1994 LoCAL GOVERNMENT WAGE & SALARY SURVEY
County Government
Public Safety Employment
Introduction
The Georgia Department of Community Affairs began collecting wage and salary data in 1987, providing key reference information for state and local elected officials, administrators, and citizens. This publication is the result of data collected from the 1995 County Wage and Salary Survey, administered by the Office of Information Services, Georgia Department of Community Affairs.
Separate publications are available in county and municipal government editions for 1995 wage and salary data covering four key areas of local government employment: administration and general, public safety, public works, and solid waste. Each publication contains an appendix with summary information on fringe benefits, as well as an appendix listing the jurisdictions responding to the 1995 County Wage and Salary Survey. Data on elected officials' salaries can be obtained by calling the Office of Information Services, Georgia Department of Community Affairs, at (404) 679-4950. We would like to thank local officials and staffwho took the time to complete the survey. Their participation has made this publication possible.
Data In Tbls Publlcadon
This publication includes data on wages and salaries for county government public safety employees as of October 1, 1995. Wage and salary data are collected and reported for full-time positions only. Full-time employment, for the purposes of this report, is defined as 35 hours or more per week. Governments are also asked to report the number of employees in each position. Data reported for vacant positions will reflect a "0" in the "Number of full-time employees" column. Where data elements have not been reported by a local government, "NR" will appear.
The survey requested the entry level and maximum wage on either an hourly or annual basis. If hourly figures were reported, the information was converted to an annual salary based on the number
of weekly hours reported If hours were not reported, a 40-hour work week was assumed. If a
government did not have a pay scale or salary range, it was instructed to enter the actual salary paid to an incumbent as both the minimum and maximum rates.
For public safety positions only, governments were asked to enter a yes or no response to whether the Fair Labor Standards Act 7(k) exemption is used. The 7(k) exemption allows public agencies to balance hours over an entire work period and establishes a higher number of weekly non-overtime hours than is otherwise applicable. Ifa government uses this exemption, the actual number of hours worked on these alternative work periods will be displayed in this report. (This amount is usually more than 40 hours.) The salary reported is the actual salary paid and has not been annualized.

Job descriptions for positions included in this report are arranged in alphabetical order and can be found following this Introduction. Local governments were asked to provide salary information for those jobs whose duties most closely resemble the job descriptions included in this report, even if their government uses a different job title for that particular position.
Populadon Groups
Population groups are used to facilitate comparison ofdetailed and summary data on jurisdictions of similar size. Population group ranges in the table use 1990 Bureau of the Census populations; the table reflects both the number ofjurisdictions in each group and the number ofjurisdictions responding to the 1995 survey.

Job Descriptions
COUNTY GOVERNMENT: PUBLIC SAFETY EMPLOYMENT
Animal Control Dlreaor Perfonns professional and skilled work in supervising and coordinating work activities
of other employees who are responsible for the apprehension and care of animals.
Animal Control Omcer Performs skilled work in the apprehension and care of animals found in violation of
city animal control ordinances.
Assistant Police Chief Performs highly responsible technical, supervisory, and administrative work in
directing the activities of the Police Department.
Chief Deputy Sheriff
Directs and coordinates activities of county sheriff's department, which may include scheduling work assignments and deployment of manpower in patrol division and transmitting orders to subordinate officers for execution; develops department procedures to serve as guidelines for proper conduct of patrol division activities, based on legal information and previous law enforcement experience.
ChiefJailer
Supervises and coordinates the work activities of jail staff.
Codes Enforcement Omcer
Performs technical level work in ensuring that all codes and ordinances are adhered to throughout jurisdiction.
Communications Dlreaor
Directs the operations, development, and implementation of policies and procedures and the administration and management of the Communications Department.
Corporal, police Department
Performs law enforcement and some routine investigative work in the operations of the county police department. May train entry-level police officers and serve as a lead officer on special assignments.
Corporal, Shedtrs Department
Performs law enforcement and some routine investigative work in the operations of the sheriff's department. May train entry-level deputies and serve as a lead deputy on special assignments.
Conectlon Omcer
Guards inmates in county penal institution in accordance with established policies, regulations, and procedures, which may include preparing written reports concerning incidences of inmate disturbances or injuries.
Deputy Shedff
Maintains law and order throughout the county and serves legal processes of courts. Also transports or escorts prisoners between courtrooms, prison, and medical facilities. May operate radio to deliver instructions to patrol unit.
Deputy Shedff, Non-certified
Performs law enforcement and some investigative work in the protection oflife and property under the supervision ofa sergeant or corporal. Has not completed required training course for certification.
Dispatcher
Operates radio and telephone equipment to receive, process, and dispatch calls to police, fire, emergency ambulance, or civil defense services. Usually required to maintain a log of calls for service.
Dispatcher/Jailer
Maintains security ofprisoners during their detention and operates radio and telephone receiving and dispatching calls to the appropriate department and/or person.
E-911 operator
Responsible for answering emergency calls and dispatching appropriate personnel to the correct location.
EmeqJentY Medical SeMce Dlreaor
Directs emergency medical service program, coordinates activities of persons involved in rescue, care, and transportation of catastrophe/accident victims.

Plans, directs, organizes, and coordinates the activities of a county fire department.
Fire Flllhter
Controls and extinguishes fires, protects life and property, and maintains equipment as a full-time employee of the county. Performs assigned duties in maintaining apparatus, quarters, buildings, equipment, grounds, and hydrants. Note: This is an entry level position; does not include Engine Driver.
Fire omcer/captaln
Directs and coordinates activities offrrefighters during an assigned shift by conducting roll call, relaying orders and messages from superiors, recording information, and participating in training. Also leads subordinates in performance of duties at a fire.
Fire OmcerlUeutenant
Performs fire fighting responsibilities according to NFPA 1021 and emergency care duties. Responsible for the daily operation of a fire station, supervising a shift with activities associated with hydrant maintenance, fire pre-plans, and inspection of industrial complexes and record keeping.
Investillator, Pollee Depanment
Performs investigations in the police department to solve or prevent crimes. Examines crime scenes to obtain clues and gather evidence that may lead to a conviction.
Investillator, Shedlrs Depanment
Performs investigations in the sheriff's department to solve or prevent crimes. Examines crime scenes to obtain clues and gather evidence that may lead to a conviction.
Jailer Patrol omcer
Guards prisoners in station or jail, assuming responsibilities for all needs of prisoners during detention. May prepare arrest records identifying prisoner and charge assigned.
As a member of the county police department, patrols assigned area on foot, using motorcycle, car, or on horseback to control traffic, prevent crimes or disturbances of peace, and arrest violators.
Pollee Chief
Plans, directs, organizes, and coordinates the activities of a county police department in accordance with authority delegated by the county commission.
Pollee Shift Commander
Public Safety Dlreaor
Directs and coordinates activities of police patrol officers by conducting roll call, relaying orders and messages from superiors, recording information, identifying arrested suspects in logbook, and advising prisoner of charges. Also assists subordinates in performance of duties during an assigned shift.
Responsible for providing leadership and direction to the Public Safety Department in the development and provision of quality police, fire, emergency medical, and emergency management services to facilitate the protection and well-being of residents.
5erQeant, Pollee Depanment
Responsible for the direction and supervision oflaw enforcement activities performed by a group of county police officers during a particular shift or assignment.
