Georgia Authorized Central Storage (ACS) Program Update
https://gbi.georgia.gov/meth-container-program 4th Quarter FY2020 (April 1 to June 30, 2020) During the 4th quarter, local and state law enforcement agencies used the Georgia ACS Program to store and dispose of hazardous waste from 2 clandestine drug labs. The processing and packaging of materials resulted in 5 hazardous waste containers with a total volume of 35 gallons. The total weight of the hazardous waste was 28 pounds. All 9 Georgia ACS facilities were operational. Facility "clean-out" is pending for the Carroll County site. Cancelled - the Annual Georgia ACS Program Certification Course (session #139) scheduled for April 7-9, 2020 at GPSTC was cancelled by the DEA in response to COVID-19. Cancelled - All remaining sessions offered in Quantico, Virginia have also been cancelled. The DEA Clandestine Lab program coordinator for Atlanta reports that an increase in home-based methamphetamine production has been noted in the Southeastern United States over the past year. Most of this has been concentrated in north Florida and we have not yet seen evidence of this trend in Georgia.

PLANS AND PROGRAM DEVELOPMENT
CHILD FATALITY SYSTEM REVIEW PROJECT Project Description - The Child Fatality Review (CFR) unit requested an enhancement to their current process to capture Medical Examiners (ME) data for child related deaths in the State of Georgia and have asked for additional reporting capabilities. Monthly Update The developer continues to work on project coding. CUSTOMER RELATIONSHIP MANAGEMENT (CRM) Project Description - The CRM Application Project will provide a single source of historical interaction with GCIC external customers. The application will give GCIC end users the ability to search, track and report customer interactions throughout GCIC's business units. Monthly Update The training unit continues to record voice-over for the training. Issues were encountered with the acoustics in the room picking up feedback. CUSTOMER SUPPORT & TRAINING Project Description - The Customer Support Training group provides training in GCIC programs, GCIC applications, GCIC/FBI compliance to criminal justice agencies across the State of Georgia. The group extends the option to receive classroom training or training within an e-Learning environment. Monthly Update Virtual trainings completed for the month are included in the charts. The Training Staff handled 86 phone calls, 1,337 emails and managed LMS user account additions. Crystal reports were unavailable. Multiple webinars and one-on-one trainings are being completed to meet State of Georgia training needs.

DEPARTMENT OF DRIVERS SERVICES (DDS) DRIVES PROJECT Project Description - The Georgia Driver Record and Integrated Vehicle Enterprise System (DRIVES) is a system upgrade to update and enhance the title and vehicle registration functions of the Department of Revenue. The system utilizes modern technology to streamline existing processes and enable more online services. The implementation date of phase 2 is January 2021. Monthly Update The GBI continues to work with DDS on the DRIVES project by attending regularly scheduled meetings and running transactions.

GEORGIA APPLICANT PROCESSING SERVICE (GAPS) PROJECT Project Description - The Georgia Crime Information Center Information Services is seeking to obtain the services of a qualified and experienced vendor to provide an applicant fingerprinting solution that will electronically capture and submit applicant fingerprints to the Automated Fingerprint Identification System (AFIS). In addition, the selected vendor shall handle receiving fingerprint search results and disseminate the results to the requestor. Monthly Update GAPS was set for deployment to production on June 1; however, issues were discovered during the monitoring phase. Daily troubleshooting calls with GCIC staff and the vendor were established to discuss and deliver resolutions for identified issues and troubleshooting calls will continue throughout July.
GEORGIA LAW ENFORCEMENT MESSAGE SWITCH (GLEMS) Project Description - The message switch provides a means of communication between federal, state and local law enforcement agencies throughout the state of Georgia, the United States and other countries and to take advantage of new features and advances in technology, GCIC is looking to upgrade or replace this system. Monthly Update - Technical evaluations were extended thru the first week in July and the GLEMS solicitation will move into cost evaluations and contract negotiations once technical evaluations are complete.
HUMAN RESOURCE (HR) TIMESHEET PROJECT Project Description - Enhancement of the application used by non-sworn units of the GBI for tracking time. Monthly Update The programmer is continuing with development and is currently working to add the electronic signature workflow process.
NATIONAL INCIDENT-BASED REPORTING SYSTEM (NIBRS) PROJECT Project Description - The National Incident Based Reporting System (NIBRS) collects data on each single incident and arrest for each offense coming to the attention of law enforcement for which specific facts about each crime is collected. GBI is in the process of replacing the current UCR summary-based system with an application that will collect incident-based data. Monthly Update NIBRS Go-Live is set for mid-July. The vendor completed all fixes and internal testing is being conducted. The public portal was deployed, and the final publication draft was approved by GBI.

RAP BACK PROJECT Project Description - The Rap Back project will provide the ability to receive ongoing status notifications of criminal history activity reported on individuals holding positions of trust. Georgia's Rap Back System will include the retention of applicant fingerprints, the implementation of an FBI Rap Back Subscription on such prints, and the creation of a validation process for authorized entities to manage such subscriptions. Monthly Update The GAPS vendor is working on the functional write up of the Detailed Requirements Specification (DRS) but has been unable to make weekly calls due to staff working on GAPS deployment issues. The AFIS integration testing is in process and an issue was identified in which the auto presentation of jobs was not included in the AFIS Rap Back SOW. The AFIS vendor is assessing from a scope and cost perspective.
