How many CPS Cases were open monthly during the State Fiscal Year to date 30 000 The average number of CPS cases State Fiscal Year 2018 To Date is 21 735 which is an increase of 3.8% over SFY 2017. During the month of March 2018 there was a an increase in total cases of 13% since February 2018. This represents a 2% daily average increase. The 14.5% increase in the number of cases from February to March 2018 represents a 3.6% average daily caseload increase. The chart reveals that there was an increase in SFY 2017 s case average of 39.5% over the prior SFY. Monthly cases increased during the last quarter of SFY 2017 until November 2017. The data revealed that SFY 2017 has an average that is 16.7% lower than SFY 2016 s average. State Fiscal Years 2016 2017 and 2018 to date have consistently lower averages in Family Preservation Cases than SFY 2015. During July 2017 there was a 12% 2016 decrease over June 2017 cases followed by increases in August through October of 2015 32% and decreases through January 2018 6 000 2014 of 14%. The trend in March 2018 revealed a 19.4% increase over February 2018. The trend reveals that Georgia has consistently maintained a low recurrence rate below the national standard of 5.4%. However increases can be seen since October 2017. Outcome II Recurrence of Substantiated Child Maltreatment (March 2017 March 2018) What was the disposition of all CPS reports received during the month Unsubstantiated Investigations Substantiated Investigations Family Support 7 000 Investigations Screenouts Of the CPS cases that had a disposition during the month of March 2018 41.7% were Family Support 29% were screen outs and 29.3% were Investigations. Only 19.5% of Investigations were substantiated. The overall yearly trend shows the number of CPS Dispositions resulting in Family Support cases were higher through March 2018. Dispositions of Screened Out cases while lower than Family Support were less than investigations from June August 2017 and from December 2017 - March 2018. Total investigations increased from December 2017 - March 2018 with prior fluctuations of increase in August and October 2017. Visually you can see that Region 14 has the highest proportion of children in custody at any point in time. During April 2018 Region 14 had 1 672 children in DFCS custody followed by Region 1 with 1 519 children and Region 13 with 1 449 children. (for regional trends see appendix). There was a increase in the number of entries from June 2017 through August 2017 with a drop in September and November followed by increases through March 2018. Exits also increased from May 2017 through August 2017 with a decrease in September and rebounds in October 2017 through December 2017. Reduced exits from January 2018 April 2018 resulted in an increase in population through the first 4 months in 2018. During April 2018 there was a net gain of 60 children who were brought into foster care versus those who were discharged from foster care. March revealed a 12 month high entry count. Outcome VII Comparison of Foster Care Entries and Exits (April 2017 April 2018) **Reentries that occur within the same month are not double counted in the entries and exits on this chart. This chart represents unique population and movement into custody during the month. How many children were in a prior episode within twelve months of the current episode The reentry rates for May 2017 and October 2017 were over the national standard. The re-entry rate for April 2018 (8.1%) increased while the number of reentries decreased. This is a decrease of 15% compared to April 2017. Outcome XIII Number of Finalized Adoptions (April 2017 April 2018) What is the average time in months for a foster child to reach finalization The average time to finalization in April 2017 was higher than the children who finalized in April 2018 by 6 months.
