1999 Bonded Indebtedness Report
Overview of the 1999 Bonded Indebtedness Survey
The 1999 Independent Authority Bonded Indebtedness Survey was administered to independent authorities in the State of Georgia in 1999. Georgia law defines an independent authority as separate from a local government, being "a local public body created in and for a county, municipality, consolidated government, or combination thereof, which is authorized to issue bonds under the Constitution and laws" of the state. The characteristics of an independent authority are being an organized entity, having governmental character, and having substantial autonomy. The authority must have some form of organization with it's own corporate powers to make contracts and to acquire and dispose of property. Authorities also evidence governmental character by having officers with a high degree of responsibility to the public. In addition, and perhaps most importantly, authorities evidence governmental character by having the power to issue debt-paying interest. An independent authority has autonomy when it possesses fiscal and administrative independence to determine its own budget, when it can fix and collect charges for its services and when it can issue debt without the review of another local government.
Revenues of Independent Authorities
Independent authorities reported total revenues amounting to just under $1.2 billion in FY 1999. Over 75% of the total revenues for independent authorities, $772 million, were derived from the collection of user fees. Revenues from contributions of local governments amounted to $140 million. Other revenues amounted to just under $139 million and funds from federal grants amounted to $90 million. State grants totaled $79 million and interest earnings totaled an additional $26 million.

Expenditures of Independent Authorities
Authorities reported total expenditures amounting to $1.3 billion in FY 1999. Over 70% or $1 billion of these funds were spent for current operations. Construction costs totaled $102 million while spending for equipment, land and structures amounted to an additional $94 million. Expenditures for other purposes amounted to $63 million and interest expenditures amounted to a total of $52 million.

Independent authorities reported real assets, other than cash and investment assets, totaling $2.2 billion at the end of FY 1999.
Independent authorities held a total of $956 million in cash and investment assets at the end of the 1999 fiscal year. A total of $456 million of this amount was held in the form of bond funds. Assets held in the form of general and all other funds amounted to $426 million while a total of $75 million was held in sinking funds.

Debt Profile of Independent Authorities
Independent authorities held a total of over $1.5 billion in outstanding debt at the end of FY 1999. Almost all of this debt was held in the form of revenue bond debt as authorities held just $4.1 million in short-term debt. During the year authorities issued a total of $186 million in new debt while a total of $155 million in debt was retired. The amount of debt held by independent authorities increased by over $73 million from the beginning of the fiscal year until the end of the year. Authorities also paid a total of $77 million in interest during the year.

Summary by Type of Authority
Three types of authorities -- hospital, water and sewer, and housing -- dominate the financial picture of independent authorities in the state. The following analysis will focus on these authorities and their position in the financial picture.
Hospital authorities reported revenues totaling $964 million dollars in FY 1999, by far the largest revenue producer among authorities. Water and sewer authorities generated an additional $126 million in revenues during the year. These two types of independent authorities accounted for over 90% of the revenues generated by authorities in the fiscal year. Hospital authorities generated an additional $56 million in revenues.
Hospital authorities also reported expenditures amounting to $1.1 billion in the past fiscal year, almost 85% of the expenditures reported by authorities. Expenditures for water and sewer authorities totaled $139 million while expenditures of housing authorities amounted to $54 million.
Real property assets for hospital authorities totaled over $1 billion in the past fiscal year. Water and sewer authorities reported a total of almost $628 million in real

property assets while housing authorities accounted for an additional $282 million in real property assets. These three types of authorities accounted for almost 90% of the real property assets held by authorities in FY 1999.
