USDA's Farm Service Administrator Keith Kelly has announced that the deadline for eligible livestock owners to apply for USDA's Livestock Assistance Program has been extended. Under this new $200 million livestock assistance program, USDA will compensate farmers and ranchers for 1998 losses because droughts and other natural disasters reduced grazing vegetation.
Because of the time necessary to assemble information associated with eligibility, many counties were not

Processing inspections include the enforcement of regulations governing cutting and deboning, curing and smoking, sausage manufacturing, edible rendering and refining, and fabricating and portion control. Inspectors also enforce the proper formulation of ingredients and labeling requirements.
The Georgia Meat Inspection Program is a cooperative effort,between the Georgia Department of Agriculture and the U.S. Department of Agriculture. This program mandates inspection and enforcement of regulations governing sanitation, slaughter and processing of animals in state licensed establishments. Many inspectors also are certified by USDA to perform federal inspections in federal plants under the Talmadge-Aiken Agreement.
"Our cooperation with USDA enables lr!_S to intensify the frequency and quality of our inspections, based upon uniform federal standards,'' said Irvin. "All other meat and poultry processing and slaughter plants in the state are inspected by USDA personnel."
In addition to the numerous inspections that are conducted in slaughter and processing plants, samples are routinely collected from randomly-selected carcasses and sent to federal laboratories to detect possible residues such as antibiotics, pesticides, and. hormones. In addition, carcasses with suspected disease abnormalities may be sampled and tested by the state diagnostic labs in Tifton and Athens prior to being released for consumption.
The Georgia Department of Agriculture maintains a meat laboratory in Atlanta that randomly tests processed meat and meat products for compliance with requirements for weight, volume, contents, composition, nutrition and wholesomeness. Products also are checked for undesirable elements such as adulterants and bacteria.
A state compliance staff within the Meat Inspection Section monitors the state for illegal operations which violate either the State Meat Inspection Act, the Georgia

Preheat oven to 350 degrees. Grease 2 (8 1/2 X 4 1/2 -inch) loaf pans. In large bowl, sift flour, baking powder, baking soda and salt; set aside. In large bowl with

electric mixer at medium speed, beat peanut butter, butter, granulated sugar and

brown sugar until light and fluffy. Beat in eggs, 1 at a time. Beat in buttermilk and

vanilla. Gradually add flour mixture; beat at low speed. Stir chips into batter; spoon

into prepared pans. Bake 45 minutes or until pick inserted into center comes out

clean. Cool in pans on wire rack 10 minutes. Remove from pans; cool completely on

If your camellia blossoms turn brown prematurely, they probably are infected with camellia flower blight. To prevent the disease from spreading, remove infected flowers from the plant and surrounding ground. After the plants have flowered, remove any old mulch from around the plant and replace it with new mulch. If the old mulch material remains, it may harbor the blight and allow it to reinfect new flowers next year. Also, do not add infected flowers or old mulch to your compost pile as you could further spread the disease to new plants when you apply the compost to the soil around them.
Plants tend to be hurt more by sudden temperature fluctuations rather than by gradual cooling. If you experience mild temperature during winter for more than a week in your area, watch your plants for signs of growth. When the weather begins to turn cold again, cover vulnerable plants with plastic or another covering, such as an old bedspread or bushel hamper. Such covers create a dead airspace around the plant that provides protection from the cold temperatures.
Planting hollies is a great way to add some color to your winter landscape. When you shop for the plants, keep in mind that only female plants will produce fruit and they will do so only when a male holly is nearby for pollination. You can be sure you get female hollies if you purchase only those with berries on them. Some varieties are self-fruiting; ask your nurseryman for details.
If you are now ordering flower seeds for your spring garden, be sure you order enough zinnias and nasturtiums. Since zinnias can be planted in spring and again in midsummer, you may want to purchase enough for both seasons. Recycle Christmas Trees

Donations Sought

Jackie Cline, 8, and her sister, Jessica, 14, grew this 98-pound watermelon in the garden of their parents, Roger and Lynn Cline, Ball Ground, Ga. The melon measured 45 1/2 inches in circumference.
River Birch, sometimes called Red Birch, is a tree that grows along the banks of rivers, ponds and marshes. It is one of 12 birch species that grow southward from the Arctic Circle, and it is the only one that grows naturally at low elevations in the southeastern United States. In the U. S. the River Birch grows as far north as Massachusetts, as far south as Florida, and as far west as Texas.
The fact that seeds of River Birch mature earlier in the year than other birch species allows the seeds to get a headstart on germinating in bare, open soil left by receding floodwaters.
The River Birch has become popular as a landscape tree because of its distinctive bark and graceful crown. The crown is composed of arching branches that end in slender, reddish-brown twigs that have a fine covering of hairs. This species of birch also is considered to be the most resistant to borers, and it can tolerate drier conditions than other species. A medium-sized tree grows to approximately 70 feet high.
Leaves of the River Birch are one and one-half to three inches long and one to two inches wide, and the leaves grow alternately on the stem. Tiny hairs are found on the stem and the underside of the leaves' stout midrib.
Bark color can vary, but on young trees it appears thin and pinkish to reddish brown (salmon-pink). As the tree matures, the bark turns gray to black.
Birch trees, including the River Birch, produce long catkins (scaly spikes) which contain tiny flowers. The closed male catkins appear. in autumn; the female ones the following spring. Birch nutlets are. small and grow in a cone, and the plentiful seeds are enjoyed by a wide range of songbirds.
River Birches transplant well and grow best in moist, slightly acidic soils. The tree also will grow on dry sites, and sites that are flooded for part of the year and dry for the remainder of the year.
For the Birds
After Christmas, you can move your tree outside and redecorate it for the birds, according to the University of Georgia Extension Service. Anchor the tree in a bucket full of damp sand. Leave on strings of popcorn and cranberries. And add strings of peanuts (in the shell). Hang apples, oranges, leftover breads and cakes - even peanut butter cookies - on the branches. But don't use any foods containing chocolate, which is poisonous to some small animals. For best results, push the edible ornaments well into the free. Things that swing might scare birds.

The compliance staff also monitors the state by inspection and sampling of meat and poultry products at warehouses, wholesalers, retailers and restaurants. Product is obtained when violations occur and product may be destroyed to prevent it from reaching the consumer, if necessary. The Department then takes enforcement action against violators.
Today's consumers expect food to be wholesome, nutritious and safe to eat. Consumers should realize, however, that alth9ugh the U.S. food supply is the safest in the world, it isn't risk-free, nor will it ever be. Risks exist despite the best efforts of consumers, producers, processors, retailers and government agencies that regulate the food industry. Consumers can be assured that the Georgia Department of Agriculture is working hard each day to reduce possible risks and maintain the highest level of food safety possible.
Equine Edition Set
The Farmers and Consumers Market Bulletin special winter equine edition is scheduled for January 20. This issue will include notices for horse shows and events in January, February and March, as well as listings of horses at stud, boarding facilities, and ads for miscellaneous equine equipment and supplies.

For 4-H Horse Sale
The Georgia Farm Bureau Equine Advisory Committee and the University of Georgia Cooperative Extension Service are looking for donations for the Fifth Annual Georgia Junior National 4H Club Horse Benefit Sale, Feb. 2, 1999 at the Georgia National Fairgounds in Perry, Ga. The sale is scheduled to be held during the Georgia Junior National Horse Show.
The group is seeking donations of horses: all breeds, any age, both registered and non-registered. Tack, equipment (saddles, trailers, etc.) and miscellaneous items are being sought for a silent auction.
Proceeds from the sale will be used to benefit the Georgia 4-H Horse Program, specifically to support the 4-H Horse School, quiz bowl, judging contest, State 4-H Horse Show, and other state/county 4-H horsecrelated events. Also, proceeds will be used to conduct horse research activities at the University of Georgia.
In order to catalog horses and items for the auction, information on the donated items must be received by Feb. 1. Silent auction items will be accepted until the time of the sale.

Hog Killing Scheduled At Farm Museum
The Old South Farm Museum in Woodland, Ga., will hold a hog killing Feb. 6. This event will include sausage making, meat curing, making Brunswick stew, head cheese, lard, skins, chitterlings, cracklin', lye soap and more.
