Robert Cobb Jr. Named
Ga. State Veterinarian
Georgia Agriculture Commissioner Gary Black has appointed Robert M. Cobb Jr. as Georgia's state veterinarian. Cobb succeeds Dr. Carter Black who retired in October.
As State Veterinarian, Dr. Cobb administers the Animal Industry Division of the Georgia Department of Agriculture. This includes enforcing the regulations and directing the programs designed to control and eradicate animal disease, directing the proper interstate movement of livestock, enforcing the Georgia Meat Inspection Act, and licensing and bonding livestock markets, dealers and meat packers.
Born and raised in Moultrie, Ga., Cobb received a Bachelor of Science Degree from Valdosta State College in 1976, followed by a year working as an Animal Health Technician with the joint USDA-State Accelerated Brucellosis Program. Dr. Cobb earned his Doctor of Veterinary Medicine degree from the University of Georgia in 1981.
Cobb began his professional career at Ogeechee Veterinary Associates in Millen

Dept. Regulations Help Protect Buyers, Sellers of Firewood
Although some consumers burn firewood only occasionally during the holidays, others rely on firewood as a major source for heating their homes during the winter months. Regardless of the reason for purchasing firewood, consumers should become familiar with Georgia Department of Agriculture regulations governing this product. Those selling firewood also should be familiar with these regulations to ensure all advertising and sales are in compliance with Georgia law.
According to regulations administered by the department's Fuels and Measures section, wood of any type sold as fuel for fireplaces or stoves must be sold by the cord or cubic measure. A cord is defined as 128 cubic feet of wood stacked by the line or row in a compact manner with individual pieces touching. The cord can be four feet high, four feet wide (deep) and eight feet long, or any combination of these measurements (height, width and length) that yield 128 cubic feet of firewood (4 ft. x 4 ft. x 8 ft. = 128 cubic feet).
Although consumers easily can measure the height and length of a cord of wood, they should pay particular attention to the width (depth) of the cord. Since it is impractical to cut firewood into lengths of four feet for most uses, consumers likely will want the wood in more manageable lengths of 24 or 16 inches for use in fireplaces and stoves. Therefore, for wood stacked in rows four feet high and eight feet long, it will take two rows of 24-inch wood or three rows of 16-inch wood to provide a width (depth) of four feet (48 inches).
"Consumers may see firewood advertised by the truckload, face cord or
rack, but these are not legally recognized measurements," said Rich Lewis, director of the Department's Fuels and Measures section. "In Georgia, firewood can be advertised and sold only by the cord, fraction of a cord, or cubic measure."
Consumers may find firewood sold in small bundles or shrink-wrapped packages at convenience stores and other retail outlets; however, the Georgia Department of Agriculture requires that the quantity of the firewood be clearly displayed on the package in terms of cubic measure so the consumer will know the exact amount of wood purchased.
Department rules also state that firewood must be designated within 10 percent accuracy as to the type or species of wood. For instance, a cord may be advertised as 50 percent oak and 50 percent hickory as long as the percentage of each species is not off by more than 10 percent.
Some firewood sellers state in their ads that the selling price includes stacking the wood.
If the seller does stack the firewood upon delivery, consumers are advised to check the dimensions of the stacked wood before completing the transaction to ensure they have the quantity of wood they agreed to purchase. Any discrepancies can then be resolved before the sale is completed and the seller leaves the premises.
If the seller does not advertise that he/she will stack the wood when it is delivered, the consumer should be prepared to stack the wood upon delivery in order to verify the quantity before completing the sale.
Knowing and adhering to the department's rules concerning firewood sales will help both the buyer and seller in completing a transaction that will be satisfactory for both parties.

Equine For Sale
If you have questions regarding ads in this category, call Andrea Stephens at 404-6519081 or 404-651-9082.
All equine advertised in the Market Bulletin must have had a negative Coggins test within past 12 months. Negative reports are valid for 12 months from the sample date. A copy of this test report must accompany the ad each time it is submitted or the notice will be returned to the advertiser. For this reason, generalized ads (i.e., many horses, varieties to choose from, others, etc.) cannot be accepted. Buyers are urged to request verification of a negative Coggins test before purchasing any equine. Any falsification of Coggins tests can result in fines and/or suspension of advertising privileges in the Market Bulletin. This regulation also applies to equine advertised in the "At Stud" and "Boarding" categories of the quarterly equine editions.

Any person engaged in buying live poultry of any kind for resale, or in selling live poultry of any kind bought for the purpose of resale, must be licensed by the Georgia Department of Agriculture. Possessing such a license does not by itself disqualify an individual from advertising poultry in the Market Bulletin; however, advertisers should note that all livestock (which includes poultry), must have been in possession of the advertiser for a minimum of 90 days or, in the case of chicks, ducklings, etc., must have been raised by the advertiser before offering them for sale in the Market Bulletin. Mallard ducks must be at least three generations from the wild before they can be advertised in the Market Bulletin. Advertisers must include this information in notices submitted for publication.

AG SEED FOR SALE
If you have questions regarding this category, call Shavonne Smith at 404-6519081 or 404-651-9082.
Advertisers of agricultural seed must submit a current state laboratory report (not more than 9 months old) for purity, noxious weeds and germination for each seed lot advertised. A seed lot must be uniform and not exceed 400 50-lb. bags. Laboratory reports will be returned upon request. Any ads for agricultural seed submitted for publication without this documentation will not be published. Licensed seed dealers cannot advertise seed in the Market Bulletin. Certain varieties of seed are protected from propagation unless they are grown as a class of certified seed. For example, wheat seed such as Florida 304, Coker 9152, Coker 9835 and soybean seed, such as Prichard and Benning, may not be propagated for sale unless the seed has been grown as a class of certified seed. Propagation of such seed is a violation of the Plant variety Protection Act and the Federal Seed Act. If you have questions regarding certified seed, call the Market Bulletin office or the Georgia Department of Agriculture Seed Division at (404) 656-5584.

State Veterinarian
(Continued from Page 1)
with an emphasis in dairy theriogenology and herd health management. In 1983 he purchased a mixed practice in Dublin which he operated for three years as a solo practitioner. From 1987 through 2008, Cobb was a partner in Dublin Animal Hospital, serving as the managing partner from 1987 through 2002. Following the sale of his financial interest in the veterinary hospital in December 2008, Dr. Cobb continued to practice there through 2009. He became Assistant State Veterinarian in January 2010.
Recognizing the need for qualified and trained veterinary assistants, Dr. Cobb worked with the leadership at the Heart of Georgia Technical College in Dublin in 1995 to create a veterinary assistant program. Students in the one-year certificate program also benefited from hands-on experience with Dr. Cobb at Dublin Animal Hospital. He resigned in 2002 due to the demands of private practice.
"I wanted someone who had a broad range of veterinary experience," said Commissioner Black. "The office requires knowledge of both large and small animals. It requires someone with a scientific mind yet someone who can work with others to creatively and effectively address problems. I found those attributes with Dr. Cobb."
While in private practice in Dublin, Dr. Cobb was active in his community and church. He and his wife Nancy have three children, Jonathan, Katherine and Allison and two grandchildren.
