WEIGHT AND MEASURE
For information of those interested in the law relative to
the weight on the package the following is herewith given
STATEMENT OP WEIGHT MEASURE OR COUNT
Section 5 paragraph 3 under Pood as amended by Act of
August 16 1913
The following regulations of marking the quantity of food
in package form which regulations are those adopted by the
National Government and published in U S food inspection
decision No 154 are hereby adopted by the Commissioner of
Agriculture in carrying out that part of the Pood Law of
Georgia relating to the weight or quantity of food in package
form
a Except as otherwise provided by this regulation tha
quantity of the contents in all cases of food if in package form
must be plainly and conspicuously marked in terms of weight
measure or numerical count on the outside of the covering or
container usually delivered to consumers
b The quantity of the contents so marked shall be the
amount of food in the package
c The statement of the quantity of the contents shall be
plain and conspicuous shall not be a part of or obscured by
any legend or design and shall be so placed and in such char
acters as to be readily seen and clearly legible when the size
of the package and the circumstances under which it is ordi
narily examined by purchasers or consumers are taken into
consideration
d If the quantity of the contents be stated by weight or
measure it shall be marked in terms of the largest unit con
tained in the package for example if the package contains a
pound or pounds and a fraction of a pound the contents shall
be expressed in terms of pounds and fractions thereof or of
pounds and ounces and not merely in ouncesmaaBBatimBMBmm

e Statements of weight shall be in terms of avoirdupois
pounds and ounces statements of liquid measure shall be in
terms of the United States gallon of 231 cubic inches and its
customary subdivisions i e in gallons quarts pints or fluid
ounces and shall express the volume of the liquid at 68 F
20 C and statements of dry measure shall be in terms of
the United States standard bushel of 215042 cubic inches and
its customary subdivisions i e in bushels half bushels pecks
quarts pints or half pints Provided That by like method
such statements may be in terms of metric weight or measure
f The quantity of solids shall be stated in terms of weight
and of liquids in terms of measure except that in case of an
article in respect to which there exists a definite trade custom
otherwise the statement may be in terms of weight or meas
ure in accordance with such custom The quantity of viscous
or semisolid foods or of mixtures of solids and liquids may
be stated either by weight or measure but the statement shall
be definite and shall indicate whether the quantity is expressed
in terms of weight or measure as for example Weight 12
oz or 12 oz avoirdupois Volume 12 ounces or 12
fluid ounces
gThe quantity of the contents shall be stated in terms of
weight or measure unless the package be marked by numerical
count and such numerical count gives accurate information as
to the quantity of the food in the package
h The quantity of the contents may be stated in terms of
minimum weight minimum measure or minimum count for
example minimum weight 16 oz minimum volume 1 gal
lon or not less than 4 oz but in such case the statement
must approximate the actual quantity and there shall be no
tolerance below the stated minimum
i The following tolerances and variations from the quan
tity of the contents marked on the package shall be allowed
1 Discrepancies due exclusively to errors in weighing
measuring or counting which occur in packing conducted in
compliance with good commercial practice
2 Discrepancies due exclusively to differences in the ca
pacity of bottles and similar containers resulting solely fromGeorgia Department op Agriculture

unavoidable difficulties in manufacturing such bottles or con
tainers so as to be of uniform capacity Provided That no
greater tolerance shall be allowed in case of bottles or similar
containers which because of their design can not be made of
approximate uniform capacity than is allowed in case of bottles
or similar containers which can be manufactured so as to be
of approximate uniform capacity
3 Discrepancies in weight or measure due exclusively to
differences in atmospheric conditions in various places and
which unavoidably result from the ordinary and customary ex
posure of the package to evaporation or to the absorption of
water
Discrepancies under classes 1 and 2 of this paragraph
shall be as often above as below the marked quantity The
reasonableness of discrepancies under class 3 of this para
graph will be determined on the facts in each case
j A package containing two avoirdupois ounces of food
or less is small and shall be exempt from marking in terms
of weight
k A package containing one fluid ounce of food or less is
small and shall be exempt from marking in terms of measure
1 When a package is not required by paragraph g to
be marked in terms of either weight or measure and the units
of food therein are six or less it shall for the purpose of this
regulation be deemed small and shall be exempt from mark
ing in terms of numerical count

LABORATORY REPORT
In the following pages will be found the results of analysis of
a large number of samples of foods of miscellaneous character
also drugs which the inspectors have secured throughout the
State This bulletin also contains the analyses ol a number of
samples of milk and cream Suggestions are also given to pro
ducers and dealers for improving the quality of milk

SUGGESTIONS TO PRODUCERS AND DEALERS FOR
IMPROVING THE QUALITY OP MILK
ManyGeorgia dairymen have inquired whether there are
methods of improving the quality of milk without great expense
The following suggestions embodying the experience of many
years are formulated for the benefit of those who are interested
in raising the grade of milk supply It is believed that by fol
lowing these simple suggestions milk may be materially improved
and rendered more healthful with practically no increase in the
expense of its production
PAT
Standard
The legal standard of fat in this State is 325 per cent All
ordinary cows give milk containing between 325 per cent and 6
per cent and it is only in very exceptional cases that pure milk
will be either above or below these limits If the farmer has
cows that give a poorer grade than 325 per cent he should get
rid of them at once since they are unprofitable
Variation from Standard
It not infrequently happens that milk tested in the laboratory
either falls below 325 per cent or rises above 6 per cent Aside
from fraudulent skimming of milk these irregularities are com
monly due to improper mixtures Dairymen frequently fail to
understand that too high a percentage of fat is just as truly an
indication of improper methods as is too low a percentage Either
may be the result of an improper mixture one sample being
taken from the top of a can after standing and the other from the
bottom Only thoroughly mixed milk should be sold or used for
sampling Dairymen should be careful therefore thoroughly
to mix the milk before bottling or if it is sold directly from the
can it should be stirred from the bottom to the top of the can
before each sample is removed
VISIBLE DIRT
Milk should always be clean In reports from the State
Laboratory the report of slightdirt is not infrequent The
term slight dirt means that a few visible specks of dirt are
found by filtering the milk through cottonGeorgia Department of Agriculture

Although no dirt at all should be present it frequently hap
pens that milk produced under good conditions will occasionally
show slight dirt and a single report of this sort has little signi
ficance If the report slight dirt comes back constantly how
ever it indicates undue carelessness If the milk is reported
dirty or very dirty it always indicates that something is
wrong m the handling of the milk and in such cases attention
should be given to remove the cause of the trouble All dirt can
not be strained out of milk and the only remedy is to prevent
the dirt from getting into the milk rather than by trying to
remove it
Sources of Dtrt
The chief sources of dirt in milk are 1 Unclean cows with
manure dried on their flanks 2 Dirt or dust in the air of the
milking room or any room in which the milk or the empty cans
may stand exposed to the air 3 Undnst the cows should not be
fed before or during milking
Rules for Avoiding Dirt
To avoid dirt the following are commonly sufficient
1 Use a covered milk pail which has only a small opening
for the entrance of the milk These pails are on the market and
are the most important single device for reducing the amount of
dirt that gets into milk
2 See that the air of the milking room is clean and pure
To prevent dust the cows should not be fed before or during
milking
3 Keep the cows clean by proper washing and brushing of
the flanks It is more important to keep the cow clean than the
horse though the contrary is usually the custom Since the
largest part of the dirt comes from the filth attached to the cow
it may be mostly avoided if the cow is kept clean and the milk
pail covered
4 After milking cover the milk with a cover which will allow
no dirt to enter
Attention to these details will quickly remove the difficulty

SPECIFIC GRAVITY
The specific gravity of milk is frequently used to detect
watering Normal milk should not read below 1028 and rarely
above 1035 Any variation outside of these limits indicates some
irregularity A reading below 1028 usually indicates added
water By skimming the cream and adding water a dishonest
dealer can rob his milk of some of its fat and still retain a proper
specific gravity For this reason a more reliable method of de
tecting water is now used in our laboratories
REFRACTOMETER TEST
The purpose of this test is to determine the presence of water
added to milk either intentionally or accidentally and the test
cannot be manipulated by the dishonest dealer as can the specific
gravity test As carried out in our laboratories the lowest read
ing by the refractometer consistent with pure milk is 36 Any
reading below this indicates added water In interpreting this
test it is well for a dairy owner to remember that occasionally
water may be accidentally left in milk cans and to bear in mind
also that sometimes workmen add water to milk for the purpose
of increasing the apparent yield without the knowledge of the
owner
BACTERIA
Probably the largest amount of misunderstanding and the
greatest difficulty in interpretation of the analysis of milk at
tends the report upon the bacteria The following brief ex
planation of the meaning of these reports will aid in interpret
ing them
Disease Germs
Typhoid fever tuberculosis diphtheria scarlet fever diarrh
oeal diseases and probably lonsilitis may some times be distribut
ed by milk and these germs except scarlet fever have been found
in infected milk However the detection of these germs in a single
sample of milk necessitates much work extending over a period
of many days In view of the fact that the laboratory must
examine large numbers of samples of milk this detection of
specific disease producing bacteria is not undertaken as a routine
procedure Possibly this may lie done some day but at present

The number of bacteria present in milk is the result of a com
bination of several factors A high bacterial count will be found
if 1 The milk has become badly contaminated with filth 2 The
milk is kept too warm 3 The milk is too old A high bacteria
count therefore indicates either excessive contamination exces
sive temperature or excessive age or a combination of these fac
tors There is no way of telling from laboratory examination
which of these factors is responsible in any individual case but
a high bacterial count is a clear indication of improper methods
in producing or handling milk Milk produced under cleanly
conditions kept at a low temperature and promptly delivered
will have a low bacterial count Of the three disturbing factors
dirt temperature and age temperature ordinarily plays the
largest part in producing a high count The quicker the milk
is cooled and the cooler it is kept the lower the bacterial count
Interpretation op Bacterial Count
Since the bacterial count varies with conditions and with
seasons it is difficult to set any reliable bacteriological standard
The following will give a general idea of how such numbers
should be interpreted
Bacteria Per Cubic Centimeter
Below 10000 indicates very good milk
Between 10000 and 50000 indicates good milk
Between 50000 and 100000 indicates fair milk
Between 100000 and 500000 indicates unsatisfactory milk
Between 500000 and 1000000 indicates bad milk
Over 1000000 indicates very bad milk
The bacterial count will vary with the season being higher in
summer than in winter The cause of this is the greater diffi
culty of keeping milk cool in summer If care is taken to keep it
sufficiently cool the count should be no greater in summer
than in winter
The bacterial count will vary with the time elapsing between
milking and delivery to the consumer Within limits of twenty
four hours however a thorough cooling of milk will greatly re
tard the growth of bacteria so that thoroughly cold milk may
be delivered any time within twentyfour hours and still showUHHl

a low bacterial count Where a dairy is close to the consumer
so that the milk may be delivered within twelve hours of the
milking there should be no difficulty for a dairyman who takes
ordinary care of his milk in having a bacterial count below
10000 If the reading is above this it is usually due to lack of
sufficient cooling to unsterilized milk vessels or unclean meth
ods or to a combination of these factors
Individual and Average Counts
In interpreting bacterial counts not too much weight should
be placed upon a single bacteriological analysis Slight irregu
larities in dairy conditions sometimes cause an occasional high
count in dairies where the count is usually low Hence a report
based upon a single analysis is occasionally misleading
The dairyman should also remember that there is practically
no difference between a sample of milk reported as containing
8000 and one with 10000 per c c nor any appreciable differ
ence between 100000 and 110000 per c c These differences
though they may seem large to one unfamiliar with bacteriologi
cal methods are within the Hunts of the errors of our present
methods of testing A sample of milk reported as containing
12000 bacteria is probably no better than one reported as con
taining 15000 unless these figures are the result of a consider
able series of analysis and represent an average But while there
is practically no difference between these slight numbers there is
a GREAT difference between milk with 10000 and milk with
100000 bacteria per c c These broad differences are always of
significance as indicating uncleanliness age or too high tempera
ture
Rules for Lowering Bacterial Count
If the bacterial count is persistently high it indicates some
thing wrong In attempting to remedy the condition attention
should be given to the following points
1 Temperature Bacteria multiply al temperatures over 60
P with inconceivable rapidity Milk which is clean at the start
and has been received into sterilized vessels if kept for a few
hours over 60 will contain very large numbers of bacteria On
the other hand milk even if received in unclean vessels and Iairlv
dirty but cooled at once to 40 and kept at this temperature mayM

after several hours show a lower bacterial count than a better
sample of milk which had been allowed to become warm
2 Unclean milk vessels Apart from temperature unsteri
lized milk vessels are probably the greatest factor in producing
a high count It is very difficult to clean milk vessels thoroughly
and almost impossible to sterilize them unless the dairyman has
access to live steam Even after most thorough washing bacteria
will be left in the milk pail which can only be removed by live
steam If the dairyman has no live steam at hand he should do as
well as he can with boiling water and take the occasion as fre
quently as possible to get his milk vessels sterilized at a neigh
boring creamery where live steam is available
3 Age Bacteria increase rapidly with age and under ordi
nary conditions of temperature the best milk will in 24 to 48
hours show a high bacterial count Hence the delivery of milk
should be as soon as possible
4 Dirt Bacteria in milk come chiefly from dirt that enters
the milk and other things being equal the larger the amount of
dirt the higher the bacterial count Hence all of the factors
mentioned above for avoiding dirt in milk will tend to reduce the
numbers of bacteria Clean milking rooms clean vessels clean
milkers and clean cows are primary factors in producing a low
bacterial count
Above all things the dairyman must remember that no milk
that is allowed to become warm will show a low bacterial count
no matter how carefully it is produced and distributed
DISEASED COWS
No milk from diseased cows should be mixed with the public
supply Unless a dairyman is indifferent as to being responsible
for diarrhoeal troubles among children and for various serious
throat diseases he should sell no milk from cows with any kind
of diseased udders
MILK AND CREAM
Below will be found the analysis of a number of creams taken
on the market

1 Cream is that portion of milk rich in milk fat which
rises to the surface of milk on standing or is separated from
it by centrifugal force is fresh and clean and contains not less
