ANNUAL REPORT WITH RECOMMENDATIONS

As required by law (Georgia Laws, 1971, pp . 105, 106), the State . Commission on Compensation does herewith file its annual report.
In our review of salaries, the Commission has considered many factors including comparable salaries in other states, comparable compensation in the private sector and the value of retirement benefits. We have attempted to simply evaluate, in reality, the true worth of services required. We have considered the importance of the function of the office, the responsibilities imposed upon the office holder, the size of the budget and programs being administered, the number of employees and other factors related to each job function.

In the course of its deliberations, the Commission discussed two matters which we consider of special significance and to which we call your attention, as follows:
1. There is an ever-increasing disparity between the salaries of those State officials whose compensation is fixed by boards or other "paymasters", and the salaries of those officials to whom this Report pertains. This disparity is demonstrated by the information contained in the attachment hereto. A review and suggested remedy for this situation is beyond the purview of this Commission, but we believe it is a matter requiring careful and immediate attention.
2. In an increasing number of instances the compensation of officials covered by this Report is less than that of such officials' most skilled and technical staff. Merit increases in the coming year will add to such instances. Pay of public officials does not have to match that of comparable positions in the private sector, because public service involves other inducements and satisfactions. However, such officials do have to compete with the private sector to fill their most skilled staff positions, and at some point the salary of the head of a department places an undesirable limitation on the ability to so compete. Such a situation eventually results in less efficient department operation. The Commission's recommendations are influenced by this consideration.
This Commission is, of course, aware of economic conditions which make it unlikely that salary increases might be funded during the coming year. However, it is the responsibility of this Commission to recommend salaries which it deems appropriate for a particular office. Our current recommendations are unchanged from last year's recommendation which was not acted on at that time.

Governor - allowance in an amount specified in the Appropriations Act shall also be provided for the operation of the Governor's Mansion. As provided by law; salary is tied to the U.S. Armed Forces scale. The salary of the Workers' Compensation Board and Chairperson is established by law at a level of 90% of the salary level for a Judge of the Court of Appe a ls. By law he gets the same aggregate compensation ~s the Lt. Governor, but with a time lag. Opening each new biennial session, his compensation is equalized with the amount the Lt. Governor receives. Plus $15,000 paid as a legislator.
