FOREWORD
Georgia has compiled an enviable record of staffing its schools with qualified professional personnel. Such an accomplishment has been achieved through the cooperative efforts of persons working in the school systems, the colleges and universities, the State Department of Education and other educational agencies. To all of these individuals who have assisted, we express our sincere appreciation .
This bulletin , Teacher Certification in Georgia, outlines the requirements to be met by persons who desire to enter school service. The primary purpose for certifying teachers and other school personnel is to assure within reasonable limits that children will be under the direction of a competent staff, to establish eligibility of individuals to be paid from public funds and to provide incentives for professional improvement.

LEGAL BASIS FOR CERTIFICATION
" The State Board of Education shall provide, by regulation, for certifying and classifying all teachers and other certificated professional personnel employed in the public schools of this State, and no such personnel shall be employed in the public schools of this State unless they shall hold a certificate issued by the State Board certifying to his or her qualifications and classification in accordance with such regulations. The State Board shall establish such number of classifications of teachers and other certificated professional personnel as the Board may, in its discretion, find reasonably necessary or desirable in the operation of the public schools, provided, however, that such classifications shall be based only upon academic, technical and professional training and experience of such personnel. The State Board is authorized to provide, by regulation, for revoking or denying certificates for good cause, after investigation is had and notice and hearing is provided the certificate holder. The State Board shall, by regulation, define the term 'certificated professional personnel,' as used in this Act, and shall designate and define the various classifications of professional personnel employed in the public schools of this State that shall be required to be certificated under provisions of this Section. Without limiting the generality of the foregoing, the term 'certificated professional personnel' shall be deemed to include principals, instructional supervisors, visiting teachers, school librarians, guidance counselors and county or regional librarians."

SECTION I GENERAL INFORMATION

PART I
GENERAL INFORMATION AND REGULATIONS FOR CERTIFICATION
Application Procedure
When Application Should be Made. Application may be made as soon as all requirements for a certificate have been completed and should be made if employment is being sought or has been accepted in Georgia schools.
Where Form May be Obtained. Application forms may be obtained from the local superintendent's office, the education department of any Georgia teacher education institution, or the Teacher Certification Services office, 209 State Office Building, Atlanta, Georgia 30334.
Application for a Georgia Certificate. The State of Georgia utilizes a complete package application procedure. This means that all required documents must be assembled and submitted as a complete package to the certification office. Incomplete packages will be returned to the applicant for correction or completion and resubmission.
The following documents must be included in the package.
1. The application (Form IC-10) .
2. The college recommendation (Form IC-1 OA) . One copy should be submitted from each college where a degree designed for the teaching profession was earned.
3. A transcript (with approved college seal and registrar's signature) from each college attended.
4. Legible photo-copy of any certificate on which the applicant may have taught in another state within the preceding seven years.
The package may be assembled by the applicant or the college of education and either mailed or delivered to Teacher Certification Services. Applicants completing programs at non-Georgia colleges may include an official transcript in an envelope addressed to Teacher Certification Services and stamped with the official seal of the college or must include a statement from the registrar indicating that college policies will not permit it to handle official transcripts in this manner and that the registrar's office has mailed the transcript to Teacher Certification Services.
Applicants for certain specialized certificates and functions may be required to submit additional forms. (See Form IC-108 for details.)
Any certificate issued after the initial Georgia certificate, including renewal, duplicate, change-ofname, * upgrading, etc., is considered supplementary certification for which the following forms and records must be submitted to Teacher Certification Services.
1. The application (Form IC-10) .
2. The college recommendation (Form IC-1OA) if a higher teacher education degree has been earned or a college-planned program for a new type or area of certification has been completed.
3. Any transcripts not already on file. (Those teachers who have caused their Georgia certificates

to lapse by an absence from the profession may no longer have their records on file and will be required to submit acceptable transcripts of all college credits.)
Applicant's Responsibilities. It is the applicant's responsibility to complete the application form and to secure any required signatures, to complete the designated section of the college recommendation form and to obtain the appropriate recommendation from the authorized college official, and to obtain required transcripts (with approved college seal and registrar's signature) from all colleges attended.
Foreign Credentials
Applicants with study outside the United States should submit academic credentials either in the original or in legible reproductions, together with accurate translations.
In making application for certification, the individual with foreign credentials must follow the standard procedure for all applicants. This includes a properly completed application and the summary of education experience. (Forms IC-10 and IC-200). Any teaching experience claimed must be properly verified. If an applicant with foreign credentials is unable to provide all of the required information, a Georgia certificate cannot be issued.
Disposition of Transcripts and Files
Teacher Certification Services does not maintain files for individuals who are not issued certificates. Incomplete files and files upon which certificates cannot be issued are returned to applicants. Transcripts and other documents on which certificates are issued are microfilmed and destroyed; therefore, copies of these documents may not be obtained from Teacher Certification Services.
Accreditation Requirements
To be accepted for certification in Georgia, a portion of the degree must have been earned during or subsequent to the academic year in which accreditation occurs, at an institution approved by the accrediting agency of the region in which the institution is located.
The regional accrediting agencies and states within their jurisdictions are as follows.

A bachelor's degree or college credit from a regionally unaccredited institution may be accepted only if it has been properly validated. (See "Validation of Degrees and Credits.") However, Georgia certificates issued prior to July 1, 1967, on degrees from state-accredited institutions may be renewed or reinstated .
Validation of Degrees and Credits
Before a bachelor's degree from an unaccredited institution may be accepted for certification, it must be validated by a regionally accredited graduate school. (A degree from an accredited institution must be validated if it was earned at a time when the institution was not accredited.) Two plans for validation are listed below. The applicant may follow Plan 1 or Plan 2.
Plan 1
Verification of degree validation must be submitted to Teacher Certification Services on Form IC-1OC with the following.
a. An official transcript for a minimum of 15 quarter hours in acceptable graduate courses, and
b. Verification by the dean of the graduate school that, on the basis of this credit and full admission to the graduate school, the applicant has met the Georgia requirements for validation.
Plan 2
Bachelor's degree course credits to be validated shall be submitted with Form IC-10 and an official transcript showing a minimum of 15 quarter hours of graduate credit; applicant shall have earned a grade of "B" or better on each course and shall have taken courses in the area of requested certification.
If a master's degree or higher level degree is earned at a regionally unaccredited institution, it may not be accepted for certification purposes under any condition.
Course credits from a regionally unaccredited institution may not be accepted unless they are transferred to a regionally accredited four-year institution and are submitted on an official transcript of that institution.
Recent Study Requirements
An applicant for the initial Georgia certificate or for reinstatement of an expired Georgia certificate invalid for seven or more years, except for the School Lunch Director's Certificate, must meet at least one of the following requirements.
1. Resident credit for 10 quarter hours earned within seven years preceding date of application
2. Credit for at least one year of acceptable experience on a standard certificate in another state within seven years preceding date of application.
Dating of Certificates
The following regulations govern the dating of certificates.

1. For certification by evaluation, the certificate will be valid from the date all scholastic requirements are completed.
2. For certification by approved programs, certificates will be valid from the date the institution certifies on the transcript that all degree requirements are completed.
3. If experience requirements for a certificate are completed during the school year, the certificate will be valid from the following July 1.
4. If an emergency certificate is requested after September 1, the certificate will be valid from the first day of the month in which the applicant began teaching.
5. All certificates are dated to expire on August 31.
6. All certificates except emergency and provisional certificates will be valid for no less than one year.
7. Certificates may not be dated back beyond the beginning of the fiscal year in which they are issued.
Experience Recognized in Certification
The application for certification includes sections for reporting school and non-school experience recognized for certification and/or salary purposes. Experience must be verified as follows.
1. If the applicant is employed in the schools of Georgia, the employing superintendent is required to sign the application verifying all experience. *
2. If the applicant is not employed in the schools of Georgia, a prior superintendent is required to sign the application verifying all experience. *
3. If an applicant claims only military service as experience, it may be verified by a superintendent, a college official, a notary public or by submission of a legible copy of DD214.
4. If the applicant is a system superintendent, the chairman of the loc;al board must verify all experience. *
5. If an applicant claims college professional experience, the president, comptroller or bursar of the college must verify this experience.
If there appears to be any irregularity in the reporting or verification of experience, Teacher Certification Services may require the applicant to submit additional records.
Credit will not be allowed for experience earned in the schools of Georgia without a valid certificate issued by this state. This regulation does not apply to experience earned prior to the 1950-1951 school year, the first year in which all teachers were required by law to hold a certificate.
Experience recognizable for certification purposes is determined according to the following regulations.
Effect ive with the 1976-1977 school year , compu tat ions for partial -year experience credit w ill be based upon the contract year of the appl ican t . This means that all days for which the teacher would be eligible for state salary , such as pre or post-plann ing and accrued sick or annual leave days taken , may be included in the computat ions .

A. Unit of Experience
A unit of experience is evaluated as follows.
1. The standard unit of experience for teachers and other professional school personnel is full -time employment for a regular school term.
2. Not more than one year of experience may be credited for any 12-month period.
3. Experience earned during a school year will be credited at the beginning of the next contract year.
4. Credit for one year of experience may be earned for any of the following.
a. At least 120 days while under contract and eligible for state salary in a regular school term.
b. At least 140 days wh ile under contract and eligible for state salary in an 11-month program.
c. At least 160 days while under contract and eligible for state salary in a 12-month program.
d. Fractions of school terms representing six full months of continuous service (Example : January to June 1958 and September to December 1958).
e. Six months of active military service combined with two or more months of teaching experience prov ided the military service interrupts continuous teaching or prevents entrance into teaching immediately following college graduation.
f. Completion of two full years of continuous one-half time teaching. This experience may be accumulated across school years. One year of half-time teaching may not be combined with other earned experience such as military service or partial full -time teaching to accumulate a year of experience. This regulation is effective beginning with the 1974-1975 school year.
g. Eight full months of active military service. (See Item C-Non-school Experience That May Be Recognized.)
B. School Experience That May Be Recognized
1. Teaching Experience
a. Teaching in public elementary and secondary schools in the United States and its territories.
b. Teaching in private elementary and secondary schools provided they are organized and conducted with approximately the same curriculum as the public schools.
c. Teaching in elementary and secondary schools in foreign countries.
d. Teaching in kindergartens or nursery schools provided they are accredited or are under the supervision of the local public school board of education.

e. Full -time teaching in a regionally accredited college as a regular faculty member or in an institution that is in the normal process of receiving accreditation, provided the person holds academic rank (instructor, assistant professor, associate professor or professor). Experience will not count from junior colleges that have been in existence for more than two years and have not received accreditation or from senior colleges that have been in existence for more than four years and have not received accreditation.
f. Teaching in the Peace Corps.
g. Teaching elementary and secondary school subjects and trade subjects to adults (including veterans) provided teaching was on a full-time basis and was under the direction of a local school administration or the state department of education.
h. Full-time teaching for a minimum of eight months under the Manpower Development Training Act (MOTA).
i. Full-time experience in speech and hearing centers.
j. Teaching in a training school or Youth Development Center.
2. School Experience Other Than Teaching That May Be Recognized
a. Serving in a public elementary and secondary school system or in a recognized private elementary or secondary school in any professional position including superintendent, assistant superintendent, principal, assistant principal, curriculum director, visiting teacher, counselor, psychologist, librarian, school lunch director, etc.
b. Serving in a full-t ime professional position such as president, dean, counselor or librarian , in a regionally accredited college or in an institution that is in the normal process of receiving accreditation. Experience will not count from junior colleges that have been in existence for more than two years and have not received accreditation or from senior colleges that have been in existence for more than four years and have not received accreditation.
c. Serving as director of a training school for girls or boys.
d. Serving an internship or practicum sponsored cooperatively by a higher institution and a cooperating agency (clinic, local school or agency of government) on a fulltime basis for a period of nine months or longer. The applicant must hold a valid certificate during the internship period.
C. Non-school Experience That May Be Recognized
1. Serving as full-time librarian in a bookmobile or regional library provided it serves primarily schools and school-age children . (Regional library experience earned on a public librarian's certificate will be accepted.)
2. Serving on active duty in the Armed Forces of the United States. (A maximum of three years of credit may be allowed for military service according to the following schedule.
8 full months= 1 year 20 months = 2 years 32 months = 3 years

Teaching experience that is a part of military duty may not be added to the maximum of three years of credit that may be allowed.)
3. Serving in professional employment in psychological work with school-age children.
4. Serving in professional employment in a state department of education.
5. Experience credit will be granted for employment as a county agricultural agent or a home demonstration agent provided the individual has completed at least a four-year college degree and was eligible for a Teacher's Associate Professional Four-Year (T-4) Certificate prior to the time of employment.
D. Experience That May Not Be Recognized
1. Part-time supply or substitute teaching.
2. Clerical or non-professional experience in a college.
3. Experience as a social worker.
4. Service as a member of a board of education.
5. Service as a public librarian .
6. Service as a teacher aide or assistant.
Work experience which may be accepted toward the experience requirements for the issuance of a certificate will not apply toward experience which may be recognized for state salary increases.
Life Certificates
A. Effective July 1, 1974, life certificates are no longer issued in Georgia.
B. The following procedures govern existing life certificates.
1. New teaching fields endorsed to an existing life certificate shall retain the life status.
2. New certificate types or higher level certificates issued to current life certificate holders will not have life status; however, the lower level life certificate will remain active unless allowed to lapse.
3. Any school experience recognized in certification will prevent the lapsing of a life certificate providing at least one year of experience is earned every seven years.
4. Lapsed life certificates may be renewed by meeting renewal requirements for that certificate; however, the renewed certificate will no longer have life status.
Emergency Certificates for Teachers
An emergency certificate may be issued if an applicant does not meet "recent study" requirements for the initial Georgia certificate or if an applicant does not meet renewal or recent study requirements for an expired Georgia certificate.
Emergency certificates are issued for teaching only and may not be issued for any other position in a school system. The following rules govern the issuance of emergency certificates.

1. An applicant for emergency certification must meet current requirements for the certificate requested and must have satisfied requirements for House Bill 671 (special education course).
2. The employing Georgia superintendent's request on Form IC-6 is necessary for the issuance of an emergency certificate.
3. In addition to the superintendent's request, all required forms and transcripts must be on file in Teacher Certification Services.
4. The superintendent's request may not be accepted before August 1, but should be submitted as soon as possible after that date and before the teacher begins serving.
5. If an emergency certificate is requested after September 1, the certificate will be valid from the first day of the month in which the applicant began teaching.
6. All emergency certificates are dated to expire August 31 following the end of the school term for which they are issued.
Corrections of Certificates
Since the state salary is based upon the certificate held, it is important that all information on a certificate be correct. When a new certificate is received, it should be examined carefully. If there appears to be any error, both copies of the certificate should be returned within 30 days with a letter of explanation. Any time an error is detected by persons other than the holder, the Teacher Certification Services office should be advised immediately.
If Teacher Certification Services discovers an error, measures will be taken to make the necessary correction . A correction which improves certification may not be extended back more than one year; therefore, the corrected certificate will be valid from the previous July 1, the beginning of that fiscal year. A correction that lowers or reduces the certification may not be delayed beyond the school year in which the error is detected.
Renewal Requirements and Removai of the Emergency Factor
The standard requirement to renew a Georgia teaching certificate is 10 quarter hours of college credit or the equivalent local staff development credit earned through a local staff development plan specifically approved for certification renewal. The 10 quarter hours required to renew a teaching certificate by teachers employed in Georgia schools must be in an area of assessed need, professional growth or advancement as determined by self and external assessment and approved by the employing superintendent or college advisor as is appropriate. (This does not apply to holders of valid life certificates.)
The following administrative procedures will apply.
1. Certificate holders participating in an approved teacher education program leading to a higher level of certificate and those doing renewal work through an approved local staff development plan will not be required to present additional justification for renewal purposes.
2. Certificate holders completing college credit other than credit in approved programs leading to higher levels of certification, must accompany such course work with assurances from the employing superintendent that the courses taken were related to the assessed need of the teacher.
3. If Teacher Certification Services or the education department of a Georgia college has outlined

courses for an additional type or field of certification, credit for 10 quarter hours toward these requirements may serve to renew, reinstate or remove the emergency factor.
The individual is responsible for keeping his or her own certificate in force and should note the period of time for which it is valid and the expiration date. The following regulations apply to renewal, reinstatement and removal of the emergency factor.
a. A certificate becomes invalid on its expiration date and may not be extended although the holder may not have served on it.
b. Certificates are renewable on credit earned within seven years after the expiration date, provided application is made before the end of that seven-year period; however, the certificate will be invalid from the expiration date until all renewal requirements are completed.
To renew a certificate which has been expired in excess of seven years, the holder must complete current requirements in effect for the certificate requested and satisfy recent study requirements.
When an applicant holds multiple levels of certificates, only the higher level certificate must meet current requirements.
Certificate holders should always contact the certification office to ascertain if there are special renewal requirements in effect for the type certificate being renewed, such as a course in the teaching of reading or in the identification and education of exceptional children.
Special Requirements
Effective July 1, 1976, applicants for the initial certificates as teachers, principals, assistant principals or guidance counselors, or for the renewal of these certificates, must have completed a five quarter hour course, or its equivalent in an approved staff development program in the identification and education of children with special education needs (House Bill 671 ). Out-of-state applicants will have one year to complete this requirement.
Effective July 1, 1976, applicants for the initial certificates in Early Childhood Education, Middle Grades, Mentally Retarded (MR), Behavior Disorders (BD), Learning Disabilities (LD), English, and Interrelated Teacher/Special Education (BD, LD, MR), or for the renewal of these certificates, must have completed a five quarter hour course in the teaching of reading. Out-of-state applicants will have one year to complete this requirement.
Revocation and Denial of Certificates
"The State Board is authorized to provide, by regulation, for revoking or denying certificates for good cause, after investigation is had and notice of hearing is provided the certificate holder." (Adequate Program for Education, Section 32-655A.)
On Feb. 3, 1964, the State Board of Education adopted the following regulations governing the revocation and denial of certificates for teachers and other professional school personnel.
"Any person who is, or who is seeking to become, certified as a teacher or other certified professional personnel authorized to be employed in the public schools of this state, may, subject to his right of appeal to the State Board of Education, have his certificate denied or revoked for the following causes: Obtaining or attempting to obtain such certificate by fraudulent means or through misrepresentation of material facts; misapplication of or failure to account for school funds or other school properties to which he has been entrusted; falsification of school

records, documents, statistics or reports; conviction of any felony or of any misdemeanor involving moral turpitude; misconduct; immorality; physical, mental or emotional incapacity, or any other conduct or personal condition detrimental to the health, welfare, discipline or morals of pupils or to the best interest of the public schools of the state of Georgia . .. 'The affected party shall be informed of the intended action of revocation, suspension or denial of certification and such notice shall be sent by certified mail, return receipt requested, properly addressed to the last known address of said person. The individual will be notified that unless a written request for a hearing is received within 15 days from the date of receipt of the certified written notice, the action will become final. Refusal to accept would constitute receipt." It is the policy of the Teacher Certification Services to notify all local system superintendents in this state and all education departments in other states of the revocation or denial of any certificate. It is also the policy to deny issuance of a certificate to, or to revoke any certificates held by, an individual whose certificate from another state has been revoked by that state. Violations of Contracts On Feb. 15, 1954, the State Board of Education adopted the regulation providing that". . . any person violating any contract and agreement with the state of Georgia or any of the school systems therein, shall have his teaching license suspended for a period of 12 months, and no school system in the state of Georgia shall employ them or receive any funds from the state for the payment of their salaries." Teacher Certification Services will refer all files and/or cases which may involve revocation, denial or suspension to the Georgia Professional Practices Commission for investigation and subsequent recommendation to the State Board of Education for action.

SECTION II FOURTH-YEAR CERTIFICATES

GENERAL REQUIREMENTS
Requirements for Teacher's Provisional Certificates Based on the Bachelor's and Master's Degrees
The provisional fourth- and fifth-year teaching certificates are valid for one year.
The provisional teaching certificate may be issued when all the following requirements are met.
1. The applicant has completed an acceptable degree program and has completed all requirements for a teaching field in an area in which the state of Georgia issues a teaching certificate, and has satisfied the requirements of House Bill 671 (special education course).
2. All required documents are on file in Teacher Certification Services.
3. The employing Georgia superintendent requests this certificate on Form IC-6. The request may not be accepted prior to July 1 but should be submitted as soon as possible after that date and before the teacher begins serving. If the request is received after September 1, the certificate will be valid from the first of the month in which the applicant begins service.
The following rules govern provisional teaching certificates.
1. All provisional teaching certificates will be dated to expire August 31 following the end of the school term for which they were issued.
2. Applicants satisfying all requirements may be issued provisional certificates until Sept. 1, 1979, at which time, the State Board of Education eliminates all provisional teaching certificates.
3. The provisional certificate may be converted to the appropriate level professional certificate upon completion of all requirements for the certificate.
The provisional certificate may be issued in any of the following fields for which requirements are identified in this manual.
Early Childhood Education, Middle Grades, secondary teaching fields and Art, Music or Health and Physical Education for grades K-12 when the applicant has completed all teaching field requirements; special education fields of Mental Retardation, Learning Disabilities, Hearing Impaired and Physically Handicapped for grades K-12 when the applicant has completed all teaching field requirements plus five quarter hours in methods and materials for teaching in the field requested.
GENERAL REQUIREMENTS
Teacher's Associate Professional Four-Year (T-4) Certificate
The Teacher's Associate Professional Four-Year (T-4) Certificate is the entry level credential for teaching in Georgia. This certificate is valid for three years.
The initial associate professional four-year (T-4) Georgia teaching certificate will be issued to an applicant based upon the completion of a bachelor's degree from an approved teacher education program.

Performance-Based Certification

Effective July 1, 1978, the initial Georgia teaching certificate will be a non-renewable certificate valid for three years. This certificate may be issued to an applicant upon the completion of a bachelor's or master's degree from an approved teacher education program and upon attainment of a qualifying score on multiple criteria consisting of a teaching field criterion-referenced test,* grades and demonstration of satisfactory performance during student teaching.

Out-of-state applicants satisfying the requirements above may be issued a non-renewable certificate, at the appropriate level, valid for three years.

This non-renewable certificate may be converted to a renewable certificate upon satisfactory demonstration of on-the-job competence. Assessment of satisfactory on-the-job performance may occur at the completion of the first, second or third year.

Implementation of elements associated with performance-based certification such as the teaching field criterion-referenced tests, external assessment of satisfactory performance during student teaching and on-the-job performance for beginning teachers will be contingent upon development of valid and reliable assessment instrumentation and administrative procedures.

General Requirements for the Four-Year Certificate

1. The bachelor's degree from a regionally accredited four-year college with no less than a "C" average.

2. A minimum of 60 quarter hours in General Education Courses-the freshman and sophomore courses in English, science, social sciences, mathematics and related subjects basic to the general needs of all students regardless of vocational or professional objectives.

3. All requirments for a Teaching Field-the subject matter and technical courses which meet the requirements for the teaching field in which the certificate is to be issued.

a. Not more than one fourth of the courses for a field may be earned by correspondence and/or extension.

b. No less than a "C" grade may be accepted in the courses applied to a teachir;~g field.

c. At least one half of the courses applied to the teaching field must be completed in courses above freshman and sophomore college level.

4. Thirty quarter hours in appropriate Professional Education Courses-the required education courses which develop professional understandings and abilities with a minimum of 10 quarter hours in each of the following areas.

Foundations of Education -

which must provide coverage in the nature of the learner (which may include the required special education course to satisfy the requirements of House Bill 671) and foundations of education which are specific to the age level and/or certificate field requested.

Curriculum and Methods - which are specific to the age level and certificate field requested.

*Expert review panels may be used for teaching fields where the numbers employed in those fields would not warrant or justify the development of criterion-referenced tests to assess teaching field competence.

Student Teaching or an Approved Substitute

The approved substitutes for student teaching are (1) a year-long internship under the joint sponsorship of an approved college and the local school system upon which at least 10 quarter hours of college credit will be earned; and (2) with at least one year of acceptable teaching experience, the applicant may complete a workshop or a practicum appropriate to the certificate requested upon which at least 10 quarter hours of college credit will be earned or 10 quarter hours in professional education courses approved in advance by the certification office.

To be acceptable for certification in Georgia, professional education courses must satisfy the conditions below.

1. Professional education courses earned by correspondence and/or by extension are not acceptable for certification in Georgia.

2. No less than a "C" grade may be accepted in the courses applied to professional education.

3. After the degree requirements have been met, these courses may not be accepted if earned at a junior college or an institution that is not approved for teacher-training.

Alternate Plan for the Professional Education Sequence for the T-4 Certificate in Early Childhood Education, Middle Grades, Secondary Fields for Which Teacher Certification Services Evaluates and for Grades K -12 (Art, Music or Health and Physical Education)
The Student Teaching Requirement may be waived for those applicants who have met all other requirements for the T-4 certificates and who have the professional education courses and the teaching experience outlined below.
1. A minimum of 20 quarter hours in acceptable professional education courses which must include at least five quarter hours in the area of human growth and development and at least 10 quarter hours of curriculum and methods, and
2. At least three years of successful teaching experience on the level for which certification is sought. The experience must be verified by the superintendent(s) for whom the applicant taught.
3. Completion of all teaching field requirements for the certificate requested.
Applicants May Establish Eligibility for the T -4 Certificate Under Any of the Following Plans
Plan I - The Georgia Approved Program
The initial T-4 certificate may be issued to a graduate of a four-year education program approved by the State Board of Education in Georgia. The applicant must secure the recommendation for professional certification from the responsible official of the Georgia college, verifying that the applicant has completed successfully the teacher education program in the specific field for which certification is requested.
Non-education majors who have been evaluated by a Georgia college against their approved teacher education program and satisfactorily remove all deficiencies and secure the above recommendation, will be considered to have qualified under this plan.

Plan II - NCATE Recommendation
The T-4 certificate may be issued to a graduate of an out-of-state approved teacher education program when the following conditions are met.
A. The institution is approved by the National Council for Accreditation of Teacher Education (NCATE) and the completed program is within 10 quarter hours of a Georgia program.
B. The responsible official of the institution recommends professional certification, verifying that the applicant has completed successfully the teacher education program in the specific field for which certification is requested.
Plan Ill - On College Recommendation Only
Teacher Certification Services does not evaluate to add the following fields to a T-4 certificate, except that the fields of Behavior Disorders and Interrelated Teacher/Special Education (BD, LD, MR) may be added by evaluation to an existing certificate.
Behavior Disorders Visually Impaired Interrelated Teacher/Special Education (BD, LD, MR) Interrelated Teacher/Early Childhood, Special Education Psychology, Sociology and Anthropology (issued for out-of-state NCATE recommendations only) Health Education Career Library Media Specialist; Safety, Driver and Traffic Education; General Home Economics*
and General Agriculture* (out-of-state programs only) Vocational Subjects - Agriculture, Home Economics, Diversified Cooperative Training, Trade

The T-4 certificate for one of these fields may be issued upon recommendation of the responsible official of the institution, verifying successful completion of the teacher education program in the specific field for which certification is requested.
Plan IV- Out-of-State, Non-NCATE Programs
The T-4 certificate may be issued to a graduate of an out-of-state approved teacher education program when the following conditions are met.
A. The responsible official of the institution recommends professional certification, verifying that the applicant has completed successfully their teacher education program.
B. Minimum certification requirements are fully satisfied for professional certification in a field in which Georgia certifies professional personnel.
TEACHING FIELD REQUIREMENTS
Teacher's Associate Professional Four-Year (T-4) Certificate
Teacher Certification Services does not evaluate credentials to establish eligibility for the initial associate professional teaching certificate. The following teaching fields are those approved by the

State Board of Education to evaluate Plan IV applicants and to evaluate for adding fields to existing T-4 certificates.

Early Childhood Education (K-4)

Teaching Field

Forty-five quarter hours selected from the following areas in which the courses are designed specifically for teachers of the young child with a maximum of 10 quarter hours in any one area.

Communication Arts- which must include a course in the teaching of reading

Language development including speaking, listening, writing, children's literature and the teaching of reading.

Social-Behavioral Sciences
Science/Mathematics Arts and Humanities Health and Physical Education

Socio-Behavioral (social sciences) and anthropological forces that shape the young child's life. This includes introductory courses in sociology, anthropology, family living and social psychology.
Physical and biological sciences and mathematics for the young child.
Creative activity in art, music, rhythm, dance and drama for the young child.
Health and physical education for the young child.

Middle Grades (4-8)

Teaching Field

Forty-five quarter hours which provide indepth preparation in at least two of the teaching areas applicable to the middle grades program. The primary concentration must contain a minimum of 25 quarter hours (which must include five quarter hours in the teaching of reading, if not previously completed) in one of the following areas.

Language Arts

which must include coverage in spelling, English grammar and composition, and preadolescent Iiteratu re.

Science

which must include coverage in at least three of the following areas: Earth Science, physics, biology, chemistry and physical science.

Social Studies

which must include coverage in geography and U.S. Historythe remainder of which may be selected from non-U.S. History, economics, political science or behavioral sciences.

Mathematics

which must include algebra and geometry.

A minimum of 10 quarter hours applied to the primary concentration must be upper division (junior or senior) level work, excluding the required course in the teaching of reading.

The secondary concentration must contain a minimum of 20 quarter hours of which 10 must be

upper division, and may be taken in any one of the teaching areas applicable to the middle grades program which includes art, music, health and physical education, career education and the areas listed above.

Applicants completing requirements for the Middle Grades (4-8) Certificate after Aug. 31, 1978, must, in addition to the above requirements, attain a qualifying score on the Middle Grades (4-8) criterionreferenced test (CRT).

Secondary Teaching Fields (7 -12)

1.

English

A. English - 45 quarter hours including grammar and composition, English and American literature, and the teaching of reading with a maximum of 15 quarter hours in such courses as speech, journalism, reading, drama and radio/tv. (Five quarter hours in the original or translation of a foreign language may be applied.)

B. Speech - 45 quarter hours selected from the following areas. General speech (fundamentals, public speaking, phonetics, parliamentary procedure, oral communication, speech correction), drama and theater (play production, acting, technical production, history of the theater, play directing), discussion and debate, and oral interpretation.

II.

Foreign Languages

A. Modern Languages (Chinese, French, German, Italian, Japanese, Russian and Spanish) 40 quarter hours for each language including grammar and composition, pronunciation and conversation, and literature. A maximum of 10 quarter hours credit may be allowed for courses in history and culture of the country or for competency acquired in high school or through residence in a foreign country.

B. Ancient Languages (Latin, Greek and Hebrew)- 30 quarter hours for each language including grammar and composition, pronunciation and literature. A maximum of 10 quarter hours may be allowed for related history and culture courses or for competency acquired in high school.
C. A second Foreign Language may be added upon earning credit'for 30 quarter hours in that language.
Note: For certification in any foreign language, a minimum of 20 quarter hours of credit in senior college or graduate courses in that language is required.

Ill. Social Sciences
A. Social Science -50 quarter hours including a minimum of 10 quarter hours in American History and 10 quarter hours in European History. The remaining 30 quarter hours are to be selected from the following areas: government, political science, economics and geography with at least two areas covered.
B. History- 40 quarter hours in history with a minimum of 10 quarter hours in American History and 10 quarter hours in European History.
C. Economics- 40 quarter hours in economics with a minimum of five quarter hours each in comparative economic systems, macro-economics, micro-economics and personal economics.

D. Geography - 40 quarter hours in geography with a minimum of five quarter hours each in human geography, methodology of geography with emphasis on field study, selected world regions and urban geography.

E. Political Science - 40 quarter hours in political science with a minimum of five quarter hours each in American constitutional law, comparative governments, history of political thought and international relations.

F. Behavioral Science- 60 quarter hours in sociology, psychology and anthropology with a minimum of 40 quarter hours in one area of concentration and 10 quarter hours in each of the other two behavioral sciences.

IV. Mathematics

Forty-five quarter hours in mathematics which may include a maximum of 10 quarter hours in physics and which must include a minimum of five quarter hours each in algebra, geometry and calculus.

V.

Science

A. Science- 45 quarter hours in science with a minimum of 10 quarter hours each in biology, chemistry and physics.

B. Biology - 40 quarter hours in biology which may include a maximum of 10 quarter hours in chemistry.

C. Chemistry- 40 quarter hours in chemistry which may include a maximum of 10 quarter hours in biology.

D. Physics - 40 quarter hours in physics which may include a maximum of 10 quarter hours selected from chemistry, calculus and analytic geometry.
E. Earth Science- 40 quarter hours in earth science with a minimum of 10 quarter hours in astronomy, 10 quarter hours in geology and five quarter hours in meteorology.
VI. Business Education
A. Comprehensive Business Education - 50 quarter hours with a minimum of 10 quarter hours in accounting, five quarter hours in business communications, five quarter hours in economics, five quarter hours in office machines, five quarter hours in office practice, six quarter hours in shorthand including an advanced course and four quarter hours in typing including an advanced course. The remainder of the courses should deal with business law, marketing, management, finance, economics, data processing, etc.
B. Bookkeeping and Business Management- 50 quarter hours with a minimum of 15 quarter hours in accounting, five-quarter hours in business communications, five quarter hours in business law, five quarter hours in economics, five quarter hours in office machines or office practice and four quarter hours in typing including an advanced course. The remainder of the courses should deal with marketing, management, finance, economics, data processing, etc.

VII. Industrial Arts
Fifty quarter hours with a minimum of five quarter hours each in drafting, woods, metals, electricity-electronics and power machines or graphic arts.
VIII. General Agriculture
A minimum of 50 quarter hours distributed among at least four of the following areas.
Agricultural economics, agricultural engineering, agronomy, horticulture, forestry, animal husbandry, dairy husbandry and poultry.
In addition, a minimum of 40 quarter hours of science distributed among at least five of the following areas.
Bacteriology, botany, chemistry, entomology, genetics, geology, physics, plant pathology, soils and zoology.

IX. General Home Economics

Sixty quarter hours with a minimum of 15 quarter hours in family and child development including a nursery school practicum; 15 quarter hours in textiles including laboratory experiences in textiles, selection and construction; 15 quarter hours in food and nutrition; and 15 quarter hours in housing, management and family economics including home management theory and residence and consumer education.

X.

Distributive Education

A minimum of 30 quarter hours in the areas of economics, merchandising, marketing, sales promotion and management with not more than 10 quarter hours in any one area.

Art, Music or Health and Physical Education (K -12)

Teaching Field

A. Art- 50 quarter hours with a minimum of 30 quarter hours selected from the following areas.

Part I - Teaching Certificates

GENERAL REQUIREMENTS
Teacher's Professional Five-Year (T-5) Certificates
The Teacher's Professional Five-Year {T-5) Certificate is the standard professional teaching credential based on the master's degree. It is valid for five years.
An applicant who attends or plans to attend an out-of-state graduate school should submit his or her master's degree program to Teacher Certification Services for approval prior to beginning the program. Special forms are available for this purpose.
The master's degree and acceptable graduate credit for certification must be earned at a regionally accredited graduate school with an approved program in the area of specialization.
Acceptable graduate credit not applicable to a graduate degree must carry resident credit with grades of "B" or better.
Eligibility for the T-5 Certificate may be established by meeting the requirements outlined under one of the following plans.
Plan I - The Georgia Approved Program
If the applicant is eligible for a T-4 Certificate in the same field, the T -5 Certificate may be issued upon completion of a master's degree program approved by the Georgia State Board of Education. If the applicant is eligible for a T-4 in another field, the T-5 may be issued upon completion of the combined graduate and undergraduate courses which meet the teaching field requirements for both the T-4 and T-5 certificates. The applicant must secure the recommendation of professional certification from the responsible official of the Georgia college verifying that the applicant has completed successfully the graduate teacher education program in the specific field for which certification is requested.
Plan II - NCATE Recommendation
The T-5 Certificate may be issued to the applicant who is eligible for a T-4 in the same field and who meets the following requirements.
A. Holds the master's degree from a regionally accredited institution which has NCATE (National Council for Accreditation of Teacher Education) approved programs in the areas in which Georgia issues certificates for teaching.
B. Has the recommendation for professional certification from the responsible official of the institution verifying that the applicant has completed successfully the NCATE program in the specific field for which certification is requested.
C. The program is within 10 quarter hours of a comparable Georgia program.
Plan Ill -On College Recommendation Only
Teacher Certification Services does not evaluate programs for the fifth -year certificate in any of the following fields or to add one of these fields to a T -5 certificate except for the fields of Behavior Disorders, Interrelated Teacher/ Special Education (BD, LD, MR), Director of Special Education and Director of Vocational Education . Requirements are outlined elsewhere in this bulletin for adding these fields.

Completion within two courses of the combined requirements for both the T -4 and the T-5 certificates. Plan V- Evaluations for Certification Teacher Certification Services evaluates the qualifications of all applicants who are not eligible for the T-5 certificates on a college recommendation under Plan I, II, Ill or IV. Evaluations are made according to minimum requirements approved by the State Board of Education.

TEACHING FIELD REQUIREMENTS
Teacher's Professional Five-Year (T-5) Certificate
General Requirements A general requirement for all T-5 certificates is the completion of acceptable graduate credit as follows.
Ten quarter hours in professional education courses applicable to the following areas. a. Courses dealing with the nature of the learner and the psychology of learning b. Courses dealing with the program of the school and the problems of the school. Teaching field and prerequisite requirements for the various fifth-year teaching certificates are as follows. Effective July 1, 1978, applicants for the initial Georgia teaching certificate must attain a satisfactory score on the teaching field criterion-referenced test for the certificate requested.
Early Childhood Education (K-4) 1. Eligibility for the T-4 certificate in Early Childhood Education or Elementary Grades.
2. Twenty-five quarter hours in subject matter or content courses applicable to the following area.
Courses for the early childhood education teacher to include five quarter hours in communication arts (language development including speaking, listening, writing, reading and children's literature) and 20 quarter hours selected from the following areas with a maximum of five quarter hours in any one area: mathematics for the young child, science for the young child, creative activity in art, music, rhythm, dance and drama for the young child and health and physical education for the young child. If the applicant is eligible for the T -4 certificate in a field other than Early Childhood Education, the T-5 certification for Early Childhood Education may be issued upon the completion of the requirements outlined above provided the applicant has a total of 45 quarter hours in the combined undergraduate and graduate courses which must include five quarter hours in the teaching of reading, five quarter hours in child growth and development with focus on the young child, five quarter hours in
general curriculum and/or methods for early childhood education and five quarter hours in a college~
supervised practicum or internship in a preschool and primary classroom.
Middle Grades (4-8) 1. Eligibility for the T-4 Certificate in Middle Grades (4-8).
2. Twenty-five quarter hours in the subject matter or content courses applicable to the following area.
Courses for the middle grades' teacher which provide preparation in at least two of the teaching areas identified in the primary and secondary areas below :

The primary concentration (15 quarter hours) must be selected from language arts, mathematics, science or social science.
The secondary concentration ( 10 quarter hours) may be selected from any one of the teaching areas applicable to the middle grades program which includes music, art, health and physical education , career education and the areas listed above.
If the applicant is eligible for a T-4 certificate in another field, the T-5 certificate in Middle Grades (4-8) may be issued upon completion of the requirements outlined above, plus the following courses, either graduate or undergraduate. Five quarter hours in the teaching of reading, five quarter hours in the nature and needs of the 4-8 learners and five quarter hours in a supervised practicum or internship with specific curriculum/methods experiences in any one of the 4-8 grades or two years of acceptable teaching experiences in grades 4-8.
Applicants completing requirements for the Middle Grades (4-8) after Sept. 1, 1978, must also attain a satisfactory score on the Middle Grades Criterion-Referenced Test (CRT).
Secondary Teaching Fields (7-12)
1. Eligibility for the T-4 certificate in the same field.
2. Twenty-five quarter hours in subject matter or content courses applicable to the following area.
Courses dealing with the specific field in which the certificate is issued except for the fields of English, science or social science which require coverage in at least three areas within the field.
If the applicant is eligible for the T -4 certificate in another field, the T -5 certificate for one of these secondary fields may be issued upon completion of the requirements outl ined above provided the applicant has the combined undergraduate and graduate courses which meet the "Teaching Field" requirements specified for the T-4 certificate in the secondary field.
Art, Music or Health and Physical Education (K-12)
1. Eligibility for the T-4 in the same field .
2. Twenty-five quarter hours in the subject matter or content courses applicable to the following area.
Courses dealing with the specific field in which the certificate is to be issued.
If the applicant is eligible for the T -4 certificate in another field, the T -5 certificate for one of these K-12 fields may be issued upon completion of the requirements outlined above provided the applicant has the combined undergraduate and graduate courses which meet the "Teaching Field" requirements specified for the T-4 certificates in the K-12 fields.
Special Education Fields (K-12)
1. Eligibility for the T-4 certificate in the same field.
2. Twenty-five quarter hours in subject matter or content courses applicable to the following area.
Courses dealing with the specific field in which the certificate is to be issued.

If the applicant is eligible for the T-4 certificate in another field, the T-5 certificate for one of these special education fields may be issued upon completion of the requirements outlined above provided the applicant has the combined undergraduate and graduate courses which meet the "Teaching Field" requirements specified for the T-4 certificate in the special education field plus five quarter hours in methods and materials for teaching in the specific field and five quarter hours in a supervised practicum or internship in the specific field.
Career Library Media Specialist (K-12)
1. Eligibility for a T-4 certificate.
2. Twenty-five quarter hours in subject matter or content courses applicable to the following area.
Courses in library media resources and services to include such areas as analysis, evaluation, selection and design of printed and audiovisual material; procedures for the utilization of materials by pupils, teachers, and other school personnel; objectives, functions and program of the media center; administration and organization of materials and media services; communications theory; information science, including the understanding of the theory, design and execution of instructional systems; methods of research and techniques of its application. The combined undergraduate and graduate courses in library media should total at least 45 quarter hours.
A person who earned a bachelor's degree in library science at the five-year level from a library school accredited by the American Library Association and who earned such degree prior to the time the institution granted a master's degree for the first year of graduate work, shall qualify for a five-year career library media specialist certificate.
Reading Specialist (K-12)
1. Eligibility for a T-4 certificate.
2. Twenty-five quarter hours in subject matter or content courses applicable to the following area.
Courses in reading dealing with such areas as the reading program, reading disabilities and diagnosis of reading difficulties.
Adult Education
1. Eligibility for a T-4 certificate.
2. Thirty quarter hours as follows.
Fifteen quarter hours in course work related to the methods/materials of teaching adults, psychology of learning, curriculum development for adult programs, foundations of adult education or problems of adult education; 15 quarter hours in subject area content courses based upon the assessed need of the student and five quarter hours in educational research.

Five-Year Certificates for Non-Teaching Positions
Requirements for Provisional and Professional Five-Year Certificates for Non-Teaching Positions
The standard entry level certificate for one of these positions is the professional certificate based on the master's degree from a regionally accredited graduate school. This certificate is valid for five years.
A provisional certificate for one of these positions may be issued to the applicant who meets the established course and experience requirements for that certificate.
An applicant who attends or plans to attend an out-of-state graduate school should submit his five-year master's degree program to Teacher Certification Services for approval in advance of completing the program. Special forms are available for this purpose.
The ma~ter's degree and acceptable graduate credit for certification must be earned at a regionally accredited graduate school with an approved program in the area of specialization.
Acceptable graduate credit not applicable to a graduate degree must carry resident credit with grades of "8" or better.
Certification Plans
If the applicant meets prerequisite requirements, eligibility for these certificates may be established by meeting the requirements outlined under one of the following plans.
Plan I - The Georgia Approved Program
Completion of a master's degree program approved by the State Board of Education in Georgia. The responsible official of the Georgia institution must recommend issuance of the certificate, verifying that the applicant has completed successfully the graduate program and prerequisite requirements in the certification area requested.
Plan II - On NCATE Recommendation
1. Holds the master's degree from a regionally accredited institution which has an NCATE (National Council for Accreditation of Teacher Education) approved program in the certification area requested.
2. Qualifies for the appropriate professional certificate at the fifth-year level, the certificate having been issued by the state in which the institution is located.
3. Has the recommendation for professional certification from the responsible official of the institution, verifying that the applicant has completed successfully the NCATE program in the requested area of certification.
4. Satisfies prerequisite requirements for the certificate.
Plan Ill - Certification by Evaluation
Teacher Certification Services evaluates the qualifications of all applicants who are not eligible for certificates under Plans I or II.

Administration and Supervision Provisional (AS-4)
(To Be Eliminated July 1, 1979) 1. Eligibility for a T-4 Certificate. 2. Fifteen quarter hours of acceptable graduate credit from an approved institution in courses
dealing with school administration and supervision to include at least five quarter hours in school administration. (A maximum of five quarter hours of graduate credit in curriculum and instruction for school administrators and supervisors would also be applicable.) 3. One year of acceptable school experience. 4. The AS-4 certificate is valid for one year and renewable upon earning credit for two additional graduate courses toward the AS-5 certificate.

PROJECTED CHANGES
Certification Policies for Leadership Personnel
1. Effective July 1, 1979, the Provisional Administration Certificate (AS-4) is eliminated and replaced with a nonrenewable Provisional Leadership Certificate (BAS-5) valid for three years. This certificate would be issued to an applicant based upon
a. completion of a master's degree
b. completion of 15 quarter hours of acceptable graduate credit toward the AS-5 certificate
c. verification by the local superintendent of intent to employ the applicant in a leadership role and
d. possession of a renewable certificate at the fifth-year level.
This certificate can be converted to an AS-5 certificate upon meeting requirements for that certificate.
Administrative Procedures
Holders of existing AS-4 certificates may continue to function with those certificates so long as the required annual renewal requirements are completed.
2. Effective July 1, 1980 (persons who will retire on or before Sept. 1, 1982, shall not be affected by this policy), the standard entry-level leadership certificate is designated as a nonrenewable AS-5 certificate valid for five years. This certificate would be issued to an applicant based upon
a. possession of a master's degree
b. completion of an approved program in school administration/supervision
c. submission of a qualifying score on a job-related criterion-referenced test (contingent upon the development of valid and reliable assessment instrumentation and administration procedures) and
d. possession of a renewable certificate.
This certificate may be converted to a renewable professional AS-6 certificate through meeting requirements for that certificate.
3. Effective July 1, 1980, the professional leadership certificate is designated as the renewable AS-6 certificate valid for seven years. This certificate would be issued to an applicant based upon
a. possession of or eligibility for a nonrenewable AS-5 certificate
b. completion of an approved sixth-year program in administration and supervision and
c. verification by a qualified evaluator of acceptable on-the-job performance for at least one year, as assessed against leadership competencies identified for the appropriate major leadership assignment area (contingent upon the development of valid and reliable assessment instrumentation and administrative procedures).

This certificate may be renewed through earning 10 quarter hours of credit addressing an area of assessed need. These credits can be earned through either college courses or local staff development plans which have been specifically approved for certification renewal.
Administrative Procedures a. Verification of acceptable on-the-job performance by a qualified evaluator, in the case of
practicing school administrators, may be accomplished prior to, during or after the completion of the sixth-year program of studies. b. For persons not employed as school administrators, the performance evaluation may be completed during an internship as a part of the sixth-year program.
4. Effective July 1, 1980, the renewable D-7 Administration/Supervision Leadership Certificate, valid for seven years, would be issued upon a. completion of an approved doctoral program in education leadership and b. eligibility for the renewable AS-6 certificate. This certificate may be renewed through earning 10 quarter hours of credit addressing an area of assessed need. These credits can be earned through either college courses or local staff development plans which have been specifically approved for certification renewal.
Director of Vocational Education Five-Year (VE-5) Certificate 1. Eligibility for a T-4 or renewable Vocational (VR -4) Certificate.
2. Ten quarter hours in professional education courses in the following areas. a. Five quarter hours in a course dealing with the nature of the learner. b. Five quarter hours dealing with foundations of vocational education . Thirty quarter hours in content courses applicable to the following areas. Ten quarter hours in courses dealing with school administration and supervision.
Five quarter hours in curriculum and instruction.
Fifteen quarter hours in Vocational Leadership selected from the following.

2. Twenty-five quarter hours in specialized courses applicable to the following area.
Courses dealing with the area of specialization with at least 15 quarter hours in institutional management (purchasing, organization and management and quantity cookery). The remaining 10 quarter hours may deal with food and nutrition.
3. Three years of acceptable experience in teaching, in school lunch management, or other institutional food service management or supervision.
The School Lunch Director's Provisional Five-Year (BSL-5) Certificate
The BSL-5 may be issued to an applicant who is eligible for the BSL-4 certificate and who has met all of the following requirements.
1. The master's degree from a regionally accredited graduate institution with 15 quarter hours of graduate credit in institutional management (purchasing, organization and management, and quantity cookery) **
2. Three years of acceptable experience in teaching, school lunch management, or other institutional food service management or supervision.
This certificate is valid for three years and is renewable upon earning credit for 10 quarter hours toward the Professional (SL-5) Certificate.
* Vocational field will be defined by the State Plan for Vocational Education . ** These courses are also applicable to the specialized courses required for the SL-5 certificate.

The School Lunch Director's Provisional Four-Year (BSL-4) Certificate
The BSL-4 may be issued when all the following requirements have been met.
1. The bachelor's degree from a regionally accredited four-year college with a major in home economics education, food science, nutrition science, dietetics, institutional management, elementary education, business administration, biological sciences, chemistry or physics including the following.
a. Ten quarter hours in food and nutrition in senior division courses for which organic chemistry is a prerequisite and 15 quarter hours in the areas of
1. Psychology and/or sociology of the school -age child' and/or adult
2. Personnel management and/or
3. Methods and principles of education with not more than 10 quarter hours in any one area, or
b. Evidence of having met membership requirements of the American Dietetic Association.
2. Three years of acceptable experience in teaching, in school lunch management or other institutional food service management or supervision.
Th is certificate is valid for three years and is renewable upon earning credit for 20 quarter hours toward the Professional (SL-5) Certificate.
Director of Special Education (DE)
Plan I
1. Eligibility for a Teacher's Professional Four-Year (T-4) Certificate.
2. Completion of a Georgia approved program and the professional recommendation of the preparing institution.
3. Three years of acceptable school experience.
Plan II - Endorsement by Evaluation
1. Eligibility for a professional fifth- or sixth -year certificate in any area of special education.
2. See requirements outlined in this bulletin under Conversions (to Leadership).
PUPIL PERSONNEL SERVICES
Prerequisite and Content Requirements
Effective July 1, 1978, or as soon as valid and reliable instruments are developed, an additional requirement for all Pupil Personnel Services (school counselor, school social worker/visiting teacher and school psychologist/ psychometrist) certificates will be the attainment of a qualifying score on the criterion-referenced test for the certification area requested . For those fields not targeted for criterion -referenced test development, a review panel of experts in the field may be used to verify competence in the field.

School Counselor (SC-5)
1. Eligibility for the T-4 Certificate or the renewable Vocational (VR-4) Certificate.
2. Completion of an approved school counselor program containing a minimum of 25 quarter hours in school counseling and the professional recommendation of the preparing institution.
3. Three years of acceptable school experience or approved work experience in an educational or vocational guidance setting.
The School Counselor's Provisional Five-Year (BSC-5) Certificate
This certificate may be issued to an applicant who has completed all requirements for the SC-5 certificate except the three years of acceptable experience. The BSC-5 will be valid for the number of years the applicant needs in order to complete the three-year experience requirement.
Holders of existing valid School Counselor's Provisional (SC-4) Certificates may continue to function with those certificates so long as the renewal requirements are completed.
School Social Worker/Visiting Teacher (SW-5) Certificate
1. Eligibility for a T-4 Certificate.
2. Twenty-five quarter hours in professional education courses applicable to the following area.
Courses especially designed for the visiting teacher and the school social worker.
3. Three years of acceptable school experience or a year-long internship under supervision of a college or a qualified professional through an approved local staff development plan. The staff development plan must meet the standards and be specifically approved by the State Board of Education for certification renewal.
Minimum Requirements for the School Social Worker/Visiting Teacher's Provisional Certificate (BSW-5)
The School Social Work/Visiting Teacher's Provisional (BSW-5) is established and authorized for those applicants who have completed all requirements for the SW-5 except for the required experience.
Holders of existing valid Visiting Teacher's Provisional (VT-4) Certificates may continue to function with those certificates so long as the renewal requirements are completed.
The SW-5 Based on a Master of Social Work Degree
The SW-5 certificate may be issued to the applicant who holds a Master of Social Work Degree from an accredited institution with an approved program and who is recommended by the appropriate institutional official.
The School Psychometrist's Certificate (PM-5)
1. The prerequisite for this certificate is the bachelor's degree
2. Twenty-five quarter hours in professional education courses applicable to the following area.

Courses designed for the school psychometrist including a minimum of five quarter hours dealing with orientation to school psychometry, 10 quarter hours dealing with child assessment to include intellectual and personality assessment, and five quarter hours in a practicum or internship in school psychometry.
3. A recommendation certifying competency of the individual to serve as a school psychometrist from an authorized official of the approved institution where the individual obtained his or her practicum or internship training. This may result in more course work being required by the training institution.
4. Three years of acceptable school experience or three years of appropriate substitute psychometric experiences.
Minimum Requirements for the School Psychometrist's Provisional Five-Year (BPM-5) Certificate
The BPM -5 certificate may be issued when the applicant has met all of the requirements for the PM-5 except the three years of acceptable experience. The BPM -5 certificate will be valid for the number of years the applicant needs in order to complete the experience requirement.
The Audiologist's Professional Five-Year (AU -5) Certificate
Eligibility for the AU -5 certificate may be established by an applicant who holds the bachelor's degree and meets the requirements outlined under one of the following plans.
Plan I - The Georgia Approved Program
1. Completion of a master's degree program approved by the Georgia State Board of Education.
2. The responsible official of the Georgia institution must recommend issuance of the certificate, verifying that the applicant has completed successfully the graduate program in Audiology for the AU-5 certificate.
Plan II - NCATE Recommendation
1. Holds the master's degree from a regionally accredited institution wrich has NCATE (National Council for Accreditation of Teacher Education) approved programs in the area of audiology.
2. Qualifies for the professional certificate at the fifth -year level in the field of audiology, the certificate having been issued by the state in which the institution is located.
3. Has the recommendation for professional certification from the responsible official of the institution, verifying that the applicant has completed successfully the NCATE program in audiology.
4. Has completed 275 clock hours of practicum in the field of audiology which included 75 clock hours with children. Verification of this will be required on Form IC-10FF.
Plan Ill - Georgia Licensure
1. Holds the master's degree in audiology from a regionally accredited institution which has an approved program for the field of audiology.
2. Holds a valid license to practice audiology in the State of Georgia.

3. Has completed 275 clock hours of practicum in the field of audiology which included 75 clock hours with children. Verification of this will be required on Form IC-10FF.

Plan IV- Based Upon the American Speech and Hearing Association

1. Holds the master's degree in audiology from a regionally accredited institution which has an approved program in the field of audiology.

2. Holds a valid certificate of clinical competency from ASHA in audiology.

3. Has completed 275 clock hours of practicum in the field of audiology which included 75 clock hours with children. Verification of this will be required on Form IC-10FF.

Plan V - Evaluation for Certification

Teacher Certification Services evaluates the qualifications of all applicants who are not eligible for the certificate in audiology under Plan I, II , Ill or IV. The following requirements apply .

1. Holds a master's degree from a regionally accredited institution.

2. A total of 90 quarter hours in the combined bachelor's and master's degrees of which 45 quarter hours must be graduate credit completed at an institution with an approved program in audiology distributed as follows.

a. Basic Speech and Hearing Sciences

30 quarter hours

b. Audiology/Hearing Rehabilitation

50 quarter hours

c. Supportive Areas in Education approved by the Office of Teacher Certification Services

10 quarter hours

3. Has completed 275 clock hours of practicum in the field of audiology which included 75 clock hours with children. Verification of this will be required on Form IC-10FF.

The Speech and Language Pathologist Five-Year (SLP-5) Certificate
Eligibility for the SLP-5 certificate may be established by meeting the requirements outlined under one of the following plans.
Plan I - The Georgia Approved Program
A. Eligibility for a T-4 in Speech Correction or SLP-4 certificate until July 1, 1978, at which time the SLP-4 is eliminated.
B. Completion of a master's degree program approved by the State Board of Education in Georgia.
C. The responsible official of the Georgia institution must recommend issuance of the certificate, verifying that the applicant has completed successfully the graduate program in speech and language pathology.

Plan II - Based on NCATE Recommendation

A. Eligibility for a T-4 in Speech Correction or SLP-4 certificate until July 1, 1978, at which time the SLP-4 is eliminated.

B. Holds the master's degree from a regionally accredited institution which has completed an

Plan Ill - Based on Georgia Licensure

A. Holds a master's degree in speech and language pathology from a regionally accredited institution which has an approved program for the field of speech and language pathology.

B. Holds a valid license to practice speech pathology in the State of Georgia.

C. Has completed 275 clock hours of practicum in the field of speech and language pathology which included 75 clock hours with children. The hours should be distributed among the four areas of articulation, voice, fluency and language. Verification of this will be required on Form IC-1OF.

Plan IV- Based Upon the American Speech and Hearing Association

A . Holds a master's degree in speech pathology from a regionally accredited institution which has an approved program for the field of speech and language pathology.

B. Holds a valid certificate of clinical competence from ASHA in speech and language pathology.

Plan V - Evaluations for Certification

A. Eligibility for the T-4 in Speech Correction or SLP-4 certificate until July 1, 1978, at which time the SLP-4 is elim inated.

B. Holds a master's degree from a regionally accredited institution.

SECTION IV SIX- AND SEVEN-YEAR CERTIFICATES

GENERAL REQUIREMENTS
Six-Year Certificates for Teaching and Non-Teaching Positions
The holder of a six-year certificate is considered a specialist in the field or area of certification. This certificate is based on a sixth year of college training- a minimum of 45 quarter hours in a planned graduate program beyond the master's degree and the first professional five-year certificate. Applicants who began their six-year programs after Sept. 1, 1968, will be required to complete a program on which the graduate institution will confer some type of degree, certificate or diploma. Georgia does not issue certificates based upon NCATE recommendations at the six-year level.
However, applicants who have completed all other requirements for the initial six -year certificate and can submit verification from the dean of the graduate school that they have completed the following requirements may be issued the appropriate six -year certificate.
1. Been granted unconditional admission to candidacy for the doctor's degree.
2. Completed preliminary screening.
3. Completed all course work and been given approval of their dissertation topic.
The six-year certificate is valid for seven years. Provisional certification is not issued at the six-year level.
The six-year program, a doctoral program and supplementary graduate credit for certification should be earned at a regionally accredited graduate school with an approved program in the area of specialization. Supplementary graduate credit not applicable to a graduate degree must carry resident credit with grades of "8" or better.
Eligibility for the six-year certificate may be established by meeting the criteria below.
Applicants who completed all six-year certification requirements prior to Feb. 12, 1976, with the exception of the minimum NTE score, may be issued upon application.
Applicants enrolled in approved six-year programs prior to Feb. 12, 1976, will be allowed to complete the program under the requirements existing at the time of enrollment except for the minimum NTE score.
Applicants enrolled in the six-year program after Feb. 12, 1976, and prior to Jan. 1, 1977, will be allowed to complete the program under the requirements existing at the time of enrollment in the program.
Applicants enrolled in six-year programs after Jan. 1, 1977, and prior to July 1, 1977, must provide documentation from the responsible official of the institution that the applicant met the admission standards for entering the six-year program.
Applicants enrolled in six-year programs after July 1, 1977, and prior to July 1, 1978, must provide the above and documentation from the responsible official of the institution that the applicant met the improvement criteria regarding teaching field, professional knowledge and on-the-job performance established by the institution for completing the six-year program.
Applicants who enroll in six-year programs after July 1, 1978, must provide the above, and will be required to meet the teaching field knowledge criterion established for the nonrenewable certificate and would further be required to meet the on-the-job performance standards established for the renewable teaching certificate.

ENROLLMENT is defined for the purpose of six-year certification as the point at which the student is officially admitted to the six -year program.
Plan I - The Georgia Approved Program
If the applicant is eligible for a fifth-year certificate in the same field or area, the six-year certificate may be issued upon completion of a six-year program approved by the Georgia State Board of Education. The applicant must secure the recommendation for the certification from the responsible official of the Georgia college verifying that the applicant has completed successfully the graduate teacher education program in the specific field for which certification is requested. In addition, the applicant must have three years of acceptable experience.
Plan II - On College Recommendation Only
Teacher Certification Services does not evaluate programs for the sixth-year certificate in any of the following fields or to add one of these fields to the six -year certificate except for the fields of Behavior Disorders, Interrelated Teacher/Special Education (BD, LD, MR), Director of Special Education and Director of Vocational Education. Requirements are outlined elsewhere in this bulletin for adding these fields.

Plan Ill -Evaluations for Certification
Teacher Certification Services evaluates the qualifications of all applicants who are not eligible for a six -year certificate based on a college recommendation under Plans I or II.

SIXTH-YEAR TEACHING AND NON-TEACHING FIELDS
Prerequisite and Content Requirements
General Requirements
1. Eligibility for a professional five-year certificate in the same field or area.
2. Completion of an approved six-year program from a regionally accredited institution with a minimum of 45 quarter hours of graduate credit beyond the master's degree and the first professional five-year certificate.
3. The recommendation of the responsible official of the institution verifying that the applicant has completed successfully the six-year program in the specific field or area for which certification is requested.
4. Three years of acceptable experience.
5. Twenty quarter hours in professional education courses applicable to the following areas.
a. Courses dealing with the nature of the learner and the psychology of learning.
b. Courses dealing with the program of the school and the problems of the school.
In addition to these general requirements and prerequisite requirements, teaching field requirements in the combined masters' degree, six-year program and any other approved graduate work are as follows.
The Teacher Specialist's Six-Year (TS-6) Certificate
1. Fifty quarter hours in subject matter or content courses applicable to the following area.
Courses dealing with subject matter or content, the major portion of which must be in the teaching field. The remainder of the work may be selected from closely related fields.
The TS-6 certificate for the Career Library Media Specialist should total 65 quarter hours in library media courses, 50 quarter hours of which must be in graduate courses.
2. Three years of acceptable school experience.
Administration and Supervision -Professional Six-Year (AS-6)
1. Fifty-five quarter hours in courses applicable to the following areas.
a. Fifty quarter hours in courses dealing with elementary and secondary school administration and supervision.
b. Five quarter hours in a course dealing with curriculum and instruction for school administrators and supervisors.
2. Ten quarter hours in courses dealing with educational research.
3. Three years of acceptable school experience or two years of acceptable school experience and one year of approved military administrative experience or approved work experience in administration.

program. 2. The recommendation of the responsible official of the institution, verifying that the applicant
has completed successfully the institution's approved Master of Social Work Degree program. 3. A school field placement in the graduate program or, if the field placement was in another
area, such as welfare, college credit for an approved internship in social work in a school setting. 4. Three years of acceptable school experience.
Associate School Psychologist's Six-Year (SP-6) Certificate 1. Fifty quarter hours in courses applicable to the following area.
The major portion of the 50 quarter hours should deal with courses especially designed for the school psychologist to include a minimum of five quarter hours dealing orientation to school psychology; 10 quarter hours dealing with child assessment to include intellectual and personality assessment; and five quarter hours in a practicum or internship in school psychology. The remainder of the work may deal with related subjects which strengthen the area of specialization. 2. Ten quarter hours in courses dealing with educational research. 3. The recommendation of the responsible official of the institution, verifying that the applicant has completed successfully the six-year program for the associate school psychologist with certification of the competency of the applicant to serve in this position. This may result in more course work being required by the training institution. 4. The applicant must have three years of acceptable school experience or three years of appropriate substitute psychometric experience.

DOCTORAL CERTIFICATES The Doctoral (D-7) Certificate If an applicant is eligible for a six-year certificate, the D-7 certificate may be issued in the same field or area when all of the following requirements have been met. A. Completion of an approved doctoral program from a regionally accredited graduate institution. (It is the institution's responsibility to plan the doctoral program in terms of the student's field of service and individual needs.) B. The recommendation of the responsible official of the graduate institution verifying 1. that the applicant has completed successfully the institution's doctoral program in the field for which certification is requested. 2. that the applicant has completed a program which requires a research-based project or projects and that the individual has demonstrated competence* to identify significant educational problems and to apply appropriate research procedures to solve these problems. C. Three years of acceptable school experience. Any type of certificate may be added to a D-7 certificate when eligibility for the six-year certificate in that field or area has been established.
*Verification of demonstrated research competencies may be through a formal defense before a committee composed of faculty members of the institution or an external committee selected by the institution . Any external committee must be composed of persons holding the earned doctorate in education or a field related to the student's area of study, employed by agencies other than the one employing the person evaluated . If a pattern other than the formal defense is followed to verify demonstrated research competencies, then an acceptable procedure must be explained in writing by the institution granting the degree.

SUPPLEMENTARY CERTIFICATES
In general the applicant who wishes to add a new teaching field or an endorsement to a certificate or to qualify for an additional type of certificate should write to Teacher Certification Services requesting an official evaluation . It should be noted, however, that Teacher Certification Services does not evaluate for certain fields and certain types of certificates for which a college recommendation is always required.
In earning supplementary credit for certification purposes, the following general rules and regulations are applicable.
1. All supplementary credit must be earned at regionally accredited institutions.
2. To be accepted as graduate work, graduate courses earned outside a graduate degree program must be resident credit with grades of "B" or better.
3. Not more than one-fourth of the total credit for a teaching field at the four-year level may be taken by correspondence or extension, and at least one-half of the courses applied to the teaching field must be completed in courses above freshman and sophomore college levels.
4. No less than a "C" grade may be accepted in the courses applied to a teaching field at the fouryear level.
5. After degree requirements have been met, professional education courses may not be accepted if earned at a junior college or at an institution that is not approved for teacher training.
ENDORSEMENTS
The following are endorsements which may be added or brought forward to teachers' certificates as indicated. None of these may appear on a teacher's certificate as the only area of certification and may not appear on a provisional certificate except the B-5 for which T -4 eligibility has been established.
1. Adult Education may be added with five quarter hours of college credit (graduate or undergraduate as is appropriate) or the equivalent in a local staff development plan specifically approved by the State Board of Education for certificat ion renewal , which provides coverage in methods and materials for teaching adults, adult psychology and learning, and individualized instruction.
This endorsement may be added to a T-4, T-5 or to a TS-6 certificate.
Effective Jan. 1, 1978, all Adult Education teachers (full - and part-time) must hold a valid teaching certificate endorsed for Adult Education.
2. Associate Library Media Specialist (ALMS)
Twenty quarter hours of resident library media credit to include five quarter hours in each of the following areas.
Selection and utilization of library media . Reference and information services. Cataloging and classification. Administration and operation of the library media center.

This endorsement may be added to a T-4 or to a T-5 certificate, or may be brought forward from a T-4 to a T-5 certificate. It may not be added to or brought forward to a TS-6 certificate.
3. Career Exploration (PECE)
Twenty quarter hours of graduate credit earned at an institution with an approved program in guidance and counseling to include five quarter hours in each of the following areas.
Introduction to educational and career exploration. Occupational information service. Group dynamics in relation to work roles used in teaching career exploration. An internship including career exploration on a full -time basis for a period of nine months
or longer.
This endorsement may be added to a T-4, T-5 or to a TS-6 certificate, to an SC-5 and to an SC-6 certificate and may be brought forward from the lower to the higher level certificates.
4. Coordinator of Cooperative Vocational Education (CVAE)
Fifteen quarter hours of graduate or undergraduate credit earned at an institution with an approved program in vocational education to include five quarter hours in each of the following areas.
Cooperative Education. Guidance for the handicapped and disadvantaged. A supervised practicum or internship to be completed by the end of the first year following
employment as a teacher coordinator.
This endorsement may be added to a T-4, T-5, TS-6, SC-5 or to a SC-6 certificate and may be brought forward from a T-4 to a T-5 and to a TS-6 certificate, or from an SC-5 to an SC-6 certificate.
5. Gifted
Fifteen quarter hours of graduate credit to include five quarter hours in each of the following areas.
Understandings and skills in the needs of the gifted. Methods, materials and curriculum for the gifted. Educational measurement.
One year of acceptable teaching experience.
This endorsement may be added to teaching, counseling, administration and supervision and instructional supervision certificates at all levels, and may be brought forward to the higher levels of appropriate certificates.
6. Hospital and Home Instruction
Fifteen quarter hours of resident credit to include five quarter hours in each of the following.
A survey course on exceptional children or psychology of exceptional children. Medical aspects of crippling and special health conditions of multi'-handicapped children. S~pervised student teaching, practicum or internship with hospitalized, homebound or
cnppled children.

8. Supervising Teacher Service
Fifteen quarter hours of resident credit from an approved institution in special preparation for the service or completion of an approved competency -based STS program .
This endorsement may be added to a T-4, T-5 or TS-6 certificate, and may be brought forward from a T-4 to a T-5 and to a TS-6 certificate.
9. Teacher/Visually Impaired
Twenty-five quarter hours to include five quarter hours in each of the following areas.
A survey course on exceptional children. Anatomy and hygience of the eye. Educational procedures for visually impaired. Braille reading, writing and teaching procedures. Student teaching with visually handicapped or an approved subst it ute.
This endorsement may be added to a T-4 certificate with undergraduate or graduate credit. It may be added to a T-5 or TS-6 certificate with graduate credit only. It may be brought forward from a T-5 to a TS-6 certificate.
10. Related Vocational Specialist
Fifteen quarter hours of college credit to include five quarter hours in Vocational Development in Curriculum for the Handicapped, five quarter hours in Vocational and Technical Education for the Handicapped and five quarter hours in a year-long internship on the job.
This endorsement may be added to a T-4 or higher level of certificate in any special education field and may be carried forward to higher levels of certificates.

ADDING FIELDS TO TEACHERS' CERTIFICATES
I. To Add Fields to T-4 Certificates

Teacher Certification Services does not evaluate programs for adding the following fields to a T-4 certificate.

One of these fields may be added to a T-4 certificate only upon recommendation of the responsible official of a regionally accredited four-year college with an approved program, verifying that the applicant has completed successfully the teacher education program in the specific field for which certification is requested.
B. Evaluation by Teacher Certification Services
Teacher Certification Services evaluates programs for adding fields to a T-4 certificate except the fields which may be added only on a college recommendation.
Early Childhood Education (K-4)
a. To Middle Grades, A Secondary Field, A Field for Grades K-12 or a Special Education Field
*Teacher Certification Services evaluates to add Interrelated Teacher/Special Education to existing certificates in BD, LD and MR .

listening, writing and reading. Curriculum and/or methods for Early Childhood Education or an internship or workshop in
Early Childhood Education or the completion of two years satisfactory teaching experience in grades K-4.
Middle Grades (4-8)
a. To Early Childhood Education, A Secondary Field (except for the Fields of English, Science, Mathematics and Social Sciences), A Field for Grades K-12 or a Special Education Field
Credit required for the teaching field as specified in Section II (fourth -year certificate) plus five quarter hours in the nature and curriculum needs of the 4-8 learner and five quarter hours in a supervised practicum or internship with specific curriculum/methods experiences in any one of the 4-8 grades or two years of teaching experience in grades 4-8.
b. To Existing Elementary (1 -8) Certificates and the Secondary Fields of English, Science, Mathematics and Social Sciences
Fifteen quarter hours of college credit or the equivalent in a local staff development plan specifically approved by the State Board of Education for certification renewal to include five quarter hours in each of the following.
The nature and curriculum needs of the middle grades learner. The teaching of reading. A supervised practicum or internship in a middle grades setting or two years of acceptable
teaching experience in grades 4-8.
Effective Sept. 1, 1978, all applicants seeking this endorsement must also attain a qualifying score on the Middle Grades Criterion-Referenced Test.

Five quarter hours in Methods and Materials for Teaching Children with Emotional Disturbances or Behavior Disorders.
Ten quarter hours in a Supervised Internship of Children with Emotional Disturbances or Behavior Disorders.
Five quarter hours in the Teaching of Reading. Ten quarter hours selected from the following with a maximum of five quarter hours in any area.
Abnormal Psychology Behavior Modification and/or Management of Exceptional Children Tests and Measurements

a. To a T-4 in Mental Retardation, Learning Disabilities or Behavior Disorders

Fifteen quarter hours of undergraduate or graduate work as is appropriate which provides coverage of characteristics of children with mild handicapping conditions, methods and materials of teaching children with mild handicapping conditions, a supervised practicum with mildly handicapped children which cut across the three areas of LD, BD and MR and five quarter hours in the teaching of reading.
Plan II
Five quarter hours in nature or characteristics. * Five quarter hours in methods and materials.* Five quarter hours of practicum. * Five quarter hours in the teaching of reading. *

Fifty quarter hours of acceptable graduate credit in the subject matter or content which must include all courses required for adding this field to a T-4 certificate. The remainder of the work may be selected from closely related fields.
6. Interrelated Teacher/Special Education (BD, LD , M R)
May be added to a TS-6 in Behavior Disorders, Learning Disabilities or Mentally Retarded upon completion of graduate credit which satisfies the requirements as specified for adding it to the T-4 certificate.
7. Career Library Media Specialist
Fifty quarter hours of acceptable graduate credit in library media courses, plus 15 quarter hours of additional credit in library media courses that can be done in either undergraduate or graduate work for a combined total of 65 quarter hours.
ADDITIONAL TYPES OF CERTIFICATES
If the applicant is eligible for a professional five-year certificate and wishes to qualify for an additional five-year or six-year certificate of another type, it will be necessary to complete the appropriate requirements outlined below.
I. To Qualify for an Additional Professional Five-Year Certificate
A. On College Recommendation Only
Teacher Certification Services does not evaluate programs to qualify for an additional professional five-year certificate for the following fields or areas.

2. Completion of any prerequisite and experience requirements that may be in effect for the issuance of the specific certificate.
B. On Evaluation by Teacher Certification Services
Teacher Certification Services evaluates programs to qualify an applicant for an additional professional five-year certificate for any field or type except those which may be issued only on a college recommendation.
To qualify for one of these fields or areas, the applicant shall complete only the necessary courses and experience requirements for that certificate . (The applicant for the School Psychometrist Professional Five-Year (PM -5) as an additional five-year certificate will also need to secure a recommendation certifying his or her competency to serve as a school psychometrist from an authorized official of the approved institution where the individual obtained his or her practicum or internship training. This could result in more course work being required by the institution.)
If the applicant is qualified for a School Lunch Director Five-Year (SL-5) Certificate, a School Psychometrist Professional Five-Year (PM -5), an Audiologist (AU -5), a Speech and Language Pathologist (SLP-5) or a school Social Worker/Visiting Teacher (SW-5) Certificate based on a master of social work degree, eligibility for a T-4 certificate must be established as well as the requirements outlined above.
II. To Qualify for an Additional Professional Six-Year Certificate
A. On College Recommendation Only
Teacher Certification Services does not evaluate programs for additional six -year certifi cates for any of the following fields or areas .

Completion of any prerequisite and experience requirements that may be in effect for the issuance of the specific certificate . B. On Evaluation by Teacher Certification Services Teacher Certification Services evaluates programs to qualify an applicant for additional six-year certificates for any field or type except that may be issued only on a college recommendation. To qualify for one of these fields or areas, the applicant shall complete the necessary courses, prerequisite and experience requirements for that certificate. (The applicant for the Associate School Psychologist Six-Year (SP-6) Certificate as an additional six -year certificate will also need to secure a recommendation certifying his or her competency to serve as an associate school psychologist from an authorized official of the institution where he or she obtained his or her practicum or internship training. This could result in more course work being required by the institution.) If the applicant is qualified for an SP-6, AU -6 or an SLP-6 certificate, or an SW-6 certifi cate based on a master of social work degree, eligibility for a T-4 certificate must be established in addition to the requirements outlined above.
Any type of certificate may be added to a Doctoral (D-7) Certificate when eligibility for the six -year certificate has been established .

SECTION VI VOCATIONAL TEACHING (V) CERTIFICATES

Certification Criteria for Vocational Teaching (V) Certificates
Vocational teaching certificates (V-series) are established for the purpose of staffing post-secondary and secondary vocational instructional positions with highly skilled persons coming directly from industry . As such, the vocational certification provides an additional certification route to the standard teaching (T-series) certificate for vocational teachers.
The following regulations govern vocational certificates.
1. Vocational certificates (V -series) are designated as either non-renewable entry or renewable professional certificates and are identified by level as follows.
V-1 High School or equivalent V-2 Associate Degree or equivalent V-4 Bachelor's Degree V -5 Master's Degree V -6 Specialist's Degree V-7 Doctorate
2. A minimum of two years of acceptable work experience in industry in the field of requested certification is required for the V-1 or V -2 certificate. A bachelor's degree or higher in the field of requested certification or a related field may substitute for one year of the required work experience for the V -4, V -5, V -6 or V -7.
3. In the secondary school vocational programs, the V -1 or V -2 certificates may be issued for Trade and Industrial Education and Health Occupations Education only. The V-4 through V -7 may be issued only for Trade and Industrial Education, Health Occupations Education, Occupational Preparatory Home Economics and for specific fields in Agriculture and Distributive Education.
4. Certification in the V-series is not authorized for the following functions: coordinators of vocational and academic education (CVAE), program of education and career exploration (PECE), vocational administration and supervision, student personnel services and industrial arts. These individuals must meet certification requirements as set forth in current certification requirements.
5. The renewable V-4, V-5 and V -6 certificate can be substituted for the T -certificate as a prerequisite for a higher level certificate. When certification requirements specify that a teaching certificate in the T -series (T-4, T-5, TS-6) is a prerequisite for the issuance of a vocational administration and supervision certificate or school counselor's certificate, the renewable V-4, V-5 or V -6 may substitute for this requirement when the applicant meets experience requirements through employment in a reimbursable vocational education program.
6. Applicants for certification in the field of office occupations must hold a degree in business education, business administration or in a field related to office operation and business, and one year of acceptable work experience.
7. Applicants for certification in the distribution occupations and marketing field must hold a degree in distributive education, business administration or in a field directly related to sales or marketing and one year of acceptable work experience.
8. An applicant for V-1 or V -2 certification in a health occupation field must be a high school graduate or equivalent, must have completed training specific to the field of requested certification and two years of acceptable work experience. An applicant with a bachelor's degree in the field to be taught, or related to the field to be taught, may substitute the degree for one year of

required work experience.
9. Applicants for certification as related teachers or support persons, i.e., mathematics, science and communication skills teacher, evaluation specialists, off-campus coordinators and consumer education instructors must hold a bachelor's degree in a field or related to the field of assigned work and have one year of acceptable work experience in industry to establish eligibility for the nonrenewable V-4 certificate. Applicants for the V-4, V-5, V-6 and V-7 certification as recruiters, single-skills teacher/coordinator or job placement specialist must hold a bachelor's degree or higher and one year of acceptable work experience in industry to establish eligibility for the appropriate level nonrenewable certificate. These certificates may be converted to renewable certificates by completing a minimum of 30 quarter hours of credit appropriate to the job function, which must include five quarter hours in foundations of vocational education, and five quarter hours in teaching of handicapped students as specified in Plan I or Plan II for converting the V-1 certificate.
10. A current license or registration to practice an occupation or profession is required of applicants for vocational teaching certificates in all fields where such licensure is required under Georgia law. Examples of these are barbering, cosmetology, dental hygiene and nursing.
11 . CETA instructors employed to teach one time, short term, specialized courses who are otherwise qualified, may be issued the appropriate level temporary vocational certificate valid for the period of employment.
12. Previously employed vocational certificate holders who have not completed the required renewal credit may be eligible for an emergency certificate when all of the following are completed.
a. The applicant was previously employed in a Georgia school and held a valid vocational teaching certificate.
b. The employing school system superintendent or area school director requests the emergency certificate on Form IC-6.
c. The request for emergency certificate (Form IC-6) may be submitted no earlier than July 1 of the school year in which the teacher is to use it.
d. If an emergency certificate is requested after July 1, the certificate will be valid from the first day of the month in which the applicant began teaching.
e. All required documents are on file in the Teacher Certification Services office.
f. Emergency vocational certificates will be dated to expire on June 30 of the application year.
g. Only one emergency certificate may be issued to an applicant.
13. Conversion Procedures
a. Holders of existing vocational certificates with three year validity periods, or those persons completing eligibility requirements for the three year certificates prior to July 1, 1977, are eligible for direct conversion to the new renewable vocational certificates at the same level. These conversions will be made at renewal time or upon application.
b. Holders of existing vocational certificates with one year validity periods will be permitted

to continue serving on those certificates, and, upon completion of eligibility requirements for the old three year validity certificate, will be eligible for direct conversion to the new renewable vocational certificates at the same level.
Effective July 1, 1977, applicants for nonrenewable and renewable certificates must meet requirements set forth below.
The nonrenewable vocational entry (V-1) certificate may be issued to an applicant who has two years of acceptable work experience in the occupational field he will be teaching. The applicant must be a high school graduate or equivalent as evidenced by a satisfactory score on the General Education Development Test or evidence of acceptance by an institution of higher learning. The V-1 certificate will be valid for three years. This certificate may be converted to the renewable vocational certificate upon completion of 30 quarter hours of professional education course work in the following areas: foundations of vocational education, curriculum and instructional planning in vocational education, individualizing instruction,* teaching methods and techniques directed toward the certification field requested, managing classroom and laboratory instruction in vocational education programs, * career development and counseling and teaching handicapped students.
This conversion credit may be completed through Plan I or Plan II below.
Plan I
Completion of the required 30 quarter hours in formal college courses.
Plan II
Completion of 15 quarter hours of formal course credit as specified in Plan I, 10 quarter hours of internship or its equivalent in an approved local or state staff development plan and five quarter hours in the identification and education of children with special education needs or its equivalent in an approved local or state staff development plan.
The nonrenewable vocational entry (V-2) certificate may be issued to an applicant who has two years of acceptable work experience in industry in the field to be taught and who holds the associate degree or its equivalent or has completed at least two years of post-secondary technical education in the field of requested certification. The validity period and conversion aspects of this certificate are the same as the V-1 certificate.
The nonrenewable vocational entry (V-4) certificate may be issued to an applicant who has one year of acceptable work experience in the area of requested certification and the completion of a bachelor's degree from a regionally accredited four-year college. The validity period and conversion aspects of this certificate are the same as the V-1 certificate.
The nonrenewable vocational entry (V-5) certificate may be issued to an applicant who has one year of acceptable work experience in the area of requested certification and the completion of a master's degree from a regionally accredited graduate school. The validity period and conversion aspects of this certificate are the same as for the V-1 certificate.
The nonrenewable vocational entry (V-6) certificate may be issued to an applicant who has one year of acceptable work experience in the area of requested certification and the completion of an approved six-year program from a regionally accredited institution. The validity period and conversion aspects of this certificate are the same as for the V-1 certificate.
*Applicants assigned as cooperative teachers would substitute two courses dealing with methods appropriate for cooperative approach . This option excludes agriculture, vocational office training and home economics cooperative teachers and business education in secondary programs.

The nonrenewable vocational entry (V-7) certificate may be issued to an applicant who has one year acceptable work experience in the area of requested certification and the completion of a doctoral degree program from a regionally accredited graduate school. The validity period and conversion aspects of this certificate are the same as for the V-1 certificate.
Effective July 1, 1978, applicants for nonrenewable vocational certificates, in addition to the above requirements, must possess a valid state license in their specialty or must satisfactorily demonstrate curriculum-based occupational competencies assessed by either occupational performance examination or by a trained panel of experts (contingent upon development of valid and reliable assessment instrumentation and administrative procedures). Note: All nonrenewable vocational entry certificates eligible for advanced certificates may be upgraded to higher levels upon completion of the education requirements for the certificates.
Renewable Vocational Certificate Effective July 1, 1977
The renewable vocational (V-1) certificate may be issued to an applicant who has completed all of the requirements for conversion from the nonrenewable vocational entry (V-1) certificate. The certificate will be valid for three years and may be renewed upon completion of any of the following, subsequent to the beginning of the validity period of the certificate: (a) 10 quarter hours of credit toward an advanced certificate; (b) completion of 10 quarter hours of credit in an area of assessed need; (c) completion of 10 quarter hours or equivalent through a state or local approved staff development program in an area of assessed need or (d) completion of 100 contact hours in an approved occupational refresher program.
The renewable vocational (V-2) certificate may be issued to an applicant who has completed all of the requirements for conversion from the nonrenewable vocational entry (V-2) certificate. The validity period and renewable aspects of this certificate are the same as for the V-1 certificate.
The renewable vocational (V-4) certificate may be issued to an applicant who has completed all of the requirements for conversion from the nonrenewable vocational entry (V-4) certificate. The validity period and renewable aspects of this certificate are the same as for the V-1 certificate.
The renewable vocational (V-5) certificate may be issued to an applicant who has completed all of the requirements for conversion from the nonrenewable vocational entry (V-5) certificate. The certificate will be valid for five years and may be renewed by meeting renewal requirements specified for the V-1 certificate.
The renewable vocational (V-6) certificate may be issued to an applicant who has completed all of the requirements for conversion from the nonrenewable vocational entry (V-6) certificate. The certificate will be valid for seven years and may be renewed by meeting requirements specified for the renewal of the V-1 certificate.
The renewable vocational (V-7) certificate may be issued to an applicant who has completed all of the requirements for conversion from the nonrenewable vocational entry (V-7) certificate. The certificate will be valid for seven years and may be renewed by meeting renewal requirements as specified for the V -1 certificate.
Effective July 1, 1978, applicants for renewable vocational certificates, in addition to the above requirements, must satisfactorily demonstrate on-the-job competence. Assessment of satisfactory on-the-job performance may occur at the completion of the first, second or third year (contingent upon development of valid and reliable assessment instrumentation and administrative procedures).
Note: All renewable vocational certificates eligible for advanced certificates may be upgraded to higher levels upon completion of the educational requirements for the certificates.

Policy

The State of Georgia, State Board of Education recognizes that teaching in-field is both desirable and necessary for the effective and efficient operation of local school systems. Recognizing that the children and youth of Georgia are entitled to a high quality educational program, and that it is more likely to be achieved through teaching in-field, the State Board shall assure that all teachers are certificated and have the appropriate competencies to teach their particular subject areas. The State Superintendent of Schools shall develop procedures which assure that all professional personnel employed in the school systems in Georgia are in an in-field classification.

Further, professional personnel shall be considered, for state payment purposes, as being in-field only if they are in any of the following categories.

1. A teacher holding a valid certificate who teaches a majority of the school day on the grade level(s) and in the field(s) for which the teacher is certified. These teachers may be used for the minor part of the school day in other grade levels or subject areas providing they have at least ten (10) quarter hours of course work in each subject taught.
2. All professional personnel employed in CPP classified positions and who hold valid certificates for the position held.
Professional personnel employed in local school systems who are performing duties "out-of-field" may be considered in-field, for state payment purposes, if they fall in either of the two following categories.
Professional personnel, who are performing duties "out-of-field" may be considered as "probationary-in-field" for state payment purposes if they meet the qualifications stated below and fall within the restrictions placed on this classification.
1. Qualifications required for claiming probationary-in-field status are as follows.

a. The professional staff member must hold a valid certificate issued by the State of Georgia, State Department of Education.
b. The professional staff member must have earned a minimum of ten (10) quarter hours' credit in the area in which he is assigned in order to qualify initially for this

classification. Fifteen (15) quarter hours are required for interrelated teacher specialist/special education.
c. A minimum of ten (10) additional quarter hours' credit must be earned toward proper certification for each year this classification is claimed. Failure to earn proper credit will cause suspension of this classification until appropriate credits are earned for reinstatement.
2. Restrictions and benefits applicable to this classification are as follows.
a. Once a professional staff member claims probationary-infield status in a field, a change of fields will cause a loss of the current probationary-in-field status, and he or she must qualify in the new field.
b. A professional staff member in probationary-in-field status can be paid at a higher level of certification held as long as he or she remains in probationary-infield status working toward the higher leyel in the new field.
c. Probationary-in-field status may not be retained by a professional staff member for more than five years.
d. The areas which are excluded from probationary-in-field status are speech, hospital/homebound, gifted, school psychometrist, associate psychologist, driver education, provisional leadership or school service certificates and supplementary endorsements which required only fifteen (15) quarter hours of additional course work.
e. For purposes of determining renewal eligibility, credits must be earned subsequent to the beginning of the validity period of the certificate.

Executive Procedure

Any professional person functioning under the probationary-in-field or accelerated-in-field programs is required to have an evaluation from Teacher Certification Services for the new field on file in Teacher Certification Services.

New teaching certificates for the probationary-in-field and acceleratedin-field classifications are valid for one year and may be renewed only upon presenting required course work against the evaluations which must be on file in the Teacher Certification Services office.

Provisional leadership and school service certificates which are excluded from probationary-in-field status are:

Applicants who have previously held one of these new probationary-infield or accelerated-in-field certificates, but who did not complete the second or subsequent year's course requirements, and who wish to change to another field must satisfy requirements as specified for filling vacancies which occur during the school year.

If a vacancy occurs during the school year (after classes begin), the position may be filled with the best qualified applicant available and who may be considered in-field by meeting the following conditions:

1. The applicant holds a valid Georgia teaching certificate.

2. If the vacancy occurs during the first school quarter, the applicant must sign a commitment letter to complete ten (10) quarter hours toward the probationary field prior to the end of the school term and then ten (10) additional quarter hours of credit toward the new f ield prior to the beginning of the next school term.

Persons who are currently serving in either probationary-in-field or accelerated-in-field status may continue in that status by

1. Submission of Form DE 0819 by the employing superintendent accompanied by transcripts showing the completion of all required course work for prior years in that status.

2. Being issued the appropriate probationary/accelerated-in-field certificate and,

3. Having the required evaluation for the new field on file in Teacher Certification Services.

In-field Requirements for Teachers

Effective July 1, 1982, the following in-field regulations will apply.

1. Holders of life Elementary Grades (1-8) certificates will be in-field for grades K-8.

2. Holders of Middle Grades (4-8) certificates will be in-field for grades 4-8 only.

3. Holders of Early Elementary (K-4) or (K-3) certificates will be infield for grades K-4 only.

4. Holders of secondary certificates (7-12) will be in-field for grades K-12 only.

5. Holders of special services certificates (K-12) will be in-field for grades K-12 only.

Reading Specialist

1. A person who holds a T-4 or T-5 in Elementary Grades (until July 1, 1982, at which time the Elementary Grades (1-8) certificate will be eliminated) and a T-5 or a TS-6 as a Reading Specialist will be in-field while teaching in Elementary (1-8) or Reading.

2. A person who holds a T-4 or T-5 in Middle Grades (4-8) and T-5 or

TS-6 as a Reading Specialist will be in-field while teaching Middle

Grades or Reading.

3. A person who holds a T-4 or T-5 in Early Childhood Education (K-4) and a T-5 or TS-6 as a Reading Specialist will be in-field while teaching Grades K-4 or Reading.

Interrelated Teacher Specialist (Behavior Disorders--BD, Mental Retardation --MR and Learning Disabilities--LD)

1. A person holding the Interrelated Teacher Specialist (BD, MR, LD) certificate will be in-field while teaching mildly handicapped students in a resource-room setting. The students served may include those diagnosed as mildly handicapped in either or all of the three special education categories covered by the certificate.

2. To serve severely handicapped students in any of the three special education areas above, in a self-contained setting, the teacher must hold the Special Education certificate for the specific area of service such as Behavior Disorders (BD), Mental Retardation (MR) or Learning Disabilities (LD).

SECTION VII LICENSING OF AUXILIARY PERSONNEL

Licensing of Auxiliary Personnel
Auxiliary personnel are defined as those individuals in the education profession with less than professional level certification who relate in role and function to the professional and perform a portion of the professional's duties under the supervision of the professional. All auxiliary personnel employed in the public schools of Georgia shall hold a valid license. The established levels, validity periods, eligibility and renewal requirements for licenses are listed below.
1. Rank I (Temporary) Aide
a. Ninth-grade education or GED equivalent.
b. Valid for one year.
c. May not be issued for consecutive years.
d. May be converted to the Rank I (Regular) license by completion of 50 clock hours of orientation training.
2. Rank I (Regular) Aide
a. Ninth-grade education or GED equivalent.
b. Fifty clock hours of orientation training. (Persons who have earned 90 quarter hours of acceptable college preparation, 1,000 clock hours of vocational-technical training or CESA preparation, and those who hold valid teaching certificates are exempt from this requirement.)
c. Valid for three years and may be renewed upon completion of 50 clock hours of appropriate in-service training.
3. Rank II (Temporary) Paraprofessional
a. Forty-five quarter hours of college credit.
b. Valid for one year.
c. May not be issued for consecutive years.
d. May be converted to the Rank II (Regular license) upon completion of 50 clock hours of orientation training.
4. Rank II (Regular) Paraprofessional
a. Forty-five quarter hours of college credit.
b. Fifty clock hours of orientation training. (Persons who have earned 90 quarter hours of acceptable college preparation, 1,000 clock hours of vocational-technical training or CESA preparation, and those who hold valid teaching certificates are exempt from this requirement.)

A portion of the college credit or degree must have been completed during or subsequent to the academic year in which accreditation occurs by one of the six regional accrediting agencies. Official transcripts of college credit must accompany the application form. College credit may be combined with technical training to equal the required 1,000 clock hours based upon five quarter hours= 50 clock hours of technical training. Applications for all types of licenses must be made on Form IC-40, processed through the superintendent's office and mailed to Georgia Department of Education Teacher Certification Services 209 State Office Building Atlanta, Georgia 30334 To be acceptable for auxiliary licenses college work must maintain at least a "C" average.
