2002 Independent Authority Bonded Indebtedness Report
OVERVIEW
An Independent Authority Bonded Indebtedness Report is required to be completed each year by all local authorities in Georgia that were created in and for a county, municipality, consolidated government, or combination thereof, and is authorized to issue bonds under the under the Constitution or laws of the state (O.C.G.A. 36-81-8). This document is a compilation of the financial data contained in these individual reports, and provides useful comparative information regarding the financial activities of Georgia's independent authorities. The first section of this report provides a general summary of total combined revenues, expenditures/expenses, assets, and liabilities of all reporting authorities. The second section summarizes financial information by authority type. The third section includes total revenues, expenditures/expenses, assets, and liabilities of each authority, by county of residence. The individual authority reports are not independently audited or otherwise verified. The Department of Community Affairs cannot attest to the validity or accuracy of the information contained in these reports. Therefore, while the consolidated information contained herein may be useful for policymakers in assessing the financial activities of authorities in general, financial data for individual authorities as reported in audited financial statements, where available, may be more accurate. Georgia law contains no specific provisions requiring independent authorities to undergo annual audits.

GENERAL SUMMARY

Revenues Independent authorities reported combined revenues of $2.27 billion in the year 2000.
The majority of this revenue, $1.62 billion, resulted from user fees.
Federal and State grants, accounted for $294 million and $32 million respectively.

Expenditures/Expenses Independent authorities reported combined expenditures/expenses of $2.29 billion in the year 2002.
Expenditures/expenses for current operations accounted for $1.46 billion, or 64%, of this amount.
Other costs were reported at $321 million followed by the spending for construction at $238 million.

Assets Independent authorities reported combined assets of $7.28 billion in the year 2002. This amount consisted of $1.74 billion in cash and investments, and $5.54 billion in all other assets.
Debt Independent authorities reported combined debt of $3.05 billion for the year 2002, most of which was in the form of revenue bonds. New debt issues for the period were reported at $473 million, and debt retirements were reported at $166 million.

SUMMARY BY AUTHORITY TYPE
Hospital authorities accounted for the largest portion of combined authority revenues and expenditures/ expenses in the year 2002, reporting total revenues of $1.48 billion and expenditures of $1.45 billion. Hospital authorities reported total assets and liabilities of $2.25 billion and $1.24 billion respectively.
Water and sewer authorities reported total revenues of $288 million and expenditures of $364 million. Water and sewer authorities reported total assets of $2.55 billion and total liabilities of $693 million.
Housing authorities reported total revenues of $360 million, exceeding that reported by water and sewer authorities. Expenditures were reported at $325 million, slightly lower than expenditures reported by water and sewer authorities. Housing authorities reported total assets and liabilities of $1.70 billion and $397 million respectfully.

The following schedule includes all authorities that submitted the 2002 Independent Authority Bonded Indebtedness Report. Organized by county, the table provides the name of each authority residing in each county, along with reported revenues, expenditures/expenses, assets, and liabilities. Assets are reported in two categories, cash and investments and other assets. Cash and investments include cash-in-the-bank and both short and long-term investments (excluding investments in land, buildings, equipment). Other assets include all real and personal property not included in cash and investments. Liabilities are reported in two categories, revenue bonds and other debt. Revenue bonds include principal amounts owed on outstanding bonds. Other debt includes all short and long-term debt not included in revenue bonds.
