INTRODUCTION
This report analyzes population growth in the united States and Georgia from 1970 to 1980. Based upon data received from the Bureau of the Census, the report looks at the growth in population reported by the fifty United States and counties and municipalities in Georgia. The report identifies those states, counties, and municipalities which experienced population growth in the ten year period and those that experienced population loss in the same period.
Although the focus of the report is on Georgia, an attempt is made to provide basic data on the states in the union. Each state's 1970 and 1980 population, the net change in the period, the percentage change, and the ranking in terms of the 1980 population is given.
The same basic information is provided for each county and municipality in Georgia. However, greater use is made of the data. Not only are rankings provided, but also population groups are formed and gain and loss leaders or slow growers are identified. A population group is a group of counties or municipalities of approximately the same population size. A gain leader is a county or municipality that experienced a high degree of population growth during the ten year period. Conversel~ a slow grower experienced a small degree of population growth while a loss leader experienced a loss in population in the period.
Additional information on counties and municipalities that was gleaned from the advance report for Georgia from the Bureau of the Census is presented. One table contains information on the municipalities whose 1970 population counts were revised since publication of the 1970 data. A second table provides information on the municipalities in the 1980 census for which population data was not recorded in 1970.
It should be remembered when using the municipal population data that not all of the municipalities counted by the Bureau of the Census are incorporated towns and cities. Some of what the Census classifies as municipalities are not, in fact, incorporated as municipalities under Georgia law. Additionally, many of the incorporated municipalities are not active municipalities, in that they do not have a functioning government.
