As president of the Georgia Association of Regional Development Centers, I am pleased to provide you with this copy of the Directory of Georgia's Regional Development Centers: 1991-1992.
The directory offers an indepth look at the Regional Development Centers from a statewide perspective as well as from a region-by-region perspective. This directory is your one-stop source for the information you need to better understand what the Regional Development Centers are doing, the programs they are participating in, and the leaders who are making the Regional Development Centers what they are today .
We encourage you to review the directory and use it. Since we plan to make this directory available annually, we would like for you to let us know what you think of it. We welcome any thoughts from you on how we can improve the directory.
The Georgia Association of Regional Development Centers is now in its third year of existence. INTRODUCTION

The Regional Development Centers (RDCs) of Georgia were established through the enactment of the Georgia State Planning Act of 1989, commonly known as House Bill 215 . Before 1989, these Centers were referred to as Area Planning and Development Commissions (APDCs). However, Georgia's landmark planning act required that a more coordinated planning process be implemented throughout the state. Therefore, the newly created RDCs were given the responsibility of serving the public interests of the state by promoting and implementing the comprehensive planning process .
The number of regional development centers and the region within which each regional development center will operate is determined by the Board of the Department of Community Affairs (DCA). The geographic boundaries of the 18 regional development centers are shown in Map 1. RDCs include all municipalities and counties in the state of Georgia.

The executive committee must include at least one board member from each county in the region. Also, the county board member representing the county with the largest population is required to be on the executive committee. The same holds true for the municipal board member with the largest population. The committee has the same power and authority as the full board , with the exceptions of hiring the executive director, adopting the annual budget and work program, and electing the executive committee. Four municipal board members and four county board members must be elected by their boards to be members of the executive committee. Also, five nonpublic board members must be elected by the nonpublic board members to be members of the executive committee.

Organization and Function
Membership in an RDC is automatic for each municipality and county in the state. The organizational structure of the RDCs is provided in Code Section 50-8-34 of the Georgia Laws . The board of each RDC is responsible for establishing the policy and direction of their RDC, as provided or authorized by law .
The board's membership includes the chief elected official of each county and the chief elected official of each municipality. The county board members and municipal board members from the same county elect one member of the board who is a resident (but not an elected or appointed official or employee of the county or municipality) to serve as the 'nonpublic' board member from a county. The term of a board member who is an elected official is one year; and two years for a nonpublic board member. The board meets at least four times a year. Additionally , the board is responsible for hiring an executive director, adopting an annual

State funds are appropriated to DCA and are distributed to the RDCs based on a funding formula. A minimum funding amount is established by DCA . In order for an RDC to be eligible for the minimum funding amount, each RDC must collect annual dues of $.25 from each resident of each county of the RDC. The most recent population estimates are used in making the assessment.
A full time professional staff carries out the directives of the policy making bodies. The executive director, who is hired by the RDC board , is the chief administrative officer of the center. In this capacity, the executive director manages the daily operations and staff of the RDC. RDC staffs vary, but typically consist of an administrative staff, fiscal director, aging services director, job training director, planning director, plus other associated professional and support staff.
The RDCs are involved primarily with planning for the development of the area. In that capacity, the RDCs aid member local governments in

developing and implementing plans. Through contractual arrangements, the RDC may provide certain services, such as grant writing, reviewing and commenting on applications for federal assistance. RDCs provide a full spectrum of assistance in many areas including, but not limited to, employment and training, criminal justice, economic development, transportation, solid waste management, and historic preservation. The centers provide service and training in addition to technical assistance.

The state of Georgia defines RDCs as "public agencies and instrumentalities of their members." In that respect, the centers are responsible for facilitating coordinated and comprehensive planning in conformity with minimum standards and procedures as prescribed by law.

The Altamaha Georgia Southern Regional Development Center (AGSRDC), headquartered in Baxley, includes eight counties in the coastal plain area of southeastern Georgia. The AGSRDC provides planning, economic development, historic preservation, and governmental management assistance, in addition to serving as an Area Agency on Aging and as the administrative entity for an eight-county Job Training Program. Through various committees , the RDC provides information on pressing issues of the area, as well as suggestions for solving problems such as solid waste disposal and protection of natural resources.
The AGSRDC area has been offered many educational opportunities in the past few years. The construction of three vocational-technical institutions will provide necessary training to residents of the area. The Georgia Board of Regents established the first university in 21 years when it named Georgia Southern College the first public university in the southern half of the state - a landmark event for the area.. .
The abundant natural resources, the location and access of the region, the improving educational facilities, and the existing growth are excellent bases on which to build future growth and development in this area.

Atlanta Regional Commission
The Atlanta Regional Commission (ARC), which serves metropolitan Atlanta and surrounding counties and cities, has been innovative in program development and has won many awards for its programs . Such innovation was a necessity due to the spectacular growth of the region in the 80s .
Human service programs have included emergency aid programs for the homeless, parks and recreation services for the entire region, and employment and training programs. One of the most timely and critical programs involved helping youth to make a smooth transition from school to employment.
The ARC serves as Area Agency on Aging for the Atlanta region . ARC provides basic services such as home delivered meals and transportation for the region's senior citizens -a growing population.
ARC is actively involved in securing a long-term water supply for the region, in protecting the quality of the water available, and in meeting the solid waste disposal challenges of the region.
ARC is also the federally designated agency responsible for maintammg a continuing, comprehensive, and cooperative transportation planning process in the region. A key issue facing the Atlanta region is the need to accommodate increasing air travel demands through a safe and efficient aviation system. ARC is charged with planning for the Atlanta regions' airport needs which has included development of a second airport.
ARC is aware of the needs of local governments and is ready to provide assistance. ARC's Department of Governmental Services is equipped to offer technical and management assistance in a variety of areas, in addition to its planning services.

The Central Savannah River Area Regional Development Center (CSRARDC) with offices in Augusta, comprises the 13 Georgia counties known as the Central Savannah River Area (CSRA). The Central Savannah River Area is a vital, progressive region that has played an important role throughout the history of Georgia and the nation. The population has been steadily increasing throughout the 20th century. The Augusta Metropolitan Statistical Area (MSA) is the second largest MSA in Georgia . Increasing populations, excellent recreational, historical, and natural resources, a superlative medical center, and improved transportation corridors provide many opportunities for the region.
A major strength of the CSRA is its sense of regionalism. It is with the assistance and leadership of the CSRARDC and its working relationship with other similar planning organizations that the region is striving toward an improved quality of life, better governance, and generous standards of living for its citizens. The counties of the CSRA have a strong commitment toward economic development and all development organizations are vigilant in their efforts to expand as well as bring new business to the CSRA. The CSRARDC, working through its three loan corporations, can provide financial assistance to bring new, and expand existing, business in the CSRA .
The mission of the CSRARDC is: to develop, promote, and assist in establishing coo rdinated and comprehensive planning for development and promotion of the essential interest of its citizens; to provide technical assistance, including assistance in the development of a local information base and network; to review, comment, and make recommendations on local plans; to mediate conflicts between local governments; to coordinate federal, state, and local activities and services among all the agencies serving the needs of the elderly population. Five operating departments work together within the CSRARDC to meet this mission.

The five departments are: Local Government Services, Planning, Human Resources, Information and Technology Transfer, and Business Loan Services. The major goals of the departments can be summarized as follows:
1. The development of plans addressing specific issues of importance both to local governments and the CSRA.
2. Education of local government officials and leaders regarding information needs and specific issues of importance.
3. Promotion of the necessity for improved coordination among all levels of government and business .
4. Provision of the expertise necessary for the achievement of specific local and regional goals and needs.
The CSRARDC has received many awards for innovative projects and has recently received awards and national recognition for its work in the establishment and development of a Regional Geographic Information System . In the summer of 1990 officials from the CSRA region signed a joint statement with officials from the Vasternorr1and region in Sweden establishing a sister region relationship. The purpose of which is to provide for an open exchange of products, services, and knowledge beneficial to both areas. In September, 1991 CSRA's 504 Program was named an accredited lender, one of fifty in the United States.

Located on the banks of the Chattahoochee in Franklin, Georgia, the heart of Heard County, the Chattahoochee-Flint Regional Development Center (CFRDC) is seated at the fulcrum of its planning region which also includes the counties of Carroll, Coweta, Meriwether, and Troup. CFRDC is charged with the overseeing of coordinated, comprehensive planning among member local governments and of proposed public and private development that will have interjurisdictional and interregional impact. A prime example is the intermediary role of CFRDC in the protection of the Chattahoochee River and West Point Lake. The RDC provides a forum for the exchange of ideas necessary to promote the protection of these important natural resources as well as using the economic potential of the Chattahoochee-Flint region.
As a liaison between various federal and state agencies, the RDC provides technical assistance in the areas of environmental issues, the preparation of grant and loan applications, community planning and development, historic preservation, economic development, recreation, and transportation. In addition, the RDC provides cartographic and graphics support to its constituent local governments. CFRDC is the regional data bank; maintaining a database which includes demographic, and geographic information, industrial site availability listings, and labor force statistics. CFRDC serves as the Area Agency on Aging for our region . The program annually serves approximately 3,000 senior citizens, providing them with a nutritious daily meal, activities, and the option of living at home instead of at a long term care facility. CFRDC is providing expertise and leadership to advance sound physical, social, and economic development.

Coastal Georgia Regional Development Center
The Coastal Georgia Regional Development Center (CGRDC) is a multi-purpose public agency which serves eight counties and 26 cities along Georgia's Atlantic coast. The CGRDC and its predecessor, the Coastal Area Planning and Development Commission (CAPDC), have supported the coastal region since 1965 with a variety of planning and development functions . Among the programs administered by the CGRDC are those of the Job Training Partnership Act, aging services under the Older Americans Act, locally-funded tourism promotion, historic preservation, economic development, public administration, and environmental/land use assistance for local governments.
Among the most significant achievements of regional planning in coastal Georgia was the establishment of a revolving loan fund under the federal Economic Development Administration that retained or created more than 3,000 jobs since 1976 along with other business-assistance loans. Regional solid waste planning has been another innovative program of the CGRDC, for which the agency won a national award from the National Association of Regional Councils in 1989. The same organization recognized the achievements of the CAPDC in presenting it with the national award for the best regional planning council in 1988. The CGRDC is very active in providing grant application assistance for cities and counties, and has secured funds for many public works projects, including public buildings, water and sewer systems, and other types of infrastructure. Public works grants secured for coastal local governments through the Economic Development Administration alone have amounted to more than $12 million.
The agency is now very active in establishing a regionally-coordinated planning program under the 1989 state growth strategies legislation by assisting local governments in carrying out their responsibilities through the CGRDC Planning and Governmental Services Advisory Council and Regional Solid Waste Task Force.

The Coastal Georgia Regional Development Center is located in Brunswick, Georgia. This regional, state and national award winning center provides a variety of forms of technical assistance to local governments, through local, state and federal funding sources. The agency provides services in the following areas: transportation; land-use planning; growth management; services to the elderly; job training; small business development; public administration; grant writing; and historic preservation.
Through the center's planning department multi-county solutions to problems have been identified in the areas of solid waste. Additionally, the department was actively involved in analysis and evaluation of recommendations by the Governor's Growth Strategies Commission, which resulted in landmark statewide planning legislation.
Through local assistance the staff helps cities and counties to maximize their potential, for example, by helping establish a loan pool for downtown merchants of one city; or, in another case by actually preparing a grant application for road improvements. The Coastal Georgia Regional Development Center performs a vital role in this growing region.

A new idea in growth is born. "Northwest Georgia, which has been termed 'a slumbering giant' on the verge of blossoming into a vast industrial empire, took a long stride today in accomplishing this achievement." The year was 1958. Three men shared a vision for closer work in industrial growth and development for Northwest Georgia. Their vision sparked what was to become the Coosa Valley Area Planning and Development Commission. Thirty-two years later, the vision remains, but the name been changed to the Coosa Valley Regional Development Center (CVRDC).
The CVRDC includes ten counties in the northwest corner of Georgia, which join Alabama on the west and Tennessee on the north. Offices for the CVRDC, since its inception, have remained in Rome.
CVRDC is the regional planning agency for economic development,job training, aging, historic preservation, and ridesharing, and serves as the MPO for transportation planning in the counties of Dade, Walker, and Catoosa. The staff provides technical assistance to local governments on matters related to parks and open space, transportation, water and sewer systems, solid waste disposal, Community Development Block Grant Program, Farmers Home Administration, etc .
Located in a triangle formed by the Interstate Highway System and three major metropolitan areas - Chattanooga, Tennessee; Birmingham, Alabama; and Atlanta - the Coosa Valley Region has acquired several Fortune 500 Companies.

Georgia Mountains Regional Development Center
The Georgia Mountains Regional Development Center (GMRDC) serves 13 counties and 38 cities. Situated just north of the Atlanta Metropolitan Area, the region is growing rapidly with one of its counties having a growth rate of 98% in the 1980s .
The region has the headwaters of most major stream systems of the state. Thus, the GMRDC has been deeply involved in water quantity and water quality issues for the past two decades. The agency regularly wins awards, innovative projects, and recognition for the quality of its natural resources planning . Most recently, the agency has been awarded a grant to develop a prototype natural resources/comprehensive planning model that can be used throughout the Appalachian Region . This Project involves pioneering work by the agency in the use of Geographic Information Systems (GIS).
The agency is also a national leader in economic development programs, and is among the top 50 public lenders of money for economic development. The GMRDC developed the state's official historic drama, "The Reach of Song." This effort is to be the cornerstone of tourism projects to be developed around its region, which is known for its beautiful mountains and lakes.
The agency is proud of its reputation for having a strong Board of Directors and the largest use of volunteers in the state. The leaders of the Georgia Mountains Area are deeply committed to seeking regional solutions to mutual problems. Georgia's current governor is a native of the area and was on the original Board of Directors for the agency.

The Heart of Georgia Region, as its name implies, is centrally located in the mid-state area. Geographically, it has 3,300 plus square miles of land/water area. There is an abundance of natural resources, with more than 200 plus miles of rivers and streams, 600,000 plush acres of prime farm and timberland, and many acres of unencumbered open space . Topographically, the area is well-suited for its prominent agricultural uses as the land rolls gently with mild slopes enriched with fertile soil. Congruently, the climate is generous in providing a long growing season (March to November), with moderate temperatures (average 64 degrees year round), despite the summer heat.
The 1990 population was estimated by the Heart of Georgia Regional Development Center (HGRDC) to be 116,500. As in many rural areas, the population tends to increase only marginally (the 1970 regional population was 101,187). However, within that modest spectrum of growth, it can be shown that the Regions population exhibits traits similar to what is known about other areas of the United States. For example, analyses have found that the region is becoming more racially diverse, more educated, more demanding of modern services, and more inclined to live outside urbanized areas .
While the region is not dependent on any single industry or enterprise, the absence of a dominant industry or economic sector tends to have a destabilizing effect on the economic development of the Region. There presently appears to be signs of a temporal transitiOn from an agricultural-based economy, to a manufacturing and service-based economy. However, the conversion of capital and human resources needed to sustain steady growth in these sectors during this transition seems to have progressed somewhat statically. This is probably due to the traditional problems that the area has encountered in terms of effectively improving both the physical infrastructure and the educational levels of the resident population - both of which are

essential to capturing a modern principal industry.
The HGRDC offices are located in Eastman (Dodge County). Jurisdictionally, the RDC serves 41 local governments in a nine county area. This includes nine county governments and 32 incorporated municipalities.
The basic mission of the organization is to provide professional advice and assistance in technical areas in local government administration and the implementation of certain state and federal programs. The ROC also serves as an information clearinghouse for the general public, disseminating information on matters relating to area planning and development. Primary program areas are divided into three categories: Community and Economic Development (grant administration and small business assistance), Coordinated Planning (growth management, transportation planning, and current and long-range planning), and Human Services (Job Training Partnership Program - JTPA).

Lower Chattahoochee Regional Development Center
The mission of the Lower Chattahoochee Regional Development Center (LCROC) is to support the Cities and counties of the bi-state Lower Chattahoochee region to plan and develop the economic opportunities and infrastructure necessary to get and maintain the best living standard attainable for residents of the regional and area local governments.
The overall goals of the ROC are to:
1) Prepare regional plans to meet the requirements of Coordinated Planning Legislation and program/infrastructure needs for the Lower Chattahoochee region and member local governments.
2) Achieve a diversified, well-balanced economy for the region with ample job opportunities for area citizens.
3) Assure a high quality education and educational opportunities to satisfy the needs, desires, aspirations, and potential of all area citizens.
4) Conserve and protect natural resources vital to future development and quality of life for citizens of the region.
5) Provide mimmum levels of community infrastructure sufficient to provide job opportunities, basic educational enrichment, and quality lifestyles for area citizens in balance with natural resource systems .
Strategies for Fiscal Year 1990
Annually prepare an areawide plan for the Lower Chattahoochee ROC jurisdiction consistent with Georgia DCA and/or ADECA standards, dependent on locality.
Participate in compiling a data base and network which includes planning data for all member counties to serve as a comprehensive source of information available to local governments, state agencies, and members of the General Assembly.

Directory of Regional Development Centers
Provide planning and technical assistance to local governments (or through contract the preparation of local plans) for the development, preparation, and implementation of comprehensive plans.
Assess the status of local comprehensive plans and implementation measures in accordance with DCA inventory, assessment, and community classification standards.
Identify developments and resources of regional importance in accordance with DCA guidelines.

Regional Development Center
The Mcintosh Trail Regional Development Center (MTRDC), with offices in Barnesville, serves the counties ofButts, Lamar, Newton, Spalding, Pike, and Upson. The region extends from the southern fringes of the Atlanta region south to the Macon region in central Georgia. Four impo1tant transportation corridors serve the region; U.S. 19, U.S. 41,1-75, and 1-20. Excellent transportation, educational, cultural, employment, business, recreational and housing opportunities have come together in the Mcintosh Trail region resulting in the highest growth rate in the state among regional development centers.
The MTRDC facilitates the development, implementation, and maintenance of cooperation and support among member governments. The agency provides a wide range of services to member governments. Programs for senior citizens, community planning, and economic development are available through the agency.
The MTRDC has a record of success in working with member governments to help them see their local activities within a regional context. In this manner, solutions to problems may be found that afford maximum benefit with minimum adverse effects.

The Middle Flint Regional Development Center (MFRDC) with offices in Ellaville, Georgia, includes eight counties with municipalities located in south central Georgia. The region is primarily agricultural and has approximately 100,000 residents. In relation to other RDCs, the region is average in size and in number of counties and cities, but smallest in population . The counties of Crisp, Dooly, Macon, Marion, Sch ley, Sumter, Taylor, and Webster form the region .
The MFRDC is a planning and development agency serving its member governments in land use planning , community development, grantsmanship, economic development , technical assistance, housing rehabilitation, historic preservation planning, tourism, aging programs , small business loan assistance, mapping, recreation programs, job training, etc.
The Middle Flint region is located in the middle drainage basin of the Flint River . The river is a natural asset that flows through the region and forms Lake Blackshear, a 9 ,000-acre lake near Cordele. The lake provides recreation and a boost to the economy for the whole area. Tourism is being enhanced with a new 18 hole golf course located at the Georgia Veterans State Park near the lake .
Americus and Cordele, Georgia, serve as the growth centers for the region and they provide transportation, health care, employment, higher education, and other services to the district.
The area is generally noted for raising peaches, peanuts, pecans, and "politicians."

The Middle Georgia region has changed greatly since the Middle Georgia Area Planning and Development Commission was established in 1965 . While it has generally maintained its mixture of urban and rural cultures, population growth and economic diversifi ca tion continue to have far-reaching consequences. The region has already begun to experience many problems associated with emerging metropolitan areas. The challenge facing the Middle Georgia Regional Development Center (MGRDC) as it begins its task of encouraging and coordinating effective regional growth management strategies is substantial, but there is a sound regional planning foundation already in place, and with adequate local government coopera tion , it should prove to be a successful and rewarding effort.
Population growth in the region has been moderate but steady during the previous three decades . The estimated 1988 population of 334,376 represents an increase of 47 percent over 1960 figures and 13 percent over 1980 figures. State Office of Planning and Budget (OPB) projections show the regio n will have a population of almost 400,000 by the year 2000.
The regional workforce has increased at a rate slightly higher than population growth. From a total of 128,160 persons in 1980, it had grown to 147,460 in 1988, an increase of slightly over 15 percent. Unemployment rates in the region also fell, from an annual average of 7 .3 percent in 1980, to an average of 5 .8 percent in 1988.
The business climate in the region appears to be generally healthy . The total number of business establishments grew by over 27 percent betwee n 1980 and 1986, more than twi ce the rate of population growth. Total employment grew by more than 17 percent during the same period.
The regional economy displays a hea lthy diversity with manufacturing (16.1 %); retail trade ( 18 .9%) ; services (24 .8 %); and federal, state,

and local government (18.5%) representing the major employment sectors.
The Middle Georgia region appears to be in excellent condition as we begin the last decade of the 20th century. Population growth is steady, but manageable. Housing stock appears to be keeping pace with population growth, and substandard housing is not a critical concern. Job creation also appears to be running ahead of population growth, and the creation of new business establishments in the region continues at a healthy pace. While area wage rates fall short of state and national averages, regional unemployment is also low and has improved significantly since 1980. There is every reason to expect that these trends will continue well into the 1990s and that the Middle Georgia Region will remain one of the state's most attractive areas to live and work.

North Georgia Regional Development Center
The North Georgia Regional Development Center (NGRDC) includes Cherokee, Fannin, Gilmer, Murray, Pickens, and Whitfield Counties and their 20 municipalities. The region lies in the foothills of the Appalachian Mountains between Tennessee and North Carolina on the north and Atlanta to the south and is traversed by two major north-south growth corridors, Interstate 75 and Interstate 575-Georgia 515 (development highway). The NGRDC headquarters are located in Dalton, the ca rpet capitol of the world, and the major regional services and employment center of northwest Georgia. Cherokee County, the region's largest and fastest growing county, is located on the southern boundary within the Atlanta Metropolitan Area. The region is rich in scenic and natural resources including the national forest, wilderness areas, and the many rivers and lakes of a major headwaters area for Georgia, Tennessee, and Alabama .
Created in 1969 by its member local governments the NGRDC serves to provide a use ful forum for governmental consideration of regional challenges and opportunities, to provide for effective communications and coordination among governments and agencies, and to effect governmental decision-making on regional policies and priorities which lead to a strong economic base, maximize human potential, and create stable natural and community environments. The NGRDC is the regional planning organization for community and economic development, resources management, public transportation, historic preservation, aging, and job training, and serves as the regional administrative entity for related state and federal programs. Staff technical assistance is provided to local governments in the development of local strategies for growth management (development plans/controls), economic development (facilities development/job creation/finance packaging) and community development (services and facilities improvement/ financing alternatives). The NGRDC also serves as an information center for regional data, projections , and maps .

Northeast Georgia Regional Development Center

The Northeast Georgia Regional Development Center (NEGRDC), located in Athens, serves each of the ten counties and 49 cities in the region. NEGRDC is used to strengthen the individual and collective power of local governments by recognizing areawide opportunities and matters of mutual concern, helping local governments resolve both local and areawide problems through joint decisions, and developing means to help local governments in the implementation of those decisions.
NEGRDC is actively involved in regional planning related to land use, transportation, recreation, historic preservation, natural resources, solid waste, economic development, aging, and job trammg. The agency sponsors workshops, conducts studies, and provides technical assistance in response to local government needs and requests.
The organization received national recognition for its ongoing local government ordinance codification program and is generally recognized as a leader in water resources and solid waste planning. Its sponsorship of the Certified Development Company Program and job training efforts has been instrumental in the location and expansion of several businesses in the region.

Oconee Regional Development Center
The Oconee Regional Development Center (ORDC), headquartered in Milledgeville, Georgia, offers services to 28 local governments all located within a seven county area. The ORDC serves as the regional planning agency for aging services, job training, economic development, small business loans, community development, transportation, and the newly created growth strategies. Technical assistance is also provided by staff in the areas of civil engineering, industrial development, solid waste collection and management, water and sewer management, planning and zoning, personnel management, and computer-based technical assistance. The ORDC also assists all sections of local governments, i.e., Chamber of Commerce, Board of Education, Recreation Department, etc.
The Oconee area includes seven rural counties with a land mass of approximately two million acres; there are 37 million acres in the entire state of Georgia . The largest category of land use is forest which covers about 71 percent of the Oconee area land. Pasture covers 14 percent while cropland consumes eight percent and the remaining seven percent is a mixture of urban and other. The area has a population of approximately 110,000 people . With only two cities in the area (Milledgeville and Sandersville) having more than 10,000 people, it is apparent that the area is of rural background.
Historically, the Oconee region has much to offer. Milledgeville, located in the middle of the region and its economic and industrial center, formally the capital of Georgia, until the end of the civil war when it was moved to Atlanta. The area has many antebellum houses and other structures of historical importance.
Generally, mild temperatures prevail throughout the Oconee area year round. The temperatures average about 64 degrees for the year and monthly averages range from 48 degrees in winter months to 80-90 degrees during the summer periods. Nights below 20 degrees are an extreme rarity. The average annual rainfall is 47 inches with March being the wettest month and December the driest. The length

of time from the last of spring to the first fall freeze averages about 235 days which affords a variety of leisure-time outdoor activities.
The Oconee area is fortunate to have ample water resources. Three underground aquifers - the crystalline rock aquifer, the Cretaceous aquifer, and the Floridian aquifer system - supply the water needs of the Oconee area. These aquifers can produce large quantities of water, ranging as high as 5,000 gallons per minute.
The ORDC, funded by local, state and federal monies, has achieved a great deal of success as the regional planning agency since its conception in 1964. With future challenges facing a growing region daily, the ORDC will strive to assist local communities in their needs to meet these challenges.

The South Georgia Regional Development Center (SGRDC), with offices in Valdosta, includes ten counties in the center of the southernmost part of Georgia . SGRDC serves as a focal point for regional efforts to improve the efficiency and effectiveness of local governments, and for the planning and development of cooperative regional approaches to solve problems and maximize the area's considerable potential for positive growth. SGRDC is the regional planning body for economic and community development , job training, historic preservation, and transportation, and is the regional data affiliate for the U .S. Census Bureau . Technical assistance in areas such as financial and personnel management, graphi cs and design, land use planning, zoning ordinance development, downtown revitalization, solid waste management, water and sewer management, and industrial development support, is provided by the staff to meet the needs and requests of local governments.
SGRDC has developed several special projects in response to specific area needs, including a data processing network which provides low cost specialized governmental data processing serv ices such as utility billing, pay roll s, financial accounting, city and county property taxes, voter li stings, and jury selection , to 32 cities and counties. The ROC is currently implementing a computerized Geographic Information System (GIS) for Valdosta and Lowndes County , and is participating in a Federally Funded National GIS Demonstration Project for regional application of a satellite imagery system to provide area co mmunities with the best, most up-to-date tools to plan and accomplish orderly growth.
A number of SGRDC's projects and programs have received state and national recognition. Among these are the business loans programs (winner of the National Association of Development Companies Award for outstanding service as a rural certified development company for the highes t volume of SBA 504 loans in the southeast for 1986-87; and for the highest volume of loans in 1987-88); and the Job Training Partnership Program ( 1986 Governor's Award, innovations in economic development; 1987 National Alliance of Business Distingui shed

The Southeast Georgia Regional Development Center (SEGRDC) has its office in Waycross and serves eight counties of the region. Through activities like the Goodwill Trips to Atlanta and Washington and Local Leaders Meetings, the SEGRDC provides opportunities for the Local Leaders to keep in touch with state and national leaders, keep abreast of issues that affect the region, and for developing a strategy that addresses regional challenges and opportunities. The SEGRDC also provides a forum to improve communication and coordination among go vernments and agencies .
The center's mission is to serve as a policy body at the state level to represent communities and local governments in addressing local regional issues that involve intergovernmental efforts.
As EDA's Economic Development District, SEGRDC has assisted in addressing the region's most pressing problem - low per capital income by the promotion of the region's assets for economic growth and by establishing a program of fi nancial assistance for new and expanding business . Our Development Corporation provides a regional focus on addressing economic needs from downtown revitalization to industrial rec ruitment.
In support of our local governments, the staff provides technical assistance in most areas of public administration, services, planning, human resources, economic development, historic preservation, and grantsmanship. The Center al so serves as the Area Agency on Aging, the administrative entity for the Job Training Partnership Act, and administers small city Community Development Block Grants.
Its new responsibility , assigned by House Bill 215, as a regional planning agency will provide further challenges and opportunities for growth for both staff and Board.

Southwest Georgia Regional Development Center
The 14 county Southwest Georgia Regional Development Center (SWGRDC) has - since its inception as an Area Planning and Development Commission - emphasized the use of planning in an active program of regional development.
Following up on the pioneer efforts of the APDC in publishing community profiles, a manufacturing directory, both of which were adopted at the state level, and targeted industrial location studies, the RDC is now engaged in efforts to pave the way for development. Task Forces composed of board members plus interested and knowledgeable parties from throughout the area and the state are addressing policy issues and development opportunities in economic development, water resources, solid waste management, transportation, and agribusiness and agriculture.
The planning staff serves as staff to 28 of the 30 active planning programs that existed before the enactment of the growth strategies legislation .
The RDC provides a wide range of governmental management and operations technical assistance. Total personnel systems are devised and maintained. Elements of personnel systems are prepared. Assistance in budget development, accounting systems design and installation, inventory control, and purchasing systems are provided. Special studies for operational and strategic planning are performed.
The RDC serves as the administrative entity for the second largest JTPA program in Georgia, with an enrollment of 3,343 in 1989.
Its economic development program encourages regional promotion, technical support of local development groups and the staffing of an SBA Certified Development Corporation formed to provide financing for job development. In the summer of 1990 an Economic Development Administration grant of $500,000 helped to establish a $750,000 Revolving Loan Fund to expand the job creating capabilities.
