Standards for the preparation of teachers are not developed as certification regulations~ but as regulations for teacher education. The purpose of certification is to provide the requirements and regulations for those entering and remaining in the teaching profession. Declaration ~ Eublic policy ~ State. It is hereby declared to be the pUblic policy of the State of Georgia that educational opportunities for all citizens of the State shall be equalized throughout the State so as to establish, so far as possible, a minimum founda- tion program of education in Georgia. (Acts 1949, pp. 1406, 1408.) 32-605. Certification ~classification teachers. The State Board of Education shall provide, by regulations, for certifying and classifying the teachers in the public schools of this State. No teacher, principal, sup~rvisor, mr superintendent, other than county school superintendents, shall be employed in the public schools unless such person shall hold a certificate from the State Board of Education, certifying to his or her qualifications as such teacher, principal, supervisor, or superintendent, pursuant to the rules and regulations of the State Board of Education. The State Board of Education shall provide, by regulation, for the classification of all the teachers in the pUblic schools of this State upon the basis of academic, technical and professional training and experience, and the certificate issued to each such teacher by the State Board of Education, or pursuant to its authority, shall indicate the classification of such teacher. PROCEDURE FOR MAKING APPLICATION Each teacher in the public schools of Georgia should hold a valid Georgia certificate for the level and ,in the field in which he is teaching. A certificate is based upon professional preparation as evidenced by credits for work done in standard colleges or universities approved by the State Department of Education. Failure to give complete accurate information may cause delay in processing the application and issuing the certificate. (a) Completion at an accredited fouryear institution of a teachertraining degree program approved by the State Department of Education, including (b) Courses equivalent to those necessa~ for meeting professional requirements in Georgia; and, in addition, ( c) The recommendation of the training institution. (If it has been more than five years since the applicant was enrolled in the training institution, it may be impossible to obtain the recommendation of a coililcge official. In such cases, it may be necessa~ to secure character references from reputable citizens, such as a superintendent, physician, or minister.) 2. (a) Completion at an accredited fouryear institution of a bachelor's degree program, including or supplemented by (b) Courses equivalent to those necessary for professional requirements in Georgia; and, in addition, ( c) The recommendation of the training institution. (See page ~.) -.5- CRITERIA -FOR EVALUATING PROFESSIONAL REQUIREMENTS BASED -ON -FOU-R - YEA-RS OF COLLIDE On July 14, 1958, the State Board" of Education passed the following measure: lIIn order to improve the quality of classroom instr.uction, local school systems are requested to assign teachers to teach in the area for which they haye prepared themselves. Beginning with ~ school year 1961-62, all high school teachers ~ teach the ~ajority of the classes in an area in which they are certified. Also, elementary teachers must hold an element~~J certificate. Beginning teachers in Grades 7-8-9 must be certified for Grades 7-8-9." The State Board had previously passed a measure, on July 8, 1957, providing that teachers be certificated on three levels: elementary (grades 1 through 7); middle grades or junior high school (grades 7 through 9); and high school (grades 9 through 12)._ The following standards have been established as the basis for evaluating the qualifications of applicants for the Teacher's Professional Four-year (T-4) Certificate in these three areas: I. General Education - Approximately 60 quarter hours or 40 semester hours that include work in the following: English, Science, Social Studies, Mathematics, an~ related subjects. II. Professional Training - Dredit approximating the total required for each teaching field, and for the professional education sequence. A. TEACHING FIELDS 1. Elementary Grades: A total of 30 quarter hours or 20 semester hours especially designed for the elementary teacher, dealing with art, health, music, English, science, social studies, and related aroas. 2. Grades 7-8-9: A total of 75 quarter hours or 50 semester hours inciudiii'g""a"'concentration in trlO related subjects (as Englishsocial studies, science-mathematics) with neither subject having less than five courses; and including not less than one course in each of three of the following areas: art, music, homemaking~ industrial arts, speech or drama, physical education. 3. Secondary: a. English: A, total of 45 quarter hours or 30 semester hours including grammar and composition, literature, and related -6- subjects. b. Foreign Languages: A total of 40 quarter hours or 26 2/3 semester hours in 8ach language if begun in college, including grammar and composition, literature and related subjects. If competency has been acquired in high school or through residence in .n. country where the language is spoken, a minimum of 30 quarter hours or 20 semester hours on the college level is required. c. Social Studies: A ta~al of 50 quarter hours or 33 1/3 semester hours inclUding such courses as economics, sociology, political-science, and geography, with a required minimum of four courses in history, including United States History. d. Mathematics: A total of 30 quarter hours or 20 semester hours including such courses as accounting, calculus, general mathematics, gcomotrJ, or statistics, with a required minimum of one course in algebra and one course in trigonometry. e. Science: A total of 50 quarter hours or 33 1/3 semester nou~s~including such courses as astronomy, general science, geology, or meteorology, with a required minimum of one course each in biology, chemistry, and physics, with a concentration of four courses in one of these three areas. f. Business Education: A total of 45 quarter hours or 39 semester hours including business English, business law, accounting, and business mathematics, with a required minimum of one course in shorthand and one course in typing. g. Industrial Arts: A total of 50 quarter hours or 33 1/3 semester hours including electricity, drafting, general shop, woodworking, and metal work. h. Vocational Subjects: (requirements and recommendation of the approved training institution, in the following programs): (1) Agriculture, (2) Home Eoonomics, (3) Trades and Industries, (4) Distributive Education, and (5) Diver- sified Cooperative Training. i. GGn<;ral Home Economics: Approximately 50 quarter hours or 33 1/3 semester hours including home furnishings and eqUipment, food and nutrition, and clothing and textiles, with a reql1ired miniTTlum of one course in home management (theory) and home management (residence), and two courses in child development which must include observation and experience 1vith children in nursery school. 4~ Grades 1-12: (Certification in any of the following fields permits teaching throughout the elementary, middle, and high school grad~s.) a. Art: A total of 50 quarter hours or 33 1/3 semester hours including art education for both the elementary and secondary levels, as well as courses in drawing and painting, crafts, and color and design. -7- b. Health & Physical Education: A total of 45 quarter hours or 30 semester hours including physical education courses and the health program for the elementary and secondary levels. c. Music: A total of 15 quarter hours or 50 semester hours includiIig music education for both the elementary and secondary levels, as well as courses in applied music, literature, and conducting. d. Exceptional Children: Requirements and recommendation of the approved training institution, in the following programs: (1) Speech Correction~ (2) Mentally Retarded, (3) Crippled Children, and (4) Hospital and Home Instruction. 5. Special Fields ~ Certification that may be added to a Profes- sional Four-year (T-4) Certificate in another field: a. Teacher-Library Service: A total of 20 quarter hours or 13 1/3 semester hours including library administration, cataloging, book selection, and reference. b. Teacher-Counseli~: A total of 15 quarter hours or 10 semester hours of graduate credit in counseling, one of which should be an over-view course. c. Supervising Teacher Service: A total of 15 quarter hours or 10 semester hours of graduate credit in special preparation for this field. For further inf'onnation, consult the dean of any of the approved graduate schools attached to the back. -8- Professional Educationr A sequence of profession~ experience designed to develop competency as a ~aacher and as a" professional worker. Experiences designed to develop an undsrstanding of the conceptl;J underlYing human growth and development and to give direction in the application of principles involved. It is highly desirable that "hese experiences be based on direct contact with children- 5-10 c. One or two groups of experiences designed to (1) provide prospective teachers with an under~tanding of the function of the school in a democratic socie~, and (2) to acquaint them with the program of work in their respective fields and guide them in curriculum m~irig------ 5-10 d. A group of experiences should lead. the prospective teacher to the development of competencies needed in his chosen teaching field. These experiences should include directed observation and analysis of teaching situations, the selection, use, and organiz~tion of materials, and appropriate techniques of teach1ng--------------- 5-~o" e. Directed teaching in typical pUblic school sitU.ations with student teachers under the immediate guidance of espec'ially prepared classroom teachers and under the further supervision of a member of the staff of the teacher-training institution. (This should be done on the level'and in the field for'which the applicant wishes certification.)-----------------------~-------- 10 f. A final gr.oup of experiences may follow directed teaching to provide opportunities for students to evaluate their preparation for the profession and supplement it as needed. These experiences Ulay include. further acquaintance with desirable materials and procedures, and further experienGes in curriculum planning for Georgia schools------------------------------------------------- 0-5 t Recommendation as to the personal and professional cOmpetency' of the applicant by the institution granting the degree. -9- GRADUATE CERTIFICATES The State of Georgia issues provisional and professional graduate certificates in two different areas of service: for teaching on, the elementary and secondary levels, and in fields of leadership such as superintendent, principal, instructional supervisor, and visiting teacher. Separate certificates are not issued for counselors or librarians, but planned gr'aduate programs in these fields may qucl.ify applicants for the Teacher's Professional Five-year (T-5) Certificate with the appropriate endorsement of Counseling or Library Service. (Note special requirements for the T-5 in Counseling, page~, and for the T-5 in Libra~J Service, page 12.) In general, not more than one professional graduate'certificate may be issued on an approved graduate degree program. For the issuance of each ad-' ditional professional graduate certificate, it is necessary to complete the "h" area or.fiE'ld.requiremcnts for the specific certificate. -10- PROFESSIONAL GRADUATE CERTIFICATES TEACHER'S PROFESSIONAL FIVE-YEAR CERTIFICATE (T-5) The credential based on a graduate program planned for teaching in the public schools of Georgia is the Teacher's Professional Five-year (T-5) Certi- ficate. Prerequisite: Eligibility for the Teacher's Professional Four-year (T-4) Certificate. Requirements for Issuance: 1. Completion at an accredited graduate school of a master's degree program approved by the State Department of Education, including or supplemented by (~ area) A minimum of 5 quarter hours or 3 semester hours of graduate credit dealing with educational psychology and/or educational sociology. ( area) A minimum of 10 quarter hours or 6 semester hours of graduate credit dealing with curriculum and methods or problems of teaching. (~ area) A minimum of 15 quarter hours or 9 semester hours of graduate credit dealing with subj ect matter or content, designed to supplement the teaching field or fields. 2. The recommendation of the training institution. (If it has been more than five years since the applicant was enrolled in the training institution, it may be impossible to obtain the recommendation of a college official. In such cases, it might be necessary to secure character r ferences from reputable citizens, such as ministers or doctors.) Period of Validity: Seven years. Basis for Renewal: Two additional courses. (See page ~.) -11- CERTIFICATION OF SCHOOL LIBRARIANS ON GRADUATE LEVEL (T-S) The school librarian is the member of the school staff who is primarily responsible for the ordering, organization, and administration of school lib- rary materials and services, and who encourages individual and group use of materials for researyh and growth in reading appreciation. Teachers, who have prepared themselves for this type of service by a year of carefully planned graduate study, may be issued The Teacher's Professional Five-year (T-S) Certificate in Library Service. Prerequisite: Eligibility for the Teacher's Professional Four-year (T-4) Certificate. Requirements fa!' Issuance: 1. Completion of an approved master I s degree program which includes twelve courses distributed as follows: a. A minimum of 5 quarter hours or 3 semester hours in sciences basic to the understanding of the individual and his environment, b. A minimum of 10 quarter hours or 6 semester hours in curriculum and problems of instruction in elementary and secondary schools, designed to develop an understanding of the total school program, .c. Study of Library Science, from an accredited Library School or Division of Librarianship; including at least 45 quarter hours or 30 semester hours, 30 quarter hours or 20 semester hours of which must be at the graduatG level which must include: (1) Methods of research and knowledge of research materials in the various subject fields. Research problem or problems in the area of school libraries, (2) Knowledge of reading interests of children and young people, materials related to these interests, and to curricular needs and techniques of reading guidance as well as familiarity with selection tools and other procedures, (3) Understanding of the place of the library in the modern school, library administration practices in !ndividual schools and in school systems units; school l.ibrary planning.. equipment and budgets; and methods for evalu.ating school library practices and utilization, and -12~ (4) Familiarity with procedures for organ~zlllg all types of library materials for most effective use. 2. The recommendation of the library and education departments of the L~stitution in which the training was done with the official statement that the mcster1s degre~~ in Librarianship has been conferred or that all the requireill nts for the degree have been met. (If it has been more than five years since the applicant ~vas enrolled i~ the training institution, it may be impossible to obtain the recommendation of a college official. In such cases, it might be necessary to secure character references from reputable citizens, such as ministers or doctors.) Period of Validity: Seven years. Basis for Renewal: Two additional courses. S. degree in Library Science stili granted by some institutions for a year of work beyond the bachelor's degree will be recognized as the equivalent of a master's degree provided the plarmed program includes the recommended areas as set forth above. -13- . SCHOOL COUNSELOR A counselor is a mer.1ber of the school staff who is primarily responsible for assisting the individual student in recognizing, thinking through and solving his educational, vocationall .and personal problems. The Teacher's Professional Five-year (T-5) Certificate in Counseling: Prerequisites: 1. Eligibility for the Teacher's Professional Four-year (T-4) Certificate, and 2. Three years of expertence - one in teaching, one in counseling (with a minimum of one period per day devoted to counseling) and one in w~ge:-earning work experience other than teaching or counseling. , Requirements for Issuance: J.. 1. The master's degree based upon an approved program of training for the counselor se~~ce, including a. A. minimum of 5 quarter hours or 3 semester hours in sciences basic to an understanding of the individual and of his environment from the areas of psychologYI sociology, economics, and statistics. b. A minimum of 5 quarter hours or 3 semester hours in problems of the curriculum related to counseling from the areas of curriculum plD.nning or evaluation and measurements. c. A minimum of 20 quarter hours or 13 1/3 semester hours in problems and procedures in guidance from the areD.S of Fundamentals of a Guidance PrograTTl, Analysis of the Individual, Counseling Techniques, Educational and Occupational Information, Laboratory in Applied Education. 2. The recommendation of the education department of the institution in which the training has been done, as to the personal charactr of the applicant and his probabl,. success as a school counselor.
