The average number of CPS cases State Fiscal Year 2018 To Date is 21 735 which is an increase of 3.8% over SFY 2017. During the month of March 2018 there was a an increase in total cases of 13% since February 2018. This represents a 2% daily average increase. Georgia had 4% increase in cases in March 2018 as compared to March 2017.

Average Family Support Cases are decreasing as of March 2018 with a 6.9% decrease since SFY 2017. The 14.5% increase in the number of cases from February to March 2018 represents a 3.6% average daily caseload increase. The chart reveals that there was an increase in SFY 2017 s case average of 39.5% over the prior SFY. SFY 2016 s case average revealed a decrease of 19.4% over SFY 2015.

Although Family Preservation cases decreased slightly in March 2018 the SFY 2018 to date average is 9.6% higher than SFY 2017. Monthly cases increased during the last quarter of SFY 2017 until November 2017. The data revealed that SFY 2017 has an average that is 16.7% lower than SFY 2016 s average. State Fiscal Years 2016 2017 and 2018 to date have consistently lower averages in Family Preservation Cases than SFY 2015.

What percentage of children had a subsequent substantiated incident of maltreatment within 6 months
The trend below reveals an increase in the percentage of repeated substantiated incidents of child maltreatment since March 2017. The trend reveals that Georgia has consistently maintained a low recurrence rate below the national standard of 5.4%. However increases can be seen since October 2017.

Of the CPS cases that had a disposition during the month of March 2018 41.7% were Family Support 29% were screen outs and 29.3% were Investigations. Only 19.5% of Investigations were substantiated. The overall yearly trend shows the number of CPS Dispositions resulting in Family Support cases were higher through March 2018. Dispositions of Screened Out cases while lower than Family Support were less than investigations from June August 2017 and from December 2017 - March 2018. Total investigations increased from December 2017 - March 2018 with prior fluctuations of increase in August and October 2017. Comparatively there were more investigations (28%) and substantiations (20%) in March 2018 than March 2017.

What was the final disposition of closed investigations during the month
According to February 2018 s data 14% of Investigations were subsequently opened as a Family Preservation case 10% of Investigations were opened as a Foster Care case and 76% of Investigations were closed.

There was a decrease in the number of placement services that were open during the month of April 2018 (19 487). The placement services include continued collaboration with families after out of home care may have ended as well as those who are in out of home care with DFCS Age 0 - 21.

How much does each region contribute to the total population of foster children
The number of children in Foster Care under the age of 18 during April 2018 was 14 807. Visually you can see that Region 14 has the highest proportion of children in custody at any point in time. During April 2018 Region 14 had 1 672 children in DFCS custody followed by Region 1 with 1 519 children and Region 13 with 1 449 children. (for regional trends see appendix). Region 13 showed the highest change in population counts from March 2018 to April 2018 (-35) which represented a decrease of 2.4% regionally.

. There was a increase in the number of entries from June 2017 through August 2017 with a drop in September and November followed by increases through March 2018. Exits also increased from May 2017 through August 2017 with a decrease in September and rebounds in October 2017 through December 2017. Reduced exits from January 2018 April 2018 resulted in an increase in population through the first 4 months in 2018. During April 2018 there was a net gain of 60 children who were brought into foster care versus those who were discharged from foster care. March revealed a 12 month high entry count.

How many children were in a prior episode within twelve months of the current episode
The reentry rates for May 2017 and October 2017 were over the national standard. The re-entry rate for April 2018 (8.1%) increased while the number of reentries decreased. The proportion of re-entries to entries increased during April 2018 compared to April 2017 by .2%

The percentage of foster children who reunified within 12 months decreased from 63.7% in March 2018 to 60.4% in April 2018.
