For Summer Edition
The Farmers and Consumers Market Bulletin special summer equine edition is scheduled for July 13, 2011. This issue will include notices for horse shows and events in July, August and September, as well as listings of boarding facilities, horses at stud, and ads for miscellaneous equine equipment and supplies. A 30-word limit will be observed for these notices. Deadline for the edition is June 29, 2011. Only one ad per family per issue will be allowed.
Notices included in the "Equine for Sale" and "At Stud" categories must be accompanied by a copy of a valid, negative Coggins test (made within the past 12 months); otherwise, they will not be published.
In addition, the Georgia Animal Protection Act requires boarding and breeding facilities to be licensed. Current license number must be submitted with notices for "At Stud" and "Boarding Facilities." Notices submitted without this information will not be published. For licensing information and applications, call (404) 656-3713.

After surviving repeated budget cuts since 2009 totaling close to 25 percent, the University of Georgia College of Agricultural and Environmental Sciences will layoff 18 employees and sell 602 acres of research farms and timberland to make cuts levied by the state for the fiscal year beginning July 1.
"We've worked hard over the past three budget cycles to make these drastic cuts without employee layoffs," said J. Scott Angle, CAES dean and director. "We have had massive response to retirement incentives, which coupled with natural attrition reduced our workforce by 355 positions."
The latest cut to the college's Agricultural Experiment Stations and Cooperative Extension Service budgets was more than the college could absorb.
"We have eliminated every inefficiency we could find," Angle said. "We redesigned our Extension delivery system to maximize every dollar and

Governor Requests Secretarial Disaster Designation For Ga. Counties Suffering Ag Losses Due to Drought

Governor Nathan Deal has requested a USDA Secretarial Disaster Designation for 22 Georgia counties due to ongoing drought since December 2010. If the request is approved, farmers in the designated counties and contiguous counties will be eligible to apply for emergency loans and to sign up for other USDA programs that provide assistance to farmers suffering agricultural losses due to natural disasters.
Counties included in the request are: Appling, Atkinson, Bacon, Ben Hill, Brantley, Brooks, Bryan, Chatham, Coffee, Colquitt, Cook, Dodge, Effingham, Irwin, Jeff Davis, Lanier, Lowndes, Pierce, Telfair, Thomas, Wayne and Wheeler. Contiguous counties include: Berrien, Bleckley, Bulloch, Camden, Charlton, Clinch, Echols, Evans, Glynn, Grady, Laurens, Liberty, Long, McIntosh, Mitchell, Montgomery, Pulaski, Screven, Tattnall, Tift, Toombs, Treutlen, Turner, Ware, Wilcox, and Worth.

"This ongoing drought is especially bad as it is so early in the season and has made it difficult for many of our farmers to get a crop planted, much less produced and harvested," said Georgia Agriculture Commissioner Gary Black. "I would like to thank Governor Deal for his prompt action in seeking a Secretarial Disaster Designation for these counties. Unless weather conditions improve soon for our farmers, I fear we will see more requests for assistance."
Last month, members of the State Emergency Board reviewed Loss Assessment Reports for the 22 counties named above. The Governor then submitted his request, along with the LARs and the Board's recommendations, to the Secretary of Agriculture for approval. It normally takes two three weeks after the information is received by the Secretary for a request to be approved or denied.

In fact, with global competition, natural disasters, and continually rising production costs, farmers have more risks to contend with than many of the high-rollers in Las Vegas.

Q: I want to fertilize my azaleas. Can I use the same fertilizer I use on my vegetable garden?
A: If you are not seeing signs of nutrient deficiencies such as excessively yellow leaves and stunted growth, your azaleas may not need any fertilizer at all. In general, azaleas in the landscape require little or no fertilizer. More azaleas die from over-fertilizing than from lack of nutrients. Theoretically, you may be able to use the same fertilizer on your azaleas you fertilize your tomatoes with, but you are likely to burn the azalea roots with it if you are not careful. New Facility Will Help Ga. Company

Serve Agricultural Producers Worldwide

Georgia Commissioner of Agriculture Commissioner Gary Black was on hand for the opening of the all-new AGCO Global Learning Center in Duluth, Ga., May 16. AGCO is a worldwide manufacturer and distributor of agricultural equipment. The 19,500 square foot facility will serve as the cornerstone of the company's comprehensive learning program for dealers and employees.
"This new state-of-the art facility is a great example of the commitment of AGCO to better serve the needs of agricultural producers, and our state is fortunate to have the global headquarters of this company in Duluth," said Georgia Agricultural Commissioner Gary Black.

Tim Miller, manager, global learning for AGCO, noted that at the company's current pace, as much as 30 percent of the company's product line is replaced with new production-enhancing technology every three to four years. "As growers invest in new technology, they rely heavily upon their dealers for information and assistance. It's our responsibility to ensure our employees and dealers fully understand these new products and their applications," Miller said. "The Global Learning Center will help us deliver hands-on learning in a facility designed to meet the needs of adult learners. This investment is a testimony to an increased emphasis in education for our people."

Advertising Guidelines Bulletin Publishes Every Other Week

All advertisements published in the Market Bulletin must relate to the farming/agricultural industry or be a part thereof; any and all item(s) submitted for sale through the BULLETIN must meet at least one of the following criteria: 1) must be produced by the advertiser on his/her own farming operation, 2) must be made by the advertiser from materials on his/her own farming operation, 3) must be owned and used by the advertiser on his/her own farming operation for a period of at least 90 days prior to offering for sale through the BULLETIN. Businesses, corporations, dealerships or other commercial enterprises are not allowed to advertise in the MARKET BULLETIN. Commercial is defined as intended for mass market; handling large quantities of product for distribution (i.e., more than normal household or farm quantities); supported by advertisement (i.e., advertisement in publications other than the BULLETIN; listed as "business" in telephone directories or "yellow pages", etc.). Cherry Tomato and Caper Salad

Use both red & yellow cherry tomatoes to add color to this salad.

2 tablespoons balsamic vinegar 1 tablespoon small capers, drained 4 tablespoons extra virgin olive oil teaspoon ground black pepper 1 pint cherry tomatoes, halved 6 fresh basil leaves chopped into small pieces (more or less to taste) Bibb lettuce leaves (optional)

Combine first 4 ingredients. Drizzle over cherry tomatoes, toss to coat. Let stand 15-60 mins.
Sprinkle basil over tomatoes and serve. Recipe notes: Try serving in a small bowl and omit the lettuce leaves altogether. Chill in the refrigerator for about 20-30 min. before serving.

Zucchini Oven Fries

2 small zucchini 1 egg white cup all purpose flour 3 tablespoons cornmeal teaspoon salt teaspoon garlic powder teaspoon chili powder teaspoon paprika teaspoon pepper Cooking spray Marinara Sauce, if desired

Preheat oven to 425 degrees. Cut zucchini into sticks (3 in. x 1/2-in.) Place egg white in a small shallow bowl; whisk slightly. Combine dry ingredients in a small bowl. Dip zucchini sticks into egg white and roll in dry ingredient mixture. Place zucchini on a greased baking sheet. Bake for 18 to 22 minutes or until golden brown. Serve with marinara sauce, if desired.

Department's International Trade Office Works To Promote Ga. Agricultural Products Worldwide

The following article was prepared by Matt Pitts, who is serving as an intern in the Georgia Department of Agriculture International Trade Office in Brussels, Belgium. Pitts is a fourth-year student majoring in Agribusiness at the University of Georgia.
As an intern at the European office of the Georgia Department of Agriculture, I have seen firsthand the amount of work and dedication that is being used to promote Georgia agricultural products and businesses abroad. There are a multitude of trade missions, both inbound and outbound, as well as trade shows around the world that showcase Georgia's own agricultural products and businesses.
The 2011 SIAL China food and beverage show just wrapped up in Shanghai, China. There were Georgia companies present at the show, including a strong showing from the pecan industry, the poultry industry, as well as some fine Georgia desserts, sauces and other food products. The Shanghai show is one recent example of the exposure Georgia products are getting, and they will be given upcoming opportunities in South Africa, Malaysia, and here in Georgia with an India Inbound Trade Mission.
Johannesburg, South Africa, will be a combination of the 2011 AgriFood Manufacturers & Producers Expo and an Outbound Trade Mission. The AgriFood Expo will be held from July 17-19, and booth space will be offered to Georgia companies. South Africa's rapid urbanization and increase in disposable income allows for a greater opportunity for Georgia products to penetrate the South African market. Products that have shown great potential in the South African market include processed fruits and vegetables, sauces, spices, edible nuts, shellfish and fish, and organic products. The outbound trade mission will allow Georgia businesses to have one-on-one meetings with buyers from South Africa. In the past there have been meetings with two large retailers ultimately exposing Georgia products to a vast customer base. This year meetings will take place July 20-22.
Also in July there will be the 2011 India Inbound Trade Mission. On Tuesday, July 26, in Atlanta, Indian buyers from various retail stores and importers will be available for one-on-one meetings with Georgia businesses. The Indian market is very important for Georgia agriculture. India has a large population of 1.1 billion, and the food retail sector had an annual growth of 10% in 2010, topping $250 billion. The emerging middle class gives way to potential growth for food and beverage suppliers from Georgia, with products like breakfast foods, snack foods, nuts, beverages, sauces and dressings, jams, specialty foods, and confectionaries showing the greatest potential.
September 20-23 will be the 2011 Food and Hotel Malaysia trade show. With around 18,000 visitors, the show will present many opportunities for suppliers of products. This show is held every two years, with the site switching between Malaysia and Singapore. Malaysia's 27.7 million people and strong economy make it a desirable export destination for Georgia businesses. Products showing the greatest potential in the Malaysian market are fruits, dairy products, dried fruits and nuts, juices, sauces and condiments, vegetables, Halal food products, and snack foods. The Malaysia show has many benefits for Georgia producers.
These three shows and trade missions are only a handful of the many opportunities the Georgia Department of Agriculture offers to Georgia agricultural businesses. Many Counties Eligible for Livestock Forage Program

As of press time, 91 counties in Georgia

have been determined eligible for

assistance under the Livestock Forage

Program (LFP). At the present time, the

eligible counties lie primarily in the central

and southern part of the state and are too

numerous to list individually as new

counties are becoming eligible every week.

The Livestock Forage Program (LFP)

provides disaster benefits to eligible

livestock producers in counties that have

been determined eligible based on a

qualifying Drought Intensity Rating as

shown in the Georgia Drought Monitor.

A county's eligibility is based solely on

the drought level as shown on the U.S.

Drought Monitor for Georgia. In order to

be eligible for LFP, a county must be rated

at least at the D-2 level for 8 consecutive

weeks or the D-3 level or greater for at

least one week during the applicable

grazing period. There are no other means

by which a county can qualify for LFP but

by the Drought Monitor Intensity Ratings

The most important eligibility requirement is that producers are required to obtain NAP coverage or Crop Insurance on the particular type of grazing for which LFP benefits are requested, or meet one of the three exemptions to the Risk Management Purchase Requirements (RMPR). If the producer qualifies as either a Limited Resource or Socially

Peanut Industry Unites to Help Tornado Victims

After the tornado outbreak in April, the American peanut industry organized to get nutritious peanut butter, peanut products and fresh water to the tornado victims in 6 states. Uniting behind Peanut Proud, the 501(c3) humanitarian arm of the American peanut industry, deliveries continue to be made to food distribution centers around the devastated areas.
The Peanut Proud Board dispatched different teams from the peanut industry to deliver from the American peanut industry roasted peanuts, peanut butter, and peanut candies to the tornado disaster regions of Mississippi, Alabama and Georgia. Teams delivered 1,200 backpacks filled with

peanut products and school supplies to students in Ringgold, GA, Hackleberg, AL and Smithville, MS.
"The peanut industry response has been awesome and unbelievable," said Sally Wells, Director of Logistics for Birdsong Peanuts based in Blakely, GA. "Over $81,000 worth of peanut products has been donated along with $72,000 in cash donations and we continue to accept gifts to place product in the hands of churches and relief groups helping the regions. Peanut growers from every producing state have donated plus the National Peanut Board...that's great!"
In what may be the worst outbreak in

U.S. history, tornadoes hit seven states on April 26 and 27 killing hundreds and wiping out many small communities. Hardest hit was the rural crossroads of Mississippi, mid-sized cities in Alabama and many rural communities in North Georgia and Tennessee. Another tornado outbreak recently occurred in Joplin, Missouri and the Northeast areas of Oklahoma.

"We chose to eliminate programs that were low priorities within the departments and programs where relevant, reliable information was available to clients from another CAES department or from USDA," Angle said.
Angle said highly publicized tuition and student fee hikes left many legislators and taxpayers with the impression the university wasn't really cutting the budget.
"Not only has the College of Agricultural and Environmental Sciences taken bigger cuts and lost more positions than the rest of the university over the past three years, the cuts are real and permanent for us," Angle said. "Unlike other colleges within the university that can offset budget cuts with tuition increases, we benefit very little from tuition."

Begin cutting herbs for drying. The day before you plan to harvest herbs, gently rinse them with a garden hose. Cut the plants after the dew has dried, but before the sun gets too hot. By harvesting in this manner you will help preserve the most flavor in your herbs.
If you have peach trees, you can improve your crop by thinning it about 70 days after full bloom. Waiting longer will result in poorer quality fruit. Also, the weight of the fruit may break some of the tree limbs. After your trees have finished dropping fruit naturally, thin them and leave the biggest and bestshaped peaches about four to six inches apart.
Check for signs of sooty mold on crepe myrtle, azaleas and gardenias. This fungus appears as a black coating on the foliage. Sooty mold grows on the sugary substance (called honeydew) that is secreted by aphids and whiteflies. The fungus is unattractive and it blocks sunlight to the leaves. Sooty mold can be controlled only by killing the aphids and whiteflies that cause the problem. Before purchasing a pesticide, be sure to check the label to be certain the product will control these insects.

Water Plants with Conservation in Mind

With extreme hot and dry conditions likely to continue for the foreseeable future, gardeners and homeowners should take steps to conserve water as much as possible. Following are some tips to help water garden and landscape plants conservatively:
Mulch your plants to conserve water. Three to five inches of mulch material, such as pine straw, leaves or pine bark will help plants retain moisture. Fine-textured mulches, such as mini-bark nuggets, will trap moisture in the soil better than coarsely textured materials. Mulches also help to control weeds, which use up valuable soil moisture needed for other plants.
Water only those plants that need water. Some plants, like holly and juniper, can survive weeks without extra water once

they are established, whereas other plants may need water more often. With this in mind, group plants with similar water needs when you plan your landscape.
Use less fertilizer to reduce water needs. When plant growth is encouraged through fertilization, its water requirements will increase. By cutting back on the amount of fertilizer and the frequency of application, you will lessen new water-demanding growth.
Avoid shearing plants. Like fertilizer, shearing stimulates new water-demanding growth. Selective thinning will reduce the plant size, but will not encourage as much new growth as shearing.
Shade landscape plants when possible. Shade will keep the landscape cooler and cut down on water loss from plants.

Q: What are some fruits and vegetables that can be grilled?
A: Asparagus, corn-on-the-cob, eggplant, green beans, carrots, mushrooms, Vidalia onions, garlic, peppers, Irish potatoes, sweet potatoes, summer squash, winter squash and tomatoes are the most common vegetables used, and they go well with commonly grilled meats such as steaks and chicken. The same is true for fruits. Georgia peaches are a favorite for grilling. Apples, pears, pineapples and plums are also possibilities. Softer fruits will become mushy if overcooked. You will need to be more attentive to these while they are grilling. Check a cookbook or a reputable cooking website to see the different ways vegetables and fruits can be prepared on the grill. Your grill should not be used only for meats; put some Georgia Grown fruits and vegetables on it.
Q: I am planning a full day's menu that has Georgia products as part of every course. Do you have any ideas for using pecans for breakfast?
A: Consider pecans for any meal and for almost any menu item entre, appetizer, bread, dessert, side dish, salad, soup or snack that could use a little more protein, vitamins, minerals, crunch or flavor. For breakfast, try pecan pancakes or French toast.

Draft plans of the 10 regional water councils have been published and are available for public review and comment until June 23 at website www.gawaterplanning.org.
In 2008, the Georgia General Assembly passed the Statewide Comprehensive Water Management Plan (SCWMP), which included the creation of the 10 regional councils. Each council has 25 members, three alternates and two non-voting ex officio members, one each from the state house and state senate.
The 10 councils by name are: Altamaha; Coastal Georgia; Coosa-North Georgia; Lower Flint-Ochlocknee; Middle Chattahoochee; Middle Ocmulgee; Savannah-Upper Ogeechee; Suwanee-Satilla; Upper Flint and Upper Oconee.
The SCWMP directed the councils to develop plans for their respective regions that would address water quantity and quality, including forecasts of future water supply and wastewater treatment needs as well as management practices necessary to meet the region's needs within the capabilities of the resources.
Citizens are encouraged to study the plan that affects their region and offer suggestions for comment.

If Japanese beetles are eating your plant foliage, you can reduce their population through the use of traps; however, be sure to place the traps about 30 feet downwind of the plants you want to protect.
