A Holiday Message
From the Commissioner
George Washington Carver once said, "Reading about nature is fine, but if a person walks in the woods and listens carefully, he can learn more than what is in books, for they speak with the voice of God." I could not agree more. There is nothing I enjoy more than a walk late in the evenings on my farm in north Georgia, and there is no time I feel more in communion with my Creator than during those quiet walks.
During those times I often think back to my youth when our family would be together during the holidays. Although in those Depression years we did not have much in the way of material things, we had a roof over our heads, food from our farm, and we had each other and thought we had it pretty good.
Today, it is so easy to get wrapped up in the hustle and bustle of holiday shopping. And although it is nice to give and receive gifts, I'm afraid this practice often overshadows the true meaning of the season. Those of you with grandchildren like me are probably familiar with the story of the Grinch Who Stole Christmas. As you know the Grinch found he could not keep Christmas from coming by stealing all the presents and toys. He finally realized that "maybe Christmas doesn't come from a store"; rather, it resides in our hearts. Let us remember to give the most precious of all gifts-the love of God as demonstrated by the birth of His son, our Lord and Savior Jesus Christ.
This Christmas, let us make a commitment to spend more time with our families. Last month the Market Bulletin published a list of choose-and-cut Christmas tree farms located throughout our state, and many of you visited one of these growers to select a tree for the holiday season. There are so few occasions these days where all members of the family actually get together and share time with each other and this is a great way to do so. If your family did not take advantage of this opportunity this year, I hope you will plan to do so in the years ahead. It will be an experience you can treasure for a lifetime.
This time of year also can be a lonely time for some folks. Many of our young men and women are serving our country overseas this holiday season and will miss being with their loved ones. Let us remember those in military service who are away from their families and pray for their safe return. Others, such as the elderly and shut in, have little if no family with which to share the holidays. The Dec. 8 issue of the Market Bulletin

Equine Edition Notice
The Farmers and Consumers Market Bulletin special winter equine edition is scheduled for Jan. 19, 2005. This issue will include notices for horse shows and events in January, February and March, as well as listings of boarding facilities, horses at stud, and ads for miscellaneous equine equipment and supplies. A 30-word limit will be observed for these notices. Deadline for the edition is Jan. 5, 2005. Only one ad per family per equine issue will be allowed.
Notices included in the "Equine for Sale" and "At Stud" categories must be accompanied by a copy of a valid, negative Coggins test (made within the past 12 months); otherwise, they will not be published.
In addition, the Georgia Animal Protection Act requires boarding and breeding facilities to be licensed. Current license number must be submitted with notices for "At Stud" and "Boarding Facilities." Notices submitted without this information will not be published. For licensing information and applications, call (404) 656-3713.

Lemon Sauce

Combine sugar, egg, lemon juice and rind. Cook over medium heat, stirring constantly, until thick (about 5 minutes after it starts boiling). Stir in butter to melt.
Cook over low heat, stirring constantly, until mixture thickens. Serve warm over Bread Pudding.

Irvin Named Spokesperson For Child Health Initiative
Georgia Commission on Women has named State Commissioner of Agriculture Tommy Irvin honorary spokesperson for its Childhood Health and OverWeight (CHOW) Initiative.
Nellie Duke, Chair of the Georgia Commission on Women, said the group undertook the project because studies on childhood obesity showed Georgia children more overweight than children in other states and those who live in rural areas more overweight than those who live in urban areas.
Choosing Georgia's Agriculture Commissioner as its spokesperson was "a natural," she said. "He is the representative of the agriculture community in the state. He is two pounds under his suggested weight and he is in great physical condition."
"Childhood obesity is a serious issue for our nation, and I am especially concerned about our children here in Georgia," said Commissioner Irvin. "Our state produces a wide variety of delicious, wholesome farm products that are essential for good health. I hope teachers and students will take the Agriculture Day Challenge to help spread the word that Georgia agriculture is the key to a healthy and long life."

Tobacco Growers,

Quota Owners

Payments from the National Tobacco Grower Settlement Trust (commonly known as "Phase II"), which normally have been issued to farmers on Dec. 30, have been delayed this year. The delay is due to a dispute between the Georgia Tobacco Phase II Tobacco Certification Entity, the certification entities of other states, the Trustee of the Phase II Trust (J p Morgan Chase Bank), and the tobacco companies.
After federal legislation to buyout tobacco quotas was signed into law this year, the tobacco companies that pay into the Phase II Trust took the position that Phase II payments that would ordinarily be made to tobacco farmers on December 30, 2004, should not be made because of the Tax Offset Adjustment provisions of the original Phase II Trust Agreement. We oppose that position.
Even if the T!lbacco Trust entities and Trustee eventually win the dispute, or succeed in getting at least some of these funds paid, payments likely will be delayed for months.
The Georgia Tobacco Community Development Board understands that this situation puts tobacco growers and quota owners m a difficult situation, and the Board is doing everything it can to make sure there is a Phase II Year 6 payment.
