Georgia Economic Indicators / August 2002
Introduction
G eorgia Economic Indicators, Monthly Report, is designed to provide in a single publication data on a
number of indicators used to measure movement of the state's economy.
The indicators have been collected and disseminated for many years by state and federal governments and private agencies, but not under a single cover. Contributing agencies include Georgia's Department of Labor, Department of Revenue and Office of Secretary of State, the U.S. Bureau of the Census, U.S. Bureau of Labor Statistics and the F.W. Dodge Company.
All data except those contained in the U.S. Consumer Price Index chart on Page 3 are seasonally adjusted using the X11 ARIMA method. They are presented in graphic and tabular form along with an analysis. Each series shows movement over a 24-month period. Where appropriate, companion graphs and tables show data that have been deflated by the U.S. Consumer Price Index or the U.S. Construction Price Index. The purpose is to adjust for inflation and show growth in constant dollars.
Historical tables and graphs are included in a supplementary Georgia Economic Indicators, Historical Series, published annually in February.
The purpose of the publications is to serve the business and professional communities, economic developers, economists, educators and others who have need for information on state economic trends.

Inflation remains low in first half of 2002
The Consumer Price Index for All Urban Consumers (CPI-U) increased 0.1 percent in June, before seasonal adjustment, as recently reported by the Bureau of Labor Statistics of the U.S. Department of Labor. The June level of 179.9 (1982-84=100) was 1.1 percent higher than its level in June 2001.
The Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) also rose 0.1 percent in June, prior to seasonal adjustment. The June level of 175.9 was 0.7 percent higher than the index in June 2001. On a seasonally adjusted basis, the CPI-U increased 0.1 percent in June after registering no change in May.
Consumer prices increased at a seasonally adjusted annual rate (SAAR) of 2.5 percent in the second quarter after advancing at a 3.0 percent rate in the first three months of 2002. This brings the year-to-date annual rate to 2.7 percent and compares with an increase of 1.6 percent in all of 2001.
The CPI-U, excluding food and energy, advanced at a 1.9 percent SAAR in the second quarter, following an increase of 2.1 percent in the first three months of 2002. The advance at a 2.0 percent SAAR for the first half of 2002 compares with a 2.7 percent rise in all of 2001.
The index for housing rose 0.1 percent in June. Shelter costs, which increased 0.2 percent in May, rose 0.1 percent in June. The index for fuels and utilities declined 0.1 percent in June, reflecting a 1.1 percent drop in the index for natural gas. The indexes for fuel oil and for electricity rose 0.7 and 0.1 percent, respectively. The index for household furnishings and operations turned down in June, declining 0.3 percent.
The transportation index rose 0.1 percent in June, following a 0.4 percent decline in May, reflecting the movement in the gasoline index. The index for gasoline rose 0.4 percent in June, following a 2.8 percent decline in May.
The index for new vehicles declined for the sixth consecutive month, down 0.1 percent. The index for used cars and trucks rose 0.1 percent in June, registering its first increase in six months. Airline fares, which had advanced in each of the first five months of 2002 after declining in each of the last six months of 2001, fell 0.6 percent in June. During the last 12 months, the index for airline fares has decreased 4.5 percent.
The index for apparel declined 0.9 percent in June, following a 0.6 percent drop in May. The medical care index rose 0.2 percent in June to a level 4.5 percent above its level a year ago. The index for medical care commodities increased 0.3 percent. The index for medical care services rose 0.2 percent in June. Charges for professional services rose 0.1 percent and those for hospital and related services increased 0.3 percent.

The Georgia Department of Labor's Index of Leading Economic Indicators (LEI) increased 0.2 percent in June to 177.7 from a revised 177.2 in May, after seasonal adjustment. The index has grown 1.5 percent since January 2002 compared to 0.2 percent for the same period in 2001.
The reduction in jobless claims along with an increase in the value of commercial construction moved the lead indicator into positive territory in June. Initial unemployment claims dropped for the second consecutive month, down 7.8 percent in June, after decreasing 5.0 percent in May. The value of nonresidential construction increased in June, up 15.5 percent, after a double digit drop in value the previous month.

Other sectors of the leading indicator contracted in June. New business corporations filed with the Secretary of State ended the month down 25.7 percent, reversing May's 47.4 percent surge. Sales of new motor vehicles plummeted 15.0 percent in June.
The index of Coincident Economic Indicators (CEI) decreased 0.8 percent in June to 159.3, from a revised 160.7 in May, after seasonal adjustment.
The decline in the coincident index was due to a reduction in state tax revenue coupled with an increase in the state's jobless rate. Tax revenue collected by the state declined 13.5 percent in June, after surging 54.8 percent in May.
Georgia's unemployment rate increased to 5.2 percent, before seasonal adjustment, up from 4.5 percent the previous month. The nation's jobless rate increased to 6.0 percent, prior to any seasonal adjustments. Retail employment ended the month down 0.8 percent.
