Project Provides
Benefits to Georgia
During the past several years, I have seen Georgia's Resource Conservation and Development program flourish and grow. There are now ten councils serving
114 counties in our state. Each council is similar in operation as natural resourcebased non-profits, yet distinctively different in the types of pro**3 jects undertaken. Our ------------ -----------1 council, the Two Rivers RC&D, is no exception. From rural fire protection to environmental education, we have completed a number of worthy projects. As president of the Two Rivers RC&D Council, however, I have never been more excited and satisfied with any project as I have been with a new wildlife initiative called Project W.I.N.G.S. (Wildlife Incentives for Nongame and Game Species). And there's good reason to feel this way.
Our guest columnist this week is Frank J. Jordan, Jr., president, Two Rivers Resource Conservation and Development Council, Inc., 900 Dallis Street, LaGrange, Ga. 30240, telephone (706)885-0101.
Project W.I.N.G.S. is a truly coopera tive wildlife effort between local, state, and federal environmental partners and the private sector. Funded by the Georgia Power Company and administered by the Two Rivers RC&D Council, the project provides financial incentives and techni cal assistance for converting brush land beneath electrical transmission lines into productive wildlife habitat. This two fold approach offers groups and individu als cash grants up to $1,000 along with professional wildlife advice for managing these rights-of-way. Project W.I.N.G.S. is a true economic and environmental winner for several reasons.
First of all, it will result in true enhancement of wildlife habitat, which will build on our state's growing wildlife industry. According to the U.S. Department of Commerce, more than $475,000,000 is spent each year in Georgia for wildlife-related activities. Whether you own a sporting goods store, enjoy bird watching or savor a brisk morn ing hunt with family and friends, everyone benefits from this growing economy.
Second, it reduces the costs associated with brash management along transmission

Feb. 18 in Atlanta
InterTrade '97, the largest one-day matchmaking event and international trade conference in Atlanta, is scheduled for Feb. 18 at the Inforam. This confer ence is designed to provide a forum for international buyers/agents/distributors to meet U.S. companies as well as pro vide high-level international trade infor mation.
The day's agenda specifically is designed to provide participants with opportunities to meet U.S. business peo ple interested in doing business with international partners. Throughout the halls surrounding the conference, U.S. manufacturers, service providers, and export intermediaries will exhibit infor mation on their products and internation al marketing interests.
The International Trade Division of the Georgia Department of Agriculture, the Georgia Department of Industry, Trade and Tourism, and several area chambers of commerce are on the steer ing committee for this event.
As an added benefit to international attendees and to facilitate follow-up with contacts made at the show, the Department of Industry, Trade and Tourism will make available its PCbased video conferencing system located in several of their International Trade Offices on a cost-recovery basis.
Session topics include the following: Criteria for Selecting Your Export/ Import Team, Sourcing Products Globally, Marketing Your Products Internationally on the Internet, Marketing and Selling Globally, and International Trade Financing.

The Governor's Science and Technology Advisory Council has pub lished and released its 1996 report, "Georgia Agribusiness: Setting the World's Pace." The culmination of a two-year study of agribusiness in Georgia, the Council's report highlights the forest industry, the food processing industry, and the value of biotechnologi cal research in agriculture.
Georgia ranks first in the nation in production of peanuts, pecans, rye, paper and board products and value of broiler production. Georgia is tied as the leading producer of wood pulp products. Georgia ranks second in value of eggs produced and cotton acreage, and third in the production of cotton bales, tomatoes and peaches.
"This advisory council has provided an invaluable service to the State of Georgia," said Governor Zell Miler, who established the Governor's Science and Technology Advisory Council in February, 1992, and charged it with developing and refining a science and technology policy and publishing an annual report.
"The significance of biotechnological research to agriculture is highlighted and particular emphasis is given toward the strategic efforts of the Georgia Research Alliance and its Technology Develop ment Investments, as well as die National Environmentally Sound Production Agriculture Laboratory at the University of Georgia's Coastal Plant Experiment Station in Tifton," Miller continued.

Holds Equine Fair
The first Georgia Horse Council Horse Fair will be held Feb. 8 at Chateau Elan Winery and Resort in Braselton, Ga. This fair will provide participants the opportunity to attend lectures, visit a trade show and/or bring a horse to a rid ing workshop at the Chateau Elan Equestrian Center. The general member ship meeting of the Georgia Horse Council will be held at 3:30 p.m.
Lecture topics include: equine proto zoal myeloencephalitis, a judges' forum and panel discussion, foot and leg anato my (dissection), and common problems with feeding horses.

Commissioner Irvin also offered his congratulations to the council for rec ognizing the short- and long-term needs that industry experts believe must be addressed to ensure ongoing success in Georgia.
The council's 1996 report also includes 13 agribusiness recommendations dealing with concerns related to work force issues, research, technology transfer, support of technology-based companies, marketing Georgia's high-tech agribusiness identity, and leadership needs within the* agribusi ness community. The agencies that should carry out each recommendation are appro priately designated.
Carl Swearingen, council chairman and president of BellSouth - Georgia, noted the commitment of the Governor's Council: "Since the council's inception five years ago, the Governor's Science and Technology Advisory Councils have visit ed 49 locations, heard from more than 200 subject matter experts and contributed over 9,500 hours of time in order to accomplish the council's vision of `Building a Better Georgia Through Science and Technol ogy.' The state can be proud of the public and private commitment and dedication exhibited by the council."

Georgia equine owners are remind ed that it is the responsibility of the seller to have a current, negative Coggins report in his or her possession for a horse or other equine at the time the animal is offered for sale. When purchasing a horse, buyers are advised to ask for proof of a negative Coggins and to obtain the original yellow copy from the seller before completing the sales transaction.

Flower Growers Set Greenhouse Seminar
The Georgia Commercial Flower Growers Association Greenhouse Update is scheduled for Saturday, Jan. 18 at the Cobb Galleria Center in Atlanta. This is an annual all-day seminar for start-up businesses as well as for hobby growers interested in doing more.
Dr. Raymond Kessler of Auburn University will be a featured speaker, providing tips on growing African Violets and Gloxinia. Because of the interest in this presentation, the program will be open to anyone interested in growing African Violets and Gloxinia, either professionally, in starting a green house business or growing them as a hobby. Garden Develops `Titanic' Plant
A specimen of the plant species with the largest flower stalk in the world is growing at the Atlanta Botanical Garden. It's called Titan Arum, "Amorphophallus titanum," a gigantic member of the Aroid family native to Sumatra. Its more hum ble relatives include the common houseplants "Philodendron, "Monstera" (Swiss cheese plant) and "Anthurium.
The Titan Arum resides in a huge con tainer at ABG, and this fall, it sent up a thick, eight-foot-tall vegetative stalk topped by giant, umbrella-like leaves. The fleshy stalk, which is mottled green and white, is expected to persist through summer of 1997, at which time it should gradually die back and be replaced by a flowering stalk. Staff horticulturists are propagating the species, and by blooming time, they hope to have plants to sell to the public. For more information, call (404) 876-5859, ext. 205.

The 21st annual Georgia Peanut Farm Show and Conference will be held in the James H. Gray, Sr. Civic Center in Albany, Ga., Thursday, Jan. 16. The show is sponsored by the Georgia Peanut Commission in cooperation with the UGA College of Agriculture and Environmental Science campus in Tifton.
The show opens at 8:30 a.m. The awards ceremony and program will begin at 10:45 a.m., and a special report will be given on national peanut promotion efforts and research concerns. There are tentative plans for Dr. Charles Knapp, president of the University of Georgia, to be part of the awards ceremony, and Dr. Gale Buchanan, dean of the UGA School of Agriculture and Environmental Sciences, has been confirmed to give a keynote address.
After a free luncheon at 12 noon for all peanut farmers attending, the University of Georgia will hold their annual Peanut Conference. Growers who participate in the extension-research short course and seminar will earn credit towards their commercial and private pesticide certification. Conference topics will include marketing, weed control, soilbome diseases, tomato spotted wilt virus, precision farming and pesticide safety.

The Com Short Course is available this year for the first time since the 1980s. The course is being presented Jan. 14 in Tifton as part of the Georgia Com Growers Association annual meeting and award program.
The program starts at 8:30 am. at the Rural Development Center, and ends at 3 p.m.
A dozen experts will offer updates on a range of topics, including the effects of the farm bill, precision farming, Bt com, high-oil com, stored-grain insects, using poultry litter and irrigation water supply.
The com growers' business meeting begins at 11:30 a.m. Lunch will be pro vided by the Georgia Agricultural Commodity Commission for Com.

Georgia growers could double or even triple yields from pine plantations if they would adopt intensive management prac tices like those already being used in Brazil, Chile, and South Africa, according to the findings of a new study by Drs. Bmce Borders and Bob Bailey, researchers at the University of Georgia's Wamell School of Forest Resources.
"Our research shows that current growth rates of loblolly pines in the Southeast aren't even close to their poten tial," said Borders.
He added that while the hot, humid cli mate -- and the absence of native insect and disease pests -- may boost growth rates of southern yellow pines south of the equator, the accelerated growth is largely the result of intensive practices that include extensive site preparation, weed control, cultivation and fertilization.
"Based on our data of Georgia pine plantations subjected to complete weed control and multiple fertilizations, growth rates here can approach the highest yields anywhere in the world," he said.
The study, "Loblolly Pine: Pushing the Limits of Growth," which was funded by Georgia Power Company and the Georgia Forestry Commission, includes nine years of data from several sites across the state. Surprisingly, the study showed the largest gains in growth come not from fertiliza tion, but from controlling hardwood seedlings and other competing vegetation.
"We know we can easily double pro duction simply by controlling vegetation alone," said Borders.
Pines in the study that received yearly fertilization and weed control grew at rates two to three times faster than trees in stan dard loblolly plantations in the Southeast. And while Borders said it's difficult to pre dict the quality of wood that will come from these "fast-tracked" trees, he added that they can produce three or four times more fiber on the same land base.
Borders said the study shows intensive methods not only promote tree growth, but can be economical as well in areas where pulpwood is highly valued and much in demand.

"It is not unreasonable to beheve that current fiber rotation lengths can be reduced from 20 to 25 years to just 12 or 15 years, while doubling or even tripling fiber production on a given acre of ground," he said.
But Borders warns that intensive man agement isn't appropriate for all sites or all situations. Like row cropping, intensive pine production should not be practiced on steep slopes or environmentally sensitive situations.
"The point of the study is not to say we should put the whole state in intensive management," he said. "The real lesson is that it's possible to dramatically increase fiber yields on specific acreages. This approach could allow us to take other, more sensitive sites out of pine produc tion."
