Farmland Edition

A Year of Progress and a Look Ahead

It's hard to believe that it has been a year since I was sworn in as your new Commissioner of Agriculture, and a busy year it has been!
When elected as Commissioner, I pledged my top priorities would be in three
main areas: safe food, strong farms, and responsible government. Your department's management team and all our employees have been working diligently in these areas, and I think it appropriate that I give you a report on our progress thus far. It's vital that our professionals are well trained and technically proficient. Our Consumer Protection, Dairy Compliance and Meat Inspection personnel have had more specialized, technical training this year than in the previous five years. Almost all of this training was paid for with federal (FDA, USDA) and industry funding. We will continue to seek out additional funds to further enhance the expertise of our work force.

In addition, we have moved to a riskbased approach to regulatory compliance. It just makes sense that our regulatory programs target the "bad players" because the majority of those we regulate are doing things right.
Agriculture can be the economic engine that helps Georgia emerge from the current economic recession. Your Department of Agriculture has undergone a seven month strategic planning process that identified ways we can best serve farmers and agribusinesses with the goal of helping them stay in business. Farmers create jobs and we should do everything we can do to help them succeed. Two ways we are doing that is through the re-launch of our Georgia Grown program and the creation of a business development office. The redesigned and "friendlier" Georgia Grown program is a true branding and promotion program that retailers and restaurants will choose to showcase fresh, wholesome and locally produced food that consumers demand. Our business development office will help guide new firms regulated by the department in meeting statutory

Any person engaged in buying live poultry of any kind for resale, or in selling live poultry of any kind bought for the purpose of resale, must be licensed by the Georgia Department of Agriculture. Possessing such a license does not by itself disqualify an individual from advertising poultry in the Market Bulletin; however, advertisers should note that all livestock (which includes poultry), must have been in possession of the advertiser for a minimum of 90 days or, in the case of chicks, ducklings, etc., must have been raised by the advertiser before offering them for sale in the Market Bulletin. Mallard ducks must be at least three generations from the wild before they can be advertised in the Market Bulletin. Advertisers must include this information in notices submitted for publication.

AG SEED FOR SALE
If you have questions regarding this category, call Shavonne Smith at 404-6519081 or 404-651-9082.
Advertisers of agricultural seed must submit a current state laboratory report (not more than 9 months old) for purity, noxious weeds and germination for each seed lot advertised. A seed lot must be uniform and not exceed 400 50-lb. bags. Laboratory reports will be returned upon request. Any ads for agricultural seed submitted for publication without this documentation will not be published. Licensed seed dealers cannot advertise seed in the Market Bulletin. For example, wheat seed such as Florida 304, Coker 9152, Coker 9835 and soybean seed, such as Prichard and Benning, may not be propagated for sale unless the seed has been grown as a class of certified seed. Propagation of such seed is a violation of the Plant variety Protection Act and the Federal Seed Act. provide some or all of the care for the equine. You also can house the horse yourself, but you will need to provide plentiful space for exercise and clean shelter in addition to the horse's feeding and grooming needs.
A horse will need proper care from licensed veterinarians, farriers, proper equipment, and a safe living environment. Also, the owner must be prepared to exercise a horse daily, provide it with plentiful food and treat it with kindness and respect.
One important thing to keep in mind is while the purchase of a horse is often motivated by a child's request, maintaining a horse's welfare can't solely fall on the part of the child. A horse can be a wonderful tool for learning responsibility, but owning a horse is a family project everyone is involved.
"A horse can provide much enjoyment for its owner; however, if a horse is purchased without careful thought and the essential resources to care for it, the experience can be a nightmare for both the horse and its owner," said Mat Thompson, director of the Department's Equine

Health section. The Equine Health section of the
Georgia Department of Agriculture's Animal Protection Division, along with the State Veterinarian's Office, can answer your questions about equine and other domestic animals. For more information, call the Equine Health office at 404-656-3713 or the State Veterinarian's office at 404-656-3671.

Twenty-one percent of respondents indicated that fewer full- and part-time workers were hired in 2011 when compared to the last five years; major reasons included a poor economy, loss of revenue, poor worker retention and lack of available workers.
It is unknown if the lack of full- and part-time workers in 2011 was a direct result of the passage of Georgia HB87, however, the study's findings suggest this could be an issue and identifies a perception that the lack of workers could be related to the passage of HB87.
The survey shows producers pay both full and part time workers at, or above, federal minimum wage.
In 2011, more than 50 percent of survey respondents who are producers of blueberries, cabbage, cantaloupe, cucumbers, eggplant, peppers, squash, tobacco and watermelon reported income losses.
More than 40 percent of respondents said H-2A was not applicable to their farming operations; another 20 percent indicated they were unfamiliar with the program.

Most respondents use word of mouth to recruit workers; approximately 13 percent use the Georgia Department of Labor and 3.4 percent reported using H-2A.

developing and implementing the GWSP to assist local governments in developing new sources of water supply adequate to meet future water needs. The governor directed GEFA to convene the WSTF to provide expert guidance in developing the GWSP and to ensure interagency cooperation in GWSP implementation. The WSTF was directed to create a water supply plan delineating the most effective approaches to developing new water supply facilities in Georgia; identifying project financing options, including public-private partnerships; and developing a project selection system for water supply projects.

January
Garden Chores
Plant all types of ornamental trees and shrubs this month. January also is an ideal time for planting fruit and nut trees as well as blueberries and figs. In addition, you can transplant trees and overgrown shrubs.
Begin pruning of deciduous shade trees. Limbs of evergreens also can be pruned this month.
January is a good time to give your grounds a thorough cleaning. Raked pine needles can be used to improve the appearance of existing beds and provide mulch for new beds. Also, rake fallen leaves to add to an existing compost pile or to begin a new one. Be on the lookout for tree seedlings in bed areas. It is much easier to pull them now before the roots grow too deep.
House plants grow very little during the short days of winter, so be sure you do not water or fertilize them too often. Water the plants only when the soil becomes slightly dry to the touch.

said, noting this includes year-round agriculture needs, such as dairies, ginners and landscapers. "Another 20 percent of respondents were completely unfamiliar with the option of H-2A for hiring workers and an additional 16 percent had only heard negative things about it.
"The findings of this report also indicate there are opportunities for improved relations between the agriculture community and the Department of Labor for worker recruitment, while education and outreach will help provide better resources for growers," Black continued.
Black noted that, in 2011, Georgia Senators and Representatives offered proposed federal legislation addressing agriculture labor. "We need Senators and Representatives from other states to join this effort in creating a solution to fix the problem," he said. "Our livelihoods are at stake."
As consumers increasingly want to know more about the source of their food, the Department of Agriculture's survey illustrates the need for a real discussion about a solution to fix labor issues.

"Georgians are concerned about where their food comes from; it is important to them. Our state has a great production capacity, but we need an effective way to get those products from the farm to the table," Black said. "I challenge consumers to look at the produce available in local stores you'll always be able to find blueberries, cucumbers, tomatoes, peaches and the other products you desire but where these products are grown and sold is directly linked to who is available to harvest them."
The study obtained responses from 138 Georgia counties, with more than 800 producers responding to the survey, including those from small and large scale operations.
Additional highlights from the report are as follows:
Forty-eight percent of respondents found their part-time workforce to be roughly the same over the past five years, while 20 percent reported their workforce to be smaller.

requirements while also assisting them in growing a business that will promote Georgia products and boost the state's economy.
The Georgia Department of Agriculture is smaller today than it was one year ago. In January 2010, we had 620 employees; today we have 585. We continue to ask the tough questions. Whenever we have a vacancy, we ask whether or not that position is vital and, if so, how can we make it more efficient?
Our way we have created greater efficiency and effectiveness throughout the state is through the consolidation of our district offices into three locations: Gainesville, Tifton and Forest Park. And we have been able to accomplish this with no disruption in service or capacity.
In addition, we have begun a new online license and product registration system. This new system, currently in use in our Plant Industry Division, will provide a faster, more user-friendly method for obtaining or renewing a company license or product registration. Also, it will give the public and license holders access to more information on pesticide products registered and approved by the Department. An expansion of this program is planned for 2012 to include an option for online fertilizer tonnage reporting, fertilizer license and product registration, and seed dealer license registration.
We have been and will continue to be good stewards of the taxpayer funded resources with which we have been entrusted. In addition to streamlining our operations, we need to modernize them and I will be asking our legislature to work with me in this endeavor.
I believe we have made great progress, but we still have much to do. I welcome your feedback as to how our department can work to serve you better.

and make sure to take a "test" ride. Pasture space, feed requirements, and intended use of the horse should be considered. Also, it's very important that you have a licensed veterinarian examine the horse thoroughly before purchasing.
Buying a horse is a long-term investment whose cost far exceeds the initial purchase price, and because of this, you will want to take every step to ensure you pick out the right horse for you.
"All too often first-time buyers do not realize the cost and time required to maintain a horse," said Dr. Robert Cobb Jr., state veterinarian and director of the Georgia Department of Agriculture's Animal Industry Division. "As a result, some horses eventually are neglected or abandoned by their owners and must be impounded by our Department. I urge first-time buyers to make certain they can provide proper care for their horses so such action does not become necessary to save them," Cobb said.
The first step is deciding how the horse will be used. A pleasure riding horse will have different qualifications than one bought to breed or show. Horse experts advise that a rider with little or no experience should look at horses that are at least five years old or older.

aquifer storage and recovery. To aid the launch of the GWSP, Deal
instructed GEFA and DCA to open the GWSP in January with the goal of making funding awards by summer 2012. He also directed GEFA and DCA to work closely with local governments to help them access the program, which includes conducting workshops for prospective applicants. GEFA and DCA will coordinate their activities with the Association County Commissioners of Georgia and the Georgia Municipal Association.

will not shy as much, if at all. Pleasure horses for beginners should be quiet, and have a slow pace and good attitude. The size is not terribly important if the rider can handle the animal.
A horse with a good shoulder slope is recommended for trail riding because the slope helps reduce strain from both the saddle and rider.
Geldings are recommended not only for children, but they also can make better show horses. Stallions, because of their tendency to be feisty, normally are not good for pleasure riding, especially for a beginner. On the other hand, mares usually have a fairly good attitude except during breeding time.
Horses bought strictly for breeding purposes will have different qualifications, but the most important factor to consider when buying a horse for this purpose is the pedigree. The horse always should be registered. Checking with state and national horse associations and reading equine periodicals also will help determine what breeds will remain popular and sell the best.
When buying a brood mare, try to look at her previous foals. This will allow the buyer to know what to expect, and the same requirement also is important for stallions. Carefully check the foals the stallion has fathered to see what quality of horse he has reproduced. In addition, good balance and strength are important to consider when buying a horse to breed.
Before purchasing a performance horse, make certain that it has been proven in the show ring. Also, be sure the animal has good strong feet and legs, for they are vital to a successful show horse.
A newly-bought horse already should be broken, unless you are an experienced trainer and rider and you buy the horse with the intention of training it.
Also, a horse already should be trained for the type of riding that you plan to do. It's difficult to teach a rider to jump fences, for example, when the horse doesn't know how either.
Where to house your horse should be considered. You can board your horse at a local stable or horse park which can
