All advertisements published in the Market Bulletin must relate to the farming/agricultural industry or be a part thereof; any and all item(s) sub mitted for sale through the BUL LETIN must meet at least one of the following criteria: 1) must be pro duced by the advertiser on his/her own farming operation, 2) must be made by the advertiser from mate rials on his/her own farming opera tion, 3) must be owned and used by the advertiser on his/her own farming operation for a period of at least 90 days prior to offering for sale through the BULLETIN. Businesses, corporations, dealer ships or other commercial enterpris es are not allowed to advertise in the MARKET BULLETIN. Commercial is defined as intended for mass market; handling large quantities of product for distribution (i.e., more than normal household or farm quantities); sup ported by advertisement (i.e., adver tisement in publications other than the BULLETIN; listed as `'business" in telephone directories or "yellow pages", etc.). Other indicators include,

Irvin Requests Review Of Propane Price Hikes
"Wholesale propane prices have more than doubled compared to last year, which has created a critical financial burden for many Georgians," said Georgia Commissioner of Agriculture Tommy Irvin. In response to this. Commissioner Irvin has requested U. S. Department of Energy Secretary Hazel O'Leary to con duct a comprehensive review of this situa tion and develop a monitoring program to ensure propane supplies are available at a fair and reasonable price to Georgia propane dealers, residential customers and agricultural operations.
"Many of these propane customers are living on moderate or fixed incomes and simply cannot afford the significant price increase to adequately warm their homes," Irvin said. "Propane heating also is imper ative to agricultural operations such as broiler poultry housing and grain drying."
"The petro-chemical companies that produce propane have created an inflated, price-gouging situation by curtailing pro duction and manipulating the distribution of inadequate supphes," Irvin added. "In turn, local propane dealers are placed in a financial dilemma caused by paying inflat ed wholesale prices, which in their com petitive market, cannot be entirely passed on to their customers."
Retail prices for propane gas are cur rently at $1.25 to $1.35 per gallon. This time last year retail prices averaged 85 cents per gallon.
Winter Arrives
Winter officially arrives in Atlanta at 9:06 a.m. Eastern Standard Time on Dec. 21, according to astronomers at the DeKalb School System's Fembank Science Center. On the first day of winter, also referred to as the winter solstice, the sun reaches an alti tude of only about 33 degrees above the southern horizon at noon for the latitude of Atlanta. Moreover, the winter solstice coin cides with the shortest day of the year, with only nine hours and 54 minutes between sunrise and sunset.
Winter will last 88 days, 23 hours and 49 minutes until spring begins on March 20, 1997. Winter has been the shortest astronomical season since the year 1245 A.D. The duration is still decreasing and the minimum value (88.71 days) will be reached by about the year 3500 A.D.
Sunny Wildflowers
It may be tempting to plant wildflow ers where nothing else grows, but they're not magical, say horticulturists with the University of Georgia Extension Service. Most wildflowers need full sun and mod erately fertile soils that drain well but not too quickly.
The North Georgia mountains yield ed a bounty of harvest for Pauline Fountain of Clayton, Ga., who is shown cutting okra, and picking cornfield beans. The field corn grew to 14 feet, four inches tall.

1-K Kerosene Should Be Used

In Non-Vented Heaters

Here's an idea for making your own wrapping paper using a raw potato. Slice the potato in half so that the surface of the cut portion is completely flat. Cut out a simple design, such as a bell or candy cane, and blot the surface of the cut end to remove excess juice. Brush poster paint over the raised design, and stamp the design on paper. You also can stamp the design on heavier paper to make Christmas cards.
Another method for making wrapping paper utilizes white tissue paper and food coloring. Take three or four sheets of tis sue paper and layer them. Then fold the paper in half, fold in half again and fold in half again. Next, dip a comer into a solu tion of food coloring. For a more festive paper, use different color solutions and dip each comer in a separate color. Spread out some old newspapers and set the tissue paper on them to dry. Then unfold the tissue paper and iron it flat.
If you want to hand-paint and glue your own Christmas ornaments, try hang ing them on a mug while the paint or glue dries. Be sure to put a few pieces of old newspaper under the mug tree in the event some of the paint or glue drips from the ornaments.
Before you spray artificial snow on windows, spray the window surface light ly with nonstick cooking oil. Once the holidays are over, you can easily wipe the snow from the glass.
Static electricity can be a problem when you're trying to hang silver or gold icicles on your Christmas tree. Place the icicles in your freezer for a few days before using. They will then be staticfree when you hang them on the tree.
If you want to determine how much paper you will need to wrap a gift, wrap a string around the package, cut it to the desired length, and use the string as a guide for cutting the paper.
Empty egg cartons make good packing material for shipping gifts. Line the inside of the shipping box with empty egg cartons and surround the gift with crumpled paper. This will keep the gift from shifting inside the box during shipping.
Here's a quick alternative to roasting chestnuts on an open fire. Cut an "X" on the flat side of the nuts and microwave them on a plate at a high setting for one minute.
Chilling candles for 12 hours prior to burning will allow them to bum longer and drip less.

Many residents of Georgia use kerosene heaters for keeping warm on cold winter days. But before they pur chase kerosene, the Georgia Department of Agriculture wants consumers to know what they are buying and to remind them to follow certain safety precautions while using it.
The department ensures kerosene sold in the state is registered and tested to per form as it should. It also regulates whole sale and retail sellers of kerosene by requir ing them to identify the fuel by grade on all dispensing equipment and containers.
When using non-vented heaters, always follow the manufacturer's operat ing instractions and safety precautions, which usually specify the use of No. 1-K fuel to minimize possible health hazards associated with high sulfur content. No. 1-K kerosene contains a lower level of sulfur concentration which cannot exceed .04 percent by weight.
Since most consumers provide their own containers at the pump where kerosene is dispensed, it's important that the container be fire safety approved, clearly marked for kerosene and never used for handling or storage of gasoline.
The state fuel oil laboratory checks samples from pumps to determine purity and performance standards. These stan dards include flash point, sulfur content, viscosity, and burning quality. Kerosene bums less explosively and has a much higher flash point than gasoline.
Although stations are required to keep storage tanks free of gasoline and other debris, kerosene can sometimes become contaminated. If a station's kerosene is found to be contaminated, state inspec tors order a stop sale and lock the affect ed pump until the proper corrections are made. The department also notifies the media to warn people who may have pur chased the contaminated products.
"Georgians should take the time to inspect kerosene before using it," said Commissioner of Agriculture Tommy Irvin. "Most heater manufacturers rec ommend 1-K grade of kerosene, which is clear, whereas gasoline has a distinctive smell and is usually a darker color."

Winter Equine Edition

-- Keep children out of reach of kerosene. If ingested, kerosene may be fatal, causing chemical pneumonitis, resulting from aspiration of the lungs.
-- Your container must have safety closures if you have less than five gallons of kerosene.
-- Be sure to label your kerosene con tainers.
