Georgia Farm Bureau Federation Fights Metal Theft

Metal theft is a widespread problem in Georgia that is affecting both rural and urban areas. Georgia Farm Bureau estimates our members will have $3 to $4 million in losses this year due to metal theft.
Too many row crop farmers are reporting that thieves have stripped the copper wiring off their irrigation systems, making the systems inoperable. When thieves steal the copper wiring from irrigation systems in the summer, farmers not only have to pay to repair or replace their irrigation system, but they also run the risk of losing their crops. Poultry and dairy producers are dealing with thieves stripping copper wiring out of poultry houses and barns. Some of our members have had copper wiring stripped out of their tenant houses.
Almost every day, the media reports thefts of copper wires from electric power substations, cell phone towers, or air conditioning coils. Some thieves even stoop so low as to steal bronze urns and markers in cemeteries. Catalytic converters are a popular target for the platinum they contain, and higher lead prices are motivating thieves to steal vehicle batteries.
The high incidence of metal theft is driven by record prices due to increased demand in developing countries, such as China and India, which isn't likely to decrease any time soon.
Georgia Farm Bureau has worked to raise awareness of the issue through our television show, "The Georgia Farm Monitor," and our publication, the GFB

News. In 2009, GFB worked with utility

and transportation companies and other

stakeholders to get the state legislature to

pass SB 82 to deter metal theft.

Georgia law now requires anyone

selling scrap metal to present a photo I.D.

to the metal buyer, who must retain a

photocopy and keep a record of the seller's

vehicle tag number for two years. This law

also requires metal buyers to keep a

detailed description of the metal they

purchase. The law also

requires a 24-hour

waiting period to

receive cash payments

for copper, aluminum

forms and catalytic

converters and allows

prosecutors to include

reasonable

costs

incurred in the repair of

damaged property or in the attempt to

recover property.

After the passage of SB 82 in 2009,

Georgia Farm Bureau and a coalition of

recyclers, law enforcement, utility and

transportation companies published the

Secondary Metals Compliance &

Prosecution Guide. This guide includes a

summary of state laws that can be used to

prosecute and convict metal thieves and

offers restitution information for victims. It

also includes a list of the information

recyclers are required to obtain from metal

sellers. Georgia Farm Bureau is providing

a copy of this manual to all of our county

Farm Bureau offices.

Some sheriff's departments have increased their efforts to catch metal thieves targeting irrigation systems thanks to Farm Bureau members requesting help. I'd like to thank these sheriffs for working with the farmers in their communities. I'd also like to thank the Georgia Sheriff's Association and the Georgia Association of Chiefs of Police for the efforts they are making to thwart metal theft.
If metal thieves are going to be deterred by the risk of their crime, successful prosecution of metal theft and appropriate sentencing is just as important as making an arrest. I applaud Houston County District Attorney George Hartwig for successfully prosecuting someone this summer for stealing copper wire from four

Cheddar Puffs

1/2 cup butter or margarine 1 cup (4 oz.) sharp Cheddar cheese, grated 1 1/4 cups all-purpose flour 1/4 teaspoon salt 1/4 teaspoon garlic salt 1/8 teaspoon red pepper, optional

Preheat oven to 400 degrees. Cream butter with cheese until smooth. Blend in flour, salt, garlic salt, and red pepper, if desired. Knead lightly by hand to form a soft dough. Roll into teaspoon size balls; place on a greased baking sheet. Bake for 12 minutes, or until golden. Serve hot.

Yield: 3 dozen.

The USDA-Natural Resources Conservation Service (NRCS) in Georgia has announced that those seeking financial assistance through the USDA Wetlands Reserve Program (WRP), Grassland Reserve Program (GRP) and Farm and Ranch Lands Protection Program (FRPP) must apply by October 28, 2011 to be considered for funding during fiscal year 2012.
Georgia landowners can learn more about conserving natural resources by contacting NRCS Georgia through USDA Service Centers or by visiting the NRCS Georgia homepage at www.ga.nrcs.usda.gov.

You can also mark pieces of metal that may be targeted for theft with a unique symbol using fluorescent paint as a way to deter thieves. It would be a good idea to take a photo of your marked equipment so law officers can send it out to recyclers in the event of a theft.
Farmers often sell scrap metal and equipment they are no longer using on the farm. When it comes time to sell these items, use a reputable recycler who follows state laws rather than a questionable dealer.

South Carolina passed a law this summer that requires people to obtain a permit from their local sheriff before they can sell or purchase nonferrous metals (copper, aluminum, bronze, brass, etc.). The new law also prohibits cash payments for nonferrous metals; all payments must be made by check. It's also now illegal in South Carolina to transport more than ten pounds of nonferrous metal without a permit from the sheriff. The South Carolina law has many Georgians wondering if similar legislation is needed here.
It's going to take property owners, law enforcement and prosecutors working together to take a successful bite out of metal theft. As the voice of Georgia farmers, Georgia Farm Bureau will continue to represent farmers' concerns with this issue.

FFA Celebrates

As President of the Georgia FFA Association, it is an honor for me to be part of a team of 24 voting delegates who will represent the more than 31,500 FFA members in our state during the Convention's delegate business sessions. Georgia will be extremely well represented at this year's convention. We have FFA members competing in 19 Career Development Events, two national Agriscience Student of the Year finalists, 14 national proficiency award finalists, 55 American FFA Degree recipients, 10 chapters being recognized for national 3Star awards and Cain Thurmond from Jefferson will represent our state as a candidate for National FFA Office.
I remember my first trip to the National FFA Convention. Seeing the thousands upon thousands of blue jackets walk through downtown Indianapolis, meeting students from different parts of the country, and competing against the best and brightest in America was a highlight of my FFA career; and something I will never forget. This year, hundreds of FFA members will experience their first National Convention, and I believe that more lives will be changed. Our world is changing, but the need for citizens who understand agriculture is still vital. The young people spending their week in Indianapolis will witness the value and diversity of agriculture and agricultural education across the nation.
For 84 years, the FFA has taught young people that success can be found just beyond your comfort zone; all you have to do is broaden your horizons and embrace the FFA motto: Learning to Do; Doing to Learn Earning to Live; Living to Serve! This year's convention will celebrate the life changing work of the National FFA Organization through its theme, "I Believe". With all of the dynamic and life changing events planned for this year's convention, 2011 looks to be the best year ever for FFA!
