Ag Diesel Fuel Subject to Tax
The 99th Congress recently adjourned, but not before our agricultural community suffered a serious setback. While our Congressmen worked extremely hard to cut fed-
eral spending and move towards a balanced budget, I feel the proposed revenue package will hurt our farmers.
The House and Senate conferees iconcluded negojftiations on a $9 million revenue package to be included as part of the comprehensive Budget Reconcilation Bill.
Our guest columnist this week is Roger T. Lane, President of the Georgia Oilmen's Association, 3581 Habersham at Northlake, Tucker 30084.
A very critical element of that legislation is a change in the diesel fuel excise tax collection process. Both the House and Senate bills contained provisions changing the process in order to raise $638 million over the next three years. The total package went to the President before Christmas.
Under this bill, the tax on diesel and aviation fuel will be imposed on the sale of any taxable fuel by the producer, importer or wholesale distributor, effective April 1, 1988. Both the House and Senate versions require tax exempt users, such as farmers, to pay the tax when they purchase the product, then apply for a refund from the IRS or a credit on their tax return.
However, the conferees agreed to a provision which grants the Department of Treasury discretionary authority to exempt from the tax, state and local governments, diesel fuel for use in trains, aviation fuels (other than gasoline) for commercial uses, and fuels for industrial use other than as motor fuel. This discretionary authority, which is not required by law, is not given to the Treasury Department to exempt sales of diesel fuel to off highway agricultural use.

Farm Population Decreasing in U.S.
Attention Cotton Producers
Cotton growers are reminded that all cotton stalks must be destroyed by Feb. 1, 1988 to comply with rules of the Boll Weevil Eradication program.
Should a grower fail to destroy his stalks, the Commissioner of Agriculture may declare the stalks a public nuisance and may apply to the courts for an order of condemnation and destruction. The grower will then bear all associated costs.
Only 1 out of every 46 people 2.2 percent of the nation's total population lived on U.S. farms in 1986, according to information from the U.S. Department of Agriculture's Economic Research Service and the U.S. Department of Commerce Bureau of the Census.
The farm population consists of persons living on farms in rural areas of the country, but excludes residents of the small number of farms in urban areas. The information shows that the South's farm population has declined rapidly, from its one-half share of the farm resident total in 1950, to 29 percent in 1986.
Approximately 5,226,000 people lived on U.S. farms in 1986. That's about 129,000 fewer than reported in 1985. Only 1 out of every 12 rural residents (8.3 percent of the rural total of 63,133,000) lived on farms in 1986. Additional information released with the report showed:

the farm population and 12 percent of the nonfarm population. Hispanics accounted for 2 percent of farm residents and 8 percent of nonfarm residents.
~ Farm residents are older than the urban and total rural populations. Median age for farm residents was 37 years, exceeding 31.6 years for nonfarm residents.
Only 3 percent of the farm resident labor force was unemployed in 1986, compared with 7.2 percent of the nonfarm labor force. Sixty-one percent of farm men worked in farm occupations, while 75 percent of farm women held nonfarm jobs.
1987 Crop Yields Top 1986 Figures
Average yields for most of Georgia's 1987 crops were higher than the drought-reduced yields of 1986, according to the Georgia Agricultural Statistics Service. Despite a small yield-reducing drought in 1987, most growers obtained good yields. Here is how most of the 1987 crops added up:
Peanut yield averaged 2,500 pounds per acre, up 45 pounds from the 1986 yield. A 5 percent reduction in harvested acreage, to 630,000 acres, offset the effect of higher yield. As a result, production, at 1.58 billion pounds, was 4 percent less than the 1986 crop.
Average corn yield was 84 bushels per acre, 26 bushels per acre above the 1986 crop. Acres harvested for grain in 1987 fell 16 percent, but the higher yield lifted production to 51.2 million bushels, an increase of 21 percent.
Cotton yield averaged 666 pounds per acre, an increase of 211 pounds per acre above the 1986 yield. Acres harvested, at 245,000, were up, rising 26 percent above the previous year. Together, the higher acreage and yield lifted production to 340,000 bales, an increase of 84 percent from the 1986 crop.
Soybean yields averaged 20 bushels per acre, up 3 bushels per acre from the 1986 yield. The yield increase offset a 5 percent decrease in harvested acres, at 780,000 acres, and raised production 12 percent to 15.6 million bushels.

TOFFEE SQUARES
2 sticks butter g 1 cup brown sugar 1 egg yolk g 1 teaspoon vanilla 2 cups all-purpose flour 1 six-ounce package semi-sweet chocolate chips %-% cup chopped pecans g
Mix all ingredients, except chips and pecans, and spread evenly in a greased 15 x 10 x 1-inch jellyroll pan. Bake for 20 minutes in 350 oven. Remove from oven and top with chocolate chips. Allow chips to melt and spread evenly with a knife. Sprinkle pecans evenly over melted chocolate and cut into squares while warm. Yield: 4 dozen.

Dear Editor: The Southwest Georgia Genealogical Society is
conducting a survey of cemeteries in the Southwest Georgia area. The purpose of this survey is to locate as many old and/or abandoned cemeteries as possible so that the names, birth and death dates can be recorded. The information will be compiled and placed in the Genealogical Room of the Dougherty County main library, as well as the library in the county where the cemetery is located. A copy will also be sent to the Georgia State Archives.
We feel that the woods and fields of Southwest Georgia contain many cemeteries that are known only to farmers, hunters or senior citizens. These burial sites constitute a vital part of our heritage and should be located and recorded before they are completely overgrown or destroyed lost forever. Cobb Extension Teaches Adventures in Landscaping
The Cobb County Extension Service will sponsor "Adventures in Landscaping," a four-part program, beginning Feb. 16. Aimed at homeowners interested in the principles of design and the selection of trees, shrubs and flowers and their maintenance, the program will be presented in two-hour sessions.

Take Proper Care of Prized Quilts Makin'
Quilts are special to those talented folks who take the time to diligently piece them together. Whether you have made your own or been given one by your grandmother, a quilt is a family heirloom that can be treasured for years to come when given proper care. For this reason, your quilts should be cleaned and stored with delicate care.
Careful and gentle handling is the key to quilt care. Fragile, old quilts should be cleaned by a skilled professional only, since the fabric and thread have been loosened and worn with age.
When removing the dirt and dust on a quilt all that may be necessary is a unique form of vacuuming. Place the quilt on a smooth, flat surface, and cover it with a piece of screen. The screen, which can be purchased at any general hardware store, keeps the quilt from being sucked into the vacuum cleaner. Using low power, clean small sections of the quilt by passing the vacuum cleaner above the screen. Continue the process on both sides

until the quilt is clean. Before washing a quilt, be sure to
test dyes. Place a drop of water containing the cleaner you plan to use on an inconspicuous spot of the quilt. Let the water penetrate the fibers, then press the damp area with a white blotter. If the blotter picks up any color, you should have the quilt dry cleaned.

Begin sowing pepper, eggplant and tomato seed indoors so they will be large enough for transplanting outdoors when warm weather arrives.

Be sure to scrub your tub thoroughly and rinse out any leftover powder or soap. Then fill the tub with cold water, fold the quilt accordian-style, and place it in the tub. Let the quilt soak for four to six hours and check every hour to see if the water turns yellow. If this happens, drain the tub and refill it. This process may be adequate. If it still looks dirty after soaking, you may want to try a mild soap or detergent. Put the detergent in warm water as you fill the tub and be sure it has dissolved before adding your quilt. Soak the quilt for four to six hours. Then drain and refill the tub with warm water once more. Continue this process until the tub water is free of soap.
If you have a new quilt you may want to try machine washing it with extreme care. Put the quilt in a white nylon mesh bag for protec-
tion. Use the same cleaner used for handwashing clothing. Fill the machine tub and let the quilt soak for several hours. Every few hours, agitate the quilt on the gentle cycle for a few minutes. When the quilt becomes clean, rinse it several times until the water is clear.
For severely discolored quilts, you may want to try an oxygen bleach, which can be purchased at a grocery store. Soak the quilt in the bleach solution and rinse thoroughly.
When storing prized quilts, never put them in overheated attics or moist basements. The most important technique for quilt storage is proper folding. Rolling is the preferred storage method, but some quilts are too big to roll conveniently. When folding a quilt, pad each fold liberally with acid-free tissue paper to avoid sharp creases. Refold quilts two or three times a year along different lines to prevent discoloration and permanent creases. Wrap the quilt in more tissue and place in a cotton pillowcase or acid-free box.
Taking care of that special quilt may take time and care, but this
insures the pleasure and beauty your heirloom will provide for many years to come.

Remove grease stains from books by rubbing affected areas with soft, white bread crumbs.
Utilize old, clean pantyhose for stuffing pillows and toys.
If you want to make your bathroom or garage private without hanging curtains, make the glass opaque by brushing on a mixture of four tablespoons of Epsom salts and one half pint of stale beer.
When wallpapering, tint the paste slightly with food coloring so you can tell where it has been applied.
Find out the exact width of your hand with thumb and fingers spread so you can make rough measurements without using a ruler or tape measure.
Save energy by drying clothes in consecutive loads. This way the dryer retains heat from one load to the next.
Keep recipes you clip from newspapers and magazines readily available by placing them in an envelope fastened on the inside cover of one of your cookbooks.
Some folks claim you can remove water spots from clothing by rubbing the area with the rounded back of a silver spoon.
After sorting your patchwork pieces, slip a doubled thread through a pile of patches, leaving the knotted end of thread at the bottom of the stack. With the top end left unknotted, you can remove each square as needed and keep your patches organized.

I believe this provision will only be a temporary setback, if America's farmers speak up. I urge you to contact your senators and congressmen and inform them that you do not have the sophisticated record keeping procedures needed to apply for refunds, not the 15.1 cents increase per gallon in overhead that this law requires.
While I am sure that Congress has laudable intentions with this legislation, the additional paperwork required in collecting the excise tax and in processing refunds will far offset any savings. It will, however, cost the farmer with additional paperwork and cash outlay for fuel purchases. Congress must act now to direct the Treasury Department to exempt agricultural use of diesel fuel from the federal excise tax.

averaging 40 bushels per acre, up 7 bushels per acre from 1986. A 27 percent reduction in acres harvested, at 60,000 acres overpowered the higher yield and lowered profluetion to 2.40 million bushels, an 11 percent reduction.
Tobacco was the exception to the yield increases in 1987. Georgia's tobacco yield, at 2,120 pounds per acre, was 70 pounds per acre lighter than 1986, but acres harvested at 34,000 were up 10 percent and that elevated the state's tobacco production to 72.1 million pounds, a 6 percent increase over the 1986 output.

Exercise Green Thumb by Mapping Out Spring Garden
If your green thumb has spring fever, even though it's too early and cold to plant, use the time indoors to plan your spring garden. All you
need is a ruler or straight edge, some paper, something to write with, and a good idea of the crops
you'd like to plant. First, measure your garden and
draw it to scale on the paper. Then, being careful to allow all the room you need for rows and between-
plant spacing, pencil in your garden. Plant too many rows of corn? Just go back and erase it. Running short of space with the butterbeans? Simply plant less okra on that row.
At least in your paper garden,
you won't need to throw away any
costly transplants if you run out of room. And, once the garden is laid out on paper, you'll be surprised how much easier laying out your actual field will be.
Remember as you lay out your garden to note the yields of each plant and allow for canning or to make room in the freezer. Plant taller vegetables toward the north side of the garden, so they won't shade the shorter plants. Allow space for thinnings from overseeded rows and always leave a little space for unexpected things. (The chart will help you plan your paper garden.)

Georgia Southern Hosts Feb. 6 Horse Care Seminar
A Georgia Extension Service horse care seminar will be held 8:15 a.m.-4 p.m., Feb. 6, at the Georgia Southern College Conference Center in Statesboro. First aid, foaling, facilities, twitching and common lameness of horses, as well as an update on fescue research, will be discussed by experts from the University of Georgia animal science and veterinary science facility.

tion of the Market Bulletin will be published March 2. Deadline for this issue is Feb. 17. Please follow these guidelines
when submitting an ad for publication in the farm land edition.
Only farm land may be advertised; land tracts must be at least five acres in size and located in Georgia.
Indicate acreage and county where your property is located
There is a 30 word limit
including name and address. Ads must be submitted by
the individual owner; no real estate brokers or agents are allowed to advertise.
Descriptive terms should be limited to those characterizing the farm property or agri-
cultural structures. Detailed descriptions of non-related farm structures will not be included.
Only one ad per household per farm land section is permitted.
For best results, include
the price of your property in the notice.

ceived in writing by the Feb. 17 deadline.

Cobb County 4-H Sponsors Tree, Blueberry Bush Sale
Cobb County 4-H will sponsor a tree sale and blueberry bush sale 10 a.m.-7 p.m., Feb. 9. in the Cobb Civic Center parking lot. Tree species to be sold include Loblolly, Virginia Pine, White Pine and dogwood. The seedlings, ranging 6-18 inches in height, will be sold for 50 cents each.
Blueberry bush varieties scheduled to be sold include Climax and Tifblue. The plants come in 3-gallon containers and are being sold for $6 each, pre-orders only. For more information, or to place a blueberry bush order, call 404-429-3335.
