in foreign languages.

On May 16, 1951, the State Board of Education passed the following regu-

RECIPROCITY
The Policy, as adopted by the Board on August 18, 1958, is as follows:

Course: The standard credit for a course is 5 quCU'ter hours or 3 semester hours.
To be recognized for certification purposes, a course should consist
of at least 3 semester hours or 4 quarter hours credit.
Residence Credit: For certific3tion purposes, any courses not listed on college transcripts as correspondence or extension credit are recognized as residence credit.
