Public Works Employment

Introduction

The Georgia Department of Community Affairs began collecting wage and salary data in 1987, providing key reference information for state and local elected officials, administrators, and citizens. This publication is a compilation of data collected from the 1996 Municipal Wage and Salary Survey, administered by the Office oflnformation Services (OIS), Georgia Department ofCommunity Affairs.
Separate publications are available in county and municipal government editions for 1996 wage and salary data covering four key areas of local government employment: administrative and general, public safety, public works, and solid waste. Each publication contains appendices summarizing fringe benefits and listing the jurisdictions responding to the 1996 Municipal Wage and Salary Survey. For data on elected officials' salaries, please call OIS at (404) 679-4950. We would like to thank those local officials and staff whose participation made this publication possible.

Data In This Publication
job Descriptions Population Groups

This publication includes data on wages and salaries for municipal government public works employees as of October I, 1996. Wage and salary data are collected and reported for full-time positions only. For the purposes of this report, full-time employment is 35 hours or more per week. The survey asks governments to report the number of employees in each position listed. In cases where positions exist, but are vacant, a "0" is entered in the "Number of full-time employees" column. Where a local government has not reported a data element, "NR" appears.
The survey requests the entry level and maximum wage on either an hourly or annual basis. If hourly figures were reported, we convert that information to an annual salary based on the number of weekly hours reported. We assumed a 40-hour work week when a government did not report hours. Public safety positions are the exception to this reporting basis; refer to the current year's public safety publication for an explanation of special features related to data for those positions. If a government did not have a pay scale or salary range, the respondent was instructed to enter the actual salary paid to an incumbent as both the minimum and maximum rates.
Job descriptions for positions included in this report are arranged in alphabetical order following this Introduction. We asked respondents to provide information for those jobs with duties most closely matching the job descriptions if their government uses a different job title for a position.
Six population groups aid comparison of detailed and summary data on jurisdictions of similar size. The report presents summaries of data for each job title using these population groups. Population group ranges used throughout this report and in the table below are based on 1994 Census Bureau population estimates. The table reflects both the number ofjurisdictions in each group and the number of jurisdictions responding to the 1996 survey.

Plans, designs, and directs the construction and maintenance of structures and facilities such as roads, railroads, airports, bridges, harbors, channels, dams, irrigation projects, pipelines, power plants, water and sewage systems, and waste disposal units (requires a degree in civil engineering).
Analyzes equipment malfunctions; repairs, rebuilds, and maintains construction equipment, such as cranes, power shovels, scrapers, paving machines, motograders, trench-digging machines, conveyors, bulldozers, dredges, pumps, compressors and pneumatic tools.
Performs skilled and unskilled work of a varied nature in a lead worker capacity.
Performs routine cleaning and maintenance duties around public buildings and parks such as mowing lawns, trimming hedges, weeding flowerbeds, etc.
Responsible for the operation of various heavy equipment, such as a pan, track backhoe, bulldozer, and motor grader used to construct and maintain roads and drainage systems.
Performs unskilled manual tasks that may require the use of simple hand tools.
Responsible for the operation of various light equipment, such as moving equipment, trucks, and rubber-tired backhoes.
Performs responsible technical and administrative work in repair, cleaning, and remodeling of public buildings.
Reads electric or water consumption meters and records volume used by residential and commercial consumers. May also report complaints or irregularities by consumer either orally or on forms for necessary action by servicing department.
Plans, directs, organizes, and coordinates work in the street, sanitation, water and sewer collection, and treatment shop or garage departments. Prepares preliminary budget for department and attends city council meetings to present budgets, activity reports, and plans for future activities.
Supervises a crew in the construction and repair of streets, roads and bridges, and related facilities.
Performs responsible managerial, administrative, and technical work in the construction and repair of streets, roads and bridges, and related facilities.
Directs and coordinates the work of subordinate personnel engaged in installing, maintaining, repairing, servicing, and relocating sewerage facilities.
Directs and coordinates work of subordinate personnel engaged in installing, maintaining, repairing, servicing, enlarging, and relocating sewage facilities.
