Enclosed is the County Jail Inmate Information Report for October 2002. This report reflects the inmate population on Thursday, October 3, 2002. This month, all 148 of the functional county jails provided inmate information. This represents 100 percent of the county jails reporting and 100 percent of the State's population.
In October 2002, the number of inmates held in county jails increased by 257 inmates to 31,721. The number of inmates has increased in each of the last four months. This number represents the largest number of inmates ever held in county jails. Meanwhile, the jail capacity decreased by 878 beds to 32,880. The jail capacity decreased after a statewide survey to update the county jail capacity. On September 24th, a letter was mailed to every Sheriff requesting the Sheriff to verify the capacity of their county jail. As a result, 21 counties provided updated capacity information. The largest correction was reported by Clayton County. As a result of staffing shortages, some areas of the Clayton County Jail are not utilized. Consequently, this reduces Clayton County's jail capacity by 890 beds.
In addition to Clayton County, the following counties also changed their bed capacity: Baker (+6), Baldwin (+14), Calhoun (+2), Cobb (-32), Columbia (-60), Cook (-2), Dade (+24), Dougherty (+120), Gilmer (+14), Hart (-2), Heard (-4), Houston (-35), Lincoln (+3), Madison (+9), Oglethrope (-17), Peach (-6), Pulaski (+17), Stephens (-4) and Walker (-11) Counties. Meanwhile, the McIntosh County jail (-24) has been closed by court order. Consequently there are now 148 functional county jails.

Public Safety Information
1 In cooperation with the Georgia Crime Information Center, the Georgia Department of Community Affairs compiles and publishes this report for the Georgia Sheriffs' Association and the Association of County Commissioners of Georgia. 2 On September 24, a letter was sent to every County Sheriff that operates a jail requesting the Sheriff to verify the capacity of their county jail. As a result, 21 counties provided information that changed the listed capacity of their jail. A complete list of the 21 counties and their changes is included with this report. 3 This figure does not include jails presently at 100% or that would exceed 100% if not for the boarding out of inmates. Since the purpose of this report is to count the total number of inmates housed in county jails, there are no provisions in this report to separately count the number of inmates sent to other facilities for housing. Rather, each county reports only on the number of inmates held in their facility on the first Thursday of the month. Inmates that are sent elsewhere for housing are counted by the facility housing those inmates.
