Count of unique children who were involved in an open Foster Care or Adoption stage during the month. In placement services each child who is the principal (PC) is considered a case. Source SHINES

Count of unique children who were in the legal custody of DFCS (17 years of age and under) at some point during the month

Outcome X Length of Time to Achieve Reunification Percentage of children who exited care during the month through reunification with their family that reunified in less than 12 months from the date of their removal. National Standard greater than or equal to 76.20% Source SHINES
Outcome XI Children Placed with Relatives Of all children in DFCS custody the percentage that are placed with a relative or a relative foster home. State Target greater than or equal to 30.00% Source SHINES
Outcome XII Extended Youth Services Number of children ages 18 21 who remained in the custody of DFCS beyond their birth month. Source SHINES
Outcome XIII Adoptions Finalized The number of children whose adoption was finalized within each month.. Source SHINES
Outcome XIV Stability Performance Coefficient (Number of Moves/Number of Days in Custody * 1000) A calculated value based upon the ACF CFSR Round 3 which is part of Program Improvement. It is calculated from a rolling 12 month population of the entry cohort where the child remained in custody for over 8 days and was not 18 on the date of removal. The federal standard is 4.12. Outcome I Child Protective Services Cases (State Fiscal Year 2017 to Date)
The overall increase in Child Protective Cases cases during the month of November 2016 is being driven by the increase in Family Support cases during the month which had an upward trend of 3% from October to November. This is still a decrease over last year s cases during November 2015 of approximately 4%.

Outcome III Disposition of Child Abuse and Neglect Reports (November 2015 November 2016)
Of the CPS cases that had a disposition during the month 26% were screen outs 51% were Family Support and 23% were Investigations. Only 17% of the Investigations were substantiated.

According to November s data 17.5% of Investigations were subsequently opened as a Family Preservation case 11.1% of Investigations were opened as a Foster Care case and 71.4% of Investigations were closed.

There were no significant increases in the number of placement services that were open during the month of December (17 832). The placement services includes continued collaboration with families after out of home care may have ended as well as those who are in out of home care with DFCS Age 0 - 21.

Outcome VI Children in DFCS Custody Under the Age of 18 (December 2015 December 2016)
The number of children in foster care under the age of 18 remained constant during December at 13 070. The following slides reveal that there were 593 entries and 637 exits. On the last day of December there were 12 433 children in custody from this population. Of those who entered custody during the month only 28 children (4.7%) of them had a prior episode within 12 months. This represents an improvement over November which saw a 9.8% reentry rate.

The number of children in Foster Care under the age of 18 remained constant during December was 13 070. Visually you can see that Region 14 has the highest proportion of children in custody at any point in time.

Reentries into foster care improved during December 2016 after a spike in November. There was a decrease in the number of entries during November causing this proportion to escalate. The reentry rate for December was lower than it has been in 12 months.

Outcome VIII Foster Care Length of Stay (December 2015 December 2016)
In looking at the length of stay of children who were in Foster Care during the month there was an increase of .4% from November 2016 to December 2016 of the number of children who were in custody from 24 months through less than 36 months. This is a marked increase from the 11% of last December. The numbers also show a decline in the proportion of children who were in custody for less than a year from 54.1% last December to 46.7% this December.
