It's Fair Time For Georgians
The curtain is going up on the 1990 Fair season and visitors will soon be arriving at our gates all over Georgia. There are over 60 County Fairs in our state, begin-
ning August 1 in Hiawassee and ending November 11 in Savannah. A list of Georgia Fairs by town and I date appeared in Jthe August 8 issue of the MarIket Bulletin, and |l'm hopeful you saved it so you will be aware of the fairs in your area. Most Georgia fairs are operated by local service organizations such as Exchange Clubs, Jaycees, Lions

30301.______________________ Clubs, V.F.W., American Legion, Kiwanis and Optimist Clubs. The profits from these fairs are poured back into their respective communities in the form of scholarship funds and local charities. Georgia fairs receive no "state aid" as is the case in some states.
Fairs bring exciting carnival rides, fun and entertainment, agricultural exhibits, livestock shows, flower shows and community project exhibits. They display and feature agriculture as a way for rural America to put its lifestyle on display.
Most Georgia fairs come under the umbrella of the Georgia Association of Agricultural Fairs. As president of G.A.A.F. I am assisted by 16 other officers and directors. We all work on a voluntary basis without pay and we meet several times a year as we strive to build better fairs together.
Each year in January we hold a state fair meeting in Atlanta to provide workshops and programs that benefit all fairs. Normal attendance is 350 people, consisting of delegates from all fairs. During this meeting we contribute $500.00 to both the 4-H and FFA to support worthy students in national projects. We pay $1200.00 in prize money to "Fairest of the Fair" beauty contestants to be used as

Ga. Row Crops Suffer As Drought Continues

Early projections from the UGA Extension Service indicate over $450 million in drought losses. Dooly County, one of the hardest hit areas of the state, anticipates losses of over $28 million. More hot, dry weather over much of the state has resulted in additional deterioration to row crops, according to the latest report from the Georgia Agricultural Statistics Service, although some areas received varied amounts of moisture from scattered showers and thundershowers.
In addition to drought stress, some late soybean fields are infested with stinkbugs. Cotton is receiving increased pressure from aphids and beet armyworms.
Peanut yield prospects look bleak in many areas due to high concen-trations of insects, as well as continued hot, dry conditions.
As of Aug. 17, statewide soil moisture was rated 0 percent surplus, 33 percent adequate, 40 percent short, and 27 percent very short.

Georgia Prison Farms Reduce Dept. of Corrections' Expenses

When you think of the Georgia Department of Corrections, you probably think of prisons or probation offices.
But you could just as easily think of corrections as synonymous with
agriculture, because the department operates one of the largest, most productive farming systems in the nation.
Using inmate labor, the Food and Farm Services Division of the Corrections Department farms and grazes almost 10,000 state-owned acres that produce fruit, vegetables, beef, swine, poultry, eggs and dairy products to feed the inmate population.
And the department operates
beef, pork and poultry processing plants, vegetable canneries and
warehouses where inmates prepare these commodities for shipment to the state's correctional facilities in the department's fleet of trucks.
The Corrections Department also has more than 4,100 acres in woodlands throughout the state, and is piloting a catfish farm at one institution. In all, some 16,000 acres serve the department's agricultural endeavors.
The end result is a savings to Georgia taxpayers of millions of dollars in inmate food costs, with

the added plus that almost 3,000 inmates are kept busy in the farming, canning, shipping and food preparation operations.
"About 60 percent of everything on an inmate's plate is grown by the department," says Bobby K. Whitworth, Commissioner of the Department of Corrections. "Last year, we were able to feed our inmates for an average of 68 cents a meal, which is a bargain in anybody's book."
An inmate checks over the herd at a brood cow farm at Milledgeville. Once they reach several hundred pounds, the calves will be sent to Indian Ford Farm at Lyons to be pastured briefly before going into the total confinement feedlot there.

Whitworth said the department now feeds three meals a day to 18,200 inmates, and by Fiscal Year 1993, plans to produce most of the food for an inmate population expected to top 30,000.
In all, the department served up 19.1 million meals last year.
To be ready for the future, the department is building a new central food warehouse at Milledgeville, and in February it began operating a new meat plant and blast freezer locker there.
Whitworth will host about 100 members of the National Association of Institutional Agribusiness at its annual convention in Savannah Sept. 24-27.
"Georgia is looked to as the Mercedes of the institutional farming operations in the nation," comments Dick Davis of the Oklahoma Department of Corrections, who is president of the NAIA. "You have a total operation that is just mindboggling to most of us, and you all are reaping the benefits.
"There are those that are bigger than you, but I don't think anybody is ahead of you in the nation, not even Texas, which has more than 116,000 acres in its system. As far

CHICKEN SPAGHETTI
2 large, frying chickens g 1/4 cup butter or margarine g 2 cups onion,chopped 4 stalks celery, chopped 1 green pepper, chopped 6-ounce package spaghetti or vermicelli pasta 1 tablespoon chili powder 1 tablespoon dried, chopped parsley (or 2 tablespoons fresh, chopped parsley 2-ounce jar diced pimento, drained 2 cans cream of mushroom soup 4-ounce can sliced mushrooms, drained 1/2 pound (2 cups) shredded Cheddar cheese g
Boil and debone chicken, reserving the stock. Set aside. In a large skillet, melt butter or margarine, saute onion, celery, and pepper until tender. Set aside. Using a large sauce pan, heat chicken stock to a boil, carefully add pasta, turn heat down if necessary. Cook pasta according to package directions; layer into a greased 8x12-inch (2 quart) baking dish. In a large bowl combine chili powder, parsley, pimento, soup and mushrooms; mix well. Add chicken and sauteed vegetables and pour over pasta. At this point dish can be covered and refrigerated or frozen for later use. Sprinkle cheese on top of casserole and bake at 350 degrees for 1 hour. Makes 8-10 servings with each serving containing approximately 830 calories.

Barnesville Buggy Days

For a glimpse at the bug gies, surreys and wagons of the past, visit the 17th An nual Barnesville Buggy Days celebration Sept. 15-16 in Barnesville, Ga. The town was once known as the "Buggy Capital of the World" since the companies that thrived there manufac tured some of the most de sirable buggy models in the country.
The tradition of Grafting quality buggies survived for 50 years in Barnesville. Today, two of the original buggy factory buildings house thriving local busi

nesses. These sites, along
with the buggies now con sidered valuable antiques, will be focal points of the festival.

Early American settlers learned from the Indians that fish residue makes a good organic fertilizer. After a meal of fish, bury the heads, tails and bones in the garden. To keep pets from digging them up, sprinkle the area with pepper.
If you have a black walnut tree, keep in mind that the roots are toxic to many plants. When plan ning your garden, allow a distance of 30 or 40 feet between the tree and garden.
A warm, dry day in early fall is the best time to gather herbs for drying. Do not cut the herbs while there is still dew or moisture from rainfall on the leaves.
If you would like to grow herbs but are low on space, you can plant some along walks and driveways, or use them as borders for flower beds. Basil, chives, parsley and thyme tend to make the best border plants.
If rabbits prove to be a nuisance in your garden, try the following deterrent. Dry mix two pounds hydrated lime and one pound calcium carbonate (chalk or whiting). Store the mixture in metal, impervious plastic, glass or paper containers.
Sprinkle the powder around the base of plants to be protected.

Farmers' Markets Feature Fresh, Seasonal Produce

Many Georgians are unaware that our farmers have some type of produce or commodity available throughout the year. Through Geor gia's network of state farmers' mar kets, a number of these products often are distributed in the vicinity of the area where they are produced.
The Market Bulletin will periodi cally publish a listing of state farm ers' markets and the commodities available at these facilities. The first such listing is provided below. Since supplies of vegetable and fruit crops are dependent upon whether conditions, call your local farmers' market to verify the availability of these commodities.

Although cantaloupes, corn, squash, cucum bers and watermelons are reaching the end of the production season, good quality supplies are available. Sweet potatoes and tomatoes also are in.

Whitworth and his staff in Sep tember will showcase Georgia's massive state-owned agricultural operations in Tattnall and Toombs counties. NAIA delegates to the convention will first tour farms at Rogers Correctional Institution near Reidsville, where 3,680 acres are in cultivation and another 2,458 in permanent pasture.
The Rogers facility grows the bulk of the food used by the depart ment, producing over a million pounds of pork in Fiscal Year 1989 and almost 2 million pounds of vegetables for canning. Dairies there turned out 363,038 gallons of milk in FY 1989.
Whitworth said if it is possible, the department some day would like to be totally self-sufficient in food production, growing and processing 100 percent of every thing inmates eat.
With that in mind, when the department considers property ac quisitions for new prison sites, it looks for adjoining acreage that could be used to expand its agricul tural operations.

Horse Edition Planned in October
The Farmers and Con sumers Market Bulletin spe cial fall horse edition is scheduled for Oct. 3. This issue will includes notices for horse shows in Oct. Nov. and Dec., as well as notices for horses at stud, boarding facilities and miscellaneous equine equipment. A 30word limit will be observed for these notices. Deadline for the edition is Sept. 19.
Owners are reminded that notices included in the "Horses, Ponies and Mules For Sale" and "At Stud" column must be accompan ied by a copy of a valid, negative coggins test (made within the past 12 months). Ads submitted without this test will not be published.
In addition, under the new Georgia Animal Protec tion Act, boarding and breeding facilities must now be licensed. Pork Order Changes Proposed by USDA
The U.S. Department of Agricul ture is proposing to amend the National Pork Promotion, Research, and Consumer Information Order and its regulations to extend the deadline for remitting assessments by five days.
The proposals appeared as a pro posed rule in the Aug. 13 Federal Register. Pork producers, importers and other interested parties may submit comments no later than Sept. 12, in duplicate, to the Mar keting Programs Branch, Livestock and Seed Division, AMS, USDA, Rm. 2624-S, P.O.
