Dear Sir:
Transmitted herewith is quarterly Bulletin, Serial Number 114, containing the individual penalties assessed on the various fertilizer concerns doing business in Georgia in 1929.
This bulletin is being mailed to all persons who had a sample of fertilizer analyzed this year; to all Fertilizer Manufacturers; Agricultural Workers; the Press of the State and to those who have requested it.
lt should be borne in mind that the results as shown in this bulletin apply only to the lots of fertilizer herein covered. Issued and mailed concurrently is quarterly bulletin Serial Number 115, which gives the composite or alJerage, analysis by brands of all fertilizer analyzed by the Department this year.
Penalties were assessed due to the fact that analysis by the State Chemist showed the samples to be short of the manufacturers guarantee 10% or more in one of the three plant foods, or short 3% or more in guaranteed commercial value. In many cases the same lot of fertilizer was subject to both penalties and in every case was subject to rebate of actual amount of shortage in commercial value, if any.
As shown in this Bulletin, 817 samples were subject to penalty; 200 due to 3% shortage in commercial value; 42 due to shortage in available phosphoric acid; 85 due to shortage in nitrogen; 146 due to shortage in potash. 283 samples were subject to double penalty for shortage in one plant food and in commercial value; 43 samples were subject to double penalty due to shortage in two plant foods and in commercial value; 11 samples were subject to double penalty due to shortage in two plant foods but not in commercial value, while 7 samples were short in all three plant foods and short in commercial value.
The unit values established this year for figuring the claimed and found commercial value were:

.80 cents per unit for Available Phosphoric Acid. $3.50 per unit for Nitrogen.
.80 cents per unit for Potash. $5.00 per ton on mixed goods, as allowance for freight, handling.
sacking and mixing.

Figured on the above basis, an 8-4-4 with guaranteed analysis of 8% available phosphoric acid, 3.29% nitrogen and 4% potash would figure as follows:

8 units of acid at 80c 3.29 units of nitrogen at $3.50 4 units of potash at 80c Allowance perl ton. .

The above then, is the guaranteed value as figured on a unit basis, and the found value is determined by substituting the analysis as determined by the State Chemist for the guarantee and multiplying by the same unit values.

Due to varying freight rates, changing prices and many other factors it can readily be seen that in using these unit values the actual sale price will not be determined. These unit values are used merely to determine if a sample is subject to penalty or not, and should not be confused with the price which is charged for fertilizer.

Our Inspectors drew a total of 16,862 samples in 1929. All of these samples were analyzed and reports sent to the consumers l and manufacturers. Of the 16,862 samples analyzed the 817 as shown in this Bulletin were subject to penalty.

Last year approximately ten per cent of, the samples analyzed were subject to penalty. It will be seen from the above that only 4.84% were subject to penalty this year, which shows a great improvement in the quality of the goods being sold.
