When elected as Commissioner, I pledged my top priorities would be in three main areas: safe food, strong farms, and responsible government. Your department's management team and all our employees have been working diligently in these areas, and I think it appropriate that I give you a report on our progress thus far. It's vital that our professionals are well trained and technically proficient. Our Consumer Protection, Dairy Compliance and Meat Inspection personnel have had more specialized, technical training this year than in the previous five years. Almost all of this training was paid for with federal (FDA, USDA) and industry funding. We will continue to seek out additional funds to further enhance the expertise of our work force. In addition, we have moved to a riskbased approach to regulatory compliance. It just makes sense that our regulatory programs target the "bad players" because the majority of those we regulate are doing things right. Agriculture can be the economic engine that helps Georgia emerge from the current economic recession. Your Department of Agriculture has undergone a seven month strategic planning process that identified ways we can best serve farmers and agribusinesses with the goal of helping them stay in business. Farmers create jobs and we should do everything we can do to help them succeed. Two ways we are doing that is through the re-launch of our Georgia Grown program and the creation of a business development office. The redesigned and "friendlier" Georgia Grown program is a true branding and promotion program that retailers and restaurants will choose to showcase fresh, wholesome and locally produced food that consumers demand. Our business development office will help guide new firms regulated by the department in meeting statutory (Continued on Page 8) Gov. Nathan Deal has approved the final report of the Water Supply Task Force, which outlines water supply initiatives and recommendations for the Governor's Water Supply Program. The final report, which is available at www.GeorgiaWaterSupply.org, was approved by the WSTF last month. "I appreciate the work of the Water Supply Task Force in developing this plan to improve Georgia's water supply resources," said Deal. "The state, local governments and our citizens share a mutual interest in making sure Georgia has an adequate and sustainable water supply for the future." Through the GWSP, the Georgia Environmental Finance Authority and the Georgia Department of Community Affairs will allocate $300 million over the next four years to support water supply projects. The GWSP will support local government projects and will tailor its financing to meet the unique needs of individual projects. It is unknown if the lack of full- and part-time workers in 2011 was a direct result of the passage of Georgia HB87, however, the study's findings suggest this could be an issue and identifies a perception that the lack of workers could be related to the passage of HB87. The survey shows producers pay both full and part time workers at, or above, federal minimum wage. In 2011, more than 50 percent of survey respondents who are producers of blueberries, cabbage, cantaloupe, cucumbers, eggplant, peppers, squash, tobacco and watermelon reported income losses. More than 40 percent of respondents said H-2A was not applicable to their farming operations; another 20 percent indicated they were unfamiliar with the program. Most respondents use word of mouth to recruit workers; approximately 13 percent use the Georgia Department of Labor and 3.4 percent reported using H-2A. "The findings of this report also indicate there are opportunities for improved relations between the agriculture community and the Department of Labor for worker recruitment, while education and outreach will help provide better resources for growers," Black continued. Black noted that, in 2011, Georgia Senators and Representatives offered proposed federal legislation addressing agriculture labor. "We need Senators and Representatives from other states to join this effort in creating a solution to fix the problem," he said. "Our livelihoods are at stake." As consumers increasingly want to know more about the source of their food, the Department of Agriculture's survey illustrates the need for a real discussion about a solution to fix labor issues. "Georgians are concerned about where their food comes from; it is important to them. Our state has a great production capacity, but we need an effective way to get those products from the farm to the table," Black said. "I challenge consumers to look at the produce available in local stores you'll always be able to find blueberries, cucumbers, tomatoes, peaches and the other products you desire but where these products are grown and sold is directly linked to who is available to harvest them." The study obtained responses from 138 Georgia counties, with more than 800 producers responding to the survey, including those from small and large scale operations. Additional highlights from the report are as follows: Forty-eight percent of respondents found their part-time workforce to be roughly the same over the past five years, while 20 percent reported their workforce to be smaller. The Georgia Department of Agriculture is smaller today than it was one year ago. In January 2010, we had 620 employees; today we have 585. We continue to ask the tough questions. Whenever we have a vacancy, we ask whether or not that position is vital and, if so, how can we make it more efficient? Our way we have created greater efficiency and effectiveness throughout the state is through the consolidation of our district offices into three locations: Gainesville, Tifton and Forest Park. And we have been able to accomplish this with no disruption in service or capacity. In addition, we have begun a new online license and product registration system. This new system, currently in use in our Plant Industry Division, will provide a faster, more user-friendly method for obtaining or renewing a company license or product registration. Also, it will give the public and license holders access to more information on pesticide products registered and approved by the Department. An expansion of this program is planned for 2012 to include an option for online fertilizer tonnage reporting, fertilizer license and product registration, and seed dealer license registration. We have been and will continue to be good stewards of the taxpayer funded resources with which we have been entrusted. In addition to streamlining our operations, we need to modernize them and I will be asking our legislature to work with me in this endeavor. I believe we have made great progress, but we still have much to do. I welcome your feedback as to how our department can work to serve you better. and make sure to take a "test" ride. Pasture space, feed requirements, and intended use of the horse should be considered. Also, it's very important that you have a licensed veterinarian examine the horse thoroughly before purchasing. Buying a horse is a long-term investment whose cost far exceeds the initial purchase price, and because of this, you will want to take every step to ensure you pick out the right horse for you. "All too often first-time buyers do not realize the cost and time required to maintain a horse," said Dr. Robert Cobb Jr., state veterinarian and director of the Georgia Department of Agriculture's Animal Industry Division. "As a result, some horses eventually are neglected or abandoned by their owners and must be impounded by our Department. I urge first-time buyers to make certain they can provide proper care for their horses so such action does not become necessary to save them," Cobb said. The first step is deciding how the horse will be used. A pleasure riding horse will have different qualifications than one bought to breed or show. Horse experts advise that a rider with little or no experience should look at horses that are at least five years old or older. Pleasure horses for beginners should be quiet, and have a slow pace and good attitude. The size is not terribly important if the rider can handle the animal. A horse with a good shoulder slope is recommended for trail riding because the slope helps reduce strain from both the saddle and rider. Geldings are recommended not only for children, but they also can make better show horses. Stallions, because of their tendency to be feisty, normally are not good for pleasure riding, especially for a beginner. On the other hand, mares usually have a fairly good attitude except during breeding time. Horses bought strictly for breeding purposes will have different qualifications, but the most important factor to consider when buying a horse for this purpose is the pedigree. The horse always should be registered. Checking with state and national horse associations and reading equine periodicals also will help determine what breeds will remain popular and sell the best. When buying a brood mare, try to look at her previous foals. This will allow the buyer to know what to expect, and the same requirement also is important for stallions. Carefully check the foals the stallion has fathered to see what quality of horse he has reproduced. In addition, good balance and strength are important to consider when buying a horse to breed. Before purchasing a performance horse, make certain that it has been proven in the show ring. Also, be sure the animal has good strong feet and legs, for they are vital to a successful show horse. A newly-bought horse already should be broken, unless you are an experienced trainer and rider and you buy the horse with the intention of training it. Also, a horse already should be trained for the type of riding that you plan to do. It's difficult to teach a rider to jump fences, for example, when the horse doesn't know how either.
