The following standards and definitions have been adopt
ed by this department under Section 21 of the Georgia Food
and Drug Act Aug 21 1906
CACAO PRODUCTS
Cacao beans cocoa beans are the seeds of the cacao tree
Theobroma cacao L
Cacao nibs cocoa nibs cracked cocoa is the roasted broken
cacao bean freed from its shell or husk
Chocolate plain chocolate bitter chocolate chocolate liquor
chocolate paste bitter chocolate coatings is the solid or plastic
mass obtained by grinding cacao nibs without the removal of
fat or other constituents except the germ
Chocolate plain chocolate bitter chocolate chocolate liquor
chocolate paste bitter chocolate coatings contains not more
than three per cent 3 of ash insoluble in water three and
fifty hundredths per cent 350 of crude fiber nine per
cent 9 of cacao starch and not less than fortyfive per
cent 45 of cacao fat
Sweet chocolate sweet chocolate coatings is chocolate mixed
with sugar sucrose with or without the addition of cocoa
butter spices or other flavoring materials
Sweet chocolate sweet chocolate coatings contains in the
sugar and fatfree residue no higher percentage of ash fiber
or starch than is found in the sugar and fatfree residue of
chocolate
Cocoa powdered cocoa is cacao nibs with or without tne
germ deprived of a portion of its fat and finely pulverized
Cocoa powdered cocoa contains percentages of ash crudeMONTHLY REPORT
fiber and starch corresponding to those in chocolate after cor
rection for fat removed
Sweet cocoa sweetened cocoa is cocoa mixed with not more
than sixty per cent 60 of sugar sucrose
Sweet cocoa suteetened cocoa contains in the sugar and
fatfree residue no higher percentage of ash crude fiber or
starch than is found in the sugar and fatfree residue of choc
olate
Milk chocolate milk cocoa sweet milk chocolate or sweefi
milk cocoa respectively is chocolate cocoa sweet chocolate or
sweet cocoa which contains not less than twelve per cent 12
of whole milk solids in the finished productLABORATORY REPORT
In the following pages will be found the results of analysis
of a large number of samples of foods and drugs of miscel
laneous character which the inspectors have secured through
out the State This bulletin also contains the analyses of a
number of samples of milk and cream

Below will be found the analysis of a number of milks and
creams taken on the market For the information of those
who are not acquainted with the law the following standards
of milks and creams have been adopted by this Department
Milk and its Products
a milk
Milk is the fresh clean lacteal secretion obtained by the

complete milking of one or more healthy cows properly fed
and kept excluding that obtained within fifteen days before
and ten days after calving and contains not less than eight
and onehalf 85 per cent of solids not fat and not less
than three and onequarter 325 per cent of milk fat
b CREAM
i Cream is that portion of milk rich in milk fat which
rises to the surface of milk on standing or is separated from
i by centrifugal force is fresh and clean and contains not
less than eighteen 18 percent of milk fat
Interpretation of Bacterial Count
Since the bacterial count varies with conditions and with
seasons it is difficult to set any reliable bacteriological stand
ard The following will give a general idea of how such num
bers should be interpreted1

50000 and 100000 indicates fair milk
100000 and 500000 indicates unsatisfactory
milk
500000 and 1000000 indicates bad milk
1000000 indicates very bad milk
The bacterial count will vary with the season being higher
in summer than in winter The cause of this is the greater
difficulty of keeping milk cool in summer If care be taken to
keep it sufficiently cool the count should be no greater in sum
mer than in winter
ICE CREAMS
i Ice cream is a frozen product made from cream and su
gar with or without a natural flavoring and contains not
less than twelve 12 per cent of milk fat
2 Fruit ice cream is a frozen product made from cream
sugar and sound clean mature fruits and contains not less
than ten 10 per cent of milk fat
3 Nut ice cream is a frozen product made from crcjm
sugar and sound nonrancid nuts and contains not less than
