Georgia Crime Maps and Data Warehouse - - Soon to be Reality

Through a grant from the Bureau of Justice Statistics, the Georgia Statistical Analysis (SAC) Center has undertaken a . crime mapping and data warehouse project that will result in a Geographic Information System (GIS) capable of displaying a wide variety of arrest and crime related data for Georgia cities, counties and regions. The crime maps will include arrests for family violence, sexual assault, child abuse and drug related offenses. Applied Research Services (ARS), a consulting firm, has been contracted to complete the undertaking.
"This project has the possibility of revolutionizing the way practitioners use, study and evaluate crime data," said CJCC Executive Director L. Gale Buckner.
Georgia's criminal justice system maintains a number of databases comprising key information regarding crime, arrests, sentencing, jail populations, offender

characteristics, parole release practices and other operational data. Until recently this information was not combined, requiring policy makers, researchers, students and citizens to contact the individual agencies for the data. ARS and the SAC have moved well beyond typical criminal career research, which relies upon relatively limited samples of offenders. Data for the (Continued on pg. 2)

project is being provided by the Georgia Bureau of Investigation Crime Information Center, Georgia Department of Corrections, and the State Board of Pardons and Paroles.
Through the data provided, a warehouse will be established that will allow information to be manipulated to meet the needs of different projects and circumstances. Initially, the data warehouse will hold crime information for a ten-year period, although; the structure will also allow for the ability to replenish and update data.
The developed GIS will be used to display and analyze the crime data stored within

the warehouse. The GIS will provide the opportunity to display the spatial differences in crime and arrests (by type} and temporal changes (ten year history}.
"For instance, county-level maps will enable state level planners to determine the scope and locations of problems, and compare the extent of different current resources/strategies to address those problems, said ARS Managing Partner Dr. John Speir.
The crime mapping and data warehouse project is slated for completion in November 2002. For further information, please visit the Council's website.

'The Crime Mapping/ Data Warehouse project will enable practitioners to access andpicture crime data in a wqy that until this time has not been available, " noted Helen Scholes, SAC Committee Chair.

The awards were presented at the Bureau of Justice Statistics (BJS) and Justice Research and Statistics Association's (JRSA) National Conference. Applied Research Services, Inc. (ARS) authored the Informing Crime Control Strategies with Criminal Career Research Report.

first time in Georgia history, the SAC, Department of Corrections, Parole Board and the Georgia Crime Information Center (the state's criminal history record repository) collaborated on a single research project and gave permission for the linkage of all agency databases.

"The most important outcome of this report was the coordination of four criminal justice agencies for the purpose of sharing data for collaborative research," said ARS Managing Partner Dr. John Speir. For the

'The report clearly demonstrates the usefulness of collaborative efforts, and the power of criminal career research to inform state-level crime control strategies," said SAC Director LaSonja Fillingame.

SAC Director LaSonja Fillingame accepts one of the two awards from JRSA President Tom Murphy at the 2001 Annual Conference in New Orleans, LA.

The Statistical Analysis Center (SAC) for the State of Georgia was founded under the Federal Statistical Analysis Center Grant program in January 1990 administered by the U.S. Bureau of Justice Statistics (BJS). Since that time, the SAC hasbecome a vital machine in the assimilation and analysis of criminal justice research and data. The SAC has focused primarily on criminal justice related issues and will continue to do so.
