InttoduClion

The Georgia Department of Community Affairs began collecting wage and salary data in 1987, providing key reference information for state and local elected officials, administrators, and citizens. This publication is a compilation of data collected from the 1996 County Wage and Salary Survey, administered by the Office oflnformation Services (OIS), Georgia Department of Community Affairs.
Separate publications are available in county and municipal government editions for 1996 wage and salary data covering four key areas of local government employment: administrative and general, public safety, public works, and solid waste. Each publication contains appendices summarizing fringe benefits and listing the jurisdictions responding to the 1996 County Wage and Salary Survey. For data on elected officials' salaries, please call OIS at (404) 679-4950. We thank those local officials and staff whose participation made this publication possible.

About the Data in Dis Publication

This publication includes data on wages and salaries for county government administrative and general employees as of October I, 1996. Wage and salary data are collected and reported for full-time positions only. For the purposes of this report, fulltime employment is 35 hours or more per week. The survey asks governments to report the number of employees in each position listed. In cases where positions exist, but are vacant, a "0" is entered in the "Number offull-time employees" column. Where a local government has not reported a data element, "NR" appears.
The survey requests the entry level and maximum wage on either an hourly or annual basis. If hourly figures were reported, we convert that information to an annual salary based on the number of weekly hours reported. We assumed a 40-hour work week when a government did not report hours. Public safety positions are the exception to this reporting basis; refer to the current year's public safety publication for an explanation of special features related to data for those positions. If a government did not have a pay scale or salary range, the respondent was instructed to enter the actual salary paid to an incumbent as both the minimum and maximum rates.

Job Descriptions

Job descriptions for positions included in this report are arranged in alphabetical order following this Introduction. We asked respondents to provide information for those jobs with duties most closely matching the job descriptions if their government uses a different job title for a position.

Population Groups

Six population groups aid comparison ofdetailed and summary data on jurisdictions of similar size. The report presents summaries of data for each job title using these population groups. Population group ranges used throughout this report and in the table are based on 1994 Census Bureau population estimates. The table reflects the number of jurisdictions in each group and the number responding to the 1996 survey.

Accountant

Responsible for maintaining county accounting systems; requires bachelor's degree (entry level professional).

Accounts Clerk

Responsible for performing routine clerical accounting and bookkeeping tasks such as matching invoices for payment, etc.

Performs responsible and some complex clerical work of an administrative nature. Work requires the use of independent judgment, initiative, and discretion based on knowledge of administrative procedure. Supervision over others may be exercised.
Assists the county attorney in legal affairs for the county.

Assistant Disbia Attorney

Assists the District Attomey in representing the state in all cases in superior court and all cases taken up from the superior courts to the court of appeals and the supreme court.

Auto Mechanic

Repairs and overhauls automobiles, buses, trucks, and other automotive vehicles.

Bookkeeper

Performs responsible accounting work in maintaining governmental
financial records. Balances books and compiles reports to show such information as cash receipts and expenditures and accounts payable and receivable.

Buildinll Inspeaor Buildinll Inspeaor Direaor cashier Chief Appraiser

Performs technical work by inspecting new and existing buildings and structures to enforce conformance to building codes, grading and zoning laws and approved plans, specifications and standards.
Directs county building inspection program and conducts complex inspections to determine if relevant codes and regulations are met.
Receives, disburses, and records monetary transactions for public utilities or other services. May also post data to accounts, balance receipts and disbursements, and prepare bank deposit slips.
Plans, organizes, supervises, and directs the accurate appraisal of real and personal property and the activities of subordinate personnel.

Chief Deputy coun Clerk

Performs responsible and independent clerical and fiscal work of a quasilegal nature relative to the operations and functions of the Probate Court.

Chief Deputy Tax Commissioner

Performs responsible supervisory work in assisting in the direction of the Tax Commission office.

Chief MaQisttate

Conducts preliminary hearings in felony cases to determine whether there is reasonable and probable cause to hold defendants for further proceedings or trial by the Superior Court.

Clerk Typist

Performs routine clerical tasks to include compiling data and operating a typewriter in maintaining records and reports.

Computer operator

Responsible for day-to-day computer operations and for creating and maintaining back-up files for all mainframe computer-based applications and operating systems.

computer Prollrammer

Responsible for providing computer-based services by writing or developing computer programs or routines in a computer language or code for county departments.

Responsible for all legal affairs for the county.
Acts as clerk to Commission Chair or Board or Sole Commissioner; maintains all records and documents; receives and disburses funds; usually supervises other office workers.
Directs and coordinates administration ofcounty government in accordance with policies determined by Commission, Board, or other authorized elected official. Appoints department heads and staff as provided by local law or ordinance and prepares annual budget.
Performs routine and light cleaning duties in and/or around government buildings.
Performs responsible detailed clerical work inputting real and personal property information into the computer. This is an entry level position for which detailed and specific instructions are provided in carrying out responsibilities.
Purges and maintains voter registration list, registers citizens to vote, maintains associated records and files.
Responsible for the overall administration of the finance department and coordinates all county financial activities for the manager/chair.
Copies plans and drawings prepared by Appraiser by tracing them with ink or pencil on transparent paper or cloth; also uses square, compass, pens, and other drafting instruments. Makes simple sketches or drawings under close supervision.
Performs duties in the preparation ofpayroll and required reports. Assigns monthly Workers Compensation expenditures to proper departments and assists with COBRA coverage for ex-employees.
Performs routine clerical work in the compilation and maintenance of personnel records. Records may include promotions, discharges, wage scales, training status, and salaries. May also be responsible for conducting orientation session with new employees
Formulates and carries out policies relative to personnel administration and conducts programs concerning employee recruitment, selection, training, development, retention, promotion, compensation, benefits, and occupational safety.
Performs department-head level supervisory and technical work associated with zoning, enforcement of codes and ordinances, and issuing permits and licenses.
Performs specialized administrative duties: purchasing supplies, materials, and equipment of the desired grade and quality at prices most favorable to the County. Works closely with department heads in figuring cost and selecting vendor.
Plans, promotes, organizes, and administers public recreation activities and services for entire community under policies established by the County Board of Commissioners. Selects, develops, and supervises paid staff and volunteers. Prepares budget and directs expenditures of department funds and department recordkeeping.

COUNTY GOVERNMENT: GENERAL & ADMINISTRATIVE EMPWYMENT
Performs a wide range of maintenance responsibilities of routine to moderate difficulty, including the operation of various types ofequipment in the recreation department.
Responsible for planning and supervising various recreational programs for youth and adults (entry level professional position).
Performs routine to moderately difficult duties that may include typing, filing, collecting and recording moneys, records maintenance, answering the telephone, composing correspondence, or taking dictation in shorthand or by machine.
Performs responsible detailed clerical work inputting and printing real and personal property information into the CRT terminal. Responsible for training and supervision of entry level operators.
Performs clerical tasks associated with the selling of motor vehicle tags and the collection of property taxes; maintains records of same.
Performs the more routine technical work in appraising real and/or personal property to determine fair market value. Must complete an examination approved by the state.
Performs accurate appraisals of all types and classes of real property applying the three approaches to valuation and has successfully completed the appraiser examination established for this level.
