Outcome II Recurrence of Substantiated Child Maltreatment Of all the children who were victims of substantiated maltreatment in the first 6 months of the year the percentage that had substantiated maltreatment within the following 6 months. Outcome X Length of Time to Achieve Reunification Percentage of children who exited care during the month through reunification with their family that reunified in less than 12 months from the date of their removal. National Standard greater than or equal to 76.20% Source SHINES
Outcome XI Children Placed with Relatives Of all children in DFCS custody the percentage that are placed with a relative or a relative foster home. State Target greater than or equal to 30.00% Source SHINES
Outcome XII Extended Youth Services Number of children ages 18 21 who remained in the custody of DFCS beyond their birth month. Source SHINES
Outcome XIII Adoptions Finalized The number of children whose adoption was finalized within each month.. Source SHINES
Outcome XIV Stability Performance Coefficient (Number of Moves/Number of Days in Custody * 1000) A calculated value based upon the ACF CFSR Round 3 which is part of Program Improvement. It is calculated from a rolling 12 month population of the entry cohort where the child remained in custody for over 8 days and was not 18 on the date of removal. The federal standard is 4.12. Outcome I Child Protective Services Cases (State Fiscal Year 2017 to Date)
The total Child Protective Cases cases during the month of December 2016 decreased by 4% due to the 7% decrease in Family Support Cases. Family Support cases have increased by 95% since the beginning of the fiscal year. Investigations and family preservation cases have decreased by 51% and 12% respectively.

Although Family Support cases decreased by 7% since November 2016 the current year to date average in State Fiscal Year 2017 is 48.9% higher than the percent of increase for State Fiscal Year 2016. During State Fiscal Year 2016 the average increase was 49.4% lower than State Fiscal Year 2015.

Family Preservation cases increased slightly since October 2016. Overall the average number of cases to date is 16.7% lower than SFY 2016. The drop of the percent of increase in State Fiscal Year 2016 was a difference of 94.1% over the prior State Fiscal Year 2015 which widely contrasts to only an 8% drop in State Fiscal Year 2017 to date over State Fiscal Year 2016..

Investigation cases decreased in December 2016. During State Fiscal Year 2016 there was an increase in the average cases of 3%. The 39.6% dip can be seen in the downward trend of the investigation cases during State Fiscal Year 2017 to date.

Outcome II Recurrence of Substantiated Child Maltreatment (December 2015 December 2016)
The trend below reveals a decrease in the number of substantiated incidents of child maltreatment. During December 2015 Georgia was above the national standard of 5.4%. One year later this value is 1.15% lower reflecting many changes that have been implemented in Child Protective Services.

Of the CPS cases that had a disposition during the month 26% were screen outs 51% were Family Support and 23% were Investigations. Only 17% of the Investigations were substantiated.

According to December s data 16.7% of Investigations were subsequently opened as a Family Preservation case 13.8% of Investigations were opened as a Foster Care case and 69.5% of Investigations were closed.

There were no significant increases in the number of placement services that were open during the month of January (18 018). The placement services includes continued collaboration with families after out of home care may have ended as well as those who are in out of home care with DFCS Age 0 - 21.

Outcome VI Children in DFCS Custody Under the Age of 18 (January 2016 January 2017)
The number of children in foster care under the age of 18 remained constant during January with a slight increase at 13 104. The following slides reveal that there were 716 entries and 507 exits. On the last day of January 2017 there were 12 497 children in custody from this population. Of those who entered custody during the month only 57 children (8%) of them had a prior episode within 12 months.

The number of children in Foster Care under the age of 18 remained constant during January was 13 104. Visually you can see that Region 14 has the highest proportion of children in custody at any point in time.

Outcome VII Comparison of Foster Care Entries and Exits (January 2016 January 2017)
Multiple trends can be seen in this graph. Entries increased in January while exits are decreased in January. The ratio of entries to exits is 1.4 which accounts for a slight increase in the end of month population. The end of month trend shows that the Foster Care population is slightly increasing during January 2017.

Outcome VII Foster Care Re-Entries
(January 2016 January 2017)
Reentries into foster care improved during December 2016 followed by a spike revealing that the number of re-entries doubled. There was a decrease in the number of entries during November causing the re-entry rate to rise suddenly. Because the number of entries increased in January the rate remained below the national standard. The reentry rate for December was lower than it has been in 12 months.

Outcome VIII Foster Care Length of Stay (January 2016 January 2017)
Examining the length of stay of children who were in Foster Care during the month there was an increase of .4% from December 2016 to January 2017 of the number of children who were in custody from 24 months through less than 36 months. This is an increase of 3.5% since January 2016. The numbers also show a decline in the proportion of children who were in custody for less than a year from 54.0% in January 2016 to 46.5% in January 2017.

The number of children who reunified within 12 months decreased to 58.8% during the month of December. This proportion is significantly lower than last December s proportion of 74.8% by 16%.

Outcome XII Number of Finalized Adoptions (January 2016 January 2017)
There were 45 foster children adopted during January 2017 which is a small improvement over January 2016 which only had 42 adoptions.
