SUBJECT: County Jail Report - February 2000

Enclosed is the County Jail Inmate Information Report for February 2000. This report reflects the inmate population on Thursday, February 3, 2000.
In February, 148 of the 148 functional county jails provided inmate informa-tion. This represents 100 percent of the county jails reporting and 100 percent of the State's population. Please note that this represents no change from last month in the percentage of the counties reporting nor in the percentage of the State's population represented.
This month, the county jail population (27,020) increased for the first time in three months. The capacity of county jails (28,469) also increased this month as a result of Lee County opening their new jail facility.

Statistical Data on County Jails1 January 1990 - December 1999
The information below shows the changes that occurred from January 1990 until December 1999 in Georgia's county jails. The data represents information as submitted by local Sheriffs' Offices via the Georgia Crime Information Center (GCIC) during the ten (10) year period from 1990-1999. The Georgia Department of Community Affairs (DCA) then compiles, analyzes and distributes the County Jail Inmate Information Report to interested agencies and organizations.
It is of interest to note that there was a significant slowdown in the number of new beds being added to the county jail system during 1999. This year, only 348 beds were added for a total capacity of 28,406. In the preceding two years period (January 1997 until December 1998) counties increased their jail capacity by 5,303 beds. From January 1990 until December 1999 counties increased their jail capacity by 17,426 beds or 159%. Meanwhile, the number of inmates held in county jails during 1999 varied from a low of 26,473 in June to a high of 28,485 in February. There was also a significant increase in the number of inmates housed in county jails from January 1990 (14,225) until December 1999 (27,487). Another significant increase during the 1990's is the amount of spending on county jails. From FY 1990 until FY 1998, spending on county jails' operations increased by 171%. Furthermore, spending for jail constructions and the purchase of land or equipment for the jails are not included in these figures. For example, during FY 1998 counties spent $58,610,164 on jail construction and $9,435,110 on the purchase of equipment and land for the jail. Again, these two figures ($58,610,164 and $9,435,110) are not included in the total amount spent on county jail operations ($235,067,424) during FY 1998.2
The information that follows shows the changes that have taken place in county jails during the last year and the last decade.

*This figure does not include jails at 100% or that would exceed 100% if not for the boarding out of inmates. Since the purpose of this report is to count the total number of inmates housed in county jails, there are no provisions in this report to separately count the number of inmates sent to other facilities for housing. Rather, each county reports only on the number of inmates held in their facility on the first Tuesday of the month. Inmates that are sent elsewhere for housing are counted by the facility housing those inmates.
