Introduction The Georgia Department ofCornrnunity Affairs began collecting wage and salary data in 1987, providing key
reference information for state and local elected officials, administrators, and citizens. This publication is a compilation of data collected from the 2000 County Wage and Salary Survey.
Separate publications are available in county and municipal government editions for 2000 wage and salary data covering three key areas of local government employment: administrative and general, public safety, and public works. Each publication contains an appendix listing the jurisdictions responding to the 2000 County Wage and Salary Survey. For data on elected officials' salaries, please call (404) 679-3151. We thank those local officials and staff whose participation made this publication possible.

About the Data in This Publication

This publication includes data on wages and salaries for county government public works employees as of July 1,2000. Wage and salary data are collected and reported for full-time positions only. For the purposes of this report, full-time employment is 35 hours or more per week. For instances in which a responding local government did not report a data element, "NR" appears.

The survey requests the entry level and maximum wage on either an hourly or annual basis. If hourly figures were reported, we convert that information to an annual salary based on the number of weekly hours reported. We assumed a 40-hour work week when a government did not report hours. Public safety positions that worked "24 hours on, 48 hours off' schedule are reported as 48 hours weekly. If a government did not have a pay scale or salary range, the respondent was instructed to enter the actual salary paid to the current incumbent as both the minimum and maximum rates.

Job Descriptions Job descriptions for positions included in this report are arranged in alphabetical order following this Introduc-
tion. We asked respondents to provide information for those jobs with duties most closely matching the job descriptions if their government uses a different job title for a position.

Population Groups

Six population groups aid comparison of detailed and summary data on jurisdictions of similar size. The report presents summaries of data for each job title using these population groups. Population group ranges reported in the table below use 1999 Census Bureau population estimates. The table reflects the number of jurisdictions in each group and the number responding to the 2000 survey.

County Job Descriptions

Public Works/Solid Waste

AutmootIvB MBmanIc Analyzes malfunctions and repairs, rebuilds and maintains fleet automobiles and
light trucks.

CIvD EngIneer Plans, designs, and directs construction and maintenance of structures and
facilities such as roads, railroads, airports, bridges, harbors, channels, dams, irrigation projects, pipelines, power plants, water and sewage systems, and waste disposal units (Requires a degree in civil engineering.)

Crew I.8ader Performs skilled and unskilled work of a varied nature in a lead worker capacity.

Groundak88lll' Performs routine cleaning and maintenance duties around public buildings and
parks such as mowing lawns, trimming hedges, weeding flowerbeds, etc.

Heavy EQuIIInlllt MochanIc Analyzes malfunctions and repairs, rebuilds and maintains construction
equipment such as cranes, power shovels, scrapers, paving machines, motor graders, trench-digging machines, conveyors, bulldozers, dredges, pumps, compressors and other tools.

Heavy EQuIIJnent Operator Responsible for the operation of various heavy equipment such as a pan, track
backhoe, bulldozer, track-mounted crane, twelve-yard dump truck, concrete mixer, power shovel, street sweeper, backhoe, front-end loader, and motor grader.

Laborer Performs unskilled manual tasks which may require the use of simple hand tools
or involve performing varied all-weather tasks in collection and disposal of solid waste. May also act as site attendant at solid waste and recycling centers.

Lalllfilllnmato SuP8l'Vlsor Supervises the work of inmates in the operation of light and heavy equipment.

LamIfII Manager, Certmlld Responsible for the safe operation and supervision of the landfill facility,
including equipment and supply maintenance. Must be certified.

LIght EquIpment Oporator Responsible for the operation of various light equipment such as moving
equipment, trucks, and rubber-tired backhoes.

MaIntenanc8 Sl.lP8I'fntBndBnt Performs responsible technical and administrative work in repair, cleaning, and
remodeling of public buildings.

Mater Reader Reads electric or water consumption meters and records volume used by
residential and commercial consumers. May also report complaints or irregularities by consumer either verbaIly or on forms for necessary action by servicing department.

Public Works S~

Plans, directs, organizes, and coordinates work in the street, sanitation, water and sewer collection and treatment shop or garage departments. Prepares preliminary budget for department and attends commission meetings to present budgets, activity reports, and plans for future activities.

Recyclilg Manager/SlQmrvlslr Develops standards to assure that recycled materials collected are processed to
prevent contamination; studies, analyzes, and prepares reports related to recycling collection, processing, and marketing; develops, implements, and monitors programs for waste reduction, recycling, and education in local community; serves as liaison to governmental agencies, public officials, and the general public.

R8fUS8 CoII8ctIon SuporVlSll" Plans, organizes, schedules, assigns, and reviews the work of crews working on
assigned refuse collection routes; inspects routes for problem areas and completion.

RIIfus8 Truck DrIver Operates heavy automotive equipment used in the collection of refuse.
Responsible for ensuring proper collection on refuse collection routes.

RBfUsIIlRecyclng CoIectIr Collects recyclables/refuse on designated routes, starts hoisting device that
raises refuse bin attached to rear of truck and dumps contents.

SUpervisor Supervises a crew of workers in the construction and repair of streets, roads,

bridges, and related facilities.

Roads IIId BrIdgBs SuperlntBlIIent Performs responsible managerial, administrative, and technical work in the
construction and repair of streets, roads, bridges, and related facilities.

maintaining, repairing, servicing, and relocating sewerage facilities.

scala House Attendant Responsible for computerized weighing and printing of landfill scale tickets; and
inspects all trash entering the landfill.

Solil Wasts Managsr Provides overall direction for all solid waste activities and facilities by
developing, directing, organizing, and coordinating solid waste programs, facilities, education, and planning. Responsible for compliance with state and federal solid waste regulations.

Truck Drlvll' Operates light or automotive equipment to include automotive equipment with
mower, pick-up, flatbed truck, small dump truck or small trencher. May perform a variety of manual tasks in connection with such operations. May also operate heavy construction equipment but at the lowest skill level.

Water TreatmBnt Plant Olllrator Responsible for operating or assisting in the operation of a water filter plant.
Must hold appropriate state certifications.
