Introduction The Georgia Department of Community Affairs began collecting wage and salary data in 1987, providing key
reference information for state and local elected officials, administrators, and citizens. This publication is a compilation of data collected from the 1999 County Wage and Salary Survey.
Separate publications are available in county and municipal government editions for 1999 wage and salary data covering three key areas oflocal government employment: administrative and general, public safety, and public works. Each publication contains an appendix listing the jurisdictions responding to the 1999 County Wage and Salary Survey. For data on elected officials' salaries, please call (404) 679-3151. About the Data in This publication includes data on wages and salaries for county government public safety employees as of This PublicaUon September 1, 1999. Wage and salary data are collected and reported for full-time positions only. For the pur-
poses of this report, full-time employment is 35 hours or more pe.r week. The survey asks governments to r-eport the number of employees in each position listed. In cases where positions exist, but are vacant, a "0" is entered in the "Number of full-time employees" column. Where a local government has not reported a data element, "NR" appears.
. The survey requests the entry level and maximum wage on either an hourly or annual basis. Ifhourly figures were reported, we convert that information to an annual salary based on the number of weekly hours reported. We assumed a 40-hour work week when a government did not report hours. Public safety positions that worked "24 hours on, 48 hours off" schedule are reported as 48 hours weekly. If a government did not have a pay scale or salary range, the respondent was instructed to enter the actual salary paid to the current incumbentas both the minimum and maximum rates.
Job DescriPtIons Job descriptions for positions included in this report are arranged in alphabetical order following this Introduction.
We asked respondents to provide information for those jobs with duties most closely matching the job descriptions if their government uses a different job title for a position.
Populauon Eight population groups aid comparison of detailed and summary data on jurisdictions of similar size. The Groups report presents summaries of data for each job title using these population groups. Population group ranges
reported in the table below use 1998 Census Bureau population estimates. The table reflects the number of jurisdictions in each group and the number responding to the 1999 survey.

General & Administrative

Accountant Responsible for maintaining city accounting systems; requires bachelor's degree
(entry level professional).
ACC1JUJ1D1g Clark Responsible for perfonning routine clerical accounting and bookkeeping tasks.
ACCOlIIIDJg T8CIIdC1an Performs responsible accounting work in maintaining all governmental financial
records. Balances books and compiles reports to show such information as cash receipts and expenditures and accounts payable and receivable.
AmmtstratIVa SBCrBtary Performs responsible and some complex clerical work of an administrative
nature. Work requires the use of independent judgment, initiative, and discretion based on knowledge of administrative procedures. Supervision over others may be exercised.
Auto M8CIJaIOO Repairs and overhauls automobiles, buses, trucks and other automotive vehicles.
aJdgBt AnalYst Responsible for maintaining accounting records and assists in developing
expenditure and revenue estimates for department. Submits annual budget requests and assists in planning and developing budget for department.
BuMlg _actlr Performs technical work by inspecting new and existing buildings and structures
to enforce conformance to building codes, grading, and zoning laws. Approves plans, specifications, and standards.
BuldiJu _ _ Dhlctlr Directs municipal building inspection program and conducts complex
inspections to detennine whether relevant codes and regulations are met.
GasNBr/CUstIIIIr SBrV1c8 R8III"888IIt8tIV Receives, disburses, and records monetary transactions for public utilities or
other services. May also post data to accounts, balance receipts and disbursements, and prepare bank deposit slips.
CIty AttIrn8Y Responsible for all legal affairs for the city.
CIty Clark Acts as clerk to City Council or Mayor, maintains all records and documents,
receives and disburses funds, usually supervises other office workers.
CItY ManauBr Directs and coordinates administration of city government in accordance with
policies determined by city council or other authorized elected official. Appoirits department heads and staff as provided by local ordinance. Prepares annual budget and submits estimates to authorized elected officials for approval.

typewriter in maintaining records and reports.

conducts programs concerning employee recruitment, selection, training, development, retention, promotion, compensation, benefits, and occupational safety.

records. Records may include promotions, discharges, wage scales, training status, and salaries. May also be responsible for conducting orientation session with new employees.
PIamIr Performs technical work associated with zoning, enforcement of codes and
ordinances, historic preservation planning, transportation planning, environmental planning, and/or community planning.

or refers inquiries, greets and directs visitors, and notifies personnel of visitors' arrival. May also maintain telecommunications system.

Recreation lli'ector Plans, promotes, organizes, and administers public recreation activities and
services for entire community, under policies established by the city. Selects, develops, and supervises paid staff and volunteers. Prepares budget and directs expenditure of department funds and keeping of department records.

Recreation MUitenance WlI'kor Performs a wide range of maintenance responsibilities of routine to moderate

difficulty, including the operation of various types of equipment in the recreation

department.
